Families and individuals often face sudden and highly stressful mental health emergencies. Typically they don't know what they should do, and they do not have time to look up and read lengthy books and articles-which usually don't tell you what to do anyway. They need to know right away what to do. Each scenario included herein describes a highly stressful situation caused by mental illness that requires the family of the ill person to take immediate action and requires navigating the complex, and often confusing, mental health system. In each unit, the scenario is first graphically described. Then specific and recommended actionable guidance for dealing with that situation is presented. The idea is that a family or person suddenly facing a stressful mental illness emergency can scan the scenarios, choose the one closest to their situation, and then use the immediate, suggested guidance on how to begin to deal with their situation. Without such a guide during this period of uncertainty and anxiety, decision making can be confused, suboptimal, and delayed. The consequences can be serious. This is a practical guide written in plain English. We have attempted to avoid medical, bureaucratic, or academic terms that would not be familiar to most people seeking help. The information provided in this Roadmap is presented as a supplement to, and not a substitute for, the knowledge, skills, and expertise of qualified psychiatrists, psychologists, physicians, and other ,,,F~'~,,'~ health care professionals. The information has been obtained from sources believed to be accurate and reliable and is as current as possible; however, some information presented here may become outdated over time. The resources identified here may not encompass all possibilities, but any omissions are unintentional. Should you have additional health, medical, or disability questions or concerns, please consult a physician or other health care professional. Public Access Television, Inc. is an independent, non-profit organization incorporated on September 14, 1989 under the regulations of the Iowa Secretary of State. FUNDING PATV is funded through a contract with the City of Iowa City. The actual funds come from Mediacom LLC, as part of the cable franchise agreement between the City of Iowa City and Mediacom. One condition of the current franchise, which is in effect until the year 2019, is that Mediacom provides funding to pay for the operation and maintenance of a public access/community programming facility and cable channel. Mediacom pays Iowa City a negotiated amount, which is then distributed to an entity that contracts with the City to provide the required services. Public Access Television, Inc. is the current contractor. The funding from Mediacom for fiscal year 2007 was $203,280. PATV's operating budget for fiscal year 2007 was $251,870. A complete financial report is available at PAN. BOARD OF DIRECTORS ~,~: . PATV is managed by anine-person volunteer board, appointed from the Iowa City public, or chosen by the membership at PATV's Annual Meeting. The board of directors sets goals and policies for the organization. These polices are then implemented through procedures determined by the executive director. Board meetings are held at PAN, the third Thursday of each month at 7 PM, and are open to the public. PATV's Annual Meeting is held on the third Thursday of November. Editing and studio time slots typically consist of 3 hour blocks on weekdays and Saturdays. STUDIO - PATV's studio is equipped with three digital cameras and an audio "snake" for sound inputs. Wired headsets allow the camera operators to communicate with the control room. In the control room, four monitors preview the cameras and roll-in sources leading to the video switcher. Roll-in input can be switched between a DVD player, SVHS VTR, MiniDV VTR, "Copy-Cam", and an Internet-enabled PC. The various audio sources line in to a 16-channel audio mixer and are mixed down to stereo. Graphics can be added live via Compix GenCG software on a dedicated PC. Programs can be output live for cablecast on Mediacom channel 18, or can be mastered to DVD, MiniDV, and SVHS. Studio usage from January 1 -December 31: 518 timeslots booked/ 1,554 hours of use. There are four office computers, two of which are dedicated to the PATV database and the Community Bulletin Board. There is also a Macintosh G5 editing station for use by PAN staff and interns. WORKSHOPS Monthly training in video production techniques is available at PAN. To get started, new producers must complete Guidelines (a free orientation class which is the prerequisite to all the production tracks). After becoming members at PAN, community producers can take different levels of classes in studio, field production, and digital editing. One component of the instruction is that students must produce a short program to play on the channel as part of their training. Members can work off various dues and fees by volunteering to crew on community programs, and by assisting on the productions of other PATV members.
