CIVIC CENTER ENGINEERING CONFERENCE ROOM MEMBERS PRESENT: Gormezano, Hamilton, Hotka, Shepherd, Singer MEMBERS ABSENT: None STAFF PRESENT: Tinklenberg RECOMMENDATIONS TO THE CITY COUNCIL: None. REQUESTS TO CITY MANAGER: None. SUMMARY OF DISCUSSION AND FORMAL ACTIONS TAKEN: Hotka called the meeting to order. Singer moved, Hamilton seconded, the approval of the March 4 minutes as read. Approved unanimously. Transportation Policy Paper 1 Four general areas were identified for study: 1. municipal transportation; 2. commercial transporation; 3. residential transportation; 4. university transportation. It was proposed that these topics be dealt with one per month during the next four months. The following municipal transportation goals were proposed for discussion: 1. use of low cost alternative fuels where possible - investigate for vehicle and fuel purchase (gasohol, propane, methane, electricity); 2. PAGE 2 3. increase vehicle maintenance if necessary, reduce size of vehicles, use appropriate size vehicle, reduce number of vehicles, reduce use, and eliminate idling; 4. increase in life and mileage of autos before trade-in; 5. press for van and/or carpools; 6. increase of information and general awareness among staff. These goals will be discussed at the next meeting. The format to be used is: - summary of past history - present case - future - goals - implementing department - recommendations - future actions. Senior Center Plan Review The responses of the architect and engineer to the questions of the RCC were acceptable to the RCC. Shepherd moved, Gormezano seconded, that the RCC accept the letters from the architect and engineer. Approved unanimously. Energy Fair Singer reported that the fair went very well. The response was good. The teachers and parents were impressed as well as the 450 students. Community Weatherization Tinklenberg reported that a number of people from the City staff, Resources Conservation Commission, HACAP, Iowa -Illinois Gas & Electric, Free Environment, and Mayor's Youth Employment Program met on March 6, 1980, to determine if there is a need for weatherization assistance in Iowa City. There is a need for homeowners not able to hire a contractor and also not able to qualify for help from HACAP. The people decided to set up a loose -knit volunteer effort to take place this coming summer and fall. PAGE 3 Other Business Tinklenberg reported that HUD is making Innovative Grants for Community Energy Conservation available for 10-20 cities nationwide. The City will make an attempt to submit an application. Johnson County Solar Energy Association again asked the RCC if they would cosponsor Sun Day. However, because the event planned will be a fund-raiser, the Commission decided not to cosponsor the event. Tinklenberg asked if the RCC was agreeable to contracting with 8 group such as Johnson County Solar Energy Association to assemble information on the various types of solar systems possible. This publication would be distributed at the seminars at each of the solar grant projects. The Commissioners felt it should be explored and Toni Hamilton volunteered her editing skills. CITY MANAGER'S CONFERENCE ROOM MEMBERS PRESENT: Gilpin, Knight, Sokol, Lewis, Fountain, Baker, Boutelle, Vetter, Robertson (7:50) MEMBERS ABSENT: Kroeze, Oehmke STAFF PRESENT: Milkman, Charbon, Knight, Sandro GUESTS PRESENT: Bonney, CCN; Carlyle, KXIC; Leehey, University Student RECOMMENDATION TO CITY COUNCIL: The Iowa City Riverfront Commission recommends to City Council that the remaining monies from the $75,000 COBG allotment be used to complete the City Park bike trail. SUMMARY OF DISCUSSION: Chairperson Gilpin called the meeting to order and asked for consideration of the minutes from the meeting of March 19, 1980. Gilpin asked that the last sentence on page 3 under "Other Business" be changed to read "It was decided that Robertson would contact the United States Army Corps of Engineers about this." There being no further corrections or additions, the minutes were approved as corrected. Committee and Meeting Reports: Airport Commission Meeting - Boat Ramp: Bruce Knight, Planner/Program Analyst, reported that he and Gilpin had met with the Airport Commission to discuss the discrepancy in the location of the boat ramp. Knight stated that the Airport Commission had signed a letter of agreement between the Airport Commission and the Riverfront Commission on the location of the boat ramp. The Airport Commission made a request that the Riverfront Commission try to move as much of the boat ramp as possible into the approach zone of runway 24. Knight stated that he had written a memo to the Airport Manager stating that due to the tight budget, (half of the funding runs out in June) that there was no way the Commission could get the boat ramp location changed at this time. Sokol asked why the Airport Commission wanted the boat ramp in the approach zone of runway 24. Knight replied that the Airport. Commission wanted to use the rest of the land for revenue purposes. MILROFiL7RL JORM MCEDAR RAPIDS Riverfront Commissi ^ April 16, 1980 Page 2 Knight reported that the Corps of Engineers permit for the boat ramp was Pending testing for an endangered species of mussel which has been reported on the Iowa River. In order to test for this mussel the water must be above 550. The results will be known in mid-May. Milkman stated that the City will go ahead with the bids before the answer is known. Knight also stated that in the bid for excavation and disposal the contractor will have a choice of bidding the disposal on the site or in the landfill. Informal Council Meetino: Gilpin reported that the meeting with City Council had gone well. The Council agreed that this Commission was needed and funded a quarter-time staff position for the Riverfront Commission. Gilpin stated that he had made promises for future projects to the City Council which may be an added burden to the Riverfront Commission. Milkman stated that Vevera expressed interest in the funding out of Johnson County and Coralville. University Request Re Sewage Treatment Plant: Gilpin reported that the University of Iowa was considering the purchase of the old sewage treatment plant. The University is currently drawing plans to make an addition to their water treatment plant for treatment of sludge. The purchase of the old sewage treatment plant would be considerably cheaper than an addition to the existing structure. The uses the University has in mind are as follows: 1) Using the lagoons as sludge settlement water treatment. 2) A variety of service facilities. 3) Piling of coal. 4) Service activities from the Physical Plant. Sokol asked if the appraisals had been done on the sites. Milkman replied that nothing had been done. Gilpin stated that the Riverfront Commission would like to talk to Neal Berlin before the appraisals are done, so that the land could be appraised in parcels for various alternative uses. Rocky Shore Drive Bikeway Trail Meeting: . Milkman reported that Project GREEN had donated $10,000 to the Rocky Shore Drive Bikeway Trail for landscape design and materials. Therefore, the City was conferring with Project GREEN from the beginning of the project. Milkman stated that the City engineers were drawing up the plans for the Bikeway Trail. Milkman also reported that the Federal Highway Commission in Ames considered Iowa City's proposal very favorably. Gilpin expressed displeasure that the Riverfront Commission was not invited to this meeting and there was no mention about the Riverfront Commission in the press coverage. Milkman asked the Commission to make a formal recommendation to City Council regarding use of the remaining CDBG Riverfront Improvement funds for completion of the City Park Bicycle Trail. Sokol moved and Lewis seconded that the Iowa City Riverfront Commission recommend to City Council that the remaining money from the $75,000 CDBG allotment be used to complete the City Park bike trail. Motion passed unanimously. Vetter stated that if the Airport Commission decided to develop this land outside of the approach zone of runway 24, the zoning change would have to come before Zoning the Planning and Zoning Commission. Vetter also reported that the Planning & Commission that they coulducompletevthetzoningvmap he Rier Corridor Overlay Zone PARKS AND RECREATION COMMISSION: Robertson reported that she had been asked why the boat ramp was being built at Sturgis Ferry Park and not at Napoleon Park. Gilpin replied that there were several reasons: 1) This location was closer to the Burlington Street dam for fishing and rescue purposes. 2) Construction was expected to take and Place on Sand Road by Napoleon Park so the boat ramp would have had to wait Systemeruns by Sturgis ed tFerryuPark and not by Naup before poleon9Park3) The City Transit I Robertson then reported that she had been in contact with Gary Thompson, United States Army Corps of Engineers, about the discoloration that was Possibly being discharged from Moore Business Forms. Thompson told Robertson that it was the responsibility of the Iowa Natural Resource Commission to keep the water clean. The Commission then decided that Milkman would contact Don McDonald and see if he could test for a discharge from Moore Business Forms. River Corridor Overlay Zone Regulations: Susan Sandro, Planner/Program Analyst, presented a draft co of the Corridor Overlay Zone Regulations which she had revised. Sandro brieflyRiver over the revisions she had made and asked the Commission to consider how big the buffer zone should be. Sandro then asked the Riverfront Commission to set up a special meeting to review the River Corridor Overlay Zone Regulations. The Riverfront Commission agreed that they would hold a special meeting for that purpose on April 23, 1980. River Corridor Buffer and Trail S stems: After some discussion by the Commission, the following additions and corrections were made. The title should read "Suggestions for Actions in the Iowa River Corridor" • The City of Coralville: add number 6 to read "Investigate Linking the bike trail from 1st Avenue to Rocky Shore Drive trail." Add number 7 to read "Adoption of a River Corridor Overlay Zone Ordinance (similar to Iowa City's if adopted)," Johnson County: Omit number one. Revise number 2 to read "Acquisition of public access and easements a continuous trail along the river (see map),for " Revise number 3 to read "Establishment of a continuous trail." Revise number 4 to read "Requiring owners of industrial operations along the river (e. g. River Products) to provide screening of the operations from the river through plantings or other appropriate means." In addition, commission members decided to work on the following projects: 1980: 1. Construction of a boat ramp at Sturgis Ferry Park. 2. Completion of the River Corridor Overlay Zone regulations. 3. Construction of the Rocky Shore Drive bicycle trail. 4. Completion of the City Park bicycle trail. 5. Presentation and discussion of the "River Corridor Buffer & Trail System" with Coralville City Council, Johnson County Board of Supervisors, and Iowa City City Council. 6. Make recommendations for the future use of the Water Pollution Control facility. 7. Update of River Corridor brochure 1981: 1. The dedication by Southgate Development Co. of riverbank land at Sturgis Corner and trail development in this area. 2. The development of a fishing area at Sturgis Corner. 3. Distribution of a booklet recommending Streambank Erosion Control methods to all riverfront property owners. 4. Monitoring of the City service area landscaping, screening, saltpile coverage and buffer zone. 5. Monitor state-wide "Protected Water Areas" study and bill in Iowa State legislature. 6. River Corridor land acquisition and trail construction as recommended in the Iowa River Corridor Buffer & Trail System. 1982: — I 1. Construction of a boat ramp above Burlington Street 2. Consideration of historical designations for portions of the Iowa River Corridor. 3. River Corridor land acquisition and trail construction as recommended in the Iowa River Corridor Buffer & Trail System. 1983: 1. Preservation of the catwalk at the Coralville power dam. 2. Development of a riverside park in the peninsula area 3. River Corridor land acquisition and trail construction as recommended in the Iowa River Corridor Buffer & Trail System. 1984: 1. Land acquisition in the south river corridor. 2. River Corridor land acquisition and trail construction as recommended in the Iowa River Corridor Buffer & Trail System. She explained changes, deletions and additions that have been made in the new draft, and compared the new draft with the draft regulations dated 12/3/79. The following questions and discussions were held with regard to each section: Section I. Findings: On line four the word "natural" was added so lin that this e reads ". . .most significant natural amenity. . .". Section II. Intent: Fountain asked whether the intent section is binding. Sandro explained that this was not the case, instead the intent section lays out what the goals of this ordinance are, and what it is trying to accomplish. Sandro pointed out that a number of items had been added to the intent section. SectionIII. Definitions: Sandro indicated that this section would be completed after the ordinance was in final form. She asked whether the definition for "development" that was given was inclusive enough. Commission members indicated that they approved of this definition. Section IV. Permitted Uses. Gilpin asked that a reference to the flood plain ordinance be included in the section. Boutelle suggested d that this reference be placed in Section VI as the first requirement. Section L Accessory Uses: There was some discussion as to whether it was necessary to put in the section relating to the permitting of commercial recreational uses found on page 11 of the old ordinance under Accessory Uses. Sandro said she would look into the need for this section if the underlying zone was an industrial zone. Section VI. General Requirements: It was agreed to include the following as the first requirement "Compliance with the flood plain ordinance where applicable." im1. The Commission agreed that a 30 foot horizontal setback from the edge of the riverbank was appropriate. They asked that "edge" be defined clearly and it was suggested that the "high water precipitous mark" be used as part of this definition. B. It was questioned as to who would determine soil suitability for the building. Sandra said that this was the duty of the building official before giving a permit for a building. C. No comment. D. It was decided to include the construction measures to prevent erosion as listed in the U.S. Army Corps of Engineers' Streambank Erosion Control booklet. Some exceptions, e.g. for tire mats, would be made. -It also decided to reference the amendment to the Desion Standards for Public Works Section X. E. Omit. F. It was decided that there would be a problem with enforcing this requirement and that it should be placed in the Intent section. G. On line 1 change "providing" to "that provides". It was also suggested that something should be added in relation to noise buffering by trees. I. There was a question as to whether the screen required was defined in some other section of the ordinance. The answer was yes. J. No changes. K. The question was raised as to whether signs for recreational activities should be permitted. It was decided they should not be permitted. Section VII. Site Plan Re uirements: The Commission decided that only those required to file site plans under LSRD and LSNRD regulations (subdivisions of two acres or more) would be required to submit site plans. Sandra indicated that she would check with the Legal Department as to how this could best be done.
