August 6, 1980
I wish to lodge a protest against the visual pollution
brought into the northside business area by the new Quik -Trip
store on the corner of Market and Linn streets.
The size of the sign on the corner is far too large for
the location of the store. It blatAntly competes for visual
attention with church spires and blue sky. None of the other
businesses in the area neither have nor seem to need such
large signs. The Quik -Trip sign (building permits desk in-
formed me it is 8 ft. by 9ft..) is more the size needed for a
frei-ray, not a three block business area.
In a progressive city where the down town business area is
not cluttered with signs competing for space above the streets,
it is beyond all belief that the city code would allow such
visual pollution in the smaller, northside business area.

At its regular meeting of August 12, the City Council received and placed on file your
letter regarding zoning proposals. The Planning and Zoning Commission does plan to
recommend that the area to the north of Benton Street and east of Mormon Trek

mentioned in your letter. This proposal is being made in conjunction with the
development of a new zoning ordinance to implement the City's adopted Comprehensive
Plan.
The Commission has indicated that they intend to hold a public hearing on the new
zoning ordinance on or about October 23. Your comments should be presented to the
Commission at or before the public hearing.
At the time the City adopted the Comprehensive Plan (before May 30, 1978), it was
indicated by the Comprehensive Plan Coordinating Committee (a committee formed to
review the Comprehensive Plan provisions during its development) that this area would
be appropriate for a higher density of development. Because part of the area is
located within the flood plain of Willow Creek, across Mormon Trek Boulevard from
higher density residential and possibly commercial development, it is felt the land
would be better suited for a housing development which would provide a transition
between higher density residential and single family residential developments.
However, there certainly is another position specifically for the reason you
mentioned in your letter -- the already crowded school situation. There is little
doubt that townhouse development at a higher density of development would result in a
greater number of elementary school aged children than in conventional single family
development at lower density.

I am writing on behalf of the Johnson County Coalition for the Iowa Equal
Rights Amendment, a nonpartisan organization which is working to educate the
voters of this county about the November 4, 1980,vote by Iowans which will
decide. whether or not the Iowa Equal Rights Amendment will be added to the
Iowa Constitution. In our attempts to make the public aware of this important
ballot measure we would like to be able to purchase space for advertising in
Iowa City's buses.
In exploring the matter with officials of the city transit system and also
the city manager,I have been told that the present contract for bus advertising
forbids advertising of a political nature. Since the issue we wish to advertise
is a ballot issue, rather than a candidate,the Johnson County Coalition
would like to ask for a clarification of the present policy..Are ballot issues
included in the ban on political advertising? Or can an exemption be made in the
case of a ballot issue?
I understand that the contract for bus advertising has not been renewed with
an outside agent and that as of July 1, 1980,all bus advertising is to be
handled within the city transit office itself. This then would be an opportune
time for the Iowa City City Council to reexamine the policy wording itself
and the actual implications of such wording.
I would be glad to answer any questions that council members have about our
request to purchase advertising on city buses. I have also enclosed copies
of the exact wording of the issue as it will appear on'the November 4, 1980,
ballot.

The following letter is being written as an expression of my own
opinion regarding the airport. The rest of the Commission knows I am
attaching this statement and each member was invited to write a
statement of his or her own to be included also if he or she wished to
do so. This letter was written after the July Commission meeting had
already taken place, so that it has not been seen or discussed by the
Commission.
I believe that the Airport Commission has come a long way in its
efforts to rescue the airport from its state of controversy and
disrepair. It costs money to hire a manager and do the maintenance
that is required at the airport, but it seemed to me that the choice
was clear: do it or accept the fact that the airport would
eventually be closed. I think we did the right thing in going ahead
and hiring a full-time manager and getting on with the reclamation
project.
I feel very strongly, however, that there is still a lot of work to
be done before it can be said that the airport is again in good shape
physically and .financially. Basically there are three areas that
need attention, and all of them involve the need for help from the
City Attorney's office.
1. We need to settle - amicably but finally - the question of the
ownership of the land which is currently disputed: the strip on
the east side of Hwy 218 where Sturgis Ferry Park and the boat
ramp are. We also need to settle the whole question of the
zoning and the permitted use of airport land that is not
actually being used for runways and airport buildings: until we
do, it will be hard to offer any of the land for revenue-
producing enterprises (leases to light industry, for example).
2. We need to negotiate a new lease with the Iowa City Flying
Service which is fair to both parties and which is written in
such a way that the rights and obligations of each party are
clearly and definitely defined. (For example, the Commission
is leasing land to the Flying Service, but it is nowhere
stipulated where, precisely, the tracts in question are located
on airport property.) We also need to have a realistic time
interval for rent adjustments. At the moment it is 5 years,

which in today's economy is not a sound business practice. It
is costing us more, currently, to provide the facilities that we
rent to the Flying Service than we collect in rents. This means
that the City and the Commission are subsidizing the Flying
Service. We can't afford to do this unless the citizens of Iowa
City want to give us tax money to do it, or unless we get our
land problems (see #1) cleared up so that we can raise
additional revenue in other ways. In addition, the present
lease, for all practical purposes, precludes the addition of
almost any other airplane related businesses to the airport. It
is argued by the Flying Service that the Commission cannot
permit UI Air Care Service to quarter at the airport because it
would contravene the present lease provisions regarding air
taxi service. The situation is obviously intolerable, and as
long as the Commission continues to have to stumble over the
present lease, its financial affairs will be hopelessly
chaotic. Besides, as long as the Air Care is forced to base
itself at Oxford, the taxpayers of the entire state, because
they are footing the bill for the extra air time involved in
flying to Oxford and back to refuel and service, are being
penalized by this lease. That is not acceptable.
3. The Open Meetings Law suit that is still pending must be settled
soon or taken to court. We are not guilty. I personally feel
the suit was brought for malicious reasons by persons who did
not want to see the status quo at the airport disturbed. The
Commisson has been doing its job and should be allowed to get on
with it. If the plaintiffs won't drop the suit and apologize, I
want to go to court to settle it.
The bottom line of all this is that in order for the airport to
return to complete health, we must have the help of the City's legal
staff --- soon and in large quantities. And we must have the
continued cooperation and understanding of the City Council.

Membership
The East Central Board at its June 26th meeting passed an
amendment to its Articles of Agreement to increase representation
from Linn and Johnson Counties. Two members were added for Linn
County and one member for Johnson County. All of these positions
are for elected officials or appointed representatives responsible
to elected officials.
Aside from the obvious "breakthrough" in proportional represen-
tation on the ECICOG Board, .this increase in board membership permits
more direct representation for local jurisdictions. Iowa City is the
largest city in the region without direct representation on the Board.
JCRPC is the official member of ECICOG at this time and has been
asked to make this appointment. JCRPC has not responded to this
request, as yet, and it is not known if this appointment will be made
or deferred until the new organization is created in October.

Re: Summary of the Grantee Performance Report
The Grantee Performance Report is a status report evaluating the progress
which Iowa City has made in achieving its CDBG program. The report is
divided primarily into six areas.
The first area is Project Progress (pages 3-15) which outlines the
financial status of the last two program years. All the separate projects
and their financial status as well as physical location and a brief
narrative are included in this section.
The second section, Status of Funds (pages 16-18), lists the exact status
of all funds for each of the five years for the Iowa City CDBG program.
Also included in this section is a summary of program income for the last
two years.
Area Benefit comprises the third section of this report (pages 19-20).
This section lists the projects from the last two program years and
specifies the level of project benefit to low and moderate income
individuals. Please read this section carefully because this section
states how well various projects have been beneficial to low and moderate
income individuals, a requirement which HUD will be very strict about in
the future.
The fourth section, Direct Benefit (pages 21-22), lists those projects
from the two previous program years which have directly benefitted Iowa
City residents.
Pages 23-26 comprise the Housing Assistance Performance. This section
deals with how well Iowa City has provided housing for low and moderate
income residents. This section also outlines how well Iowa City has done
in achieving these goals.
The fifth section, Housing Opportunities (pages 27-32), lists the
activities Iowa City has been engaged in to promote fair housing for all
City residents. Also included in this section is a breakdown of
individuals who have been supplied assisted housing in Iowa City by
location, rate, and family type.

a. Preliminary Measures
Product: A retainer was held in escrow until a lien waiver had been
issued for a contractor who worked on this project.
Unit: Final payment.
Status: Lien waiver was issued, and final payment was made,
5/13/80.
b. South Branch Dam
Product: Purchase land and construct dry dam for storm water
detention.
Unit: Land acquisition and construction of dry dam.
Status: Land has been purchased, and the contract for dry dam
construction has been bid. Construction should be
completed by November 1980.
C. North Branch Dam
Product: Prepare contract document and specifications for the dry
dam, purchase land, and begin dam construction for storm
water retention.
Unit: Plans and specifications, land acquisition, dry dam

project area and monitoring of private redevelopment
contracts.
Units: Land parcels, redevelopment contracts.
Status: Three parcels were scheduled for disposition, two parcels
are being rebid and the third has not been completed.
Seven construction contracts are being monitored, two of
these have been completed.
PROJECT N8: RIVER CORRIDOR IMPROVEMENTS
Product: Construct boat ramp, City Park bicycle trail, and Rocky
Shore Drive bicycle trail.
Unit: Contracts and specifications and construction of projects.
Status: The boat ramp is currently under construction and should
be completed by September 1980. The City Park bicycle
trail is also under construction and should be completed
by September 1980. The Rocky Shore Drive bicycle trail was
contingent upon receipt of a Federal Highway Administra-
tion bicycle grant which the City did not receive.
Consequently, this project will not be undertaken.
PROJECT N9: GENERAL PROGRAM ADMINISTRATION

NARRATIVE REPORT
1. An effort was made during the last year to identify units suitable
for substantial rehabilitation. The most successful method of
identifying these units was developed as an offshoot of the City's
emergency grant and winterization program. During the operation of
this program, units were pinpointed as being suitable for
rehabilitation, and the owners educated as to what this would entail.
Later, actual determination of eligibility was made.
I 2. As part of the Small Cities Program begun September 1979, the City of
Iowa City has' been acquiring property in the Lower Ralston Creek
Neighborhood and relocating the residents. In one case, the
substantial rehabilitation was required for the structure which a
family was being relocated to. The City staff will continue to watch
for opportunities similar to this.
3. As part of the Small Cities Program for the Lower Ralston Creek
Neighborhood, the City of Iowa City will be acquiring a site for the
development of new rental units for our Assisted Housing Program. It
is hoped that development of these units can take place during FY82.
4. At this time, ten sites for 35 units have been located and received
final approval from HUD for scattered site public housing. The
developer's packet was bid during March, 1980 and has received
preliminary approval. The proposal was submitted by Southgate
Development Company of Iowa City and was for the development of 35
units. Attempts are being made to find sites for the remaining 33
units, at which time they will be bid again.
5. A meeting was held in December 1979 with area developers to determine
if any interest existed for the Section 235 (revised) Homeownership
Subsidy Program. Fifteen developers attended the meeting, and a
number of them expressed interest in becoming involved in the
program. A desire was also expressed to hold another meeting with an
official from HUD present to explain the program in more detail at
some time in the future.
6. A Housing Information Pamphlet was prepared (September 1979)
containing information on how to find a place to live, homeownership
programs, housing rehabilitation, rental assistance, elderly and
handicapped assistance, and some additional information on housing
programs available. The pamphlet was designed to serve as an index
of housing services available in Iowa City and the surrounding area.

During the past program year the City of Iowa City has received only one
complaint regarding the fifth CDBG program year. This complaint was
related to the sidewalk repair project which was part of the neighborhood _
site improvements program. The letter is enclosed.

Sidewalk inspection was recently carried out in the Longfellow area for
the NSI Sidewalk Repair program. An estimated price of $44 per four foot
by four foot square was used in order to make sure the project did not run
over budget. Using this figure, the original $32,000 budgeted for
Longfellow was used up before the area was completely inspected.
Therefore another $12,000 was allocated in an attempt to finish the area
up to Seventh Street. However, even with the additional money, it was
still not possible to complete several blocks of the area. On the
attached map, the shaded area shows the sidewalks which were inspected.
Upon completion of the inspection, Mrs. Della Grizel of 1530 Sheridan
called and complained that the sidewalk was being repaired in the
wealthier parts of Longfellow and that the lower income section was being
ignored. This remark was made due to the fact that inspection was begun
on the west side of Longfellow. There are two reasons that the sidewalk
inspection started on the west side. First, several streets in that area
were pinpointed in the Longfellow residents meetings. Second, we felt
that the sidewalks along the Longfellow school should have a higher
priority than the rest of Longfellow. Using these two factors as a guide,
the inspection started on the west side, and continued until the budget
ran out. It is our hope that the bid will come in lower than the estimate
and we will be able to complete the inspection of those areas missed.

responsible bidder, arrange for a contract between such
bidder and Owner, and make available as work progresses
(even, though there should be a default or a succession of
defaults under the Contract or contracts of completion
arranged under this paragraph) sufficient funds to pay the
cost of completion less the balance of the Contract Price;
but not exceeding, including oilier costs and damages for
which the Surety may be liable hereunder, the amount set
