RE: Patrol in downtown area
The Board of Directors of the Iowa City Chamber of Commerce commend mem-
bers of the City Council for their foresight in adopting a policy of
providing foot patrol officers in the downtown area. From a safety
standpoint as well as property protection this would seem to make ex-
tremely good sense. We know there are pressures from various sources
to cut back on certain services but we ask that you carefully consider
the ramifications of a change in the patrol policy.
We believe it is in the best interest of our community to maintain police
protection where there is a demonstrated need.

in the downtown area of Iowa City. It is not the City's intention

Dear Mayor Balmer and Members of the City Council:
We recently have become cognizant of your discussions regarding the size
Of the sewer line that is to service Johnson County's care facility. We have
subsequently discussed this matter with members of the Board of Health, seek-
ing their input.
The individual members of the Board of Health have unanimously expressed
that the oversized 18 inch sewer line should be installed instead of the
8 inch line. Their opinion is based on one or more of the following reasons:
1) According to the maps produced by the Soil Conservation Service the
area that may be served (approximately 500 acres) is generally not suitable
for soil absorption systems.
2) The lack of sewage facilities would unnecessarily preclude any in-
dustrial, commercial or residential development which uses water in any
quantity.
3) Though the 8 inch line does allow for some growth of the existing
facilities, it does severely limit any expansion in the future.
4) The City and County should "build for the future and not the present".
5) Any development which the city does want to occur such as the widen-
ing of roads, altering routes or changing ground utilities will not have to
consider the destruction of individual sewage disposal systems that are or may
be constructed. A case in point is the Melrose Avenue Sewer Project.
6) If for some reason. development that uses a small quantity of water
does occur, the developer would have to construct a sewage facility that would
be much less desirable than a sanitary sewer.
We hope the Board of Health's thoughts on the matter will be helpful in
reaching your decision.

this subject to the Planning and Zoning Commission for review and
recommendation. That Commission met Thursday, May 15, to consider
this subject, and their recommendation will be presented to the
City Council at the informal meeting of May 19. The Board of
Health's recommendation will certainly be taken into consideration
when a final decision is made.

Re: Parking Prohibition on Gilbert Street at
Bloomington Street
As directed by Section 23-16 of the Municipal Code of Iowa City, this
is to advise you of the following action:
ACTION:
Pursuant to Section 23-234 of the Municipal Code of Iowa City, Iowa,
the Traffic Engineer will direct that signs be installed on the,west
side of Gilbert Street so as to prohibit parking at all times from
the intersection of Gilbert Street with Bloomington Street north for
a distance of 80 feet north of the intersection. This action will be
taken on or shortly after 14 May 1980.
COMMENT:
At the present time, vehicles entering the intersection from
Bloomington Street have their vision obscured by parked cars. The
prohibition as specified above will remove two parking spaces from
the street. It also includes the driveway into the Amoco Station
located in the northwest quadrant of this intersection.

This action will be taken on or shortly after May 14, 1980.

Physical characteristics: The topography is gentle with
slopes of less than 5%.
ANALYSIS
E.B. & A.C. Whiting Company proposes to develop a manufacturing facility on Lot
4 of the amended preliminary plat and final plat of BDI Second Addition. This
facility will be used for the manufacture of thermoplastic monofilaments for
sale principally to brush and broom manufacturers. Normal operation will be 24
hours a day in three shifts, Monday through Friday. If the LSNRD plan is
approved, Whiting Company would intend to be under construction prior to May 1,
1981, and would expect construction to be completed within six to nine months.
Transportation to and from the proposed plant is both by rail and truck with the
bulk of the raw materials to be delivered in hopper cars by rail to the proposed
plant site. Outgoing freight will be by both truck and boxcar but it is
anticipated that outgoing freight will be largely by truck during the first two
or three years of operation.
Storm water management for the subject development has been provided off site
With the amended plat of BDI Second Addition. The staff finds no major problems
with the development of the property as proposed.
RECOMMENDATION
Staff recommends that the preliminary and final Large Scale Non -Residential
Development plan be approved upon resolution of the deficiencies
discrepancies noted below. and
DEFICIENCIES AND DISCREPANCIES
I. signatures of the utility companies and the registered land surveyor should
be provided.
2• The boundary description is inaccurate and should be corrected.
3. The storm sewer inlet shown on Heinz Road is incorrect.
4. The sanitary sewer proposed under Heinz Road should be relocated within the
right-of-way.
5. The legal papers are not in order and should be revised.

The subject plat is an amendment to the preliminary plat and a final plat of BDI
Second Addition which is a subdivision of a portion of Lot 6 of Auditor's plat,
No. 32. The plat has been amended to increase the number of lots provided and
extends Heinz Road. The location map on the plat shows the manner in which the
applicant intends Heinz Road to intersect with Scott Boulevard. The Commission
has already addressed the location of this intersection and recommended its
approval to the City Council. The staff finds no major problems with the
proposed subdivision.
RECOMMENDATION
The staff recommends that the preliminary and final plat be deferred. Upon
revision of the plat incorporating the deficiencies and discrepancies noted
below, it is the staff's recommendation that the plat be approved.
DEFICIENCIES AND DISCREPANCIES
1. The location map is inaccurate and should be corrected.
2. The box culvert for the railroad should be shown on Lot 3.
3. The existing box culvert under Heinz Road should be shown.
4. The design notes for the proposed storm sewer should be provided to the
Engineering Division for their review and approval.
5. The size of the existing and proposed sanitary sewer should be shown.
6. The signatures of the utility companies and the registered land surveyor
should be provided.
7. The proposed sanitary sewer under Heinz Road should be relocated in the
right-of-way.
D. The limits of the storm water detention easement should be dimensioned from
the front property line of each lot.
9. Street lines of accurate dimensions should be provided on the plat.

a. Public hearing to consider the vacation of College Street
between Capitol and Madison Streets.
Comment: The Planning and Zoning Commission, at a regular
meeting held March 20, 1980, recommended by 5-0 vote approval
of the subject vacation. The recommendation is consistent
with the staff recommendation presented in a staff report
dated March 20, 1980, which was attached to the Council
agenda of March 2.5, 1980. A representative from the University
will he present at the Council's informal meeting of April
14, 1980, to answer any questions that the Council may have. /
b. Consider an ordinance amending Section 8.10.35.2 (Sign
Ordinance) of Appendix A of the Code of Ordinances of Iowa
City, Iowa. (second consideration)
Comment: The Planning and Zoning Comimssion, at a regular
meeting held February 21, 1980, recommended by a 5-0 vote
approval of the subject amendment. This amendment would
permit buildings located on corner lots in all zones to
erect an additional facia sign. A copy of the proposed
ordinance was furnished with the agenda of March 25, 1980.
The staff requests the Council give the second and third
readings of this ordinance at the April 2 meeting. The
applicant (American Federal Savings and Loan) is eager to
sign their new location at 137 Fast Washington.

RECEIVED MAY 2 1980
Regretfully I must inform you of my resignation from the Iowa City Planning
and Zoning Commission. Upon accepting my appointment it was my intention
to serve out the unexpired term of Pat Cain, which was to expire May 1, 1980,
and to assist the Commission in its task of recommending a new zoning ordinance
for the City ul• lowlr City.
Though my term has apparently been extended, I find as we near completion of
a new zoning ordinance, that I am unable to continue to devote the time that is
necessary to the work of the Commission. Therefore the Council should appoint
a successor as soon as possible. In order to facilitate the work of the Commission,
I will continue to serve until a successor is appointed.
I have enjoyed working with all of my fellow commissioners and would like to
commend them and the city staff for the countless hours they have spent in dev-
eloping a new zoning ordinance for Iowa City. I only hope that my input since
being appointed last fall has been of some assistance to them.
