Resolution Approving Final Plat Of
The Crossings, Phase One and Phase Two, Iowa City, Iowa.
Whereas, the owners, 1201 Gilbert, LLC, 1225 Gilbert, LLC, and 1301 Gilbert LLC, filed with
the City Clerk the final plat of The Crossings, Phase One and Phase Two, Iowa City, Iowa, Johnson
County, Iowa; and
Whereas, said subdivision is located on the following -described real estate in Iowa City,
Johnson County, Iowa, to wit:
THAT PORTION OF THE NORTHEAST QUARTER OF THE SOUTHWEST QUARTER OF
SECTION 15, TOWNSHIP 79 NORTH, RANGE 6 WEST OF THE FIFTH PRINCIPAL MERIDIAN,

Whereas, the Neighborhood and Development Services Department and the Public Works
Department examined the proposed final plat and subdivision, and recommended approval; and
Whereas, a dedication has been made to the public, and the subdivision has been made with
the free consent and in accordance with the desires of the owners and proprietors; and
Whereas, said final plat and subdivision are found to conform with Chapter 354, Code of Iowa
(2015) and all other state and local requirements.

Now, therefore, be it resolved by the City Council of the City of Iowa City, Iowa, that:
1. The said final plat and subdivision located on the above-described real estate be and the
same are hereby approved.
2. The City accepts the dedication of the streets and easements as provided by law and
specifically sets aside portions of the dedicated land, namely streets, as not being open for
public access at the time of recording for public safety reasons. The City accepts dedication
of the outlots in accordance with the Subdivider's Agreement.
3. The Mayor and City Clerk of the City of Iowa City, Iowa, are hereby authorized and directed,
upon approval by the City Attorney, to execute all legal documents relating to said
subdivision, and to certify a copy of this resolution, which shall be affixed to the final plat after
passage and approval by law. The City Clerk shall record the legal documents and the plat at
the office of the County Recorder of Johnson County, Iowa at the expense of the
owner/subdivider.

BACKGROUND INFORMATION:
The applicants, 1201 Gilbert LLC, 1225 Gilbert LLC, and 1301 Gilbert LLC, submitted final plat for
The Crossings, Phase One and Phase Two, an approximately 8.47 acre, 7 lot mixed use
subdivision with 8 outlots located north of Highway 6 between Gilbert Street and Ralston Creek.
The preliminary plat was approved on March 21, 2017.
The subdivision includes 7 development lots and 8 outlots. Lots are intended for a combination of
commercial, mixed-use, and multi -dwelling buildings developed according to the Riverfront
Crossings form -based development code. Outlots A and B will be dedicated to the City of Iowa
City as public right-of-way for a new pedestrian street, Ralston Creek Way. Outlots C, D, and E
will be dedicated to the City of Iowa City as public right-of-way needed for the improvement of
Gilbert Street to support the increase in residential density anticipated with development of this
subdivision. Outlots F and H will establish a private service alley with a public access easement to
provide for vehicular access, emergency and other services to support development within the
subdivision. Outlot G will establish an extension of Second Street, which within this subdivision will
be a private street with a public access easement. The portion of Second Street west of the new
private alley will be a pedestrian -only street, with only emergency vehicle access allowed.
Infrastructure and public improvements will be installed in two phases as set forth in the legal
papers.
ANALYSIS:
The final plat of The Crossings, Phase One and Phase Two, is in general compliance with the
approved preliminary plat and subdivision regulations. Legal papers and construction drawings
are currently being reviewed by staff. It is anticipated that these documents will be approved prior
to the July 5 Council Meeting.
Neighborhood Open Space: A subdivision of this size and residential density requires the
dedication of approximately 1.8 acres of neighborhood open space or fees in lieu of. The City
has determined that a combination of land dedication along Ralston Creek, credit for the land
area within the publicly accessible portion of the pedestrian street in Outlot G (Second Street),
and payment of fees is an appropriate means of satisfying the neighborhood open space
requirement. The cost to the developer of installing a public trail and pedestrian -scale lighting
along Ralston Creek and green infrastructure in certain locations within the subdivision may be
subtracted from the fee owed as these are unique features of significant public benefit. This
requirement will be addressed in the legal papers.
STAFF RECOMMENDATION:
Staff recommends approval of SUB17-00010, the final plat of The Crossings, Phase One and
Phase 2, a 7 -lot, 8.43 acre mixed-use subdivision with 8 outlots, located north of Highway 6 and
west of Gilbert Street, subject to approval of construction drawings and legal papers by the City
Engineer and City Attorney.
