NOTICE OF PUBLIC HEARING ON
PLANS, SPECIFICATIONS, FORM OF CONTRACT AND ESTIMATED COST FOR THE
WASTEWATER CLARIFIER REPAIRS PROJECT
IN THE CITY OF IOWA CITY, IOWA
TO ALL TAXPAYERS OF THE CITY OF IOWA CITY, IOWA, AND TO OTHER
INTERESTED PERSONS:
Public notice is hereby given that the City Council of the City of Iowa City, Iowa, will con-
duct a public hearing on plans, specifications, form of contract and estimated cost for the
construction of the Wastewater Clarifier Repairs Project in said city at 7:00 p.m. on the 71'
day of February, 2017, said meeting to be held in the Emma J. Harvat Hall in the City Hall,
410 E. Washington Street in said city, or if said meeting is cancelled, at the next meeting
of the City Council thereafter as posted by the City Clerk.
This project includes the removal, repair and/or replacement of existing primary and
secondary clarifier equipment and is located at the Iowa City Wastewater Treatment Plant,
4366 Napoleon Street, SE, Iowa City, Iowa.
Said plans, specifications, form of contract and estimated cost are now on file in the office
of the City Clerk in the City Hall in Iowa City, Iowa, and may be inspected by any interested
persons.
Any interested persons may appear at said meeting of the City Council for the purpose of
making objections to and comments concerning said plans, specifications, contract. or the
cost of making said improvement.
This notice is given by order of the City Council of the City of Iowa City, Iowa and as
provided by law.

hearing on its intention to convey a storm sewer
easement to MXTE, LLC at 7:00 p.m. on the 7t"
day of February, 2017, said meeting to be held in
the Emma J. Harvat Hall in the City Hall, 410 E.
Washington Street in said city, or if said meeting
is cancelled, at the next meeting of the City
Council thereafter as posted by the City Clerk.
Said resolution and easement agreement are
now on file in the office of the City Clerk in the City
Hall in Iowa City, Iowa, and may be inspected by
any interested persons.
Any interested persons may appear at said
meeting of the City Council for the purpose of
making objections to and comments concerning
the proposed sale of said storm sewer easement.

CHANGE OF USE OF A NOT TO EXCEED $700,000 PORTION
OF THE GENERAL OBLIGATION BONDS, SERIES 2015 AND

PUBLIC NOTICE is hereby given that the City Council of the City of Iowa City, Iowa,
will hold a public hearing on the 7`h day of February, 2017, at 7:00 o'clock P.M., in the Emma J.
Harvat Hall, City Hall, 410 E. Washington, Iowa City, Iowa, at which meeting the Council
proposes to take additional action for the use of a not to exceed $700,000 portion of the bond
proceeds of the previously issued General Obligation Bonds, Series 2015, for an alternative
purpose of renovating, equipping and furnishing the city -school joint pool facility.
At any time before the date of said meeting, a petition, asking that the question of
expanding the purposes be submitted to the legal voters of said City, may be filed with the Clerk
of said City in the manner provided by Section 362.4 of the City Code of Iowa, pursuant to
Section 384.26 of the City Code of Iowa.
At the above meeting the Council shall receive oral and written objections from any
resident or property owner of the City, to the above action. After all objections have been
received and considered, the Council will at this meeting or at any adjournment thereof, take
additional action to use a not to exceed $700,000 portion of the 2015 funds for said purpose.
This notice is given by order of the City Council of Iowa City, Iowa, as provided by
Section 384.26(5)(a) of the City Code of Iowa.

RE: Re -purpose 2015 General Obligation Bonds
Introduction
In 2015, the City issued $700,000 of general obligation bonds for the purpose of constructing
joint recreation facilities with the Iowa City Community School District at the new Alexander
Elementary school. The proposed resolution will change the purpose of the 2015 bonds to:
improvements and renovations at another joint City -School facility, the Mercer Park Aquatic
Center.
History/Background
The City issued general obligation bonds in 2015 to be used in constructing a new City -School
recreation facility at Alexander Elementary school. Those funds will no longer be used at the
Alexander Elementary school and need to be re -purposed. In 1987, the City and the Iowa City
Community School District agreed to construct a joint use facility: the Mercer Park Aquatic
Center. That facility is approaching 30 years of age and is need of major repairs and
renovations.
The Parks and Recreation Department have developed a priority list for repairs at the Mercer
Park Aquatic Center. The recommended repairs were derived from the highest priority issues
identified in the City's 2012 Space Needs Study and are as follows:
Double Boiler Replacement Project - $304,200.00
• Boilers have been operating 24/7 since its original 1988 installation. Greater
efficiencies in water and energy use will be gained by a redesign and
replacement. The current HVAC system also has provided inconsistent heating
and cooling during the last year; there have been numerous patron complaints
regarding water and air temperature in the facility.
Tuck -pointing and Masonry Repair Project- $383,250.00
• Exterior Masonry tuck -pointing on Mercer structure
• Interior masonry tuck -pointing in pool areas from chlorine damage
• Repair masonry and tuck -point at SE corner near pool equipment room
• Correct Steel Lintels in courtyard- causing water issues in facility
• Caulk the damaged Exterior Masonry walls- $7 to 10.00/LF
• Review leaks and caulk exterior window Kalwall system (Lift required, removing
caulk on window system)
Upgrade ADA Chair Lift- $8,000.00
• Electrical upgrades, tile work, and new ADA compliant lift that is self -actualizing
Total: $695,450.00

Discussion of Solution
The 2015 general obligation bonds totaling $700,000 that were to be used for a new joint City -
School recreation facility need to be re -purposed. These bonds can be re -purposed for repairs
and renovations at the older joint City -School facility; however, a public hearing must be held
and a resolution must be adopted to make that change. The proposed resolution re -purposes
the 2015 bonds, provides funding for major repairs at the Mercer Park Aquatic Center, and still
utilizes the bonds for a joint City -School recreation facility.
Financial Impact
The major financial impact for the City is the completion of repairs and improvements at the
Mercer Park Aquatic Center that had not been previously funded. These improvements are
necessary and will reduce future maintenance and repair costs.
Recommendation
It is staff's recommendation for the City Council to approve the resolution to change in purpose
of the 2015 general obligation bonds following the public hearing.
