PUBLIC HEARING TO BE HELD:

To receive citizen comments on recommendations of
the Committee on Community Needs for the use of
approximately $2.3 million of Community Development
Block Grant (CDBG) funds in Iowa City over the next
three years.
Persons interested in expressing their views,
either verbally or in writing, will be given the
opportunity to be.heard at the above-mentioned,time
and place. The documents detailing the
recommendations made by the Committee on Community
Needs for the use of CDBG funds may be examined by
the public during business hours at the following

Re: Public Hearing on CDBG Recommendations
Next Tuesday evening, the City Council will receive comments on the
proposals which the Committee on Community Needs has recommended for CDBG
funding over the three year period 1982-84. The Committee's final
recommendations are the same as those which were previously presented to
the City Council and discussed in the March 25th informal meeting.
Attachment A to this memorandum provides a brief description of the
projects recommended by CCN. Attachment 8 is a summary of the recommended
funding sequence for 1982-84. In each case, CCN has allocated a total of
$776,000 per year, the entitlement which we expect to receive,from HUD.
The target area (neighborhood strategy area) locations are shown on
Attachment C.
Please note that CCN recommends partial funding for the Family -Life (frail
elderly) Home (;55,000) and the Independent Living Center ($70,000) in
1983. Both recommendations are contingent upon the project sponsors
securing other funds for the balance of the project costs, as well as firm
financial backing for program operations. In the case of the Family -Life
Home, a project sponsor must also be determined.
In general, the projects recommended for CDBG funding are ones which could
not be done with just local resources. All projects have been targeted to
provide maximum benefit to low- and moderate -income persons.
We are confident that these projects can be administered and accomplished
without additional staff in Planning & Program Development. In fact, the
overall budget reflects the decrease of two full-time persons in the CDBG
program staff. As in past projects, we would rely upon technical
personnel from the Public Works engineering staff, as well as other City
support staff, such as Finance and Legal. You should be aware, on the
other hand, that the "housing code enforcement" proposal provides half-
time funding for inspections within the four CDBG target areas.
Staff will be present at the public hearing to answer any questions and
will make a brief presentation prior to receiving citizen comments on the
specific proposals.

PRIORITY PROPOSALS FOR CDBG FUNDING: 1982 - 84
IPROJECT DESCRIPTION - OBJECTIVES
1. General Program Administration
Provides for overall program management and coordination, including citizen
participation, environmental reviews, reports, and grant application.
2. Community Development Planning
A. Provides for continued neighborhood development planning in support of the
Community Development and Housing Assistance Plans. In 1984, preparation
of new 3 year plans for 1985-87.

3. Housing Rehabilitation and Weatherization
Provides for a basic level of rehabilitation and weatherization through low-
interest loans and forgivable loans to owner -occupants. Priority for NSA's.

4. Housing Code Enforcement
Provides concentrated NSA code enforcement in support of housing rehabilitation
and other neighborhood improvement projects. Includes Iowa Avenue NSA.
5. Public Housing Site Acquisition and Development
Provides for land purchase and infrastructure development for public housing.
Subject to conditions: (1) no funds to be used for purchase of existing
housing, i.e. use funds to support new construction; (2) monies not used
within l year must be reprogrammed.TTota1 requested: $225.000.)
6. North Dodge Street NSA
Provides for sidewalk replacement (minimal new construction) on Dodge,
Governor, Prairie du Chien, and North Summit Streets.

SECTIONS 605, 705, 805, 905, 1005,
1205(a), 1207(a), 3305(j) and Table 29A
of the 1979 Edition of the Uniform
Building Code.
Notice is hereby given that a public hearing will
be held by the City Council of Iowa City, Iowa at
7:30 P.M. on the 21st day of April, 1981, in the
Council Chambers in the Civic Center, Iowa City,
Iowa. At which hearing the Council will consider
arguments for and against the proposed adoption of
amendments to 605, 705, 805, 905, 1005, 1205(a),
1207(a), 33050) and Table 29A of the 1979 edition
of the Uniform Building Code edited by the Interna-
tional Conference of Building Officials to reduce
required• window area, establish minimum ceiling
heights, alter handrail and footing requirements.
Copies of the proposed Ordinance amendments are on
file for public examination in the Office of the
City Clerk, 'Civic Center, Iowa City, Iowa. This.
notice is given pursuant to Chapter 380 of the Code
of Iowa, 1981.

MEMORANDUM

Re: Proposed Changes to City of Iowa City Building Code
At a recent Council meeting, questions were raised as to why certain
sections of the Code were being changed. To better help the Council
understand the need for the changes contained in the ordinance before
the Council, and .to better understand the discussions that took place
at the Board meeting, "I am attaching to this memorandum a memo dated
February 20, 1981 from Glenn Siders to the Board of Appeals' members
regarding the specific Code changes. The material contained in
Glenn's memo provided the basis for the Board's decision to recommend
the Code changes.
In most instances, the Code changes are to provide additional
clarification to the public regarding the interpretation and intent
of the ordinance. Hopefully, by revising the Code some of the
misunderstandings that have taken place in interpreting' the
ordinance will be minimized. In addition, weaknesses in the Code,
such as a lack of minimum ceiling height for commercial buildings,
will now be dealt with in a consistent and uniform way and will
suggest a reasonable minimum ceiling height requirement. You will
note in reviewing Glenn's memo that the staff decision to bring the
proposed ordinance before the Board of Appeals for discussion,
modification and recommendation came as a result of actual
experience in construction in Iowa City, in which it was found that
the Uniform Building Code did not provide appropriate language in the
areas of foundations and ceiling height. The Uniform Code also had
specific requirements for window sizing and related ventilation that
required larger windows than designers and builders felt necessary
to provide ventilation and illumination in dwellings and still be
responsive to energy conservation. It should be noted at this point
that where sections of the Building Code require ventilating systems
to be placed at heights in excess of the minimum ceiling height
established through this ordinance amendment, that the Code requires
that the most restrictive, such as the requirement that registers
handling air velocities of a certain size be located more than eight
feet above the floor, be the minimum requirement applied in design
construction.
The ordinance further permits a more reasonable interpretation of
handrail placement and construction. It allows for reasonable
encroachments for structural beams and members into required floor
to ceiling space measurements that take into consideration that
structural members often have to be placed below required minimum
ceiling heights and since doorway leading into these occupied spaces

are allowed to be 6'8", 4 inches less than minimum ceiling heights,
that structural members be allowed to encroach the additional 4
inches as well.
I appreciate that Code changes of this type are often rather

amendments was held by City staff, members of the designing and
building public of the City of Iowa City, including a meeting of the

Re: Proposed Code Changes
Gentlemen, this memorandum is to outline some proposed code changes the Building
Inspection Division would like seen. These code changes result from problems
that have occurred in the field and requests from several developers and
contractors to amend the code to provide for a more economical .building and
still maintain safe housing.
The Building Inspection Division is proposing five code changes. These changes
are as follows:

1. Building Inspection would like to amend Section 1205(a) found on page 86 of
the Uniform Building Code to reduce the ten percent window requirement to
eight percent. Amending this section would also involve changing the
minimum square footage from ten square feet to eigh� quare feet and

reducing the ventilation requirement from 1/2to 1/)�Eh of the floor-"'
area. It is the Building Inspection Division's ambition to just amend and
reduce the window requirement in all residential buildings. This section
was previously amended with the adoption of the Uniform Building Code a few
months ago.
2. The Building Inspection Division would like to also amend Section 1207(a).
of the Uniform Building Code found on page 88. We would like to amend the
last paragraph of this section to reduce the 7' dimension to 618" and add a
sentence stating that the main support beam shall be considered the same as
a furred ceiling. In your packet attached to this memorandum you will find
a drawing of typical construction throughout Iowa City in which you will
see it is quite often the case to have a 6'8" dimension from finished floor
to the bottom of the beam.
3. The third amendment we would like seen is found in Sections 605, 705, 805,
905 and 1005 of the Uniform Building Code. We would like to take the
existing sections and break them into two subsections entitled (a) and (b).
In all sections, the subsection (a) would remain the same and the
subsection (b) would be a new subsection stating that the minimum height of
a ceiling must have a clear and unobstructed distance of seven feet.
Currently, for any commerical structure there is no minimum ceiling height.
We operate under an interpretation found in Section 3304(c) found on page
503. This section says corridors, exterior exit balconies shall have a
clear height of not less than seven feet measured to the lowest projection
from the ceiling. It is our interpretation that any point from a room is an
exit point, therefore, the seven foot dimension would be the minimum. For
clarification, we would like to introduce languge in the above-mentioned
subsections which we believe would be easier and less doubtful to enforce.

4. The fourth amendment the Building Inspection Division would like to be seen
is found in Table 29-A on page 477. Enclosed with this memorandum you will
also find a proposed new Table 29-A in which the changes made are to
increase the nominal thickness and width of footings. It has been found
that due to the type of soil located in this area a 6" x 12" or a 15" x 7"
footing is not adequate enough size to support a structure. You will also
notice in the new table we have omitted the last column which is entitled
depth of foundation below natural surface of ground and finished grade. We
feel this part of the table is redundant and not applicable to an area that
enforces a 42" frost depth.
5. The last amendment the Building Inspection Division would like seen is
found in Section 3305(j) on page 506 of the Uniform Building Code. This
section of code is one that was previously amended a few months ago with
the adoption of the 1979 Code. We would like to amend the second paragraph
to exempt group R3 occupancies from the requirement of extending the
"handrail six inches beyond the top and bottom risers. This amendment would j
only apply to single-family dwellings and duplexes. The Building
Inspection Division still feels it is necessary to terminate the handrails
and return them into the wall or terminate them at newel posts or safety
terminals.
The last item for discussion is not found in the UBC but is found in the by-laws
for the Board of Appeals. Enclosed with this memorandum you will find a copy of
the current by-laws and at the request of the administration with the City of
Iowa City, it is being asked to incorporate in all by-laws a term of membership
for any board or commission. I feel this can easily be done by simply adding a
number 16 stipulating the term of any member. It is customary with most boards
to serve a four year term rotating no more than two per year. The staff does not
have any strong suggestions to any certain length of time.

Building Code in making a decision on these proposed code amendments. If you
