Washington St., Iowa City, IA 52240 (319) 356-5437 RESOLUTION NO. 02-390 RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST A MEMORANDUM OF UNDERSTANDING BETWEEN THE IOWA DEPARTMENT OF TRANSPORTATION, THE CITY OF IOWA CITY AND THE UNIVERSITY OF IOWA. WHEREAS, the Iowa Department of Transportation, the City of Iowa City and University of Iowa have previously entered into various agreements providing for the construction of pedestrian overpasses over US Highway 6 in Iowa City; and WHEREAS, the Iowa Department of Transportation, the City of Iowa City and University of Iowa desire to clarify their respective responsibilities for the pedestrian overpasses described in the Memorandum of Understanding (No. 2003-16-071); and WHEREAS, the Memorandum of Understanding (No. 2003-16-071), serves as an outline for the maintenance responsibilities between the Iowa Department of Transportation, the City of Iowa City, and the University of Iowa; and WHEREAS, this Memorandum of Understanding includes the financial responsibility of Iowa City, the Department of Transportation and University of Iowa in respect to routine maintenance, minor maintenance, major repair, reconstruction, and new construction. NOW THEREFORE IT IS AGREED as follows: 1. The DOT, CITY and UNiVERSITY accept joint ownership of the Burlington Street Iowa Avenue pedestrian bridges and agree to the following allocation of resp°tns.'i~bi.litiq~s~with regard thereto and to discharge said responsibilities in a timely and satisfactorSz~manne~'~ A. The UNIVERSITY is respOnsible for routine maintenance of the pedestrian bridges and for 25% of the cost of all major repair, reconstruction and new construction projects including necessary right of way. B. The CITY is responsible for 25% of the cost of all major repair, reconstruction and new construction projects including necessary right of way and agrees to be the lead agency for design and engineering. The design and engineering cost may be part of the CITY's 25% share. C. The DOT is responsible for minor maintenance and for 50% of the cost of all major repair, reconstruction and new construction projects including necessary right of way. The DOT may provide contract administration services at its discretion as part of its 50% contribution. 2. The UNIVERSITY recently completed the Health Science Campus pedestrian bridge in accordance with Agreement Number 99-I-119 for project number BR-801-0(62)--7A-52 and thus is the owner and bears responsibility for all maintenance, repairs and reconstruction of said structure. 3. For purposes of this Memorandum, the following definitions shall apply: A. Routine Maintenance: Those day-to-day activities necessary to maintain a pedestrian overpass in safe and passable condition including snow and ice removal, clearing of any debris, and any necessary cleaning of the structure. B. Minor Maintenance: Those special activities necessary to preserve the long-term condition of a pedestrian overpass including painting, railing repair, and patching. C. Major Repair: Those activities necessary to repair serious structural deficiencies in a pedestrian overpass including bridge floor repair and repair of structural damage. D. Reconstruction: The replacement ofone or more major element(s) ofa pedestrian overpass to address a critical structural deficiency. E. New Construction: The replacement ora pedestrian overpass with an entirely new structure on or near the original location. New construction requires that the original, replaced structure be completely removed. 4. If any section, provision or part ofthis Memorandum shall be found to be invalid or unconstitutional, such judgement shall not affect the validity of the Memorandum as a whole or any section, provision or part thereof not found to'be invalid or unconstitutional. 5. This Memorandum may be executed in three counterparts, each of which so executed shall be deemed to be an original. 6. The principles as set forth in sections I through 6 heroin represents the understanding of the DOT, CITY and UNIVERSITY. Any subsequent change or modification to the terms of this Memorandum of Understanding shall be in the form of a duly executed Addendum to this Memorandum. File Date: October 17, 2002 45 Day Limitation Period: December 1, 2002 BACKGROUND INFORMATION: The applicant, CB Development Limited, is applying for a final plat of Whispering Meadows Part 3, which is a resubdivision of Lots 96-136 of Whispering Meadows Part 2. The final plat of Whispering Meadows Part 2 which includes 103 lots over 26.14 acres, was approved in 1993. The applicant would tike to break out lots 96-136 as a separate subdivision in order construct 2 infrastructure and sell lots without being required to install or pay escrow fees for the infrastructure in the remainder of Whispering Meadows Part 2. ANALYSIS: Escrow funds: The legal papers for Whispering Meadows Part 2 state that if the subdivider desires a building permit for any lot in the subdivision before all the improvements (infrastructure) is constructed, the subdivider shall pay in escrow "an amount equal to 110% of the cost of said improvements as determined by the City Engineer." This is intended to prevent a situation from arising where a developer constructs only I/~ a street, or does not extend a sewer line all the way to the property line, or goes bankrupt before all the infrastructure is in place, etc. If the subdivider becomes insolvent, the City may use the escrow funds to complete the infrastructure necessary for the neighborhood. In this case, Whispering Meadows Part 2 is a large subdivision (103 lots), and is not selling as quickly as was contemplated by the subdivider in 1993. Smaller final plats in the range of 10-30 lots are much more common in this market, because the subdivider is able to finance that amount of infrastructure. The subdivider wishes to split off Lots 96-136 from the remainder of Whispering Meadows Part 2 (Lots 137-156) in order to avoid paying the escrow fees for the infrastructure in Part 2. Subdivision Design: The design of this subdivision is consistent with the design for lots 96-136 as approved in 1993. The subdivision consists of 41 lots situated around an extension of Whispering Meadows Drive and Primrose Court, a new cul-de-sac. The lots range in size from 5,625 square feet to 18,099 square feet in size. Whispering Meadows Drive, and water and sewer lines, extend to the south property line, which allows the property to the south to tie into them. The consequence of not developing the remainder of Whispering Meadows Part 2 is that no street will extend to the west boundary of the subdivision. Because the subdivider, CB Development, owns the property to the west beyond the boundaries of this subdivision, not extending a street to the west does not have consequences for any property except the subdivider. The City's South Sycamore Greenspace stormwater system lies beyond the west CB Development property line. The City has no interest in having a street extend to the South Sycamore Greenspace in this vicinity. Neighborhood Open Space: The 1993 subdivision for Whispering Meadows Part 2 pre-dated the Neighborhood Open Space ordinance. However, the subdivider dedicated an 11.75-acre public open space, Whispering Meadows Park, as part of the Whispering Meadows subdivisions. This more than satisfies today's open space requirement. Tap-on fees: A water main tap-on fee of $395 per acre will be required. This tap-on fee was not in place when this area was first subdivided but upon resubdivision the property owner is required to comply with current tap-on fees. Stormwater management: This property was designed to drain to the Whispering Meadows wetland / basin, which is existing. The applicant would like to have the preliminary plat re- approved. ANALYSIS: The proposed preliminary plat appears to be in general conformance with the subdivision regulations for Fringe Area C. Fringe Area Agreement: The development policies of the fringe area agreement for Area C indicate that for property outside of the growth area, rezonings to RS-5 (one dwelling unit per 5- acres of lot area) will be considered on a case by case basis provided that at least 80% of the lot area is set aside for open space or agricultural purposes. When this prepedy was rezoned a concept plan was submitted that indicated this requirement would be met. The proposed preliminary plat is in conformance with the concept plan and does meet the 80% open space requirement. Subdivision Regulations: The proposed plat appears to be in general conformance with the subdivision regulations for the fringe area. City rural design standards are required, and it appears are being followed with this plat. Justin Court is proposed to have a chip seal surface, as is required in the rural design standards. The plat includes the creation of three additional building lots at the east end of the properly. Two of the lots are proposed to have frontage along Dane Road but will be required to have access points on Justin Court. Three outlots are being proposed. Outlot C represents the portion of the property that was not rezoned to RS-5 in 1997, and remains zoned A-1 and will be used for agricultural purposes. Outlot A makes up the bulk of the required 80% open space and is labeled that it will be used for agricultural purposes. The Iowa City Historic Preservation Commission is proposing to nominate four historic districts in the North Side neighborhood of Iowa City for listing in the National Register of Historic Places, and to determine the boundaries of a local conservation district to be established in the remainder of the North Side neighborhood. Buildings in this predominantly residential neighborhood span nearly the entire history of Iowa City, from the 1840s to the present, with the great majority built between about 1880 and 1930. Despite the large number of high quality buildings in this area, only one historic district--the Brown Street Historic District, listed in the National Register and designated locally in 1994--has been designated in the North Side. Several individual properties in the North Side have also been listed in the National Register and designated locally. This project will provide recognition to one of Iowa City's most historic neighborhoods, and will provide the ConUmssion with the information necessary to protect the North Side neighborhood through local historic and conservation district designation. Grant funds will be used to hire a preservation consultant to prepare the National Register nomination forms and to identify the boundaries of the conservation district. Following completion of this project, the Commission plans to designate these districts as local historic and conservation districts. The four proposed historic districts are the East Ronalds Street Historic District, North Lima Street Historic District, North Gilbert Street Historic District, and East Jefferson Street Historic District. These four districts were identified as eligible for National Register listing by consultant Marlys Svendsen of Svendsen Tyler, Inc., in 2000, based on previous surveys and evaluations of buildings in the North Side. The four districts contain approximately 135 principal buildings (excluding garages), five of which have been listed in the National Register. The nominations of these four historic districts will accompany the Multiple Property Document, "Historic Resources of Iowa City, Iowa," completed in 1992. With the exception of the East Jefferson Street Historic District, which contains several churches, the four districts have a similar character and similar histories. However, separate districts are being proposed because the architectural integrity of the larger neighborhood has been compromised to the extent that only smaller subareas retain historic district potential. The larger North Side neighborhood, including the proposed historic districts, was identified as eligible for conservation district status in Iowa City's 1992 historic preservation plan. The boundaries of the area to be investigated in the present project for possible conservation district designation were determined based on information in previous surveys, consultant recommendations, and changes in neighborhood character (building type and scale) at the edges of the district. The size of the conservation district will not be known until the consultant's recommendation has been made, but it is anticipated that the district will contain approximately 120-150 properties. Because of its proximity to the University of Iowa campus, downtown Iowa City, and Mercy Hospital, the North Side neighborhood faces strong development pressures that continually threaten its historic buildings. Many older and historic buildings in the North Side have been demolished in recent years, while others have been altered significantly upon being converted to apartments or rooming houses. Without protection, buildings in this area remain exposed to a variety of development pressures. While the current project will not itself provide the buildings with this protection, it is a critical first step. National Register listing will provide the incentives of tax abatements and grant funds for certified rehabilitations. In addition, the Commission plans to use the National Register nominations and conservation district boundary recommendation as the basis for the designation of local historic and conservation districts. Local designation will give the Commission design review authority over exterior alterations, demolitions, and new construction on properties within the districts. 2 B. Scope of Work (Questions 2 and 3) What are the detailed step-by-step plans you have designed to accomplish your project? How willyou accomplish what you have set out to do? This project involves the preparation of National Register nominations for four historic districts and the identification of boundaries for one local conservation district. Because the conservation district and historic dis~cts are located within the same neighborhood, their historic contexts overlap to a considerable extent. In terms of both historical research and on-site investigation, it is more cost effective to hire one consultant to prepare the nominations and the boundary determination as part of a single project. To break the project into separate phases would result in duplication of efforts, possibly by different consultants, as well as additional travel costs and other duplicated expenses. The first step, after the selection of the consultant, will include a review of previous surveys and evaluations in the North Side neighborhood and a block-by-block pedestrian survey of the proposed historic and conservation districts to update the previous surveys where required. This step will be followed by neighborhood meetings, photography, and additional research, as necessary. Members of the Commission and the consultant will schedule meetings with neighbors in thc four proposed historic districts. These meetings will introduce the project and explain how the nomination process works. The meetings will also be used to teach owners and residents how to research the history of their properties. The information thus gathered from the owners will be added to the information already available in the previously completed historic surveys of these districts. Comments on the draft nominations from neighborhood residents will be encouraged and incorporated into the final draft of the report. While some additional research beyond what is found in previous surveys and evaluations and elicited from neighborhood residents may be necessary, it is anticipated that the detailed information gathered in previous surveys will be largely sufficient to complete the nomination Based on recommendations by previous consultants, the project is expected to involve the nomination of four National Register historic districts and the recommendation of boundaries for one Iowa City conservation district. However, should the consultant make a strong case for the designation of more or fewer districts, or for altering the boundaries of the proposed districts, based on changes in the area since the surveys were conducted or on other factors, the Commission will consider modifying the project to accommodate those changes. Any such modifications are likely to be minor, and are not expected to affect the overall project timetable or budget. The consultant will prepare four National Register nomination forms for review by the Commission, the State Historical Society of Iowa, and the public. He or she will also prepare a map, property list, and boundary justification for the proposed conservation district for review by the Commission and the public. The final nominations and boundary recommendation will incorporate comments from these reviewers. The nominations will be submitted to the State Nomination Review Comrrfittee, while the conservation district information will be submitted to the Iowa City Historic Preservation Commission. 3 B. Scope of Work (Question 4) Discuss how the work meets applicable Secretary of the Interior's Standards. This project includes the nomination of four National Register historic districts and the identification of one local conservation district. National Register nomination forms shall be completed for the four districts following the Secretary of the Interior's Standards for Registration: 1. Registration is conducted according to stated procedures. The Commission anticipates hiring a consultant who has experience with the nomination process. 2. Registration information locates, describes and justifies the significance and physical integrity ofa historic property. All appropriate information necessary to evaluate the significance of the nominated properties will be included in the nomination forms. 3. Registration information is accessible to the public. The Commission plans to work closely with the neighborhood on this project, as well as on subsequent efforts to designate the districts as local historic districts. A meeting at the outset of the project will provide an opportunity for residents of the area to become informed of the project and find out what listing on the National Register means for them. Residents will also be invited to review the completed nomination before it is forwarded to the State Nomination Review Committee. Copies of the nomination will be made available to the public at the Iowa City Public Library. The draft nominations will also be posted on the City of Iowa City's web site for review by any interested party. The boundaries of the local conservation district shall be determined based on the Secretary of the Interior's Standards for Evaluation: 1. Evaluation of the significance of historic properties uses established criteria. Criteria for evaluating properties as contributing or non-contributing elements of conservation districts have been developed for the three existing conservation districts in Iowa City. These criteria will be used to evaluate historic properties in the proposed North Side conservation district. 2. Evaluation of significance applies the criteria within historic contexts. The historic context for the North Side neighborhood, developed in detail in four surveys conducted between 1996 and 2000, will be used to evaluate the significance of the North Side properties. 3. Evaluation results in a list or inventory of significant properties that is consulted in assigning registration and treatment priorities. The consultant will provide a list of properties for inclusion in a proposed North Side conservation district. The district's boundaries will be determined based on the distribution of contributing and non-contributing buildings in the North Side neighborhood outside the proposed National Register historic districts. Following completion of this project, the Commission will pursue local historic landmark designation for any properties within the conservation district that meet the criteria for landmark designation, in order to afford those properties the greatest protection. 4. Evaluation results are available to the public. The Cornn~ssion intends to follow procedures for public information and involvement similar to those described above under Standards for Registration #3. However, while information about the proposed conservation district will be publicized during the present project, it is anticipated that most of the public involvement will occur after the completion of this project, during the nomination and designation phase. 4 C. Work Products One end product of this project will bc four historic dis~ct nomination forms that provide justification for listing thc districts in thc National P~cgistcr of Historic Placcs, to be presented to thc State Nomination Review Committee and thc National Park Service. These nomination forms will be available to thc neighborhood and others in the community who desire to learn more about the historic and architectural significance oftbe North Side neighborhood. Thc other end product will be a recommendation to thc Iowa City Historic Preservation Commission on thc boundaries of a prol~sed North Side conscrvatiun dis~ct. This recommendation will also include a list of con~buting and non-contributing properf~cs in thc proposed conservation district, and a justification for the boundary selected. September~ctober 2003: Preservation consultant submits the four draR historic district nominations and proposed conservation district boundaries to the Iowa City Historic Preservation Commission for review, discussion, and revision. The consultant then makes revisions based on the Commission's comments. October-November 2003: The Commission and the preservation consultant will schedule a meeting to discuss the revised draft with owners and residents in the four historic districts. At this meeting, owners and residents will be advised about preservation tax incentives, guides to remodeling and restoration, and local historic preservation resources. December 2003: Preservation consultant will submit the final recommendation for conservation district boundaries to the Commission no later than December 31, 2003. January 2004: The nomination papers will be completed and three copies submitted to the State by February 2, 2004, for preliminary staffreview. Copies of the nominations will be made available to the public at the Iowa City Department of Planning and Community Development and on the City's web site. March 2, 2004: The State sends review comments on the first draft to the preservation consultant. The consultant will make corrections and revisions to the nominations, as needed, based on these comments. April 2, 2004: Preservation consultant returns three copies of f'malized draft to the State. April 9, 2004: State sends copy of nominations, photographs, and CLG review forms to the CLG. June 1, 2004: CLG completes review of the National Register nominations and sends the completed review forms to the State no later than June 1, 2004. June 11, 2004: CLG and preservation consultant present the nominations to the State Nomination Review Committee. June 25, 2004: State sends SNKC review comments to preservation consultant· July 15, 2004: CLG submits final products: 2 archival copies of National Register nominations, contact sheets and negatives, colored slides, photograph/catalogue field sheet, one page report summarizing grant activities, and Request for Reimbursement to the State. 6 E. Coordination Thc consultant to be l~rcd to prepare the National Register nominations and to determine the boundaries of the conservation district must meet the professional qualifications for History or Architectural History, having either a Master's degree in American History, American Architectural History or a closely related field, OR having a Bachelor's degree plus one of the following: (a) two years full-time experience in research, writing or teaching, or (b) a substantial contribution to the field of American architectural history. Before hiring a consultant, the Commission will issue a Request for Proposals to each of the consultants named on the State's approved list of preservation consultants specializing in architectural history. The consultant will be expected to conduct the research necessary to prepare draft nominations for the four districts, and to propose district boundaries for a future conservation district. The conservation district boundary recommendation will be accompanied by a list of contributing and non-contributing properties in the proposed district, as well as a boundary justification. To accomplish these tasks, the consultant will take into account work already completed as a result of recent surveys of this neighborhood. The consultant will also revise the draft as deemed necessary by the Iowa City Historic Preservation Commission, the State Historical Society staff, and the State Nomination Review ConUmttee. The consultant will complete photography necessary to accompany the National Register nominations, participate in neighborhood meetings regarding this project, and represent the Comndssion when the nomination goes before the State Nomination Review Committee. It is anticipated that little or no new research will be necessary for the completion of this project, since the nominations will be based on previously completed surveys and evaluations of buildings in the North Side neighborhood. The consultant will verify whether or not previously gathered information remains valid, revise and supplement it as necessary, and prepare the National Register nomination forms and conservation disthct boundary recommendation based on that information. Members of the Historic Preservation Commission will be involved in reviewing responses to the RFP for this project, selecting a consultant to complete the work, and reviewing drafts of the nominations and the conservation district boundary determination. The Commission will also host neighborhood meetings as necessary to keep residents informed about the project.. Following completion of this project, it is anticipated that the Comafftssion will take steps to pursue local designation of the four historic districts and the recommended conservation district. The Commission's City staff person, an Associate Planner with the City's Department of Planning and Community Development, will serve as project manager. It is anticipated that approximately 30 hours of project management time will be required to oversee this project, which will include tasks related to preparing the RFP, the consultant subcontract, and other related documents, organizing neighborhood meetings, responding to questions from the public, copying and distributing drafts of the nomination forms, general project administration, and working with the consultant to provide assistance as necessary. The use and involvement of volunteers from the neighborhood will be at the discretion of the consultant selected to complete the nomination. Fifty hours of City intern time will also he available to the consultant for completing various tasks, such as propm'ty ownership information and photography, as well as for routine tasks associated with the project manager's responsibilities. G. Explain how the proposed project will help to fulfill the goals and objectives of your local preservation plan and/or the state preservation plan, if applicable. The Iowa City Historic Preservation Plan, adopted in 1992, identifies several goals to be pursued concurrently. These goals include the identification of historic resources significant to Iowa City's past (Goal 1), and the adoption of strategies in thc conservation of historic neighborhoods that reflect their organic development, historical roles and traditions, modern needs, and economic health and stability (Goal 10). Such strategies include thc designation of identified historic districts as National Register and local historic districts in order to promote public awareness of these areas and to ensure that thc districts will retain their historic character into thc future. The preservation plan also sets out a work plan and timetable for implementing neighborhood objectives. A series of surveys of thc North Side neighborhood came as a direct result of the preservation plan. These surveys included thc Dubuquc/Linn Street Corridor (1996), the Original Town Plat Phase I Area (1997), the Original Town Plat Phase II Area (1999), and thc Goosetown (Phase IH) Area (2000). Thc Commission has followed similar procedures in thc past in surveying neighborhoods and successfully designating them as both National Register and local historic districts. The most recent example is thc Longfellow Historic District, designated locally in 2002, which brought the total number of historic districts in Iowa City up to seven. (Thc number of local historic districts has since bccn reduced to six, because the Muscatine Avenue Moffitt Cottage Historic District was merged for administra'dve purposes into the adjacent Longfellow Historic District.) One specific goal for thc North Side neighborhood identified in thc preservation plan is thc combination of historic district, landmark, and conservation district designations for various parts of thc North Side. In August and September 2000, based on an examination of previous surveys and a pedestrian survey of thc neighborhood, consultant Marlys Svcndscn of Svcndscn Tyler, Inc., identified several subarcas of thc North Side as potential historic or conservation districts. Thc four districts proposed for nomination here were identified by the consultant as eligible for listing in thc National Register. Thc whole of thc North Side neighborhood south of thc Brown Street Historic District was identified as eligible for conservation district status in thc preservation plan. Thc high percentage of older buildings in thc North Side suggests that a significant subarea will remain eligible for conservation district status even after the removal of thc four historic districts. The proposed nominations also complement the State of Iowa's Comprehensive Historic Preservation Plan by advocating public involvement in the neighborhood preservation process. The Commission's attempts to identify, evaluate, and preserve Iowa City's historic resources through surveys, the designation of local historic and conservation districts, and the nomination of districts to the National Register if determined to be eligible, are also in keeping with State goals. 8 H. Past Grant Contract Performance The Iowa City Historic Preservation Commission has a long record of completing grant programs successfully. In 1983, a CLG gram was awarded to establish a preservation library in the Iowa City Planning and Community Development department. The materials are accessible to the public, Planning Department staff, and members of the Commission. The library is still in operation and is continuously updated. A 1988 grant allowed the Commission to compile and print a Guide to Historic Iowa City, creating an awareness of local historic buildings and neighborhoods. Because of the local demand for these "guide maps," a second priming was funded by private donations. To date, over 15,000 copies have been primed. In 1990, the HRDP program provided a $25,000 grant to assist in the preparation of the Iowa City Historic Preservation Plan, from which the current project has been prioritized. The plan has been instrumental in guiding preservation initiatives in Iowa City. A 1993 CLG grant made possible a survey of the College Hill neighborhood, which resulted in the local and National Register designation of the College Green and East College Street Historic Districts. A 1995 HRDP grant funded the National Register nominations for these two districts, which were listed in 1997. An HRDP grant in 1994 and a CLG grant in 1997 funded a survey of the Longfellow neighborhood, which was designated an Iowa City Historic District in 2002. In addition to these state- funded surveys, the City of Iowa City funded a survey of the downtown Iowa City commercial district, competed in 2001. In the North Side neighborhood, a 1992 CLG gram resulted in the listing of the Brown Street Historic District in the National Register. The district has also been designated as a local district. A 1995 CLG grant funded a survey of the Dubuque/Linn Street corridor, which recommended the designation of a conservation district and a number of individual local historic landmarks within this area. The North Side and adjacent Goosetown neighborhoods were surveyed in three phases. The first phase was funded by a 1996 CLG grant, the second phase was assisted by a 1997 HRDP grant, and the third phase was funded by a 1999 CLG grant. The consultant recommendations made in and resulting from these previous surveys led to the present grant application. The City of Iowa City and its Historic Preservation Commission have a proven record of following its Historic Preservation Plan, of completing grant-funded projects and implementing the recommendations of its surveys for legislation and historic districting. Previous grant-funded projects have helped improve the image of and support for historic preservation in Iowa City. Revolt Skateboard Shop opened in September 2000 and offers year-around, indoor skating facilities. :in addition, to the skating facility they sell related goods (e.g. skateboards, parts and clothing). The application stated that CDBG funds would be combined with a Targeted Small Business Loan, which would enable the business to remodel their facilities and significantly increase the number of skaters the site can accommodate. I read in an article a few weeks ago that you need more information about how the park will be profitable and how the city will benefit from the parks improvement before you will offer Will this grant. I am writing this letter to give you further information. My name is Ed Hall. I'm an eighth grader at South East Junior High. I have been skateboarding since the spring of 2000. I first met Will at his original, run down, little park in the summer after sixth grade. Since meeting him I have come to truly appreciate what he has done for me and all the skateboarders of Iowa City. He has taught us how to do tricks, given us a place to skate, and above all been our friend. Through Will's encouragement I have learned what skateboarding is truly about, fellowship, perseverance, and enjoyment of life. Not only will giving Will this grant help the skateboarders of Iowa City and William, it will also help you. The more time kids spend skateboarding at Revolt, the less time they will be skateboarding on public property. Why will this new layout of ramps make such a difference, you ask? I hear kids all the time talk about the size of the ramps at revolt "its to big" they will say or "its to steep" ! have seen wills new plans for the park and I can assure you the new ramps will be more befitting to kids and adults of all ages and skill levels. You may also argue that you just built us a skate park but this park lacks the "street" obstacles like stairs and gaps. It's also in a difficult location to get to and can't be used in the winter. Will's park is in a much more convenient location and the new set up for his new park contains the street obstacles kids look for on public streets and sidewalks. It can also be used in the winter.
