DRAFT
Members Present: Eliza Willis, Paul Retish, Shams Ghoneim, Adil Adams, Kim
Hanrahan, Joe D. Coulter, Barbara Kutzko.
Members Not Present: Andrea Cohen, D'Angelo Bailey.
Staff Present: Stefanie Bowers.
Recommendations to City Council:
No.
Call to Order:
Ghoneim called the meeting to order at 5:32 PM.
Approval of November 15, 2016 Minutes:
Coulter moved to approve the minutes; the motion was seconded by Willis. A vote was taken and the
motion nassed 5-0. (Kutzko, Hanrahan not present).
Presentation of Certificate to Outgoing Commissioner Retish:
Relish was thanked for his many years of service on the Commission. Retish also agreed to continue to
volunteer on the job fair planning committee.
Funding Request Annual Choice Event:
Coulter moved to approve the funding request for $250; the motion was seconded by Willis with a
friendly amendment that payment of the $250 is contingent on the Commission being sent an itemized
budget for the event. A vote was taken and the motion passed 7-0. Bowers will speak with organizers to
see if any complimentary tickets are available for Commissioners for the event.
Proclamations:
A proclamation for Martin Luther King, Jr. National Holiday will be submitted for the Mayor's
consideration for the January 3 formal City Council meeting.
Ad Hoc Committee on Know Your Rights:
Due to extreme cold temperatures this event was canceled and will be rescheduled for late March 2017.
Building and Crossing Bridges Together:
Commissioner Kutzko volunteered to serve on this ad hoc committee. The next event is planned for April
2017.
Iowa City Community School District Equity Committee:
There has not been a meeting held since November. At that meeting the committee discussed the
District's Report Card for schools with District administrators.
University of Iowa Center for Human Rights Advisory Board:
The Center has many upcoming programs, events and seminars coming in 2017, many of which are
student led. To see all upcoming events please visit the Center's website. https://uichr.uiowa,edu/.
Inclusive Communities:
The following items will be considered as future programming for the "Know Your Rights" series. Willis
suggests that Commission members rotate serving on this Ad Hoc Committee to assist in the planning of
those topics of most interest to them.
1. Workshops, booths/tables and web -video on what is considered hate speech/crime.
2. Sponsor events/workshops addressing topics related to interaction between law enforcement and
communities of color, refugee and immigrant.
3. More programming geared at refugee and immigrant communities.
4. Hate speech/act hotline, hate speech/act online support community and recurring hate speech/act
emotional support group meetings.
5. Publicize the availability of protective services (police/fire/etc.).
The following items will be discussed at a future meeting.
1. Create a "rapid response" team that can participate in public events or demonstrations of support
when such incidents of hate occur. (Willis would like to include with the future discussion the
topic of Commission protocol as a responder).
2. Become vocal when the Commission is aware of a negative incident that occurs in the
community.
3. Continuation of the `Building & Crossing Bridges Together" program.
4. Publicizing more prominently the City's stance on hate speech/a hate speech and act -free
messaging campaign with audio and visual messages.
Reports of Commissioners:
Adams reported on a negative interaction he recently had with the University Heights Police Department.
Willis and Kutzko are both serving on the Martin Luther King, Jr. Day planning committee. The event is
scheduled to be held at Grant Wood Elementary School on Monday, January 16 from 10-3. The annual
celebration will include a panel discussion and vendor booths.
Coulter was recently reappointed to the U.S. Commission on Civil Rights Advisory Committee for the
state of Iowa.
Adjournment: 7:07 PM.

Dear Stefanie,
I am writing to invite the Iowa City Human Rights Commission to once again be a
sponsor of the annual Night of 1000 Dinners, Thursday, March 2. We were very grateful for
your participation last year, and we hope that you will join us for an event that is both a festive
observance of International Women's Day and an opportunity to help some of the 65 million
migrants and refugees worldwide.
This year funds raised through sponsorships will be donated to UNA-USA's Adopt -a -
Future program, which supports refugee education in Kenya. Details on the event, opportunities
for sponsorship and Adopt -a -Future are provided on the enclosed sheet.
We hope that you will join other groups and individuals for an evening of good food and
fellowship and to support the work of the United Nations in addressing the current refugee crisis.
I look forward to your positive response. You may email me atjimolson921@gmaii.com
or call me at (319) 512-0007. I will be in touch with you shortly.
Sincerely,
h Ji lson, Secretary

Night of 1000 Dinners 2017 — Sponsorship Information Sheet
What: An international dinner to mark International Women's Day, held annually in Iowa City since 1993. Intemational
Women's Day (March 8) is a global day celebrating the achievements of women. The Johnson County Chapter of the
United Nations Association — USA is the lead sponsor.
When: Thursday, March 2, 6:00 p.m. Where: Old Brick, 20 E. Market Street, Iowa City
Theme: Refugee Women and Their Families: Educating a Generation of Refugee Girls
and Boys
More than 65 million people have fled their homes and risked their lives in search of refuge. Most are women and
children, but less than half of these children have access to education. Night of 1000 Dinners sponsorships will raise
funds for Adopt -a -Future, a project for refugee schools in Kenya to prevent a lost generation.
The Event: An international buffet dinner with selections (including vegetarian and vegan options) provided by
several local restaurants and groups, followed by a speaker with first-hand experience with refugee women, children, and
education.
Sponsorship Levels. All sponsors will be listed in pre -event publicity (if the sponsorship is confirmed by February
15) and a listing in the event's printed program. A limited amount of display space for sponsors will be available on a
first -come -first -served basis. Sponsorships are available for businesses or non-profit groups at the following levels:
• $500, includes 8 complimentary tickets for the event
• $250, includes 3 complimentary tickets
• $100, includes I complimentary ticket
• Student sponsorships for student groups that provide at least two volunteers on the night of the event,
includes 1 complimentary ticket for each student volunteer
Tickets. For community members: $20 in advance; $25 at the door. Students: $10 in advance; $12 at the door. To
reserve, contact Jim Olson, jimolson921&gmail.com. Tickets may be ordered online beginning February 1 at
www.iowauna.ore. Ticket proceeds will support the educational and advocacy work of the United Nations Association in
Johnson County and Iowa, including the April 29 Hike to Help Refugees event in Iowa City.
AboutAdopt-a-Future. Adopt -a -Future, a joint project of the United Nations Association -USA and the UN
refugee agency (UNHCR), provides a concrete way to respond to the refugee crisis. As noted above, half of the world's
65 million refugees and migrants are children, and most of them lack access to education. An uneducated child is a
vulnerable child, adrift and at risk of exploitation.
Over the past twenty years, hundreds of thousands of refugees and asylum seekers from the African countries of Somalia,
South Sudan, Ethiopia and others have entered neighboring Kenya. 328,000 (551%) are 17 years old or younger. Adopt -a -
Future is supporting 52 primary schools and nine secondary schools in two camps, Dadaab (the world's largest refugee
camp with over 345,000 people — more than twice the population of Johnson County!) and Kakuma (190,000). We can do
something to provide a better future for the tens of thousands of children in these camps.
• Every $250 we raise will provide school supplies for 10 refugee children.
• Our contributions, added to those of others, will support expansion of schools to serve more children.
We look forward to your participation! Thank you!

Below, where is says $20k (net collectable rents), is the correction (replaces'$57k').
Correct: \
Organizational budget for 2017 and 2018.
We project total agency revenues for FY17 (FYE=June 30, 2017) to be $1.5M, and our net income to —$0. e
are a true non-profit. This will remain unchanged with the purchase of the new house with this grant, since
the actual acquisition will not occur until FY18 (FYE=June 30, 2018). FY18 total revenues will be a factor of
FY17 revenues, plus the additional revenue we project for this new Transitional house, which are estimated to
be $20k (net collectable rents), for July 1, 2017—June 30, 2018. (We expect other FY18 Increased
programming will also contribute increased revenues, independent of the new Transitional house.)

Carla,
At this point I think it would be more efficient to send me an email with just the correction. I can pass it out as a late

Hi Stefanie,
In reading thru all the apps, I gave a last read to ours, too, and found an editing error under
Organizational Budget 2017 2018. It says we will have additional revenue from the new Transitional
House of $57k. That is much more than we expect actually. When I was re -writing the final draft, I
somehow made this mistake. Can I correct and re -send?
