Attached are copies of the two mailing lists which are used for agenda
material. One list consists of chairpersons of the boards and commissions.
The other is made up of individuals who have requested agenda material be
mailed to them. Most of these individuals represent a group, but a few
are citizens who like to keep current with Council activities. A short
version of the formal agenda, the informal agenda, notices of vacancies
on boards and commissions, and calendars are mailed to everyone on both
lists. A copy of the complete description of Council activities is
mailed just to the chairpersons of the boards and commissions.

Re: Overcrowding on Buses
Again this fall Iowa City Transit buses are experiencing unprecedented
increases in ridership. Patronage is running thirteen percent ahead of
September 1979, and we are already on the verge of being forced to pass
people by during rush hour. On September 4, 1980, over 8,500 passengers were
carried, more than the highest ridership winter day only two years ago.
When bad weather arrives this year, we will simply be unable to cope with the
demand. In all likelihood we will bypass waiting passengers on the following
routes: Lakeside, Mark IV,Hawkeye, Sycamore, Towncrest, Court Hill, and
Rochester. The only routes that are not likely to experience some degree of
overcrowding are Wardway, North Dubuque, and 7th Avenue.
There is no easy solution to the "problem" of high ridership, but there are
several alternatives which might be considered:
1. Actively encourage peak hour riders to travel earlier in the morning and
cr later in the afternoon, when buses are less crowded. This strategy
will have limited impact, because most employees and students have
little flexibility in their schedules.
2. Reallocate buses to match capacity with demand. This was done one year
ago with a fair degree of success. However, now overcrowding is
occurring on so many different routes that we would be "robbing Peter to
pay Paul" and could not gain much advantage.
3. Increase our rush hour fleet size by restoring 'Old #971" to service
and/or leasing or buying additional coaches. This is the only real way
to increase rush hour capacity, but it will be expensive and will
severely strain our ability to maintain and operate the high level of
service we currently provide.
4. Initiate and promote a program of staggered work hours. This idea has
some potential, although due to the University our peak loads are
already spread over a two hour period, and implementation will take
considerable time and effort.
5. Raise bus fare during the rush hour, to encourage off-peak trips or
discourage transit use altogether. Such a policy is personally
distasteful, and also conflicts with energy conservation, pollution
abatement and traffic congestion reduction goals.
6. Reorganize local transit systems (Iowa City Transit, Coralville
Transit, Cambus) to better serve our total transit needs. This concept

may provide some relief, but it will require substantial changes in
transit priorities and jurisdictional boundaries, and therefore will
not be easily accomplished.
Ignoring the situation will not make it go away. It will, however, result in
a great disservice both to the public and to our transit employees. When bad
weather arrives the citizens who support the transit system will be unable to
use it and the drivers will be hopelessly overwhelmed.
Therefore, it is the Transit Manager's recommendation that the following
steps be taken immediately:
1. Begin a marketing campaign to encourage people as much as possible to
plan their transit trips to avoid the most crowded buses.
2. Begin working with the managers of Cambus and Coralville Transit to
explore further coordination that would result in additional bus
capacity becoming available.
3. Investigate the possible acquisition of additional coaches for use this
winter. The cost of operating this extra service would be approximately
$19,000,, which could perhaps come from the year-end fund balance.
Provide Council with detailed information for their decision by mid-
October.
Last winter was relatively mild, and still bus ridership ran well ahead of
the previous year. If this winter is more "normal" it is only reasonable to

Re: University Heights Bus Service
Under a contract that was executed on September 11, 1979, the City of Iowa City
has been providing the City of University Heights with mass transit service.
This contract expired on September 10th, and if service is to continue in
University Heights the contract should be renewed.
Preliminary contact with Mayor Stehbens of University Heights has indicated
their willingness to renew our present arrangement. The Transit staff also
recommends that this contract be renewed, as the cost of providing service is
considerably less than the revenue the contract would bring in.
Using the same assessment formula as last year, University Heights' share of
transit system costs is calculated as follows:
Local funding for transit operations = $645,581
(Federal Revenue Sharing and Property Tax)
Administrative overhead _ $159,447
(11.1% of transit budget)
Total local contribution to transit operations = $805,028
City Population (1980) % Cost Share
Iowa City 49,490 97.89 $788,042
Univ. Heights 1,068 2.11 $ 16 986
TOTAL 50,558 100.00 805,028
It is recommended that instead of perpetuating a contract that runs from
September 11th of one year through September 10th of the following year, that
the University Heights contract be placed on a fiscal year (July 1 - June 30)
basis. To accomplish this it is recommended that the University Heights share
of $16,986 be prorated to .reflect the 42 weeks left in FY81: Therefore,
University Heights share of the total transit cost from September 11, 1980,
through June 30, 1981, would be $13,729.
Unless directed otherwise, the Transit Manager will develop a contract renewal
for ratification by University Height's and subsequent approval by the Iowa City
Council.

RIVER CORRIDOR SEWERS PROJECT
WEEKLY PROGRESS SUMMARY NO. 10
This is to report progress on the River Corridor Sewers project for the week
ending September 20, 1980, and to provide information regarding the
contractors plans for the weeks ahead.
Eby continued installing 42 -inch pipe in Madison Street in the vicinity of the
Memorial Union. Crew No. 1 continued to lay pipe north to Madison and has
progressed to a point about 120 feet south of Bloomington Street. Crew No. 2
is laying pipe south from the Union and is through the intersection at

RIVER CORRIDOR SEWERS PROJECT
WEEKLY PROGRESS SUMMARY NO. 10
This is to report progress on the River Corridor Sewers project for the week
ending September 20, 1980, and to provide information regarding the
contractors plans for the weeks ahead.
Eby continued installing 42 -inch pipe in Madison Street in the vicinity of the
Memorial Union. Crew No. 1 continued to lay pipe north to Madison and has
progressed to a point about 120 feet south of Bloomington Street. Crew No. 2
is laying pipe south from the Union and is through the intersection at
Jefferson Street. The crews are each installing 30 feet of pipe per day. We

Meisel asked Morris to xerox the "Internal Complaint Procedures" from the
draft of Personnel Rules and Regulations. This will be discussed at the
next meeting. Morris will send the materials distributed at this meeting
to all members.
SUMMARY OF RELEVANT DISCUSSION:
1. The meeting was called to order at 10:10 A.M. by Chairperson Bette
Meisel.
2. Review of the Minutes: Correction to the minutes of September 9,
1980. Relevant Discussion M5 should read as follows: "Discussion of
dissemination and timetables and goals will occur at the next
meeting."
3. Review of Compilation of drafts on Dissemination and Timetables and
Goals: Tables until next meeting. Woito will compile drafts of
Eggers' and Kucharzak's proposals on the establishment of goals and
timetables to be distributed and discussed at the next meeting.
4. Discussion of Task Force Recommendations: Recommendations of
Meisel and Kucharzak were discussed. Discussion will continue at the
next meeting.
5. Set Agenda for next meeting: The draft on timetables and goals will
be reviewed. Meisel asked members to bring in written form any other
suggestions of recommendations to Council. She also asked the
members to consider methods of presentation of the policy draft to
Council. The Task Froce will review the completed projects to
ascertain that all areas covered are consistent in language and
direction.
