(1) Consider resolution setting public hearing on May 13,
1980, on plans, specifications, form of contract, and
estimate for the Neighborhood Site Improvements -
Sidewalk Repair Program (Northside and Hickory Hill
Neighborhoods).
Comment: This project would involve the removal and
replacement of sidewalk in the Northside and Hickory
Hill Neighborhoods. The Engineer's estimate is
$104,256.00.
(2) Consider a resolution setting public hearing on May
13, 1980, on plans, specifications, form of contract,
and estimate for the Sturgis Ferry boat ramp.
Comment: This project would involve the construction
of a boat ramp in Sturgis Ferry Park. The Engineer's
estimate is $44,948.

to consider the vacation of College Street between Capitol
and Madison Streets.
Comment: The Planning and Zoning Commission, at a regular
meeting held March 20, 1980, recommended by a 5-0 vote
approval of the subject vacation. The recommendation is
consistent with the staff recommendation presented in a
staff report dated March 20, 1980, which was attached to
the Council agenda of March 25, 1980. A public hearing
was originally set for April 8, 1980, and was deferred by

Item No. 7 - Consider a resolution approving plans, specifications, form of
contract, and estimate for the Neighborhood Site Improvements-
/ G `� Curh Ramp and Sidewalk Repair Program (Highland Neighborhood)
and authorize bids to be received May 21, 1980, at 10:00 A.M.
Action:
Comment: This project would involve the construction of numerous
curb ramps and the removal and replacement of sidewalk along

Item No. 8 - Public hearing on an ordinance amending Chapter 11 of the Code
of Ordinances of Iowa City by adding definitions for apprentice
electrician and electrical contractor and by amending certain
requirements for obtaining electrical permits and license.
Comment: The purpose of this ordinance is to clarify licensing
procedures for electricians and establishing a minimum time
period for which an application for an exam must be submitted.
It also allows for the City of Iowa City to perform electrical
installations for traffic lighting without the benefit of
licensed or registered personnel, as is currently the practice.
This ordinance also clarifies who can obtain and must sign an
electrical permit which will greatly reduce the liability if
some failure should occur. This ordinance has been reviewed
and approved by the Electrical Board of Appeals. A copy of the
proposed ordinance was attached to the agenda of April 29,
1980.

USE OF HIGHWAY RIGHT OF WAY FOR UTILITIES ACCOMMODATION.
Comment: This application is required by the IDOT before utility companies
can perform work within highway right of way. Iowa -Illinois
Gas 8 Electric Company desires to reconstruct their gas main at
Highway N6 and Scott Boulevard. This reconstruction is necessary
to accommodate the proposed Scott Boulevard improvement project.

Item No. 15 - CONSIDER RESOLUTION AMENDING THE SCHEDULE OF FEES AND CHARGES

Comment: The Oakgreen Section as indicated on the enclosed map was
designated as a flush area in 1977. The grave space price was
set at $200. No lots have been sold in this section. In the
meantime, while there are still a quantity of flush area spaces
available, the monument areas have been reduced to one area -
Rose Hill. The need is for more monument areas. While no
monuments may be placed in a flush area, flush markers may be
used in monument areas. This request places no restriction or
hardship on the prospective buyer, instead it offers an opportunity
for greater freedom of choice.

Comment: The attached Construction Warrant was issued for construction
completed on the 1979 BDI Section Addition Improvements Construction
Project. Council needs to approve the issuance of this Warrant.

CONSIDER AN ORDINANCE AMENDING SECTION 28-3 AND SECTION 28-36
OF THE CODE OF ORDINANCES OF IOWA CITY, IOWA. (passed and
adopted)
Comment:
The purpose of this ordinance is to amend the Uniform Plumbing
Code by adding requirements for the registration of apprentice
a 9 9.5
plumbers which will not only indicate who works in the profession,
but will be beneficial in establishing a beginning period for
apprentices who wish to apply for their journeyman's license.
This ordinance also regulates the minimum sized vent pipes and
waste pipes that must be used in the installation of plumbing
fixtures. This ordinance also allows for the use of a loop -
type venting system for island sink and lavatories and in
remodeling work. This loop -type venting system is a system
that has been used in Iowa City for several years, however, has
never been in total compliance with the Plumbing Code. It is
the recommendation of the Plumbing Board and the plumbers
themselves that this loop system be utilized in special situations
with the approval of the Plumbing Inspector. These amendments
have been reviewed by the Plumbing Board of Appeals and the
Board recommends that the Council adopt this ordinance. A copy
of the proposed ordinance was attached to the agenda of April
8, 1980.
