Consider setting a public hearing on August 12, 1980 to open /4,00 Melrose Court to motor vehicular traffic from only Greenwood Drive. Comment: Per the Council's request this item is placed on the Council's agenda. Included in the Council's packet is an ordinance which if approved would open the eastern terminus of Melrose Court to motor vehicular traffic from only Greenwood Drive by relocating the existing traffic island directly west of Greenwood Drive on Myrtle Avenue. Consider a recommendation of the Planning and Zoning Commission to forward a recommendation of approval of the final plat of Spring Valley Subdivision to the City of Coralville. 5-8010. Comment: The Planning and Zoning Commission, at a regular meeting held July 17, 1980, recommended by a 3-1 vote approval of the final plat located two and a half miles north of the city limits on county road W66 (old Highway 218) with the understanding that the deficiencies and discrepancies listed in the staff report be addressed except for N8 which should be waived. Furthermore, the Commission strongly urges the consid- eration of providing a secondary access road to the east as the subdivision is considerably weakened by the lack of secondary access but provision of such is beyond the capabilities of the developer. This recommendation is not consistent with the staff's recommendation presented in a staff report dated July 17, 1980, which is attached to Council's agenda. The City of Coralville is requesting that the recommendation he forwarded to them by July 29, 1980. Consider a recommendation of the Planning and Zoning Commission regarding the northerly alignment for Foster Road. Comment: The Planning and Zoning Commission, at a regular meeting held July 17, 1980, recommended that the northerly alignment for Foster Road was consistent with their earlier recommendation regarding Foster Road. Earlier the Commission has recommended to the City Council that Foster Road could be offset at Prairie du Chien Road. The Commission also strongly urged that the Council take appropriate actions to secure property for the extension of Foster Road to Prairie du Chien Road. Included in the Council's packet is a memo from Kevin Laverty detailing costs for two alternative alignments of Foster Road. d. Consider a resolution approving the preliminary and final large I p scale residential development plan of Riverside Court Apartments (Courtview Terrace). 5-8004A. Action: Comment: The Planning and Zoning Commission, at a regular meeting held July 3, 1980, recommended by a 5-0 vote approval of the subject plan located at 207 Myrtle Avenue subject to the signatures of the utility companies being provided and the completion of the necessary legal papers. This recommendation is consistent with the staff's recommendation presented in a staff report dated July 3, 1980, which was attached to the Council agenda of July 15, 1980. Action: Action: Comment: The Planning and Zoning Commission, at a regular meeting held July 3, 1980, recommended by a 5-0 vote approval of the subject plan located north of Washington Street between Green Mountain Drive and Bowling Green Place contingent upon a note being provided on the plan stating that required trees will be planted within eight feet of the right-of-way, the necessary signatures of the utility companies being provided, completion of the necessary legal papers including a time schedule of construction, and that the private drive be named Arbor Hill Circle. This recommendation is consistent with the staff's recommendation presented in a staff report dated July 3, 1980, which was attached to the Council agenda of July 15, 1980. (first consideration) Comment: The Planning and Zoning Commission, at a regular meeting held June 19, 1980, recommended by a 4-1 vote approval of the subject vacation with the condition that an easement for the sanitary sewer be retained unless subsequent owners pay for moving the sewer. This recommendation is consistent with the staff's recommendation presented in a staff report dated June 19, 1980, which was attached to the Council's agenda of July 1, 1980. TO ADOPT THE 1979 EDITION OF THE c4r'°" ) UNIFORM BUILDING CODE OF THE INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS. Comment: This ordinance adopts the 1979 edition of the Uniform Building Code. Most of the amendments are the same as the 1976 ordinance. However, there have been some major changes in the 1979 Code such as the omission of fire zones, exit travel distances, allowed square footages for buildings, and the entire administrative section. Chapter 12 has been amended so that the City can continue to allow a 20• -inch wide window as provided in the 1976 Uniform Building Code. An appeal procedure has been provided for all the uniform codes to coincide with the Iowa City administrative procedures. This ordinance has been reviewed and approved unanimously by the Board of Appeals. Comment: The amendments are the same as those for the 1976 Code. The Board of Appeals will consider all appeals under this ordinance. OF BUILDING OFFICIALS. Comment: The amendments are the same as the 1973 edition. The new uniform appeal procedure has been added in Chapter 5. This ordinance has been reviewed and approved unanimously by the Board of Appeals. TO ADOPT THE 1979 EDITION OF THE UNIFORM PLUMBING CODE AS PREPARED BY THE INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL OFFICIALS. Comment: The amendments are the same as those for the 1976 Code. The Board of Plumbing Examiners elected to adopt this Plumbing Code as opposed to the new ICHO Plumbing Code in their last public hearing. This ordinance has been reviewed and approved unanimously by the Board of Examiners of Plumbers. A copy of the proposed ordinance was attached to the agenda of July 15, 1980. Comment: This proposed amendment would allow funds from the hold harmless entitlement CDBG program to pay for converting existing buildings in the downtown urban renewal area to a new underground electrical utility system. Staff estimates the project to cost $165,000 which would come from the sale of the Block 64 hotel site. Comment: This project will consist of constructing 8" Portland cement concrete paving (Heinz Road extended) and storm sewer, together with necessary grading and other related work in DOI Second Addition to Iowa City, Iowa. The engineer's estimate is $48,200.00. On the 15th day of July, 1980, the City Council of Iowa City, Iowa, resolved the following: (1) establishing the amount of bid security at 5% of the bid, (2) directing the City Clerk to publish the notice to bidders, and (3) fixing the time of receipt of bids to he 10:00 a.m. on the 31st day of July, 1980. Action: Item No. 13 - CONSIDER RESOLUTION APPROVING PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND COST ESTIMATE FOR THE CONSTRUCTION OF THE 1979 BDI SECOND ADDITION 3.2 o IMPROVEMENTS. Comment: See co me/nt above. Public Works recommends approval of this resolution. Action: IZZ. -���.------------ Item No. 14 - PUBLIC HEARING ON THE PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR THE CONSTRUCTION OF THE RENOVATION OF AIR CONDITIONING AND HEATING SYSTEMS AT THE CIVIC CENTER BUILDINGS. Comment: This project would involve the replacement of the air conditioning and mechanical ventilation system and the conversion of the central heating system from steam to hot water. The only other bidder was Iowa Road Builders Co. of Des Moines, Iowa at $34,238. The engineer's estimate was $34,000. This bike trail is a part of the River Corridor Project funded with CDBG funds.
