a. Consider an ordinance vacating College Street between Capitol
and Madison Street (first consideration).
Comment: The Planning and Zoning Commission, at a regular
meeting held March 20, 1980, recommended by a 5-0 vote approval
of the subject vacation. This recommendation is consistent
with the staff recommendation presented in a staff report
dated March 20, 1980, which was attached to the Council agenda
of March 25, 1980. A public hearing on this item was held May
13, 1980. The staff is recommending that the City maintain a
utility easement over the subject right-of-way.

Item No. 9 - CONSIDER A RESOLUTION AWARDING THE BID FOR THE SOUTH BRANCH DETENTION
STRUCTURE TO GEE GRADING & EXCAVATING WITH A BID PRICE OF $460,111.
Comment: The City received seven bids for this project. Gee Grading &
/ Excavating was the low bidder by approximately 534,000. Public
Works recommends adoption of this resolution. A memo providing
more detail about the bids is attached.

Item No. 10 - CONSIDER RESOLUTION AUTHORIZING THE CITY OF IOWA CITY, IOWA, TO % -- —
ALLOW FOR THE CONVERSION OF A REHAB I LOAN TO A FORGIVABLE LOAN
s UNDER THE HOUSING REHABILITATION PROGRAM.
- Comment: This resolution authorizes the City of Iowa City to allow the
j Housing Rehabilitation Program to convert an existing Rehab I Loan
to a Forgivable Loan.
Rehab I Loans are loans that bear no interest for a term of 15 it
years. They were processed in 1977 and 1978 under a past rehabili-
tation program.
Due to a drastic change in income, a past elderly recipient of a
Rehab I Loan contacted this department for financial relief. Under
the existing rehab manual we were unable to offer any assistance.
Thus a new chapter (Chapter 12) was written and approved to accom-
modate such a situation.
This new chapter will establish procedures and criteria that will
allow for the conversion of a Rehab I Loan to a Forgivable Loan in
cases of financial hardship.
