Resolutions and Motions: Item 3d(1) Disbursements - Consider a motion to approve disbursements in the amount of $21,484,491.15 for the period of May 1 through May 31, 2017, as recommended by the Finance Director subject to audit. June 20, 2017 City of Iowa City Page 3 Item 3d(2) Amending pay plan - Resolution amending the budgeted positions in the Transportation Services Department and the executive pay plan by deleting one Transportation and Resource Management Director position and adding one Transportation Services Director position. Comment: This resolution will authorize changes to the Transportation Services Department and the executive pay plan. The existing position titled Transportation and Resource Management Director, grade 34, will be removed and replaced with one Transportation Services Director, grade 33. The Administrative Pay Plan will be amended to reflect these changes. Item 3d(3) Classification of Historic Preservation Planner position. Resolution amending the AFSCME pay plan by adding the 1 7 - / q 7 position Historic Preservation Planner. Comment: The FY2018 budget included the addition of a .5 FTE Historic Preservation Planner position. The duties, responsibilities, and requirements of that position have been evaluated and the position is being recommended for placement in grade 15 of the AFSCME pay plan. Item 3d(4) Revised Personnel Policies - Resolution rescinding the 1 2011 Personnel Policies and establishing amended 7 06 Personnel Policies. Comment: The City's Personnel Policies have recently been reviewed and updated to reflect best practices, legislative updates, and to better communicate organizational expectations. The City Code requires that Personnel Policies be established by resolution of the City Council. Item 3d(5) Grant Agreement with Johnson County - Resolution authorizing the Mayor to sign and the City Clerk to attest a 17- Quality of Life Block Grant agreement with Johnson County for funds to support the Iowa City/Johnson County Senior Center. Comment: This resolution approves a one-year grant agreement for $60,000 from Johnson County to assist with the operating expenses of the Center for FY18. As in the past, the funds will be used to support operations, such as community outreach programming, Senior Center Television, and senior nutrition by hosting a five day -a -week congregate meal program. This is an increase of $776 over the four previous fiscal years. The grant agreement is attached to the resolution. No funds have been expended on this activity to date. The Housing and Community Development Commission (HCDC) is scheduled to meet on June 15, 2017 to consider a recommendation. . Item 3d(7) Approval of the CDBG/HOME budget - Resolution adopting j a o / Iowa City's FY18 Annual Action Plan which is a sub -part of Iowa City's 2016-2020 Consolidated Plan (CITY STEPS) Comment: A resolution required for the use of federal CDBG and HOME funds for local projects. The Housing and Community Development Commission (HCDC) is scheduled to meet on June 15, 2017 to discuss and recommend that City Council approve the FY18 Annual Action Plan — attached to this resolution is Exhibit A that lists the FY18 CDBG and HOME projects and planned activities recommended for funding. Item 3d(15)Mackinaw Village - Part Six - Resolution accepting the work for the storm sewer, sanitary sewer, water main, and 7 paving, public improvements for Mackinaw Village - Part Six, and declaring public improvements open for public access and use. Comment: See Engineer's Report. Item 3d(16)Corrective Deed. Resolution authorizing the Mayor to execute a Corrective Deed to convey certain vacated right - 7 - a i O of -way known as Auditor's Parcel 2014085 to the adjacent property owners. Comment: In 2015, the City vacated Auditor's Parcel 2014085 and conveyed half of it to the developer of the Bruegger's Bagels at the corner of Riverside Drive and Benton Street. The City conveyed the other half to the adjacent property owner to the North, however, the deed was given to a non-existent trust. This resolution authorizes the mayor to execute a corrective deed conveying title to the accurate title holders. June 20, 2017 City of Iowa City Page 7 Item 3d(17)Early Redemption of 2011A GO Bonds — Resolution authorizing the redemption of outstanding general 7- :)-/1 obligation capital loan notes, series 2011A, of the City of Iowa City, State of Iowa, dated June 8, 2011, and directing notice be given. Comment: By calling the 2011 capital loan notes early the City will save $217,503 in interest expense. See CAR in Council packet. Item 3d(18)University Heights Transit Service. Resolution authorizing the Mayor to sign and the City Clerk to attest the FY2018 7 - agreement between the City of Iowa City and the City of University Heights for the provision of transit service within the corporate limits of University Heights. Comment: This resolution approves the FY2018 agreement for Iowa City Transit to provide transit service within the corporate limits of University Heights. The level of transit service provided will remain the same as in FY2017. The proposed FY2018 contract amount of $37,622 is an increase from the FY2017 amount based on the National Consumer Price Index, and is an increase of 2.0%. University Heights approved this agreement at their June 13, 2017 City Council Meeting. (SUB17-00011) 17- a/4 Comment: A preliminary plat of the Larson Subdivision was approved on June 6. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the June 20 City Council meeting. Approval will allow the development of Larson Subdivision, a 2 -lot, 12.36 -acre residential subdivision located on north of Scott Boulevard west of 1S1 Avenue. ITEM 3e. Setting Public Hearings: Item 3e(1) Item 3e(2) 17 -a -i Riverfront Crossings Park, Phase 2 - Resolution setting a public hearing on July 18, 2017 on plans, specifications, form of contract, and estimate of cost for the construction of the Riverfront Crossings Park, Phase 2 Project, directing City Clerk to publish notice of said hearing, and directing the city engineer to place said plans on file for public inspection. Comment: This project is the second phase of the Riverfront Crossings Park Project and involves the construction of a nature play area. The estimated cost for this project is $385,000 and will be funded with a Federal Land and Water Conservation Fund Grant and General Obligation bond proceeds. Robert A. Lee Recreation Center Remodeling 2017 - Resolution setting a public hearing on July 18, 2017 on plans, specifications, form of contract, and estimate of cost for the construction of the Robert A. Lee Recreation Center Remodeling 2017 Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. Comment: This project renovates the two lower level lobby restrooms into two accessible, single occupancy restrooms with entrance directly adjacent to the gym entrance and creates a lactation room. These changes eliminate the staff office located adjacent to the gym, necessitating a minor remodel to the administrative office area to accommodate an additional office upstairs. The stair railing and stair treads will be replaced, as the railings do not meet ADA standards. The estimated cost for this project is $168,826 and will be funded through account #s R4336 and R4330. Comment: Saddlebrook Meadows Development, Inc. is applying for Workforce Housing Tax Incentives from the Iowa Economic Development Authority to assist financing the construction of residential housing that will include four homes in the Saddlebrook Meadows Subdivision. As part of its application, the developer needs a resolution by the local governmental subdivision supporting the application and committing at least $1,000 per dwelling unit to this project ($4,000 for 4 assisted housing units). Assessment Schedule - Resolution adopting an assessment schedule of unpaid mowing, clean-up of property, snow removal, 1 -7 -aa sidewalk repair, and stop box repair charges and directing the Clerk to certify the same to the Johnson County Treasurer for collection in the same manner as property taxes. Comment: The City has the authority under Iowa Code §364.136 to assess the nuisance abatement costs in the same manner as a property tax. This resolution allows the City Clerk to certify to the Johnson County Treasurer the abatement cost to be assessed against the property. This assessment is being pursued only after the City took many steps to resolve the matter. The City notified the homeowners to abate the nuisance (for example, to remove snow from the sidewalk) and after the homeowner did not take action to abate the nuisance, the City abated the nuisance and billed the owner. After being billed at least twice, these owners still have not paid the abatement costs. The City has sent a letter to the homeowner giving them notice that this resolution would be on the agenda, a copy of which is attached to the resolution. No interest will be charged if the owner pays within 30 days of the first required publication.
