This action will be taken on or shortly after 9 July 1980. COMMENT: This action is being taken after a postcard survey of the affected residents indicated a majority of these residents favored this action. Purpose: Proposed use as two sites for single-family subsidized housing or sale to adjoining property owners. Size: 60' x 264.3' (Highland Avenue lot is 60' x 139.3', Friendly Avenue lot is 60' x 1251). Existing land use and zoning: Vacant dedicated R.O.W. Surrounding land use and zoning: Single-family residential and RIB Applicable regulations: Chapter 364 of the Code of Iowa SPECIAL INFORMATION Public utilities: An existing sanitary sewer used by two adjoining properties, bisects the property east and west. Overhead power and telephone lines are also present and divide the property north and south. Transportation: It is unlikely that the City will ever consider improving the site as a public street. Physical characteristics: The topography is a moderately sloping terrain with a 2%-10% slope from the northern edge of the Friendly Avenue lot to the southern edge of the Highland Avenue lot. ANALYSIS The vacation of Pickard Street between Highland and Friendly Avenues has been proposed. It is currently a dedicated street R.O.W. and is being used as open and garden space. The City Council has indicated at informal sessions that this R.O.W. should be disposed of by either selling it to the adjacent property owners or utilizing it for public housing, since it is unlikely that the City will ever consider improving the property as a public street. The Planning and Engineering Departments have agreed that there is sufficient vehicle and pedestrian access to Friendly and Highland Avenues without opening the Pickard Street R.O.W. An existing sanitary sewer used by two adjoining properties, bisects the R.O.W. east and west. If the R.O.W. is vacated and divided to create two buildable lots (one frontinc Friendly and the other fronting Highland), then the sewer service to adjoining properties would have to be relocated. There exists a sanitary sewer on Friendly and Highland Avenues which could be used by the adjoining properties. Redirection of the sewer hook-up for the 1210 Highland property is estimated at 5.2,500 and 55,500 for the 1203 Friendly property. in short, an expenditure of approximately 56,000 would be required in order to produce two lots valued at 519,500. These estimates were made by the Engineering Department; an appraisal of the unimproved R.O.W. was made by the Means Agency at 505 East Washington under contract with Lyle Seydel (Department of Housing and Inspection Services). The adjoining property owners on Friendly Street have indicated an interest in purchasing a portion of the subject R.O.W. While neither of the adjoining property owners facing Highland Avenue have indicated an interest in acquiring the property, there has been opposition voiced in placing a low-income rental unit on the property. RECOMMENDATION The staff recommends that the entire R.O.W. between Friendly and Highland Avenues be vacated and disposed. Staff further recommends that necessary easements for existing or redirected utilities be retained.
