March 21, 2017 ITEM 3d(5) ITEM 3d(6) ITEM 3d(7) )7-83 City of Iowa City Page 4 ALGONQUIN ROAD WATER MAIN EXTENSION - RESOLUTION ACCEPTING THE WORK FOR THE WATER MAIN PUBLIC IMPROVEMENTS AND THE DEDICATION OF AN ACCESS AND WATER MAIN EASEMENT FOR THE ALGONQUIN ROAD WATER MAIN EXTENSION FOR THE RESIDENCE AT 620 FOSTER ROAD. Comment: The water main along Algonquin Road has been extended for the purpose of further developing certain real estate locally known as at 620 Foster Road. The owner of said real estate now wishes to dedicate an easement to the City, along with the water main improvements installed therein, so that such improvements may be part of the public water main system to be owned and maintained by the City. The water main improvements have been completed in substantial accordance with the plans and specifications approved by the Engineering Division. The Engineer's Report is on file with the City Clerk. PROCUREMENT OF CAB AND CHASSIS TRUCKS - RESOLUTION AUTHORIZING THE PROCUREMENT OF FOUR (4) MEDIUM DUTY CAB AND CHASSIS TRUCKS. Comment: This Resolution will approve the procurement of four (4) new medium duty cab and chassis trucks. Request for Bid #17-245 was solicited for this procurement. The total purchase price is $329,928.00, which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. These trucks will allow the City to convert solid waste operations to a comingled recycling collection method, which allows for recycling to be collected without sorting, and thereby allows for more efficient recycling operations. AMENDING THE ADMINISTRATIVE /CONFIDENTIAL PAY PLAN - RESOLUTION AMENDING THE ADMINISTRATIVE /CONFIDENTIAL PAY PLAN BY ADDING THE POSITIONS OF SOLUTIONS ARCHITECT — PAYGRADE 28, AND BUDGET AND COMPLIANCE OFFICER — PAYGRADE 27. Comment: This resolution will add two positions to the Administrative/Confidential pay plan, a Solutions Architect in the Information Technology Services Division and a Budget & Compliance Officer in the Finance Administration Division which is a reclassified position. These positions were approved in the FY2018 Budget. The Council Action Report is included in the Council Packet. Setting Public Hearings: ITEM 3e(1) TRANSIT FUNDING APPLICATION - RESOLUTION SETTING A PUBLIC HEARING FOR THE MAY 2, 2017 CITY COUNCIL MEETING REGARDING THE IOWA DEPARTMENT OF TRANSPORTATION CONSOLIDATED TRANSIT FUNDING APPLICATION FOR IOWA CITY TRANSIT. Comment: The Metropolitan Planning Organization of Johnson County will be filing a Consolidated Transit Funding Application on behalf of Iowa City Transit with the Iowa Department of Transportation. This is an annual process that Iowa City undertakes, outlining federal funds requested for operating and capital expenses. In accordance with statutory requirements, this resolution will set the public hearing for the May 2, 2017 City Council meeting. A notice will be published announcing the date of the hearing. ITEM 3e(2) ZONING CODE AMENDMENT — MOTION SETTING A PUBLIC HEARING FOR APRIL 4 ON AN ORDINANCE AMENDING TITLE 14, ZONING CODE, ARTICLE 5B, SIGN REGULATIONS, TO ADJUST THE SIGN ALLOWANCE FOR FASCIA (BUILDING WALL) SIGNS IN THE CENTRAL BUSINESS ZONES AND CERTAIN RIVERFRONT CROSSINGS SUBDISTRICTS. Comment: At its March 2 meeting, by a vote of 7-0, the Planning and Zoning Commission recommended approval of this zoning code amendment. Approval of the amendment will allow fascia (building wall) sign size in the Central Business Zones to be based on the length of the building wall on which the sign is placed, rather than just the length of the street -facing building wall. WETHERBY PARK SPORT COURT — RESOLUTION APPROVING PLANS, SPECIFICATIONS, FORM OF AGREEMENT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE WETHERBY PARK IMPROVEMENT PROJECT, ESTABLISHING AMOUNT OF BID SECURITY TO ACCOMPANY EACH BID, DIRECTING CITY CLERK TO POST NOTICE TO BIDDERS, AND FIXING TIME AND PLACE FOR RECEIPT OF BIDS. Comment: A need for additional recreation opportunities was identified for the Wetherby Park area. A community meeting was held at the park to determine project priorities. The interest of neighborhood youth and adults was the addition of a new multi-purpose sport court which includes basketball and futsal (a form of soccer played on hard surface). The estimated cost for this project is $166,235 and will be funded with $75,000 from a Wellmark grant and $91,235 from CDBG funds. PUBLIC HEARING Action: b. SOLID WASTE DISPOSAL RATE CHANGES - ORDINANCE AMENDING TITLE 3, FINANCES, TAXATION AND FEES, CHAPTER 4, SCHEDULE OF FEES, RATES, CHARGES, BONDS, FINES AND PENALTIES, SECTION 5, SOLID WASTE DISPOSAL, TO AMEND SOLID WASTE COLLECTION AND DISPOSAL FEES. (FIRST CONSIDERATION) Comment: This ordinance amendment will adjust monthly refuse and recycling collection fees by $.20 and $1.00 respectively, while also establishing a monthly yard waste fee per dwelling unit of $2.00. Fees for additional refuse bags will increase to $2.50 per bag. Collection fees for TV's and monitors will be set at $18.50 for each unit 18 inches or less and $23.50 for each unit over 18 inches. Fees at the Landfill will increase for disposal of TV's and monitors to $12.00 for each unit less than 18 inches and $17.00 for each unit over 18 inches. The fee for small electronics will increase to $3.00 per unit. Tire disposal fees at the landfill will increase to $.15 per pound. The minimum tipping fee at the landfill will increase to $6.50 for Iowa City premises subject to property tax and city owned property and $7.00 for all other solid waste. Lastly, a fee will be established charging $50.00 per occurrence for vehicles arriving at the landfill with an unsecured load. a. PUBLIC HEARING Action: b. RAMP ADDITION AND MONTHLY PASS RATE INCREASE - �� 9 ORDINANCE AMENDING TITLE 3, FINANCES, TAXATION AND FEES, CHAPTER 4, SCHEDULE OF FEES, RATES, CHARGES, BONDS, FINES, AND PENALTIES, SECTION 8, PARKING VIOLATIONS, TO ADD THE NEW HARRISON STREET PARKING STRUCTURE, AND AMEND THE MONTHLY PARKING FEE. (SECOND CONSIDERATION) Comment: This ordinance amendment would add the new Harrison Street parking structure (scheduled to open in April) at the same rate as the Chauncey Swan structure. The amendment would also increase monthly parking fees by $5.00, and annual fees by $57.00, effective July 1, 2017. This would result in surface lot fees of $65.00 per month, parking structures fees of $85.00 per month, off hours permits of $59.00, annual fees for surface lots of $741.00, and annual fees for parking ramps of $969.00. The fee change is made necessary by increases in operational costs. These fees were last raised July 1, 2009. Staff requests expedited action. (SECOND CONSIDERATION) Comment: Currently the City Code prohibits dogs in Oakland Cemetery unless confined in a vehicle or a service animal.
