Dear Mayor Balmer:
We were surprised to note the news article
regarding a possible reactivation of the Civil Defense
siren on Rider Street,
We believe the siren on Rider Street is definitely
in the wrong place, a faulty placement initially. We
can clearly hear the Coralville siren, and in addition
the one at Roosevelt School.
The present location is inapproriate owing to
its nearness to the occupants of the dwellings, and the
potential injury to their health.
It seems 109iml to move the siren to City park
where it :could certainly serve a large area and population
and in addition Manville Heights.

Dear Dr. and Mrs. Hamilton:
At its regular meeting of November 18, 1980, the City Council
received and placed on file your letter regarding the location
of the warning siren on Rider Street. The article to which you
referred resulted from Council discussion in reply to a number
of requests to reactivate the siren. Much concern has been
expressed about the lack of a warning system in that neighborhood,
and the City is eager to correct this situation. At the present
time our staff is considering moving the siren approximately 100
feet westward along the fence of the playground at Lincoln School.
Property owners are being contacted regarding this plan.
If you should have further comments or questions, please contact
me.

Dear Members,
I would like to voice my opinion about something
which I think is very unfair in regard to sidewalks.
If one side of a street has to have walks, then the
fair thing to property owners is to have both sides
with walks -- all streets.
When Shimek school was built, the decision was to
put walks on the north side of the street so that
children would have fewer streets to cross. We
are responsible for maintainence as well as clearing
snow and ice in winter. The other side has no such
responsibility. How about assessing a fee for them
to help pay snow removal? I have to hire it done
as I am not able to do it myself. If my walks are
not cleared, the city wants to charge me for clearing
them.
I think it is somewhat discriminatory for one side of
street sidewalks. I believe it is only right that
all residents have a sidewalk in front of their homes.
Action should be taken to that effect.

Dear Mrs. Kral:
At its regular meeting of November 18, 1980, the City Council
received and placed on file your letter regarding sidewalks
in your neighborhood. I can understand how your situation can
be viewed as inequitable. However, the City has no legal right
to assess other property owners for the maintenance of the side-
walk in front of your house.
Within recent years, developers of subdivisions have been required
to furnish sidewalks for all houses. It is possible that this was
not a requirement when your neighborhood was developed. If the
developer does not furnish the sidewalks, the property owners are
required to do so at their own expense if sidewalks are needed.
The. City Council has in the past required the installation of
sidewalks by special assessment when a petition requesting such
action was submitted by adjacent property owners.

City of Iowa City; to investigate and determine
what rules and regulations are needed and what
policy should be established relative to the river -
front in Iowa City; to study, investigate and make
recommendations relating to clearing, planning and
construction of riverbank areas and for providing
green areas and flood plains along the riverfront.
These appointments will be made at the November 18,
1980, meeting of the City Council at 7:30 P.M. in
the Council Chambers. Persons interested in being

the City Council announces advisory board vacancies 60 days prior to the date the
