During my absence from Iowa City last Spring, "No Parking" signs appeared
on both sides of the 1200 block of Village Road. Since then, I have discussed
the possibility of removal of the signs with Mr. Schmadeke and Mr. Brachtel, j

No safety reasons occur to me which make parking on one side of Village
..... Road more dangerous than (nor even as dangerous as) parking on one side of - -

In order to avoid the problem of street storage of vehicles, I request
that you restore parking to one side of Village Road (at least in the 1200.1
.� block) and prohibit parking on both sides from, say 2 a.m. to 6 a.m. j 1

For Sane time we have recognized a few problems relating to the
cablecast of City Council Meetings. They are problems for the council,
i the citizens that watch the meetings and the volunteers that produce
than.
There is a need for a permanent, less obtrusive and better sit-
uated lighting system. Such a system could minimize glare in the eyes
of council members, correct inadequate and uneven light levels for
videotaping and greatly enhance the quality of the transmitted meetings.
It is not difficult to imagine that such an improvement cpuld stimulate
an even greater viewer -citizen interest in the procedings.
A further problem is that the current audio system is inadequate
for the demands being placed upo n it. Internal noise and a low signal
level inherent in the system combine to render poor audio on the cable -
casts: The addition of a second mixing amplifier to operate in parallel
'with the existing system would go a long way towards the solution of

this problem and make it easier for the viewer to understand just what
Ithe speaker is saying.
1 The volunteers that produce the council meetings are citizens of
Iowa City, mothers, fathers, teachers, musicians, students --people
from a variety of interests and occupations. All have srne expertise
in media in part from attending workshops conducted by Mr. Shaffer or

by flawkeye Cablevision. All are volunteers. We share a cam -an belief
in the importance of media technology and cable television in partic-

ular. The great potential for calmunity oriented programming has only
begun to be realized. Given the pervasive nature of television --the
average American watches six to seven hours every day --it is in the
interests of our canminity to encourage public involvement in its
importance at the community level.
Cable television offers capabilities that no other media can. It
i
gives to Iowa City the opportunity to tap some of that six to seven hours
by creating its own local channels of expression. The comminity can
develop communications about, by, for and to itself: Iowa City. Such
messages are atristic; educational; informational; socially or human-
istically relevant; government, organizational or religiously oriented.
The service potential for the local population is unlimited. The
challenge is exciting; the access channels belong to the citizens --you
and us --they are meant for our use.
Use of the public access resource is in its early stages of dev-
elopment. We believe that it is important at this time to support what
we consider to be valuable public services. A plaque at the Iowa City
Civic Center reads: "This House shall stand for the happiness, safety,
and advancement of all of the people of our beautiful city." That
I
phrase relates the importance of city government and the functions it
performs. The City Council is the ultimate authority for the City.
By cablecasting live and playing back the meetings of the City Council
we enable the elderly, handicapped, City employees, working citizens
and other interested
persons to see and hear a portion of the workings
of our civic government.
We believe this to be so important that we devote many hours working
to nuke the cablecasts as good as possible.
Every City Council program takes 40 to 50 personhours to produce.

We meet prior to every meeting and after most. The equipment we use is
a cQTbination of properties of the cable canpany, the library and the
city. Each of these institutions has been contributing all that they
have. Unfortunately lighting and audio are still causing us problans.
We hope that this correspondence helps to clarify the identity,
motivation and methodology behind the City Council cablecasts. A
j great deal of hard work has been done to bring us to this stage of
our development. We share your concerns about the problems that we
all face. We appreciate pp your support and are willing to work co-
operatively with you to insure a solution that will meet with the

of Van Buren south of the east -west alley. This action is being taken to
permit the improvement of the bicycle rack at this location. This action
will be taken on or shortly after September 30, 1981.

I have lived in Iowa City since 1965; it is my home. In 1974,
when I was in the carpenter's union, I filed a complaint with the
Human Rights Commission because I was being harassed while building
the Iowa City Post Office, my job at the time. I have seen from the
other side of the negotiating table some of what the commission does.
The fact that Iowa City has a Human Rights Commission that could
give me immediate attention was a life saver. It relieved me of
the burden of dealing with the harassment alone and greatly attributed
to my being able to stick it out and finish my apprenticeship. I
would like to return the favor.
I have been a carpenter in this town since 1971 and a general
contractor for the last three years. Running McCormick Construction
& Cabinetry has made me familiar with the problems of doing business
in Iowa City. As a contractor, I have suggested to city building
Officials ways of bringing more minority contractors into the
rehab. programs. Recently, I have been encouraging a black carpenter
to go into business for himself.
Being a woman gives me a personal knowledge of the boundaries .
placed on minorities and women. I became an active member of the
feminist community to try and understand those boundaries and have
been working against them for years. My long interest in politics
has lead me to apply here to work in some official way.
