Consider a recommendation of the Planning and Zoninq Commission to deny the preliminary planned area development plan of 1750 Rochester. S-7505. Comment: The Planning and Zoning Commission, at a regular meeting held June 7, 1979, recommended by a 5-1 vote the denial of the subject development plan located north of Rochester Avenue and east of Seventh Avenue. This recommenda- tion 1s consistent with the staff's recommendation. The major issue, upon which the recommendation is based, concerns the provision of right-of-way for the eventual extension of Windsor Court between Windsor Drive and Seventh Avenue. The applicant has offered to the City right-of-way through an existing stormwater detention facility; an offer that is not acceptable to either the staff or the Planning and Zoning Commission. Alternatives regarding elimination of the existing stormwater detention basin, compensating storage, or relocation of the existing detention basin have been explored and none have been found to be acceptable. The applicant has requested that staff place this item on the Council agenda for consideration. b. Consider a recommendation from the Planning and Zoning Commission regarding the vacation of right-of-way along the original alignment of Foster Road and St. Ann's Drive between Buresh Avenue and Prairie du Chien Road. Comment: The Planning and Zoning Commission, at a regular meeting held March 5, 1981, recommended by a 5-0 vote that the right-of-way of the original Foster Road alignment be reduced from 66 feet to 55 feet and that the City retain a 40 foot right-of-way along St. Ann's Drive. This recommendation is consistent with the staff recommendation presented in a staff report dated March 5, 1981, which is attached to the Council's agenda. Consider a resolution approving the preliminary plat of Deer Hill Estates. S-8018. Comment: The Planning and Zoning Commission, at a regular meeting held February 5, 1981, recommended by a 7-0 vote to approve the preliminary plat waiving the Rural Development Standards for Streets and subiect to receipt of a letter from the appropriate fire protection district approving the water distribution system and approval by the City Engineering Division of the preliminary calculations for the stormwater management facility. This recommendation Is consistent with the staff recommendation presented in a staff report dated February 5, 1981, which was attached to the Council agenda of February 24, 1981. The Council at the last regular meeting deferred action on this item until the Planning and Zoning Commission has an opportunity to consider a possible amendment to the Rural Development Standards. The Commission will be considering these standards at their regular meeting of March 19, 1981, and staff will present their recommendations at the Council's informal meeting. Attached to this agenda is the memo sent to the Planning and Zoning Commission listing the staff's recommendation regarding possible amendments to the Rural Development Standards. Action: S, P. Page 8 Item No. 9 - CONSIDER RESOLUTION AUTHORIZING THE PLACEMENT OF AN ISLAND EAST —� OF THE EXISTING ISLAND IN THE 200 BLOCK OF HARRISON STREET. Comment: The local Postmaster has requested the installation of an island so that convenience mailboxes can be installed for eastbound traffic on Harrison Street. The three boxes that have been installed for westbound have been very successful and the Post i Office feels that the addition for eastbound traffic would be a ' significant contribution. This resolution also authorizes and directs the City Clerk to publich notice of the solicitation of offers. Page 9 Item No. 12 - CONSIDER RESOLUTION RECLASSIFYING ONE PERMANENT FULL-TIME 53 POSITION IN THE PARKS AND RECREATION DEPARTMENT - PARKS DIVISION. Comment: The employee in the position for which reclassification is being recommended currently performs the following duties normally performed by a position classified as Maintenance Worker III: all mechanical repairs and preventative maintenance on Parks equipment not handled by Equipment Service Division - mowers, weedeaters, snowblowers, chainsaws, small engines and pumps. The employee performs work as a crew leader of a mowing crew and supervises the work of other Maintenance Worker II's. The reclassification will recognize the employee's mechanical skills and crew leader position. Comment: The employee in the position of Deputy City Clerk performs duties which reflect a degree of responsibility and require skills comparable to those performed by positions afforded higher classification. The Deputy City Clerk performs work which requires involved records research, retrieval and dissemination of information, composition of minutes, preparation of publications, and possession of knowledge of a number of legally required Reclassification procedures. in costs of $493per yeartduringcFY82. O I COMMENT The employee in the position for which reclassification is being recommended currently performs the following duties normally performed by a position classified as MW II: 1. Organizes and participates in the maintenance of the Recreation Center in the absence of the Senior Maintenance Worker (2-4 hours per day October - March and 6 hours per day April - September), directing the work of another MW I; performs semi -skilled plumbing and mechanical repairs; strips and resurfaces gym floors and decks. The employee is currently the only Rec Center maintenance employee who is able to perform many of the fairly complicated annual or semi-annual maintenance procedures necessary. The reclassification will result in increased costs of $1,359 per year during FY81, $1,469 per year during FY82. Page 10 Item No. 14 - CONSIDER RESOLUTION RECLASSYFING ONE PERMANENT FULL-TIME POSITION IN THE FINANCE DEPARTMENT - PARKING DIVISION. Comment: The employee in the position for which reclassification is being recommended currently performs the following duties normally performed by a position classified as Maintenance Worker III: performs repairs to parking meters on the street and in the shop, performs preventative maintenance to meters; repairs and maintains electronic cash registers, ticket spitters, electric gates. Following expansion of the parking system, the duties of electronic maintenance and repair to previously existing equipment were assumed from the position of Parking System Supervisor. However, the addition of the new electronic parking ramp equipment would require monthly service call charges of $300 for equipment maintenance if not performed by the employee in the position for which reclassification is being recommended. The reclassification will result in increased costs of $1,013 per year during FY81, $1,069 per year during FY82. Action: Item No. 15 - CONSIDER RESOLUTION RECLASSIFYING ONE PERMANENT FULL-TIME POSITION 5-7 IN THE EQUIPMENT SERVICE DIVISION. Comment: The employee in the position for which reclassification is being recommended currently performs all duties normally performed by a position classified as Mechanic I and is assigned to repair work on the heavier landfill and refuse equipment. Additionally, the employee also demonstrates skill as'a welder, performing all necessary welding work for the Equipment Service Division in- house, at an estimated savings of $20,000 per year over the cost of having this work done by an outside welding service. Comment: This resolution amends the resolution of necessity for 1979 BDI Second Addition located north of Highway 6 Bypass to include additional engineering expenses incurred.
