Karr/ Excuse me. We do have to add something to the agenda for tomorrow night, for
posting purposes, uh, there needs to be setting of a public hearing. It's, uh, setting
of a public hearing for March l lth on a purchase agreement regarding three lots,
uh, at Aviation Commerce Park...North Airport Development Subdivision, and
we'd like to move quickly on this, uh, so we do..:would like to set the public
hearing tomorrow night and hold it on the 11th. What you have being passed out
is the, uh, just the background information. Again, it's a resolution setting a
public hearing.

Football Weekend Parking Prohibition (IP3 of 2/28 Info Pkt):
Yapp/ No problem! Good evening. Uh, the football game day parking, uh, issue came to
light during the last football season on three streets: Weeber Street, Wylde Green
Road, and Talwrn Court. The, uh, Fire Department identified these streets as
streets that when there is parking on both sides, solid parking, it's very difficult
for them to, uh, drive down these streets in a timely manner. We, uh, in
Transportation Planning, we surveyed the neighborhoods around Kinnick Stadium
during, uh, a couple of the later home football games, uh, looking for any other
streets that might be issues, and for the most part, most streets already prohibit
parking on one side, but these streets...during most of the year operate fine, uh,
there's, uh, there can be a car here, a car there, but, uh, traveling is maintained,
but during the home football games with the, uh, congested on-street parking, it
has become an issue. We...we notified the neighborhood of this proposal, of all
the residents on these streets, and, uh, received overwhelming support, uh, as you
can see from the attached letters. Uh, we also received some requests to prohibit
parking during the entire year, on one side of these streets, and I wanted to take
this opportunity to, uh, let you know how we do that. iJh, when there is a safety
issue proposed, or a safety issue identified, staff will propose changing parking or
changing traffic control of some sort, when there's a safety issue. We'll...we still
notify the affected residents, but we would forward that proposal. When there is
not a safety issue, it's just a matter of neighborhood convenience or neighborhood
desire, we typically do a survey, of the neighborhood residents and if a majority,
uh, wish to change the on-street parking pattern, then we would bring that forward
to you with the survey information. LTh, with this proposal, we would do some
additional, uh, temporary signs on game days, so that, uh, people visiting and
normally might park on these streets, uh, would see that yes, it is a game day and
that no parking is permitted on one side. Uh, it'd be a sign similar to the rezoning
notifications signs that you see, uh, real estate-size sign. Uh, and Dale has also
forwarded some information to the Athletic Department, so that they are aware of
this proposal, as well. Glad to take any questions.
Champion/ If we have enough players for a football team, I don't have any problems with
it.
Wilburn/ Couple things come to mind for me. One, uh, would it be possible if, Dale, in
the memo, if you could, uh, ask them to let the Alumni Association know, so they
could put it out in some of their (several talking) brochures that go out, and on the
web page.
Helling/ We've also suggested to them, and I think they're willing to, send the
information out with tickets so that people can (several talking)
O'Donnell/ And I assume it's going to be posted properly. We're not going to...how
many spots are we talking about?

Yapp/ Uh, we looked at the aerial photos to get a handle on that. It's about a hundred all
together.
Wilburn/ So the second piece to that, even though it's posted and we do all these
proactive efforts, we can anticipate when folks start getting tickets, we'll start
getting calls.
Yapp/ The City of University Heights has a very similar signs.
Wilburn/ I understand that. I just, because people have their...
Bailey/ Have their parking spots.. .
Wilburn/ ...and they don't necessarily read the signs.
Yapp/ Sure.
O'Donnell/ And it's only for four hours.
Wilburn/ Yeah, so....we can anticipate...steel yourselves for...
Bailey/ And, my question is, will we (several talking) I mean it's tow-away zone. Do we
really tow? Will we really tow?
Yapp/ That will be up to the...the police enforcement on the ground at the time. They
will make a determination, if the parked vehicles are blocking the road to an
extent that...that emergency vehicle access is affected. Then they may tow.
Bailey/ I like the temporary signs, by the way, because some of us really don't know the
dates of football games.
Hayek/ It sounds like, uh, staff has not yet determined that the non-football days of the
year constitute a safety issue?
Yapp/ We have determined that they do not.
Hayek/ They do not. Okay.
Yapp/ So, we will be following up with a survey. (several responding)
Correia/ Because the issues...when they're solid on either side.

Volland/ Is it just during the game, or before, like the whole day?

Item 6 PLANNING AND ZONING MATTERS.
a. AMENDING THE COMPREHENSIVE PLAN TO INCLUDE THE
UPDATED HISTORIC PRESERVATION PLAN.
Davidson/ Uh, thank you, Madame Mayor. Tomorrow, uh, at your formal meeting, Bob
Miklo, Senior Planner Bob Miklo, and the Chair of the Historic Preservation
Commission, Tim Weitzel, will be present for the continuation of your hearing,
and then if you wish, the consideration of the Preservation Plan. Um, are there
any specific questions or any issues that any of you have that you would like to
raise tonight so that I can make sure Bob and Tim are prepared to address those,
or if they require some kind of research that we can do that before tomorrow
evening's meeting. Anything that's an outstanding issue, or...or anything that
you want them to go through again, in terms of their presentation. Um, just want
to make sure that we can answer anything that might be, uh, a question in your
mind tomorrow.
Hayek/ I think it would be helpful for me, and perhaps others, for them to walk through,
um, some of the flexibility improvements, that this proposal would bring to the
table, whether it's providing for administrative process, um, streamlining the
site...or the design review, un, process. Those sorts of things, and I picked up on
those in these voluminous materials, and I'm glad to see it. I just think it might be
a good idea to highlight those a little bit.
Davidson/ Will do.
Bailey/ I touched base with Bob, because I bumped into him this afternoon, and talked to
him a little bit about...I think one of our challenges is...are the communication
strategies, and I know that's in Goal 5, but I know that communication is under,
um, some other goals as well, and so I wanted him to cull out some of these as
well, not only communications for particular districts, but sort of a proactive
approach, um, with the marketing, that's culled out in the goal file.
Davidson/ Oh, right, right, gotcha. Okay.

um, Dale to have, uh, the Police Chief here to talk about the Hy-Vee issue, just for
our own information. This is a different type of recommendation, and I thought

Item 4d(1) CONSIDER A RESOLUTION SETTING A PUBLIC HEARING ON
MARCH 11, 2008 ON PLANS, SPECIFICATIONS, FORM OF
CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION
OF THE SENIOR CENTER BOILER AND CHILLER REPLACEMENT
PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID
HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID
PLANS ON FILE FOR PUBLIC INSPECTION.
Karr/ Just want to note, um, you'll be receiving this tomorrow, but a revised, uh, estimate
on 4d(1), the Senior Center boiler project. The revised estimate is $725,000.
Correia/ That's significant, isn't it?
Karr/ The number includes an update of all the HVAC controls. We just received that

Item 4f(3) Traffic on Dubuque Street: Bryan Ringen
Hayek/ There's a, uh, letter in 4f(3), from Bryan Ringen, to John. I'm not sure I follow...
Correia/ Is that...I was, I saw that too. I was wondering, we...he was talking about the
intersection at Church and Dubuque Streets.
Champion/ Oh, yeah. What was that about?
Correia/ And I was, I've been wondering if we can have aleft-turn arrow on, when
you're coming, traveling south to turn left onto Church Street.
Champion/ We talked about that.
Bailey/ We talked about that.
Champion/ ....didn't want to do it.
Correia/ I know, no, no, but...
Bailey/ ...discourage left turns...
Correia/ ....people are going to be turning left, and it's...
Bailey/ Let `em wait!
Correia/ ...and it's similar to that intersection at Court and Muscatine, where the one side
has aleft-turn arrow, when you're going towards Towncrest, because there's
more left-turning action there than, and there's no left-turn arrow when you're
going, uh, towards downtown to turn onto Court Street. (several talking)
Yapp/ It is on our, uh, on the JCCOG work program. This spring...we actually just
started the data collection last week, to look at the Church...at the Dubuque Street
corridor from Church Street to Jefferson Street, more comprehensively. Uh, and
looking at the possibility for a dedicated left-turn on Jefferson Street is one of the
things we're looking at. And the pros and cons of dedicated left turn at both
Church, uh, and at Jefferson, as well as some other, uh, things.
Correia/ We need a dedicated left-turn arrow.
Yapp/ Yes.
Bailey/ The neighborhood was really clear about their interest, or lack thereof, of a
dedicated left-turn arrow on Church Street.
Correia/ Oh, I thought it was just related to the...

Wright/ No, it was seen as another way for traffic to be directed down Church Street.
Champion/ And we decided that Jefferson was the street people should be turning on.

Council Time:
Champion/ Well, I'd just like to bring up one thing, and I never complain about this kind
of stuff, but...
Bailey/ You never complain, Connie!
Champion/ No, but the businesses on Iowa Avenue between Linn and Dubuque never
shovel their walks, and it was really dangerous today with the rain yesterday, and
on top of the snow, on top of the melting. I think the only sidewalk that shovels is
(unable to hear) Marc Moen's building, and (unable to hear). Otherwise,
nothing's shoveled.
Correia/ I saw the owner of the Q Bar shoveling one day.
Champion/ I don't know when that was (several talking)
Wright/ There is a complaint filed against them for not shoveling, I know.
Bailey/ So, I mean, that's a complaint basis. Right, Dale? (several talking)

Wright/ Yeah, unfortunately, this is just, sidewalks are just a very bad issue this year,
more than ever.
Champion/ All the sidewalks on Dubuque and the rest of Iowa Avenue are totally clean.
They're totally clean, so it's only, I guess, it's just an issue for the ones I'm
talking about.
Bailey/ ...pretty bad today, but it was around 10:00 (several talking)
Wright/ ...Northside Market Place, there are businesses that don't have anything cleared,
and it's...
Champion/ I can't imagine not wanting to clear your sidewalks in front of your business.

Champion/ I've had several calls about snow removal, and when are we planning on
doing that, Regenia? Do we have any time?
Bailey/ We're shooting for...um, the...we'll talk about this in the meeting schedule, but

Upcoming Community Events/Council Invitations:
Bailey/ Shall we keep going? Um, I've had a couple of Council invitations. One, or
invitations that I want to make sure that you guys are aware of. Um, Rebecca
Ryan who, um, she wrote, she's now written another book, Live First, Work
Second. There's a reception on Monday, March 24th at the HotelVetro, um, 5:30.
Correia/ For what?
Bailey/ Rebecca Ryan. She's, um, Next Generation Consulting. She does a lot of, um,
that sort of work, and bringing in people to cities. So, I'll make sure that this is in
next week's Info Packet. I just got the email today. And then on Thursday, the
Summer of the Arts has a press conference...Thursday at 3:00 P.M. at
HotelVetro. I'm out of town for a Vision Iowa meeting, and I was wondering if
somebody else might want to attend on behalf of the City, since we are the title
sponsor. Is anybody available?

Bailey/ Combining the work session on the 11 `". Um, and then so, and work session on
the 31S`, formal on the ls`. We're into April now, combining because, uh, Ross
will be gone on the 15`" of April, combining the work session and the formal on
April 14`". Does that work for everybody? (several responding) Um, then going
to the end, the work session and formal, and then that April 30`", um, what I was
thinking of for the snow removal meeting is a work session, in a formal setup,
with a presentation by Rick about, you know, what we do, what our policies,
protocols, those sorts of things are, and then enabling, um, members of the public
to actually speak, but it'll be a work session.

Bailey/ On the 30`" is what I was thinking, so we can just have only that.

Correia/ Can I go back, so that, um, on the 14`", the work session will be at what time?
Karr/ We probably will start at 5:30. We don't really firm up the times until we see the
agenda, by any chance, but we wouldn't start any earlier than 5:30. I think that
works for most of you.
Champion/ We can always continue the work session after the formal meeting.
Karr/ If we notice it that way. We'd have to (several talking)
Bailey/ I think we should standardly notice it when it's a combined.
Champion/ Because you never know.
Bailey/ We don't have long work sessions, but it just prepares for contingencies. Um,
one of the things I was thinking about the 30`" is to have it sort of right after work,
so people could come here first, but we could have it at a normal meeting time. I
have no...
Champion/ I don't think that works. People get off at 5:00. People get off at 6:00. Some
people get off at 6:30. Um, I think if we want the public to come, it needs to be in
the evening.
Bailey/ Okay, I agree with that. So what time...what time would work for you all to

Hayek/ So, the 30th is snow...
Bailey/ Snow removal, yeah. And so if you know of people, you're talking to people,
um, let them know that there'll be an opportunity for people to talk in a civil
manner about their concerns.
Dilkes/ Are we just talking about snow removal on the streets, or are we also...
Bailey/ Sidewalks.
Dilkes/ So we're talking about the enforcement issues that HIS has with sidewalks, too.
Bailey/ Yes. Is there any other consideration we need to think about for that? I was
thinking broadly about the letters we've gotten on our streets and sidewalks. Are
there any other items or issues that we're hearing about?
Champion/ I don't know. There's snow on top of my roof.
Bailey/ Have we gotten letters about your roof? (laughter and several talking)
O'Donnell/ I think you need to clearly explain that, you know, I've had several calls on
cul-de-sacs, where people say (several talking) that's streets, but I mean priorities
and doing (several talking)
Bailey/ ...presentation by staff about what we do, what our policies are, and you know,
sort of, how we are where we are.
O'Donnell/ That's good.
Bailey/ And then...and I think that staff will also talk about the sidewalk enforcement,
how that's enforced by complaint. So we have all the information out there.
Anything else we...
Champion/ I think we also should ask staff...I don't know if we're meeting this way or
not, about just doing minor research on a snow policy. You know, what do we
call that?
Wright/ Snow emergency?

Dilkes/ I was just thinking that we...I thought we had kept a list of all the issues that have
been raised over the...
Bailey/ I have, but I really do want to hear if anybody else has heard.
Champion/ I've also, and maybe you all got the same call, about alleys. I mean, what is
our policy on alleys and snow removal?
Wright/ I actually haven't been contacted on alleys, but I know that's a concern just from
casually talking to people.
Bailey/ It all goes back to snow removal it sounds like. I think we'll be fine. Um, if I can
get my list that I have, and maybe I can...I'll try to bring it to the next work
session, see if it's as comprehensive as we prepare for this, or sometime between
now and the 30`". And if you think of anything else, let me know. Let Dale
know. Okay. So, Apri130`". You know, the snow will be melted by then.

13`", um, and then, I guess the "H" is a holiday, right? So there's one meeting in
May. We fine with that? June, right there is June ls` and 3rd. July, we go to the
14t" and the 20t". We have two meetings in July. My preference for the summer
is to plan on them, and if it looks like we're not going to need them, um, cancel
them.

the 9`", and on the 22nd and the 23rd. And that's through September. (several
talking) I know, that's what I'm a little concerned about. So...
