General Application December 2006 Page 2 of 7 What contributions do you feel you can make to the Airport Commission? Most people understand only Commercial Passenger Aviation and have little concept of the value of General Aviation . It is possible to get on a charter aircraft in Iowa City early in the morning, do business on either coast and be home that night. While this may riot be Important t0 everyone, it is very important to those who which to make significant investments in our community. Currently, almost 30 percent of the arrivals at the Iowa City Airport are aircraft that cost between $400 and $1200 per flight hour to operate. Traveling to Iowa City must very valuable to these people, and thus important to the citizens of Iowa City. This level of transportation and communication is important for any city. I believe I can add an historical perspective to many of the issues currently at hand. I do not own an airplane, and I am not a licensed pilot. I have no intentions for either. I take a special pleasure in aerial photography, flying with friends and Jet Air. The extension of the primary Runway 7-25 will be opened this year. This will expand the fleet of general aviation aircraft that can come to Iowa City; especially when weather is not ideal. In 2007 ramp in front of the Terminal was replaced to accommodate larger aircraft. This was paid with proceeds from a land sale and did not use any city funds. We have installed a self serve pump for Jet A fuel, to accommodate Air Ambulance helicopters flying to University Hospital and other j et fuel customers. Development of the North Commercial azea is continuing. Land sales will eliminate the Aiport's "debt" to the City for development costs. Any "profits" from the sale of the is land should have the effect of reducing the City's subsidy to the Airport. The concept of producing revenue from this area originated in the late 1980's. Proceeds from the value of this land (preferably leased) have the potential to supplement Airport operating expenses and grant-matching for many years into the future. Future plans will include increased income opportunities in the south azea of the airport. Rents and leases for non aviation uses will contribute to make the Airport self-sufficient. We have recently begun conceptual planning for the property currently leased to the Army Reserve and the National Guard. Aviation needs are growing as well. Jet Air will soon need extra hangar space as their growth continues. The Iowa City Airport is an important part of the City's infrastructure. Maintaining an excellent aviation facility is of value to every one. The airport is no more a luxury than City Park Pool, good fire protection, or clean refuse trucks. It is an honor for me to help manage and operate this facility. _ ~-.~ ~~ If Councilors have further questions, I can be contacted at hhoran@msn.com, ~-? ~> ,- ; - Sincerely, _ A" ~~~ ~_ ~a; Howard Horan - ~- ` `-'~ -~ ,_ _ ~.,,~ - _.._~ mil ~,~ ~ ._ _.,i City of Iowa City ~ r i Advisory Board/Commission/Committee ~' ~ ~~'~~ ~~ „application Form -^~-~-- CITY OF IOWA CITY Individuals serving on Boards/Commissions/Committees play an important role in advising the Council on matters of interest to our community and its future. In my 12 years of flying since my private pilot certificate and various years of aircraft ownership, I experienced a wide variety of General Aviation airports as a user. I had my various aircraft based in Portland, OR, Palo Alto, CA, San Carlos, CA, Gary, IN and now Iowa City. WHAT CONTRIBUTIONS DO YOU FEEL YOU CAN MAKE TO THIS ADVISORY BOARD (OR STATE REASON FOR APPLYING)? I believe that I can contribute my experiences as a pilot, aircraft owner, business owner and non-practicing lawyer to help make practical recommendations that solve challenges faced by the airport. As a business owner and non-practicing lawyer, I have experience leasing real estate, building improvements, purchasing capital equipment, building teams, selling and marketing and addressing day-to-day operational challenges. These skills will be useful to analyze and recommend practical solutions for the various development projects that relate to the airport, whether they be building improvements or larger projects. I can contribute my business-judgement, where I can distinguish opportunities from potential dead-ends, and muster resources to accomplish common goals. I tend to be an out-of-the-box thinker, and I bring a positive, can-do attitude to my work which tends to energize the people I work with. As a resident of the city (and someone who lived under the traffic pattern of a busy Northern Californa airport for 3 years), I understand the delicate balance of the interests of the public at-large vs. the airport users.
