WHEREAS, the Engineering Department has recommended that the im-
provement covering the Heating, Ventilating and Air Conditioning
Work Project
as included in a contract between the City of Iowa City and the
Jones Plumbing & Heating Inc of Iowa City, Iowa
dated November 28, 1979 , be accepted,
AND WHEREAS, the Council finds the improvement is in place and does
comply with the requirements for such improvements,
AND WHEREAS, maintenance bonds have been filed,
NOW THEREFORE, BE IT RESOLVED by the City Council of Iowa City, Iowa,
that said improvements be hereby accepted by the City of Iowa City, Iowa.

Re: Use of CDBG Funds for Converting Downtown Utilities
On July 2, 1980, the Committee on Community Needs approved, by a 4-3 vote, a
recommendation to the City Council that the CDBG funds be used to pay for the
costs of converting existing downtown urban renewal properties to a system of
f underground utilities. CCN stipulated that this be handled in the form of a
grant to the affected properties and agreed that $165,000 be set aside for this
j, activity. The specific source of funds was understood to be the proceeds from
the sale of the Block 64 hotel site.
In order to pursue the use of CDBG funds for this project, it will be necessary
{ to follow several steps, as outlined below. I have discussed this proposal with
Bill Clements, our HUD area representative, and he indicates that it is
potentially eligible," subject to HUD review and approval of an amendment to
our hold harmless CDBG program and budget. It is my recommendation that we
proceed according to the following timetable:

Another consideration in the scheduling of this project is the execution of
agreements with the affected property owners. Since public funds would
i ultimately be used to improve private properties, separate agreements would be
needed before actually doing any of the work. The execution of these agreements
and the solicitation of bids for the work should be timed to coincide with HUD's
approval of the amendment and the staff's completion of an environmental review.

RESOLUTION DESIGNATING PLAZA TOWERS ASSOCIATES AS THE
PREFERRED DEVELOPER FOR URBAN RENEWAL PARCEL NO. 64-1
IN DOWNTOWN IOWA CITY
WHEREAS, the City of Iowa City, Iowa, has under date September 2, 1970,
entered into a contract for loan and grant with the United States of
America; and
WHEREAS, the City of Iowa City, Iowa, has undertaken pursuant to said
contract an Urban Renewal Project known as the City -University project I,
Project No. Iowa R-14; and
WHEREAS, the City of Iowa City, Iowa, has received an entitlement of funds
pursuant to the Housing and Community Development Act of 1974; and
WHEREAS, the City of Iowa City, Iowa, has, pursuant to the provisions of
Title 24, Part 570, Section 570.801(c) of the Code of Federal Regulations,
transferred Community Development Block Grant funds to said Urban Renewal
project, and transferred control of certain real property acquired in
carrying out said Urban Renewal project to the City Council of the City of
Iowa City from the City Council acting as LPA, by Resolution No. 76-446,
dated December 14, 1976, and by Resolution No. 77-312, dated August 9,
1977; and,
WHEREAS, the City Council of Iowa City, Iowa, did, by Resolution No. 80-8,
authorize the solicitation of offers to purchsae land for private
redevelopment; and,
WHEREAS, offers to purchase land for private redevelopment were received
and opened by the City of Iowa City on April 8, 1980; and,
WHEREAS, the City Council did, by Resolution No. 80-181 adopted on May 13,
1980, designate College Plaza Development Company and High Country
Corporation (a joint venture) as the preferred developer of Urban Renewal
Parcel No. 64-1; and,
WHEREAS, the City Council did, by Resolution No. 80-289 adopted on
July 15, 1980, rescind said designation,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA,
that pursuant to the authority granted by Section 403 of the 1979 Code of
Iowa and Section 570.801(c) of Part 570, Title 24, Code of Federal
Regulations, and pursuant to the procedures specified in Section V, Iowa
City Downtown Urban Renewal Prospectus, the following developer is
designated as the preferred developer of Urban Renewal Parcel No. 64-1:
Plaza Towers Associates (a joint venture of Plaza Retail Associates
and Towers Hotel Associates).

BE IT FURTHER RESOLVED that this designation is subject to the following
conditions:
1. As soon as possible, and in any event, no later than 60 days from the
date hereof, the developer shall enter into a hotel management
agreement, or otherwise secure hotel management, in a manner which is
legally binding for the life of the bond issue, and shall submit said
legally binding agreement to the City for approval.
2. As soon as possible, and in any event, no later than 60 days from the
date hereof, the developer shall secure a legally binding lease for
the department store portion of the development, or shall provide
other evidence as necessary to demonstrate to the City the certainty
that the developer has the ability to obtain such a lease, and shall
submit such evidence to the City.
3. As soon as possible, and in any event, no later than
September 1, 1980, the developer shall submit to the City, for the
entire project, Preliminary Design Plans as defined in Section 301 of
the proposed Contract for Sale of Land for Private Redevelopment.
4. As soon as possible, the City and the developer shall conclude final
negotiations regarding all provisions to be contained in the
Contract for Sale of Land for Private Redevelopment. There shall be
agreement on such Contract on or before September 16, 1980, it being
the intent that said Contract shall be executed on or before
October 21, 1980.
5. The Contract for Sale of Land for Private Redevelopment shall contain
provisions requiring that the developer submit to the City, on or
before November 28, 1980, all detailed financial information
necessary to support the issuance of Industrial Revenue Bonds.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized and
directed to carry out the land disposition procedures in accordance with
Iowa law, and as set forth in the Iowa City Downtown Urban Renewal
Prospectus.

Company and High Country Corporation
I. INTRODUCTION
This memorandum presents the staff response to the preliminary
design plans submitted by College Plaza Development Company and High
Country Corporation on July 1, 1980. Initially, the staff makes two
recommendations to the City Council. First, that general approval by
the Council of these plans be made subject to the stipulations and
conditions contained in the recommendation of the Design Review
Committee, dated July 9, 1980. Second, that further information from
the developer be required in order to assure compliance with the
following specifications mandated by the Prospectus:
I. Provide a central HVAC system or an acceptable alternative
system approved by the City.
2. Provide furnished meeting rooms, conference facilities and
kitchen facilities sufficient to accommodate conferences with
up to 350 persons.
3. Provide an indoor swimming pool with a water surface area of at
least 1,000 square feet.
4. Provide restaurant/dining room seating for 150 customers.
It should be noted that staff has not found that the developer has failed
to comply with these required specifications.Rather, further
information from the developer should be requested to assure compliance
with the above items.
II. MAJOR ISSUES RELATING TO THE PRELIMINARY DESIGN PLANS
Upon review of these plans, staff has found that the following major
issues are of concern and it is recommended that the Council require
that the developer further address these issues prior to final
Council approval of the preliminary design plans:
AJ There As-a�;ignificant problem with respect to hotel -bound
Gehicles-approaching from the south on Linn Street (i.e. after
turning from Burlington Street) in that it will be difficult for
such vehicles to make a left turn into the hotel drive-through
lane. This difficult turning movement will create a mid -block
interference with the Linn Street traffic flow and may also

present a conflict with the safe passage of pedestrians on the
Linn Street sidewalk adjacent to the hotel.
B. The design of the sidewalk in the area of the hotel drive-
through lane is not desirable in that there are large gaps for
pedestrians crossing the drive-through lane on either side of
the island and the sidewalk in some areas immediately adjacent
to the hotel appears to be too narrow.
C. The size of the hotel/retail receiving area off of Linn Street
may be inadequate. The extent of this problem cannot be
identified at this time because the number and type of retail
tenants are not known. However, it appears that there will be a
minimum of six retail shops and three food service operations

I. INTRODUCTION
This memorandum presents the staff response to the preliminary
design plans submitted by College Plaza Development Company and High
Country Corporation on July 1, 1980. Initially, the staff makes two
recommendations to the City Council. First, that general approval by
the Council of these plans be made subject to the stipulations and
conditions contained in the recommendation of the Design Review
Committee, dated July 9, 1980. Second, that further information from
the developer be required in order to assure compliance with the
following specifications mandated by the Prospectus:
I. Provide a central HVAC system or an acceptable alternative
system approved by the City.
2. Provide furnished meeting rooms, conference facilities and
kitchen facilities sufficient to accommodate conferences with
UP to 350 persons.
3. Provide an indoor swimming pool with a water surface area of at
least 1,000 square feet.
4. Provide restaurant/dining room seating for 150 customers.
It should be noted that staff has not found that the developer has failed
to comply with these required specifications. Rather, further
information from the developer should be requested to assure compliance
with the above items.
II. MAJOR ISSUES RELATING TO THE PRELIMINARY DESIGN PLANS
Upon review of these plans, staff has found that the following major
issues are of concern and it is recommended that the Council require
that the developer further address these issues prior to final
Council approval of the preliminary design plans:
A. There is a significant problem with respect to hotel -bound
vehicles approaching from the south on Linn Street (i.e. after
turning from Burlington Street) in that it will be difficult for
such vehicles to make a left turn into the hotel drive-through
lane. This difficult turning movement will create a mid -block
interference with the Linn Street traffic flow and may also

present a conflict with the safe passage of pedestrians on the
Linn Street sidewalk adjacent to the hotel.
B. The design of the sidewalk in the area of the hotel drive-
through lane is not desirable in that there are large gaps for
pedestrians crossing the drive-through lane on either side of
the island and the sidewalk in some areas immediately adjacent
to the hotel appears to be too narrow.
C. The size of the hotel/retail receiving area off of Linn Street
may be inadequate. The extent of this problem cannot be
identified at this time because the number and type of retail
tenants are not known. However, it appears that there will be a
minimum of six retail shops and three food service operations
being serviced through this receiving area. Staff is concerned
that the frequency of use of this receiving area together with
the diversity of service vehicles will result in traffic
congestion problems on Linn Street.

General Project Description
The allocation of space within the proposed development is clarified by attached illustrative plans.

The basement will contain approximately 12,500 square feet, of which, 10,000 square feet will
be allocated to warehouse and support for the anchor deparbnent store and smaller shops. The
remaining 2,500 square feet will be utilized for building mechanical equipment, hotel support,
and common space.
The first floor of the building will devote approximately 27,000 square feet to an anchor de-
partment store located on the northwest corner of the property. The receiving and truck dock
for the department store will be off Dubuque Street on the southwest corner. The hotel entry
lobby and drive through will be on the east side of the property off Linn Street, opposite the
present library. This will be a lobby entrance with elevators to the third floor hotel regis-
tration desk, main hotel lobby, management offices, and convention/meeting space. Also located
on the first floor will be approximately 14,000 square feet of other retail space for small
shops, a central mall, open stairway and open atrium to the 2nd and 3rd levels. Flotel receiv-
ing will also be located with access off Linn Street and will include the major receiving area
for the smaller retail spaces including an adjacent coffee shop seating approximately 80 to 100
people opening off of the entry lobby.
The second floor will contain the central atriun space with an open stairway as well as 41,000
Square feet of anchor department store space and roughly 8,000 square feet of retail space for
the smaller shops. Some space for the hotel will also be located on this floor primarily ac-
commodating necessary vertical transportation.
The third floor will house the main public lobby level of the hotel to include guest registra-
tion, and hotel management offices. Major public areas in the hotel will include a lounging
area with a pool of at least 1,000 square feet of surface area, with a games and recreation
area adjacent. A cocktail lounge seating approximately 125 will be included with an adjacent
"Theine Restaurant" seating approximately 150. The main ballroom, which will be divisible, will
seat roughly 350 people with private dining rooms and conference rooms provided for approxi-
mately 150 people, or 40 each. An outdoor terraced area may ultimately adjoin the lounging
pool and recreation areas.
The plans identify a total of 157 roans in the hotel.

Each typical hotel floor of the project will have 15 single rooms that accommodate a king size
—; bed, and 13 double rooms with 2 double beds. One convertible suite adjacent the elevator bank
on each floor will double as a meeting space. Additional (2) Level suites and (1) Level suites
will make up the remaining room count as shown on schematic plans.
5. The project is establisher) with elevator banks that will serve the department store and shop-
ping mall. A set of elevators which will serve the hotel lobby and ground floor only with in-
ternal elevators for the hotel itself as to assure the internal security of the hotel operation
and to provide for service as appropriate. Service elevators will be provided for the base-
ment, first floor, second floor, third floor, and hotel guest room tower.
7. The basic design and approach for this project is to locate the top five floors of the hotel
guest room tower diagonally in order to take advantage of orientation for energy conservation
purposes. To assure compatibility with existing buliding heights and scale of other downtown
Iowa City urban renewal properties, massing of the building at the intersection of the downtown
mall and Dubuque and College Streets will be only 2 stories high.
li. HVAC systems will be provided for the hotel and shopping mall as required by each space.
9. Screened, interior loading service and refuse facilities for the hotel, anchor department
store, and small shops are dispersed (one on Linn Street and one on Dubuque Street) in order to
reduce any possible traffic congestion.
1U. The meeting rooms and conference facilities planned for the hotel will make it a major confer-
ence center for the community, and will enable several conferences to occur simultaneously as
required.
11. it is contemplated that the project will be constructed of a panelized, architectural precast
concrete or brick masonry of an appropriate light color and a texture to blend with existing
structures in the immediate area. it is important to note that the proposed design introduces
natural light into the mall area via atrium spaces during the daylight hours, thus facilitating
the growth of plant materials and providing a more pleasant environment in the shopping mall
area.
12. The lounging/swinuning pool is designed to provide convenient recreational opportunities for ho-
tel guests and to promote weekend utilization of tine hotel property. The pool will be adjoined

by a games and recreation area - creating a large multi -use recreation facility. Additional
energy conservation opportunities related to the lounge/swimming pool are being investigated.
13. Restaurant and dining facilities are included as indicated to provide convenient, quality ser-
vice to the hotel guests as well as to the community.
14. A weather -protected pedestrian connection between the lower three floors of the
hotel/retail complex, and the parking
structure on levels 1, 2, 3, R 4 will be highly desirable as it greatly enhances re Wil acces-
sibility as well as hotel convenience.
15. The hotel entry lobby located off Linn Street provides sufficient and appropriate access by
people unfamiliar with the community.
16. Roofing materials shall consist of:
a. Loose -laid elastomeric membrane.
b. Gravel ballast of a color and texture to compliment the building exterior.
17. Exterior frames, doors, windows and fixed glass shall be:
a. Aluminum frames with anodized finish (thennal break as applicable) to compliment building
exterior.
b. Tinted insulation glass to compliment building exterior.
18. No pennanent retaining walls or fences are required for this project.
19. All signage is subject to review by the City prior to installation.
20. Exterior lighting is subject to review by the City prior to installation.

TO ATTEST AN AGREEMENT WITH THE IOWA DEPARTMENT OF TRANS-
PORTATION TO REPAIR SURFACE GRADE RAILROAD CROSSING AT
HIGHWAY 6 BY-PASS IN IOWA CITY, IOWA.
WHEREAS, it is in the best interests of the City of Iowa City to assure
that public ways are maintained in good repair; and
WHEREAS, the State of Iowa and the City of Iowa City have agreed upon
the necessity to repair the surface of the highway -railway grade crossing
at U.S. Highway No. 6 By -Pass at Mile Post 0.63 in Iowa City, Iowa; and
WHEREAS, State funds are available for two -third (2/3) contribution to
said repair, and the City has agreed to assume the remaining one-third (1/3)
cost for repair.
NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF IOWA CITY,
IOWA that the Mayor is hereby authorized to execute and the City Clerk is
authorized to attest an Agreement between the State Department of Trans-

Dear Mr. Beals:
Enclosed with this letter -.is the Trustee's counterpart of the State
Grade Crossing Surface Repair Fund agreement for the reconstruction
of his crossing of U.S. Highway No. 6 in Iowa City, Iowa. Please
note this agreement was executed in two parts and is stapled together
with the State executing both parts. Also enclosed is an ADDENDUM TO
AGREEMENT between the Trustee and the City of Iowa City wherein the
City agrees to pay the Trustee's normal share of the.cost and to
construct the crossing to the satisfaction of the State.
The Iowa City counterpart of these agreements are enclosed with
Mr. Frank Farmer's copy of this letter. Please note I gave Mr.
Farmer and Mr. Jim Loy of•'the State's District Office verbal
approval to construct this, crossing on July 1, 1980 subject only
to the completion of the appropriate agreements. Same has been met.
The State's audits and the. payments will be made with and to the

Whenever reference is made to the "Standard
Specifications", it shall be the "Standard
Specifications for Highway and Bridge Construction",
Series of 1977, Iowa Department of Transportation,
Ames, Iowa.
Each proposal shall be made on a form furnished
by the City and must be accompanied by a bid bond
or cashier's or certified check drawn on an Iowa
Bank or a bank charted under the laws of the United
States and filed in a sealed envelope separate from
the one containing the proposal, and in the amount
of $ 10% of Bid made payable to the City
Treasurer o t e ity of Iowa City, Iowa, and may
be cashed by the Treasurer of the City of Iowa City,
Iowa, as liquidated damages in the event the
successful bidder fails to enter into a contract
within ten (10) days and post bond satisfactory to
the City insuring the faithful performance of the
contract. Checks of the lowest two or more bidders
may be retained for a period of not to exceed
fifteen (15) days until a contract is awarded or
returned after the canvass and tabulation of bids
is completed and reported to the City Council.

AGREEMENT
WHEREAS, the City of Iowa City has expressed an interest in the
establishment of a regional planning commission hereinafter referred
to as the Johnson County Council of Governments, and
WHEREAS, the City of Iowa City has indicated a willingness to provide
financial support for the Johnson County Council of Governments in
the provision of essential services and support to the City of Iowa
City, and
WHEREAS, a formal commitment to the establishment of the Johnson
County Council of Governments and the financial support thereof is
essential in proceeding on an orderly basis to the ultimate
establishment of the Johnson County Council of Governments and an
allocation of funding thereof.
IT IS THEREFORE AGREED by the City of Iowa City to:
I. Support the formation and establishment of the Johnson County
Council of Governments, and
2. Commit an allocation of funds in the amount Of $50,759 on or
before October 1, 1980, which funds in part will provide the
necessary support for financing the Johnson County Council of
Governments for the first fiscal year after its establishment.

Re: JCCOG Program Costs and Commitment of Funds
Attached hereto is a proposed resolution authorizing the execution
of an agreement for a commitment to the establishment of a regional
(area) planning agency, referred to as the Johnson County Council of
Governments (JCCOG), and the financial support thereof. All
agencies which have indicated an interest in financially supporting
the new agency are being asked by the Committee on Reorganization to
execute such an agreement so the formulation of the agency can
continue on an orderly basis.
The City's appropriation for the support of transportation and human
services planning would be $50,759. This. figure is derived by
deducting $12,823 in amounts presently budgeted for administrative
and personnel costs for FY81 from projected program costs for Iowa
City of $63,582. A detailed explanation of these costs is as
follows.
Several weeks.ago the City -Council had.received a tabulation of the
costs for Iowa City to support a transportation and human services
planning program. A copy of the tabulation, which illustrates total
expenditures of $63,589 for Iowa City, is attached (the amount has
been altered slightly due to salary -adjustments). From this amount
is deducted $8,040 in personnel and administrative costs presently
budgeted for FY81 in the PPD Department budget. An amount of $6,675
is also deducted which reflects half of the salary for a draftsperson
that was also budgeted for FY81. This is a vacant position within
! the Department. It is assumed that the draftsperson for the JCRPC
would fill this vacancy and be funded in part by Johnson County in
support of land use planning and community assistance. Finally,
C $1,892 was added which reflects an increase in salaries according to
the new confidential salary pay plan and the difference in the amount
budgeted for a draftsperson and the present salary of the
draftsperson for the JCRPC as follows:

RESOLUTION NO. 80-299
A RESOLUTION ESTABLISHING A FEE FOR CERTAIN SERVICES PERFORMED BY THE IOWA
CITY POLICE DEPARTMENT AND THE IOWA CITY ANIMAL SHELTER, AND REPEALING
THOSE RESOLUTIONS INCONSISTENT WITH THE ESTABLISHED FEES.
WHEREAS, the City of Iowa City Police Department provides certain services
other than those duties required by the State and Municipal law, and
WHEREAS, Sections 7-35 and 36 of the Code of Ordinances provides that the
Council shall establish fees for the operation of the Iowa City Animal
Shelter, and
WHEREAS, the City Council of the City of Iowa City is desirous of
establishing fees for such services.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA, that the following schedule of services and fees be adopted by
the City of Iowa City:
A. POLICE DEPARTMENT SERVICES
I. Accident reports: $3.00 per copy
2. Fingerprinting: $3.00 per set
3. Escort services (excluding funerals): $10.00 per unit for each
assignment of 30 minutes or less, plus $10.00 for each
additional 30 minutes.
4. House and building moves: $12.50 for each officer per hour plus
$17.50 per hour for each police vehicle, with a mimumum two-hour
charge for each officer and vehicle.
5. Impoundment fee; vehicles impounded for violations of traffic
and parking ordinances on public and private property: $10.00
per vehicle, plus towing charges and outstanding tickets.
6. Police obtained photographs: $10.00 per each 8" x 10" photo.
7. Polygraph examinations: $75.00 per examination, plus $25.00
per hour preparation time, with a minimum two-hour ($50.00)
charge for preparation time.
B. ANIMAL CONTROL SERVICES
1. Reclaim fee for impounded dogs, cats, and other animals:
a) First reclaim within a given calendar year:
dogs and livestock: $10.00
cats and other pet animals: $5.00

b) Second reclaim within a given calendar year:
dogs and livestock: $20.00
cats and other pets: $10.00
c) Each subsequent reclaim within a given calendar year:

2. Boarding fees:
a) Dogs and livestock: $5.00 per day
b) Cats and other pet animals: $3.00 per day
3. Animal disposal fee for resident and non-resident owners:
$5.00 per animal regardless of litter size.
4. Disposal of county strays (Board of Supervisors): $5.00 per
animal
5. Trap rental: $1.00 per day for a maximum of ten days, with a
minumum $5.00 refundable deposit. No charge or deposit will be
required for cat traps.
C. Fees established in Resolutions 76-144, 77-95, and 77-123 which are
inconsistent with the schedule established above are hereby
repealed.

RESOLUTION NO. 80-300
RESOLUTION RESERVING A DESIGNATED PARKING SPACE FOR THE JOHNSON COUNTY
AMBULANCE SERVICE.
WHEREAS, Mercy Hospital has requested the City to designate a single
Parking space o^ a public street adjacent to the hospital for the long-
term parking of Johnson County ambulances; and
WHEREAS, the City Council deems such designation of a parking space to be
in the public interest.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF IOWA CITY, IOWA that
the City Traffic Engineer is authorized to designate one reserved parking
space on the northwest corner of the intersection of Van Buren and
Bloomington Streets in Iowa City for use by the Johnson County Ambulance
Service.

Dear Neal:
This letter of request follows my telephone conversation with you.
Mercy Hospital is requesting the following of the City Council:
That one parking space, the first on the northwest corner of the
junction of VanBuren Street and Bloomington Street, be reserved and
designated for the parking of the Johnson County ambulance. This
parking space is directly opposite the emergency entrance on Blooming-
ton Street.
The ambulance frequently must be parked for long periods of time be-
cause the technicians are involved in the care of the patient or are
here for educational purposes. The technicians observe and assist
in the emergency service department in order to maintain their skills.
Available parking space at Mercy Hospital's ambulance entrance is
severely restricted, and it is therefore impossible to hold space for
the ambulance.
For the above reason we respectfully request designation of parking
space for the Johnson County ambulance on the street. Thank you for o
presenting this request before the City Council.

Currently, the Parking Enforcement Attendants work on a rotating
schedule which includes
assignments for both street enforcement and
cashier duties in the municipal lot
and the parking ramp. With the
operation of the parking ramp, it was
necessary to hire Cashiers who
only work in the ramp.

As business increases in the ramps, it will be necessary to hire more
cashiers and it then makes
sense to completely separate the duties of
Cashier and Parking Enforcement Attendant.
In addition, it will' be
more economical as Cashiers are in a lower
Enforcement Attendants. pay range than Parking
The reorganization and separation of Parking Enforcement Attendants
and Cashier duties

can be accomplished by the elimination of one

Cashier position. The anticipated cost
savings in FY81 from such a
change would amount to approximately $2,300. A
