Notice is hereby given that the City of Iowa City
proposes to rezone from County RS to City RIA the
following described property to -wit:
The East half of the West half of the
Northeast quarter of Section 25, Township 79,
North, Range 6 West of the 5th P.M., containing
40.46 acres.
Also, all that part of the southeast quarter
of Section 24, Township 79 North Range 6 West of
the 5th P.M. described as follows: to -wit:
Commencing at the southeast corner of the southwest
quarter of the southeast quarter, thence North 20
degrees 36 minutes east 798 feet to the center of
Wyoming Road, thence along the center of said road
North 60 degrees 29.5 minutes west 550 feet, thence
along the center of said road North 58 degrees 10
minutes west 581 feet, thence south to the south
line of Section 24, thence east 660.5 feet to the
beginning, containing 19.54 acres.
The Northwest Quarter (NW -14) of the Southeast
Quarter (SE4) of Section Twenty-five (25) of

release of funds and certification shall be
submitted to HUD by the City of Iowa City is the

of funds under Title I of the law.
3. The project to which the request and

Re: Metro Entitlement Application for 3rd Year of
Lower Ralston Creek Project
The public hearing to be held on August 12, 1980 represents the third
in a series of citizen participation efforts for the proposed third
year of the Lower Ralston Creek Project which would be funded under
the metro entitlement Community Development Block Grant program. A
neighborhood' meeting was held July 31, 1980 in the National Guard
Armory. on South Dubuque Street. Then, the proposal was discussed at
the August 6, 1980 Committee on Community Needs meeting. Although a
quorum was not present, the consensus of CCN (five members present)
was favorable towards the proposal.
As you will recall, the scheduling of the third phase of the Lower
Ralston Creek project was discussed last spring in relation to the
second year Small Cities grant application. The consensus of Council
was that this phase of the project should be programmed into the
first

The timing of the metro entitlement application is such that we would
receive funds in January, 1981 which would permit all scheduled creek
improvements to be done during the 1981 construction season. Our
schedule for submission and review of the application is as follows:
August 26, 1980 City Council
August 27, 1980 -
October 10, 1980 A-95 Clearinghouses conduct 45 day review.
October 15, 1980. Staff submits application to HUD.
October 18, 1980 -
December 31, 1980 HUD conducts 75 day review.
January 1, 1981 HUD approves application.

In previous discussions about the Lower Ralston Creek project, the
City Council has expressed its concern for maintaining the housing
supply, since a number of housing units are being displaced for the
creek improvements. Staff has taken the

in the City's public housing program or marketed for private
development under the Section 8 new construction program. In June,
HUD granted preliminary approval of the site for subsidized family
housing. Our analysis of the site indicates that up to 8 two-bedroom
units could be built there under the new zoning ordinance. The site
is expected to be available in late 1981/early 1982.
Movino Houses
The Department of Housing and Inspection Services inspected four
houses in the project area to determine their suitability for moving.
It was determined that two of these houses were structurally sound
enough to be moved and set up- on new sites. Both houses will be
vacated by September, 1980, and we expect to dispose of them for
reuse shortly thereafter.
No other houses in the project area appear to be movable.
FUTURE COMMUNITY DEVELOPMENT ACTIVITIES
The metro entitlement application which you are now reviewing
provides a budget specifically for community development planning.
This would allow staff to develop a new three year community
development and housing assistance plan for a grant application
which would be submitted next year at this time. In the meantime,
staff has begun discussing future community development target areas
and projects with CCN. Over the next few months, we will outline a
schedule for developing a new three year plan and will advise Council
of that schedule.

ABSTRACT
This document contains the City of Iowa City's application for Community
Development Block Grant Funds under the Metro (Formula) Entitlement Grant
Program. The application requests $770,000 in federal assistance, to
carry out the third year program of the Lower Ralston Creek Neighborhood
Revitalization Project.
Major improvements to Lower Ralston Creek are planned for this year.
These improvements include widening the creekbed, rip rapping and placing
sod on the creek bank, and installing storm water pump stations. Other
planned improvements will also serve to control Ralston Creek flooding.
The Annual Housing Action Program, which is part of the City of Iowa
City's three year Housing Assistance Plan, is included in this
application.

Notice is hereby given that a public hearing shall
be held at 7:30 P.M. on Aug. 12, 1980, in the Civic
Center, 410 E. Washington St., Iowa City, Iowa, on
a proposal to dispose of the following described
public property, to -wit:
Commencing at the SE corner Section 14, T79N, R6W
of the 5th P.M.; thence N00000'00"W 842.35 feet to
the southerly right-of-way line of the Chicago,
Rock Island, and Pacific Railroad as recorded in
plat book N8, page 38, Johnson County, Iowa; thence
N61054'00"W 177.34 feet to the point of beginning;
thence S68039115"W 163.76 feet; thence N45°34'05"W
7.95 feet; thence westerly 126.28 feet along a
110.00 foot radius curve concave southerly and
whose 119.46 foot chord bears N78027'25"W; thence

AND ESTIMATE OF COSTS AND NOTICE TO BIDDERS
FOR THE CONSTRUCTION OF
1979 BDI SECOND ADDITION IMPROVEMENTS
IN AND FOR THE
CITY OF IOWA CITY, IOWA
Notice is hereby given that the City Council of the
City of Iowa City, Iowa, will meet in the Council
Chambers on July 29, 1980, at 7:30 p.m., Central
Daylight Time, at which time and place the City Council
will hold a hearing on the proposed plans, specifications,
form of contract, and estimate of costs for the 1979 BDI
Second Addition Improvements, Iowa City, Iowa. Any
persons interested may appear at said meeting of the
Council for the purpose of making objections to said
plan, specifications, or contract or the cost of making
said improvements.
Sealed bids will be received by the City of Iowa City,
Iowa, by the City Clerk until 10:00 a.m., Central Day-
light Time, on the 31st day of July, 1980, and opened
at a public meeting presided over by the City Engineer
to be held at 10:00 a.m., Central Daylight Time,
Engineering Conference Room, Iowa City, Iowa, on the
date last mentione ,_andsai-d-b-tds-w-N-l-bex erred to
-tKe next meeting of the City Council to be held on
12th day of Aug., 1980, at 7:30 p.m., Central Daylight
Time, to be acted on at that time, or at such later time
and Dlace as may then be fixed.
The proposed street improvements will consist of
constructing.Portland cement concrete paving, and
storm sewer, together with necessary grading and
related work on Heinz Road from 780 feet north of the
south boundary of BDI Second Additioh to Iowa City,
Iowa, to the north boundary of said subdivision.
The kinds of materials and estimated quantities of
materials proposed to be used in construction of said
site improvements are as follows:
