c) Older Americans Month -May 2008
Bailey: Okay, and now on the other end of the spectrum. (reads proclamation)
Karr: Here to accept the proclamation is Bob Welsh, Chair of the Policy Board.

Welsh: It's on behalf of the Livable Community for Successful Aging Policy
Board that I accept this proclamation. Our survey confirms that Iowa
City, that Johnson County, is a wonderful place in which to grow up and
to grow old. It's not an accident that Iowa City has been recognized as
one of the nation's best places which to retire. The theme of Older
Americans Month emphasizes working together, and that is what we are
doing. The Livable Community for Successful Aging Initiative has five
action teams that work in the areas of community partners and civic
engagement, health, housing, transportation, and a web site. We're
developing a web site that will help persons know what is available in this
county to help them age successfully, what's available to enable them to
stay in their homes, and what options are available to them when they
chose or need to move. We want those planning to retire from any place,
anywhere, to realize that Johnson County, Iowa is the ideal location. Let
you know that one of your members, Amy Correia, is a member of our
Policy Board, and the Chair of our Housing Action Team. Karin Franklin,
one of your former employees, is Chair of our Community Partners Action
Team. Members of your staff are actively involved, and we trust that the
new City Manager, you individually and collectively as a Council will join
us, not only in the celebration of Older Americans Month, but in working
to make this city, this county, an even better place than it is, to grow up
and to grow old. Thank you.

d) Mental Health Month -May 2008

Karr: Here to accept the proclamation is Nyle Jensen, representing NAMI of
Johnson County. (applause)
Jensen: Mayor Bailey, City Council, thank you for this honor. I accept it as the
President of the National Alliance on Mental Illness for our membership.
People with mental illness have reported a delay of nearly a decade before
the onset of symptoms, before seeking treatment. That is the reason we
are going to have our walk this weekend, on Saturday, weather permitting,
rain or shine we're going to walk, at City Park. Registration will be at
9:00 A.M. The walk will begin at 10:00 A.M. We walk to raise
awareness for mental illness, to continue our educational programs and
projects, and to help to reduce the stigma, which is one of the obstacles for
people who seek treatment for mental illness. I would like to give each of
you, uh, one of our latest projects, which is a road map. It is an
emergency manual for people to use, uh, in the community. My Vice-
President (away from mic)...there she is! (laughter) Peggy Lovelace is
handing this out. I'm also, uh, giving you a Crisis Communication Card,
which is, uh, if you ever come, uh, in contact with someone who is having
a psychiatric crisis, this is an appropriate way to communicate with that
individual. Thank you again, and, uh, NAMI Johnson County is
continuing our mission of improving the quality of life for all those who
have mental illness, and their families. Thank you.

Brown: On behalf of the Iowa City Noon Lions Club, we would like to thank you,
and if you remember, Irving Weber wore a black hat, and I tip my hat to
you, and it is fitting that the City of Iowa City remembers Irving Weber,
who so for many years remembered Iowa City with his written record of
Iowa City history and his fabulous memory. Thank you.

close! Um, well, I want to thank the City Council also for your, uh,
proclamation and for your support of Irving Weber days, oh these long
years. Uh, it truly is a wonderful celebration of Irving's life, and also his
dedication to preserving and telling the story of...of Iowa City's past,
which as you know is a very rich, rich history, um, and I know I don't
have much time, but uh, would urge everyone to go onto the Iowa City
Public Library web site, www.icpl.org/weber for a long, long wonderful
list of events that are going on throughout the month, starting this week,
uh, so hopefully we'll see several of you there, and it will culminate with
an ice cream social and family festival at City Park May 31St, 1:00 to 4:00,
and we're still looking for people for the Irving Weber Look-a-like
Contest. I think Matt is interested, but (laughter). Thank you very much.

h) PATV -May 4-10, 2008

Goding: On behalf of PATV, our Board of Directors, staff and community
producers, I thank you for this honor, and for your continued support of
PATV. I've provided the Council with a copy of PATV's 2007 Annual
Report today, and I'd just like to highlight that in 2007, PATV cable cast
over 1,200 hours of brand-new community programs. We also trained 50
new community producers to continue with this important work. In this
age of big-media ownership, when minority voices are silenced, Iowa City
can and should be very proud of its public, educational and government
channels, and the myriad of diverse viewpoints they represent. Thank
you. (applause)
Nothnagle: I'm Tom Nothnagle. I've been with Public Access all along. I've done
more than 600 Tom's "Guitar Show" episodes, uh, but I'd like to say the
most important thing is the number of people who have come through
Public Access and become media savvy. They...you understand a lot
more about how television works when you actually make television
programs, so everybody deserves a shot at making their own TV show, but
also you learn so much more by media by actually participating in it,
rather than being passive. So, I consider it an honor to...to be among
these people for the last 19 years. Thank you.

Bailey: Next we have a special presentation. Um, Abbie, would you come up
here, please. This is to Abbie Volland, for her dedicated service of the
University of Iowa Student Government Student Liaison to the City of
Iowa City City Council, to help us better identify issues of common
concern to the students and the City, and for your commitment to improve
communications between UISG and the City. Now Abbie, when you
came back from National League of Cities, you did mention that, uh,
students your age really appreciated, um, gift certificates, and so we've
also (laughter) created a gift certificate for you, and I'll just read this, so
there's no misunderstanding about what we're providing for you. The
City Council of Iowa City presents this gift certificate to Abigail Volland.
This certificate entitles the holder to attend any future Council meetings as
a representative of the public and reminisce on her college days, and it's
presented this, um, day of April, Apri129, 2008. Abbie, thank you so
much. It's been a pleasure working with you (applause).

ITEM 4a PRESENTATION OF RECOMMENDATIONS FROM TASK
FORCE ON VIOLENCE AGAINST WOMEN.
Correia: Good evening, Mayor, City Council, and Members of the public, it is my
distinct honor this evening to present to you the culmination of six months
of work on behalf of the Violence Against Women Task Force. I want to
take this opportunity to thank Abbie Volland, my Co-Chair and all of the
Members of this Task Force, some of whom are here this evening, and all
of whose names are in the report that is before you tonight. I want to
thank them for their service to the City, for giving so freely of their time,
their talents, insights and perspectives. I believe the strength of this report
and its recommendations is due in large part to the broad scope of
community representation involved on the Task Force. Unfortunately,
violence against women is a grim reality affecting far too many women
and men in our community, in our nation, and in our world. Our City took
a bold step in creating this Task Force, and I am humbled to have served
as a Co-Chair. Members of the Task Force are here tonight to assist in
presenting a brief summary to you. And it is my pleasure now to
introduce to you three outstanding University of Iowa students who have
provided significant leadership to this effort. Anne Barber, Sarah Milani,
and Carole Peterson.
Milani: First I would like to thank wholeheartedly, uh, Council Member Amy
Correia and Abigail Volland for their help in establishing this Task Force.
Um, like Amy said, my name is Sarah Milani. I am the current
Panhellenic President at the University of Iowa. Um, on September 18`'',
myself, along with Anne Barber, who at that time was currently serving as
the Panhellenic Council President, as well, um, with the support of Carole
Peterson, um, previous UISG Student Body Vice President, presented a
petition of 5,000 student, faculty and staff signatures, um, asking for a
response to the 29 reported sexual assaults to women on campus at that
time. Um, that was presented on September 18, 2007, asking for a task
force of City officials and um, concerned citizens to be created to make
recommendations to both the City and the University of Iowa, um, on
what we as a community could do to respond to these attacks. Um, with
the help of all the Senators of UISG and the fraternity and sorority
community of Iowa, the petition was circulated and we received those
5,000 signatures in a matter of five days. So that was, it was a huge
concern to both the students and the staff at the University of Iowa. Um,
I'm going to turn it over to Anne, and Carole, right now, and they're going
to continue with introduction of the recommendations.
Barber: Um, I'd also like to thank Abbie and Amy for their great, um, work.
When Sarah and I came here in September we had high expectations, and I
can say that our expectations were surpassed with this Task Force. Um,
we've been meeting the past six months, every three weeks, and um, I just

feel very lucky that we have had the experience of going to school in a
city where students are taken seriously. So I think, um, Sarah did a good
job of explaining the background, and so I'd like to thank Amy and Abbie,
and everyone on the Task Force again, and Carole will explain a little bit
about, um, the recommendations the Task Force made.
Peterson: I echo the appreciation that the other students have said as well, and I feel
honored to live in a community right now that takes this issue very
seriously and values it, and um, basically we divided our report and
actually each of our sessions into different categories, and we had five
categories that we looked into, recognizing the whole time that there was
no one solution that could limit the sexual assaults or, um, fix the problem.
So it would take a whole host of a broad approach. So, our five categories
that we looked into, and, um, are Services, Transportation, Neighborhood
Watch and Police Response, Lighting, and the Coordination of Public
Education, and so in our final report, we outlined each of these categories,
talking about strengths and weaknesses in...strengths and gaps in our
community, and offering recommendations. So, the whole time when we
were operating in this Task Force we operated under this, the following
vision statement. A community that support safety for all people, will
include specific efforts to end violence against women, through prevention
services, community education, support for victims, and accountability of
perpetrators. That's the report. Thank you.
Volland: Just want to say thank you for forming the task force. We realize we just
handed you an eight-page document. We're not going to ask you to
respond immediately at this point, but if you have any questions or
concerns, please let any of us know. We'd be happy to answer them for
you. Um, thank you very much for allowing the Task Force to run its
course and for being so supportive of this issue, and making sure that we
address it in our community. We will leave some extra copies in the back
here for anyone here tonight. The report will also be available for the
public on www.icgov.org and there will also be a copy available at the
Iowa City Public Library.
Bailey: Thank you. Thanks for your hard work, and um, we will put this on a
work session and discuss the recommendations once we've had a chance
to read the report. So, thank you, very much for participating.

ITEM 6 COMMUNITY COMMENT (ITEMS NOT ON THE AGENDA).
Bailey: This is a time for citizens to speak to items that are not on this evening's
agenda. If you'd like to speak to something that doesn't appear on
tonight's agenda, please step to the podium, state your name for the
record, and limit your comments to five minutes or less.
Volland: Abbie Volland, and as promised, I have something for you. Regenia, I'll
give you a break from reading resolutions. I have one on behalf of
Student Government for the City Council, and it reads: An act relating to
the recognition of leadership, support and overall distinction, whereas the
official name of this legislation shall be commendation of the City of Iowa
City City Council, whereas on the 22nd of March 2005, the Iowa City City
Council passed a resolution appointing a student liaison to the City
Council of the City of Iowa City, whereas the Iowa City City Council
expresses determination and desires to improve communication with the
University of Iowa students, whereas the Iowa City City Council is
dedicated and invested in students, whereas the Iowa City City Council
values the opinion and relies on the input of students, whereas the Iowa
City City Council treats students as vital and contributing members of the
city and community, whereas the Iowa City City Council deserves
recognition for their contributions and support to all students. Therefore
be it resolved, the University of Iowa Student Government by resolution
of the Student Senate commends the Iowa City City Council for their
support of and exceptional contributions to all students in the community.
And it was enacted April 28, 2008, and I'd just like to thank you for this
amazing opportunity and you can keep this in honor of me. It's not a gift
card, but (laughter) remember me.

Eckstein: Good evening. I'm Barbara Eckstein from the Northside Neighborhood
Association, and I've come with a thank you, um, so I'll read it since the
person who wrote it's, uh, a good writer. The Northside Neighborhood
Association would like to thank the City Council and City staff for
listening and responding positively to the neighborhood's concerns about
the proposed Church-Dubuque intersect changes. The Northside
Neighborhood Association is committed to insuring that the
neighborhood's streets are safe and calm for bicyclists and pedestrians.
We appreciate the City staff's attention to the needs and desires of the
inhabitants of the neighborhoods, as well as to those of motorists passing
through the Church-Dubuque intersection. We especially appreciate Dave
Panos' presentation of the revised Church-Dubuque plan at our meeting in
March. We are grateful for the City's support of our neighborhood, and

we look forward to working with staff and Council on future

ITEM 7 PLANNING AND ZONING MATTERS.
e) CONSIDER A RESOLUTION APPROVING THE AMENDED
FINAL PLAT OF CARDINAL POINTE SOUTH -PART ONE,
IOWA CITY, IOWA. (SUB08-00003)

Davidson: Good evening, Madame Mayor, Members of Council, uh, I'm Jeff
Davidson, Director of Planning and Community Development for the
City. Uh, you have an item this evening to approve the modification of a
construction limit line. Uh, this is the location of Lot 9 in Cardinal Pointe
South, uh, subdivision. Uh, the construction limit line in question is right
there, and this was put in the initial plat, uh, due to the fact that it is a steep
slope, which you see right there -that's the slope, and it's also very clear
that this is a manmade slope, that was put in at the time the road was
constructed. Uh, the developer, Southgate, has now determined that it is
necessary to, um, remove that construction limit line, uh, in order to
construct Kennedy Parkway and prepare this lot, Lot 9, which is a
commercial lot, uh, for eventual development. Um, the staff does not feel
there's any necessity to this land since we're not trying to protect, uh, a
slope that, you know, has been there and has vegetation on it and that sort
of thing. Uh, so this is what, if you approve this action, this is what the,
uh, lot will look like without the construction limit line on it. Any
questions?
Champion: This was a berm that was built during the road construction?
Davidson: It is a slope that was constructed as part of the road construction, for the
construction of Camp Cardinal Parkway.
Wright: Just out of curiosity, Jeff, why was it constructed?
Davidson: Uh, well, the...I think if what you're asking is why was a line put on there
during the initial plat, we're not quite sure. I...I'm sure the developer put
it on there because typically if it was a slope we were trying to protect, it
is of the...it is of the slope that.. that if it was a natural slope, we would
attempt to protect it through our Sensitive Areas Ordinance. Because it's
a manmade slope, there's no need to do that, and probably didn't need to
be in there, be on there, in the first place.

ITEM 8 AUTHORIZING CONVEYANCE OF A SKYWALK EASEMENT
AND TEMPORARY CONSTRUCTION EASEMENT IN FAVOR
OF JOHNSON COUNTY, IOWA, WHICH SKYWALK IS TO BE
CONSTRUCTED ABOVE BENTON STREET BETWEEN
CLINTON STREET AND DUBUQUE STREET.
a) PUBLIC HEARING
Bailey: This is a public hearing. Public hearing is open. (bangs gavel)
Davidson: At your last meeting, uh, you asked for a couple pieces of information
from the County, which they have provided. Uh, and very quickly, um,
you know, this agreement is a very typical easement agreement. It is for
both the permanent easement that the skywalk will occupy after it is
constructed. It is also a temporary construction easement, uh, as part of
that temporary construction easement, they will, the County will be able to
close Benton Street and the right-of--way for up to five days, if needed, to
construct the sidewalk and there would be a detour at that time, as well.
Um, the skywalk will be not less than 16-feet, 5-inches. So obviously,
you know, we have other skywalks in the community that also have that
same requirement. Otherwise, the provisions of the agreement are fairly
typical in terms of insurance and that sort of thing. You did ask for two
pieces of information, uh, when you set the hearing, uh, for this item. The
first was, what will the skywalk look like, uh, and here you can see it's a
rather...this is a view looking west, down Benton Street, uh, you can see
it's a fairly straightforward skywalk, nothing like the one between the two
biology buildings, uh, downtown. Uh, we do have representatives from
the County here this evening, and I'm sure they would, uh, be glad to
entertain any questions. Uh, have a couple of other...and...and this also
shows, obviously, this is the existing County Administration Building, the
proposed skywalk, uh, this is the Health and Human Services Building,
which is under construction, and this, there's then a surface parking area
here, and then atwo-level parking structure here. The railroad tracks
would be right about...there, and then, again, this is a view looking to the
west. iJh, here's the inside of the skywalk, uh, again, fairly typical

that area would be available, and I think a pretty good depiction...come to
it yet, okay, there. This corner that you're looking at is basically this
corner right here of the parking structure, uh, and so you can see there's
both, uh, some tall overstory trees and then some, uh, lower shrubbery,
and the County's indicated that basically this is the model that they would
use for...for landscaping the other sides, again, with the City forester's

is to, you know, have continuity of the landscaping plan around it. I have
not met with the, or talked to the City forester yet. Um, some preliminary
indications I have that probably the east side, the Dubuque Street side, as
opposed to a tall tree, we're probably going to go with some shorter
ornamental trees on that side, just because of, uh, some issues with the
City right-of--way. Um, but I have not met with him yet. I did, uh, send
Jeff and others an email, outlining what the County's intentions are, so
that's...but I do not have any formalized plans.
Bailey: And what about the challenges on the north side of that building - is that
really close to the railroad tracks?
Kempf: Um, actually, it's my understanding that you have, that the City has about
20-feet ofright-of--way on the north side, so I think that, uh, working with
the City, there'll be ample room to do the landscaping on that side, um,
like I say, it's a little tighter on the east side, and that's where we'll need
to get into the right-of--way between the sidewalk and the roadway, and so
we'll, uh, we'll have to be, you know, pretty careful with what we do so
we don't create problems for the City, as well as myself as we move
forward, but the County's intentions are to have continuity throughout the
project, and uh, the landscaping plans.
Champion: Well, I really appreciate your making that clear to us, because it was really
a concern. It sounds like it's going to be really nice.
Kemp: Yes, and the other thing, part of the reason that it isn't part of the plans is,

Director of Finance. Um, I'm here tonight requesting your approval of
this resolution amending the budget. As you may recall from our
previous, uh, adoption of the budget, we had an amendment cycle around
November, and that took care of all of our, um, unused appropriation from
fiscal 07, and a few projects that happened between July 1St and
November. This resolution that you have in front of you tonight is from
the activity from I think November through the end of this fiscal year. Uh,
some of the issues, some of the larger items on this, uh, expenditure are
the purchase of St. Pat's, uh, Parish Hall, and some of our road use tax
funds that were spent for snow removal. If there're any questions on this,
on the State forms, I'll be happy to help you walk through them.
Champion: I understood every bit of it.
O'Malley: Oh! (laughter) You're better than I am. It took me about three tries.

Hayek: Kevin, there's a, uh, toward the top of the...of the first page of this item
there's indication of approximately $123,000 additional dollars in tax
increment financing revenue?
O'Malley: That's correct.
Hayek: Can you...what...
O'Malley: Yes, that's mostly from...that accumulation is mostly from the City,
University Heights area, the Moen project. That area plus the downtown.
We received $823,000 more dollars in TIF revenue. Now, unfortunately
by law we have to put it into debt service to pay those $7 million in bonds.
That's not really available for use. And that's State Code.
Correia: So it brings down our debt service.
O'Malley: Yes, and...and it also provides up an...us an opportunity in the near
future, if the rates keep going that way and we have these funds, you
might be able to do a refunding, an advance refunding, which would also
help bring down our rates.

Hayek: Is this because the...the valuations are coming in higher than expected for
the.. .
O'Malley: Right. There is an expectation that, uh, that area, grow wise, would be
about 2%, and...and Moen's property would be, I think, $24,300,000,
something like that, and I think the assessed value is closer to $30 million.
Correia: And I had a question about the inter-governmental, the negative...
O'Malley: Negative...that essentially, uh, Amy, is a, uh, a transfer, a pushing out
some Airport projects, large Airport projects. We have, I think, four
submissions into the FAA for fixing runway 7-25, and one of them was $1
million sixty-five thousand, something like that, and that got pushed out
from FY08 to FY09. So that shows as a reduction ofinter-governmental
revenue.
Correia: And then the use of money in property, that $460,000, is that additional...
O'Malley: That's additional interest income.
Correia: Interest income that we didn't.. .
O'Malley: Right, that we didn't foresee.
Correia: Okay. And then.. .
O'Malley: And as you may recall, in order for us to spend this money, we have to
have a public hearing, allowing the taxpayers an opportunity to, uh, speak
about it.
Correia: LJh-huh. And then under the "Capital Projects," the minus $1.9 million?
Is that...did we not...
O'Malley: That's the other side of it. That's the expenditure piece of the, uh, Airport.
First part was the federal revenue that was coming in. This is the
expenditure piece of the Airport, plus we pushed the salt storage building
into 09 and think we had another...

Wright: Kevin, back up in, uh, the section there, what's the, uh, under
"Miscellaneous," the negative...
O'Malley: Well, "Miscellaneous" is kind of a hodge-podge of stuff, uh, the

O'Malley: We, uh, couple of years ago, put a placeholder in for the south commercial
Airport property.

O'Malley: And we just plucked $750,000 out of the sky and said "Miscellaneous
Fees" would pay to develop that Airport property, and through our cycle,
it was determined that we are not developing that property, and we do not
have those "Miscellaneous Fees," so we're reducing our budget by
$750,000, negative, and that's why that six twenty-seven is negative -
because there were some actual "Miscellaneous Income."
Wright: Okay. Thank you.
Bailey: Other questions for Kevin?
Hayek: The net of this is a loss of $2 million?
O'Malley: Yes, in all funds.
Hayek: Relative to budgeted.
O'Malley: Correct.
Hayek: Does that...cause for alarm?
O'Malley: Um, the only cause for alarm that I have after reviewing all these funds is
our Road Use Tax funds; um, as I shared with Dale, it was...you know,
it's almost a negative, and that's never happened to us before, a negative
fund balance. Now that's if everything was spent by June 30`h, and that
historically has never been the case, but we had over a half million dollars
extra in snow removal costs, and we didn't have much of a balance to
begin with, and so I think we're going to finish the end of the year plus
maybe $100,000, where we normally would finish around a million.
Champion: Mother Nature's expensive!
O'Malley: Oh, yes! You have to have a few dollars in the bank.

plant operator, we've got some savings in operations and according to our
fiscal plans for annual main replacement and some development areas, we
need to increase rates to pay for this out of operations. Now, on the other
hand, we could issue bonds and we'd still have to increase rates, but
maybe not 5%. So we're taking the focus that the 5%'s been in our three-
yearplan for two years, which is more or less following step on that. Um,
and I don't know if Rick wants to talk more about that issue.
Bailey: Questions?
O'Malley: I for one am not happy about raising rates, because people come in and
complain to me, but I do need to be fiscally prudent, and this is, uh, what
we're offering, or we're suggesting.
Hayek: And the alternative would be to go at it on the debt levy side.

O'Malley: That's correct. We haven't issued any revenue bonds for a while, and last
year, last audit, we finally cleared our covenant problem we had. We were
below our covenant ratio of 1.25, and we squeaked in at 1.27, but for three
years we were below 1.4 to teens, and that, you're supposed to allow the,
we're supposed to inform the municipal clearinghouse when we do that
information and we cannot issue bonds. So we've been trying to put into
the rate structure, uh, the sewer rate increase. Now for a while we were
doing water break decreases, and sewer increases was kind of revenue-
neutral, but we haven't done anything for two years and inflation
and...and some of our projects are starting to...to stack up, so we need to
do something.
Correia: And so we...we have a schedule here in our packet, and this is, what it's
moving to, 8.15...$8.15 minimum monthly charge?
O'Malley: Yes.
Correia: What was it? Below...
O'Malley: I don't have that with me. I think it was $7.84.

O'Malley: ...was the old minimum rate.
Correia: Thirty cents...a month.
O'Malley: I was, unfortunately I was gone last week while this was prepared. Yeah,

Hayek: This is a, I wouldn't say compromise, but it's not the full extent of what
was recommended initially, in terms of an increase. We're going to the
more frequent inspections...
Wright: But we're not increasing the inspection fee.
Bailey: Right. So, from three-year to two-year inspections, but not increasing the
fees.
Hayek: Right.
Correia: And this was a recommendation of the Neighborhood Housing Relations
Task Force in 2002. I mean, I received letters in support of changing to
the two-year cycle.
Wright: Yeah, this has received a lot of support from the Northside Neighborhood
Association.
O'Donnell: And I...I can support this, since we're not increasing the fee.

Wright: I just want to say, I think this is a terrific expansion of what was already a
very good program, and I'm glad we can take this out to the rest of the
City.
Bailey: So, for the public, this takes our targeted rehabilitation and improvement
program, which offers the opportunity for loans, and makes it available to
citizens throughout the entire community. So, and now it's a "general"
rehabilitation and improvement program. So...I think it's great. Further

Bailey: Seconded by Hayek. Discussion? Eleanor, I have a question about the
criteria. Can we also consider the ease of working with...if somebody
comes forward, the ease of working with them on co-location in the past,
as a criteria, as one of the criteria?
Dilkes: Oh, I think you could. These are just...these are just guidelines for, um,
evaluating any particular proposal and I don't think you would be
precluded from considering past conduct.
Correia: I have a question which I forgot to ask in the work session last night. Why
is the application fee at $300?
Dilkes: That...it doesn't necessarily...we haven't correlated it to our costs,
because this isn't a situation where we have to do that, but the last two
experiences that we've had with these have taken a lot of staff time, um,
they, we've had two proposals come in to the Director of Parks, and um,
one of the reasons we want an application to be filled out and a fee to be
filed is that the proposals tend to change as they work their way through
the system. Um, so that's, we just set that application fee at $300. I think
I looked...there aren't a lot of cities that have these policies. I think Des
Moines did, and I think that's where we took that from. Isn't that right?
Yeah.
Bailey: And then on the lease terms, um, just because we talked about this with
the Joint Communications Center, um, we talk about where technically
feasible as determined by the City, um, provision of City equipment. I'm
assuming that could also mean, uh, equipment that would be related to the
Joint Communications Center, or would we have to change that?
Dilkes: No, I don't think we have to change...
Bailey: Okay, because that could save some expenses for tower locations,
certainly, um, if we can do some co-location. Okay.
Dilkes: The purpose of this is two-fold. One is to make sure that generally we are
treating telecommunication providers in the same manner when we

evaluate these proposals, and to have a kind of system for doing that. Um,
but there're clearly guidelines and...and uh, continue to have a good
amount of discretion.
Bailey: Okay. I think these will be helpful to have. Any further discussion?
Wright: Have any of these gone so far as to ask for a special exception? Do you
know?
Dilkes: Almost all of...towers almost all have to have a special exception, that's
why Board of Approval adjustment is included. Board of Adjustment
approval is required, um, the only time it wouldn't be required is if it was
an antenna, as opposed to a tower.
Wright: Okay.

ITEM 31 CITY COUNCIL INFORMATION.
Bailey: Mr. Wright.
Wright: Yes, I have...I have graphics to show, not that that helps very much if
people are watching on television. Uh, this is the Cool Cities
proclamation that, uh, we got from the Sierra Club. The Sierra Club
proudly thanks Mayor Ross Wilburn for signing the U.S. Mayors Climate
Protection Agreement, and pledging to make Iowa City, Iowa a "Cool
City" and we received this on Earth Day 2008. Ross signed this (several
talking).
Wilburn: Very glad to do it, very...in line with the values of Iowa City and concern
for not only the, um, being earth friendly to the environment, but, uh,
importance for future generations, and how we can also be, uh,
economical to do so.
Wright: Uh-huh. So, we have this wonderful certificate that goes somewhere or
another (laughter). We just hand these to Marian and she takes care of
them.
Bailey: Marian takes care of the decorating.
Wright: And I do also want to, uh, reemphasize, uh, Nyle Jensen brought up the,
uh, NAMI walk, the National Alliance for the Mentally Ill on Saturday
morning at Lower City Park, staring at 9:00 A.M. Registration's at 9:00
A.M., and the walk itself starts at 10:00, uh, it's a very worthwhile cause
and a great way to spend a little time on Saturday morning. Next!

Crisis Center celebrating Crisis Center week with it's 20th annual gourmet
pancake breakfast for the second year the breakfast will be held at
Parkview Church, 15 Foster Road, off of Dubuque Street. Uh, it always
includes the best breakfast in town, two types of pancakes, my favorite are
the multi-grain. Real whipped cream, real maple syrup, grade B, which is
the tastier kind, I understand, uh, sausage from Rezeka's, uh, there will be
fresh fruit, yogurt, music will be provided, performed by Cedar Rapids'
artist, Billy Heller, from 9:00 A.M. to 11:00 A.M., um, and jut encourage
folks to get out. Tickets available in advance or at the door. $8.00 for
adults, $4.00 for children 12 and under. Crisis Center is a great cause,
been helping residents of Johnson County for over 38 years through its
crisis intervention programs and its food bank programs, and emergency
assistance programs.

Wilburn: 8:00 until 1:00.
Hayek: Uh, I' 11 add, uh, a plug to a cause near and dear to my heart -the Englert
Civic Theatre has its annual, uh, big fundraiser. It's a Randy Newman
two-night concert next week, uh, May 5 and 6. This is probably the best
opportunity of the year to support the theater. Tickets are still available
and uh, I encourage you to head down to the ticket office. Um, secondly,
Michael, welcome. We're very excited to be working with you, and we
look forward to welcoming your whole family to Iowa City.
Correia: Spring has arrived, even though there was a frost advisory last night. The
Farmers Market begins on Saturday, this Saturday, and I believe there will
be music, um, there's a kind of an exciting line-up, all summer long, um,
with music on both the Saturday and Wednesday nights, so, beginning at
7:30 this Saturday. I think there'll be some produce, as well as other
goods, um, at the Chauncey Swan parking ramp. Um, I also wanted to let
folks know we had on our legislative agenda this year, uh, for the State,
dedicated source of funding for the Housing Trust Fund, uh, I did have
word from, uh, Andy Johnson that there was legislation that did pass in the
kind of waning hours of the session, um, but there is some speculation that
it might not be signed by the Governor, because it is out-year funding and
so, um, put in a word with the Governor's office, um, the importance of
that. I think it's, the request was $6 million a year for dedicated source of
funding for the State Housing Trust Fund, which would then, um, have
access, all the local Housing Trust Funds in the State, which includes
Johnson County, um, and that's it.
Bailey: Um, I want to congratulate Audrey Keranan and Clare Paulson for making
the academic All-State team. Audrey was a, on the Youth Advisory
Commission (mumbled) member, so congratulations to both of you, well

deserved honor. We're very proud of you. And I would just like to
express my thanks to all of you, um, we've had quite the last four months,
and I really appreciate your hard work, dedication, and commitment in
getting through the budget, and the City Manager hiring process. We've
seen a lot of each other, and I know that it's taken time away from work
and family and fun, and I just, uh, want to express my appreciation for
your commitment to the process and the commitment to the community,
and um, say, now it's just up to us to make, uh, introduce Michael and
Kerry to the community and...and make sure that this is a successful
