All funds derived from taxation or otherwise for airport purposes shall be under the full and absolute control of the Airport Commission, deposited with the City Treasurer, and disbursed only on the written warrants or order of the Airport Commission. Experience and/or activities which you feel qualifyyou for this position:* During my undergraduate education in North Dakota I served as a student senator and later a Governmental Affairs Commissioner which required I worked with state legislators and city council in enacting and supporting legislation that would positively impact students and the school itself. I was a registered lobbyist in North Dakota during that time, testifying in legislative committee hearings and working with other entities across the state. I was the sole student representative on the Academic Affairs Council and in a separate Association chaired the Merit -Based Scholarship Research Subcommittee aimed at rewriting the state's merit -based scholarship proposal. Basically, this experience allows me to know the complexities of state politics, local politics, and administrative bodies' need and operating mechanisms. I have experience at each of these levels of government, and look to put that experience to good use. 1 am also a law student at the University of Iowa, gaining more knowledge on governmental and administrative processes. Lastly, I am a commercial pilot for single-engine and multi -engine airplanes and hold flight instructor certificates for both types of aircraft in addition to instrument rating. I have a full understanding of the industry and can apply my background and flying experience to ensure the Airport Commission is doing all the good it can. 6. What is your present knowledge of each advisory board you are interested In?* I am familiar with the Airport Commission and their operations. I am familiar with the basic structure of the 5 - member commission and its jurisdictional boundaries. Potential Conflicts of Interest The Housing and Community Development Commission makes recommendations to the City Council regarding the distribution of federal CBDG/HOME funds. The general ntte is that no persons who exercise or have exercised any functions or responsibilities with respect to federally funded activities, or who are in a position to participate in the decision-making process or gain inside information with regard to such acbvilies, may obtain a financial interest or benefit from a federally -assisted activity, or have a financial interest in any contract, subcontract, or agreement with respect to a federally -assisted activity, or with respect to the proceeds of the federally -assisted activity, either for themselves or those with whom they have business or immediate family ties, during their tenure or for one year thereafter. Section 362.5 of tte Code of Iowa generally prohibits, with certain important exceptions, a member of a City Board or Commission from having an interest in a City contract. City Council Resolution # 15-300 established a policythat the following persons shall not be eligible appointment to Boards and Commissions: A Council Members spouse, domestic partner or partner by cohabitation, children, stepchildren, children for whom the Council Member assumes parental responsibility, mother, father, son-in-law, daughter-in-law, mother-in-law, father-in-law, step-parent, brother, sister, step -siblings and half -siblings, brother-in-law, sister-in-law, grandparents and grandchildren, aunt, uncle, niece, nephew, first cousin, foster parent, foster child, persons who are parents of the same child, and persons with whom the employee is in an intimate relationship Res. #15-300 states that each application for reappointment to a City Board or Commission will be considered without regard to incumbency. I know both candidates and believe both would be excellent commission members. Christopher Lawrence has lived in Iowa City for about 10 years. As Jet Air Flight Instructor, I trained him and signed him off for his Instrument Rating last year. He passed. During the training 1 got to know him well and can state that he is not only a great pilot but also a valuable member of our community. He is sincerely interested in airport business and would serve the commission well. My knowledge about Derek LaBrie is limited to what I read in his application. The description of his experience is impressive and suggests he is equally qualified for the job. He has lived in the Iowa City area for about 1 year. He received his Flight Instructor certificate just recently. He and I have had several discussions about how to do flight instruction at Iowa City. I am favorably impressed with his thoroughness and dedication. I would be hard pressed to rank my recommendations of the two candidates. If I had to, I would favor the candidate with the longest residency in Iowa City: Christopher Lawrence. Christopher would hit the ground running while Derek would have to go through a learning curve.
