Dubuque St. ITEM 4d. Resolutions and Motions: ITEM 4d(1) 2016 WASHINGTON STREETSCAPE - RESOLUTION AUTHORIZING THE MAYOR TO SIGN CHANGE ORDER #4 TO THE CONTRACT BETWEEN PORTZEN CONSTRUCTION INC. OF DUBUQUE, IA AND THE CITY OF IOWA CITY FOR EXTRA WORK ON THE 2016 WASHINGTON STREETSCAPE PROJECT. Comment: Circumstances encountered during the construction of the 2016 Washington Streetscape Project necessitated additional work beyond the original scope of the project. In summary, the extra work included three wayfinding kiosks, vault repairs, vault abandonment and utility work. As a result of these changes, staff has negotiated change order #4, which modifies the project scope, timeline and budget necessitating City Council approval in accordance with the Purchasing Policy. The total cost of the extra work is $197,621.31 and will be funded by General Obligation bond proceeds. ITEM 4d(2) NATURE PLAY AREA GRANT APPLICATION - RESOLUTION AUTHORIZING APPLICATION FOR FUNDING ASSISTANCE FROM THE IOWA DEPARTMENT OF NATURAL RESOURCES TO SEEK LAND AND WATER CONSERVATION FUND FINANCIAL ASSISTANCE FROM THE NATIONAL PARK SERVICE FOR THE CONSTRUCTION OF A NATURE PLAY AND DISCOVERY AREA AT THE RIVERFRONT CROSSINGS PARK. Comment: This item approves a grant application to the Iowa Department of Natural Resources for a 50% cost share for the funding of the Nature Play Area at Riverrront Crossings Park. ITEM 4d(3) CEMETERY REGULATIONS - RESOLUTION ADOPTING REGULATIONS FOR OAKLAND CEMETERY REGARDING THE RIGHTS -�� OF LOT OWNERS, MAINTENANCE PRACTICES AND RULES FOR VISITORS AND RESCINDING RESOLUTION NO. 09-239. Comment: This resolution updates the Oakland Cemetery regulations with changes to lot sales in the Oak Ridge and Forrest Lawn sections and removes a section referring to a never -built memorial wall. March 7, 2017 City of Iowa City Page 3 ITEM 4d(4) WETHERBY PARK SPORT COURT - RESOLUTION SETTING A I _j- (vG PUBLIC HEARING ON MARCH 21, 2017 ON PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE WETHERBY PARK IMPROVEMENT PROJECT, DIRECTING CITY CLERK TO PUBLISH NOTICE OF SAID HEARING, AND DIRECTING THE CITY ENGINEER TO PLACE SAID PLANS ON FILE FOR PUBLIC INSPECTION. Comment: A need for additional recreation opportunities was identified for the Wetherby Park area. A community meeting was held at the park to determine project priorities. The interest of neighborhood youth and adults was the addition of a new multi-purpose sport court which includes basketball and futsal (a form of soccer played on hard surface). The estimated cost for this project is $166,235 and will be funded with $75,000 from a Wellmark grant and $91,235 from CDBG funds. ITEM 4d(5) COUNCIL APPOINTMENTS - MOTION TO APPROVE COUNCIL APPOINTMENTS FROM THE FEBRUARY 21, 2017 MEETING. PARKS & RECREATION COMMISSION, ANGIE SMITH, 916 KIRKWOOD AVE; AND PUBLIC ART ADVISORY COMMITTEE, ERIN FITZGERALD, 713 KEOKUK CT. Comment: At the February 21, 2017 meeting Council came to a consensus for appointments but did not make a motion. ITEM 4e. Setting Public Hearings: ITEM 4e(1) UNIVER-CITY SALE 1025 BURLINGTON - RESOLUTION SETTING .7- �_ j PUBLIC HEARING FOR MARCH 21, 2017, ON A PROPOSAL TO CONVEY A SINGLE FAMILY HOME LOCATED AT 1025 EAST BURLINGTON STREET. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income -eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 1025 East Burlington Street. The amount of the sale will be $195,000. March 7, 2017 City of Iowa City Page 4 ITEM 4e(2) SOLID WASTE DISPOSAL RATE CHANGES PUBLIC HEARING - �� RESOLUTION SETTING A PUBLIC HEARING FOR MARCH 21, 2017 ON THE PROPOSED RATE CHANGES FOR SOME SOLID WASTE DISPOSAL FEES. Comment: This resolution sets a public hearing on the amendment of solid waste disposal rate changes. The proposed ordinance amendment will adjust monthly refuse and recycling collection fees by $0.20 and $1.00 respectively, while also establishing a monthly yard waste fee per dwelling unit of $2.00. Fees for additional refuse bags will increase to $2.50 per bag. Collection fees for TVs and monitors will be set at $18.50 for each unit 18 inches or less and $23.50 for each unit over 18 inches. Fees at the Landfill will increase for disposal of TVs and monitors to $12.00 for each unit less than 18 inches and $17.00 for each unit over 18 inches. The fee for small electronics will increase to $3.00 per unit. Tire disposal fees at the landfill will increase to $0.15 per pound. The minimum tipping fee at the landfill will increase to $6.50 for Iowa City premises subject to property tax and city owned property and $7.00 for all other solid waste. Lastly, a fee will be established charging $50.00 per occurrence for vehicles arriving at the landfill with an unsecured load. All of these amendments would be effective July 1, 2017, except the yard waste collection fees, which would be effective January 1, 2018. ITEM 4f. Comment: The 2017 project focuses on repairs to the Dubuque Street, Capitol Street, Chauncey Swan and Tower Place facilities. Additionally, the College Street bridge is in need of bridge expansion joint replacement, and will be bid as an add alternate. The estimated construction costs for this project are $336,250 (base bid) / $606,375 (with alternates), which will be funded with Parking revenues and Road Use tax proceeds. WORKFORCE HOUSING TAX CREDITS - RESOLUTION IN SUPPORT OF THE _, -7 y M&W PROPERTIES, LLC APPLICATION FOR WORKFORCE HOUSING TAX INCENTIVES PROGRAM FROM THE IOWA ECONOMIC DEVELOPMENT AUTHORITY TO CONSTRUCT RESIDENTIAL HOUSING AT 619 & 627 ORCHARD STREET AND COMMITTING LOCAL FUNDS TO THE PROJECT. Comment: M&W Properties, LLC is applying for Workforce Housing Tax Incentives from the Iowa Economic Development Authority to assist financing the construction of residential housing that will include up to 45 dwelling units. As part of its application, the developer needs a resolution by the local governmental subdivision supporting the application and committing at least $1,000 per dwelling unit to this project (up to $45,000 for up to 45 assisted housing units). ABANDONED BICYCLES - ORDINANCE AMENDING TITLE 9, ENTITLED "MOTOR VEHICLES AND TRAFFIC," CHAPTER 8, ENTITLED "BICYCLES," 1-7- qVf—1 SECTION 6, ENTITLED "PARKING VIOLATIONS," SUBSECTION B, ENTITLED "OWNER PRIMA FACIE RESPONSIBLE FOR PARKING VIOLATIONS" TO ALLOW THE CITY TO DONATE ABANDONED BICYCLES TO LOW INCOME YOUTH. (SECOND CONSIDERATION) Comment: Currently the City must sell impounded bicycles at a public auction or donate them to nonprofit organizations that serve low income youth and families. This ordinance will add the third option that allows City staff to donate bicycles directly to low income youth and homeless persons. This amendment is requested by the Police Dept. in part to support _ins outreach to local youth. RAMP ADDITION AND MONTHLY PASS RATE INCREASE - ORDINANCE AMENDING TITLE 3, FINANCES, TAXATION AND FEES, CHAPTER 4, SCHEDULE OF FEES, RATES, CHARGES, BONDS, FINES, AND PENALTIES, SECTION 8, PARKING VIOLATIONS, TO ADD THE NEW HARRISON STREET PARKING STRUCTURE, AND AMEND THE MONTHLY PARKING FEE. (FIRST CONSIDERATION) Comment: This ordinance amendment would add the new Harrison Street parking structure (scheduled to open in April) at the same rate as the Chauncey Swan structure. The amendment would also increase monthly parking fees by $5.00, and annual fees by $57.00, effective July 1, 2017. This would result in surface lot fees of $65.00 per month, parking structures fees of $85.00 per month, off hours permits of $59.00, annual fees for surface lots of $741.00, and annual fees for parking ramps of $969.00. PUBLIC WAYS AND PROPERTY CITY CEMETERY - ORDINANCE AMENDING TITLE 10, ENTITLED "PUBLIC WAYS AND PROPERTY," CHAPTER 7, ENTITLED "CITY CEMETERY," TO ALLOW DOGS IN THE CITY CEMETERY IF THEY ARE ON A LEASH. (FIRST CONSIDERATION) Comment: Currently the City Code prohibits dogs in Oakland Cemetery unless confined in a vehicle or a service animal. PARKS AND RECREATION STAFFING - RESOLUTION AMENDING THE 1 ._.7 _-75 BUDGETED POSITIONS IN THE GOVERNMENT BUILDINGS DIVISION OF THE PARKS AND RECREATION DEPARTMENT AND THE AFSCME PAY PLAN BY DELETING ONE FULL-TIME MAINTENANCE WORKER I – GOVERNMENT BUILDINGS POSITION AND ADDING ONE FULL-TIME MAINTENANCE WORKER I – POOLS POSITION. ITEM 16. 1-1-7C_ Comment: There is an operational need for maintenance staff experienced in pool maintenance. The Maintenance Worker I – Pools will still have the general maintenance and custodial responsibilities of the Government Buildings staff, but the position will have a focus and certifications associated with responsibilities for pool and splash pad systems.
