In a recent traffic court matter I represented a defendant who was charged
with making an improper- left turn from Benton Street to Clinton Street by
going north of the median.

As You proceed easterly on Benton Street and approach the median there are
11110 signs. One sign is a no left turn sign and the other sign portrays an
arrow as well as a figure that is supposed to designate a median. However,
this sign could easily be otherwise interpreted. The problem is that there
are actually two places to make a left turn and only one no left turn sign.
It seems to me that a sign should be placed on the median that directs the
driver not to enter the intersection of Benton and Clinton Streets. I am in-
formed that there are many violations occurring at this place every day and I
believe the cause is ambiguous or confusing signing, .During the trial of this
case it developed that the Police Department routinely places a car behind one
of the buildings to apprehend the violators because there are so many of then.
It is my opinion that most drivers do not engage in willful lawbreaking. I
request members of the Council look at the area as it presently exists and in-
stall a proper sign to convey the intent of the ordinance. I do not believe
that 20 or more people every day deliberately violate the City ordinance.
My client was not familiar with the area and was found to have made an improper
left turn. He is a responsible person and I would like to see some positive
steps taken to alleviate these "violations" other than arrests which obviously
are not solving the problem.

Armory have been shortcutting the Armory detour by going north on Clinton
Street at its intersection with Benton Street. This left turning maneuver
is a dangerous maneuver.
The basic cause of this undesirable situation will be eliminated when
Capitol Street is paved north of Benton Street. It is the Engineering
Department's estimate that the contractor will have completed
paving Capitol Street north of Benton Street will be open to through traffic
sometime between the 1st and 15th of Jul p ing and

Capitol Street before they penetrate into the south CBD fringe area. This

As an interim measure, Traffic Engineering crews have installed a second

Re: Proposed FY80 Budget Amendments - Receipts & Expenditures
Attached are documents pertaining to proposed revisions to the FY80 approved
budget. They include a listing of proposed expenditure and receipt
adjustments and a revised financial summary for all City budgeted funds for
FY80.
Amrmnucurc
Additional operating expenditures or commitments have been discovered which
were not anticipated during the FY80 budget process. For purposes of
discussion, these items are classified as proposed amendments or additions to
the FY80 budget. These expenditure amendments have not been included in the
previous budget appropriation or the previous budget amendments.
In order to officially amend a City budget, sources of revenue or funding
must be identified for all proposed expenditures. As stated in the Code of
Iowa, Chapter 384.18, purposes for which a current fiscal year budget may be
amended are the following:
1. To permit the appropriation and expenditure of unexpended
unencumbered cash balances on hand at the end of the preceding
fiscal year which had not been anticipated in the budget.
2. To permit the appropriation and expenditure of amounts anticipated
to be available from sources other than property taxation and which
had not been anticipated in the budget.
3.To permit transfers from the Debt Service Fund to the Capital
Improvement Reserve Fund, the Emergency Fund, or other funds
established by State law to any other City fund, unless
specifically prohibited by State law.
4. To permit transfers between programs within the General Fund.
This budget amendment proposal utilizes fund balances and unanticipated
receipts as stated on the proposed listing of adjustments to the FY80 budget.
Publication of the required financial documents were submitted to the Iowa
City Press -Citizen on June 10, 1980 for publication that week. The public
hearing is scheduled for June 17, 1980, with Council action regarding these
proposed amendments to occur also on June 17, since Council is now on a
summer schedule and will not meet formally again until the new fiscal year,

SENIOR CENTER COMMISSION
One vacancy - Unexpired term
June 10, 1980 - December 31 1981
The duties of the Senior Center Commission are as
follows:
1) To serve in an advisory role to the City Council
with regard to the needs of the senior center.
2) To make recommendations with regard to policies
and programs at the senior center.
3) To join staff and other interested persons in
seeking adequate financial resources for the
operation of the senior center.
4) To encourage full participation by senior citi-
zens in the programs of the senior center.
5) To ensure that the senior center is effectively
integrated into the community and cooperates
with organizations with common goals in meeting
the needs of senior citizens.
6) To serve in an advocacy role with regard to the
needs of senior citizens in Iowa City.
7) To assist the City Manager in evaluation of
personnel.
Iowa City appointed members of boards and commis-
sions must be qualified electors of the City of
Iowa City.
This appointment will be made at the June 10, 1980
meeting of the City Council at 7:30 P.M. in the

ADVISORY BOARD/COMMISSION APPLICATION FORM
Individuals serving on Boards/Commissions play an important role in advising the Council
matters of interest to our community and its future. Applicants must reside in Iowa City.
The City Council announces advisory board vacancies 60 days prior to the date the
appointment will be made. This 60 -day period provides for a 30 -day advertising period and a 30-
day training period for new members. The training period allows new members to become familiar
with the responsibilities and duties of the advisory board before becoming a full voting
member.
After a vacancy has been announced and the 30 -day advertising period has expired, the
Council reviews all applications during the informal work session. The appointment is
announced at the next formal Council meeting. Appointees serve as unpaid volunteers.
All applications must be submitted to the City Clerk no later than one week prior to the
announced appointment date.
