Setting a public hearing for December 10 on an ordinance rezoning 10.15 acres form Medium Density Multifamily (RM-20) to Sensitive Areas Overlay and Planned Housing Development Overlay (RM-20/OSA/OPDH) for property located Northwest of Highway 1 and Ruppert Road. PCD Director Franklin noted the applicant had requested expedited action, and requested Council consider the same night as the public hearing. Correspondence will be distributed prior to the hearing. B. Setting a public hearing for December 10 on an ordinance changing the zoning designation from Low Density Single Family Residential (RS-5) to Sensitive Areas Overlay (RS-5/OSA) for 5.6 acres of property located at 1520 N. Dubuque Road. (Lewis/Gordon - REZ02-00019) C. Setting a public hearing for December 10 on an ordinance vacating Lafayette Street, located west of Capitol Street. (City CartonNAC02-00006) D. Setting a public hearing for December 10 on an ordinance vacating the east-to-west alley in Block 27 of the Original Town Plat, located between Market and Bloomington Street west of Dodge Street. (Mercy HospitalNAC02-00007) E. Public hearing on an ordinance amending Title 14, Chapter 6, Article K, the Sensitive Areas Ordinance, regarding requirements for Sensitive Areas Overlay Rezonings and Sensitive Areas Site Plans. F. Ordinance amending Title 14 Entitled 'Unified Development Code,' Chapter 6, Entitled 'Zoning,' Article U, entitled 'Administration and Enforcement,' Section 7 Entitled 'Violations and Penalties' to Increase the Municipal Infraction Civil Fines for Violating the Zoning Code. (Second Consideration) Council Work Session November 18, 2002 Page 2 G. Ordinance to vacate the northern two feet of Benton Street beginning 60 feet east of Gilbert Street and ending at Maiden Lane. (SteveNAC02-0005) (Pass and Adopt) H. Resolution approving final plat of Whispering Meadows Part 3, Iowa City, Iowa. (SUB02- 00019) I. Resolution approving the extraterritorial preliminary plat of Kennedy Subdivision, Johnson County, Iowa. (SUB02-00020) AGENDA ITEMS 1. (Consent Calendar ~4f(3)... Daryl Woodson ... Sanctuary ... liquor license renewals) In response to Council Member Kanner, City Clerk Karr stated that a request could be made to ABD for special arrangements for Iowa City establishments, but noted that the DCI repot[ could be request prior to renewal papers being received by the applicant. Karr noted that delays may occur for other reasons that just ABD permits being received such as revisions to the Council meeting schedule, holidays, and summer scheduling. 2. (Consent Calendar #-4fd(1) ... resolution setting public hearing ... Section 8 Administrative Plan ...) In response to Council Member Kanner, the City Manager will provide information prior to action tomorrow evening. COUNCIL APPOINTMENTS Animal Care & Adoption Center Advisory Board (1) - reappoint Tammara Meester Board of Adjustment (1) - readvertise, no applicants Board of Appeals (2) - reappoint John Roffman (Home Builders) and Gary Haman (Plumbers) Human Rights Commission (3) - reappoint Nick Klenske appoint David Shorr & Billie Townsend Parks & Recreation Commission (3) - reappoint Craig Gustaveson appoint Sarah Walz & Judith Klink Public Art Advisory Committee (2) - reappoint Charles Felling, appoint James Morgan Hemsley Senior Center Commission (2) - reappoint Lori Benz and Charity Rowley COUNCIL TIME 1. Council Member Champion reported she had received a phone call regarding deer crossing signs on Scott Boulevard. The City Manager stated they could be installed but questioned what they would accomplish. 2. Council Member Kanner reported he was doing his annual tour of City facilities and a conversation he had with Fire Chief Rocca concerning regionalization, and requested the item be scheduled for a work session. Majority of Council agreed to add a public safety item to an upcoming session. Council Work Session November 18, 2002 Page 3 3. Council Member Kanner stated he had attended a transportation conference in Perry, Iowa last year and would be interested in going again this year. Council Members noted due to conflicts they would be unable to attend. 4. (IP9 of 11/14 Info Packet - Memo ... Community and Economic Development Coordinator ... modification to CDBG loan agreement ... Neighborhood Centers of Johnson County) Majority of Council requested that the change recommended by HCDC be scheduled for a Council work session. 5. (Consent Calendar #4f(4) ... Danielle Wagner ... request for panel participation) Council Member Wilburn expressed an interest in participating in the panel, as did Council Member Kanner. Council Member Wilburn will contact Ms. Wagner and provide information to Council Member Kanner. If both are still interested, the group will select one of the two. 6. Council Member Vanderhoef stated she would be attending two meetings in Washington, D.C. the first week of March, and the possibility of voting on the budget the same night as the public hearing. 7. Council Member Pfab requested consideration of a four way stop at Scott/Rochester intersection and stop signs exiting the alley near St. Mary's Church. Council Members expressed concerns regarding false security of stop signs near alleys, and the State law requirement that you must stop coming out of an alley. Staff was currently doing traffic counts at Scott/Rochester. Council also mentioned the need for street lights on Scott. Meeting adjourned 7:30 PM.
