RE: Crossing guard on Court Street in front of Hoover School

I would like to state our preferences for supervision at this crossing
in front of Hoover School while the issue is still under consideration.
1. Our first choice would be to retain the present adult guard at
this crossing. As you are aware, Court Street carries a large
volume of traffic. A traffic count at this crossing on Monday
morning, May 11, 1981, from 8:10 to 8:35 showed 221 vehicles
used this intersection. On inclement days, this number would
have been much higher.
One of our first graders was struck at this crossing about two
weeks ago. This accident occurred before 8:00 a.m., which is
before the adult guard or patrols are on duty.
2. Our second choice would be to keep the adult crossing guard
there at arrival time in the morning and at dismissal time in
the afternoon. We feel we could handle the noon arrivals and
departures with dust the safety patrols since there are gaps
in the traffic during this time period.
3. Our third choice would be a traffic light which could be con-
trolled by the safety patrol. It would need to be a light
that would change to solid red. A flashing red light would
not be of any help since traffic would have a tendency to
back-up and, also, we would not be assured that cars would
remain stopped to get the pedestrians across.

Dear Mr. Hughes:
Thank you for your letter of May 11, 1981, to the Mayor and City
Council concerning the crossing guards at Hoover School.
The 'crossing guard at 1st and Court Street.will be retained and the
crossing which currently is midway between 2nd and 3rd Streets on
Court Street will be relocated to 3rd and Court. At that location•
there will be installed a special stop sign which will be utilized by
your student crossing guards during the period in which students are
present.
Your responsibility will be to insure that the stop sign is properly
used at the appropriate times and that the crossing guard is
available at 1st and Court Street. If the crossing guard is not
available, your office then will call a standby crossing guard.
Thank you for your interest in this matter. If you have any other
concerns relating to this matter, please refer them to the District
Safety Committee who will coordinate with the City staff.

To the Honorable Mayor and Members of the City Council of Iowa City, Iowa:
According to items in the Press -Citizen, the UI Institute of
Gerentology is soliciting funds to be used for the purpose of establishing
a family type home in Johnson County for "frail" elderly persons who are
in good enough health to stay out of a nursing home but who cannot be
totally independent, and have asked for Community Block Grant funds to help
buy a building. The plan is that this facility would be an 8 -bedroom home
and would accommodate a resident manager and seven frail elderly persons.
According to Mr. Dan Reece a Universityof Iowa
graduate student, the
federal government estimates that there are 1,4001frail elderly persons
in Johnson County.
Setting up a family type home for seven of the 1,400 frail persons
sure doesn't look right to me, nor to other taxpayers and senior citizens
with whom I have talked, because the plan looks completely unworkable and
unaffordable. It could be as much as 99-112% discriminatory since only
seven of the 1,400 could be addommodatedt leaving 1,393 in exactly the
same situation as before the family type home was established. And if
the federal government may have overestimated and there should be only
700 Frail citizens in Abin County, even then only one frail person in 100
could be housed in the new facility, with nothing for the other 99.
Things which would make the proposed facility unaffordable include
the following:
No. 1. The high initial cost of the facility, considering the small
number of persons it would accommmdate.
According to the news media, the cost of the house is estimated at
about 100.000. The cost of remodeling, furniture, carpets, drapes, curtains,
bedding, linens, dishes, silverware, cooking utensils, stove, refrigerator,
freezer, dish -washer, laundry equipment, trash compactor, cleaning equip-
ment, water softener, an automobile or a van, could easily add another
850,000 - $100,000. to the total cost.
No. 2. The high cost of day to day operation, considering the small
number -of residents.
According to Mr. Reece, one of the bed rooms would be for a full-time
resident manager whose compensation would be board and room and a minimum
salary. Sibeecfeeding and looking ,after the welfare of seven frail elderly
citizens would be a 24 hour a day, seven days a week responsibility, we can
be sure that it would take a lot more than a minimum wgge to -)attract a
capable manager, woman or man. It could beceverything but an easy job.
The Mary 0. Coldren Rome for Women hasn't had a manager ('Matron) for
several years because they haven't been able to find one at a wage they
could afford, even though Job Servicd helped them to look. That is one of
the reasons the Board of Directors has considered closing that facility.
Operating with hourly help hasn't been easy.
The manager would not be able to do everything, viz: doing the shopping,
cooking and serving meals, including perparation of special diets when
prescribed, doing the laundry, the daily and weekly cleaning, etc. Other
persons would need to be employed. And if the facility would need to be
licensed, complying with state regulations could mean considerable expense.
I was glad to read in the Press -Citizen that you are reluctant to
endorse any new projects, especially one that wouldn't support itself
after an initial capital outlay, and that you have asked for more information.
I hope the inforaation given you will include the following, as it is in-
formation that the taxpayers and senior citizens will want too.

What is the name of the community group that would supervise the
project? This is something that the proponents have apparently kept
under covereo far. Might it be, perhaps, some agency whose pact record
may have been nothing to. crow about? Or might it be some completely
new, inexperiencalgroup? Would the promoters expect the group selected
to be funded with tax funds or funds collected from the public by United
Way? Or how would they expect it to be funded?
What would the promoters expect the duties of this community group
to be? Would they expect its members to take bids for the remodeling,
let the contract, supervise the work, buy all of the furniture, furnish-
ings and equipment, get the house all ready for occupancy, supervise the
operation of the home, collect the rents, etc. and hire the manager?
If not, whose duty do they think all this should be - - that of the
City of Iowa City - - that of the UI Institute of Oerentology - - or who?
What do the proponents think should be the power of the community
group? Do they think this group should have the power to set all rules
and regulations regarding eligibility, priorities, determine the amount
of:rent to be paid, select the first seven frail citizens to occupy the
new facility, etc. etc. Or do they think this should be the duty and
responsibility of the City Council?
Since the proposed family type home would be for elderly persons who
are not able to live entirely independently, would it need to be licensed
by the state? If so, do the proponents know what the state regulations
would be for a facility of the type and size of the one for hhich they
are trying to raise funds? home
Would the promoters want a family type for women only, for men only,
or for some of each?
According to the Press- Citizen, Mr. Reece stated that the proposed
family type home would be used as a modelfor other such projects in the
County. 'We sure don'tneed a model, of a home that would house only seven
of 'the 1,400 frail elderly persons that the federal government estimates
live in Johnson County. On that basis it would take 200 buildings at a
cost of some $150,000. each to house all of them. There are many things
that would be nice if communities could afford them.
After your Honorable Body has received the additional information,
I would be very glad to have a copy, and I suggest that you send a copy
of my letter to the IDI Institute of Cerentology, attention of Mr. Dan
Reece, to the Committee op' Community Needs, to United Way, and to Ms.
Pamela Rameer.

Industries. One of our members would like to attend the
classes sponsored by Kirkwood Community College at Old Brick
on Market St. However, he lives on Brown St. and he is unable
to safely cross the street at the intersection of Brown and
Dodge Streets.
We would like to request that the City install a pedestrian -
controlled traffic signal like the ones downtown at the corner
of Brown and Dodge so that our class member can travel around
the community more independently and with safety. There are
other disabled people in the neighborhood and we feel the
special traffic signal would also benefit them.
We will appreciate your help.

Dear Ms. Baskett:
Thank you for the letter of May 5, 1981, signed by you and nine other
persons, requesting a signal at the intersection of Brown Street and
Dodge Street. I referred this matter to the City Traffic Engineer
for investigation. The City Traffic Engineer reports that before a
signal can be installed certain design criteria must be met. These
criteria have been accepted by the State of Iowa. The criteria
consider the number of cars and pedestrians, speed of cars, the
accident experience and other factors at a location. The criteria
establish minimum values which must be exceeded before traffic
signals are installed.
The City Traffic Engineer has reported to me that the various minimum
criteria are not met by the conditions at the Brown Street/Dodge
Street intersection. In addition, traffic controls of this nature
require inclusion in the City's capital budget. There is always
limited funding for this kind of improvement.
Should you have any further questions or suggestions regarding this
matter or other City services, please do not hesitate to contact me.

north half of the 500 block of South Madison Street so as to permit
two hour parking from 8:00 A.M. to 5:00 P.M. This action will be
taken on or shortly after May 29, ,1981.
COMMENT:
This action is being taken at the suggestion of the City Council so
as to provide parking for the commercial enterprise located at this
address.
