Washington Street Iowa City, IA 52240 Dear City Council Members, With the recent passage of a statewide smoking ban, it seems obvious that there will be more people smoking outside on the downtown pedestrian mall. Crowds of smokers will make the pedestrian mall less family-friendly. Friday night concerts in the summer will be hazy with smoke. People already stand on the playground and smoke right beside the children playing. Please consider banning smoking on the pedestrian mall. If that's not possible, could you please have "no smoking" signs installed on the children's playground? Perhaps signs could be installed on playground equipment in all city parks. The answers given were that they would be given "cautiously" and "carefully" - and that local, smaller businesses would have a better chance than they have had formerly. If a TIF is given to this outfit that has bought the Sheraton, I'd say voters have been seriously misled. It looks to me like a textbook example of the big, successful, out-of-town-based megacorp once again being in line for getting the gravy. I do not believe for a second that it cannot find the funds to do the restoration/remodel itself. An important lesson I have learned on the board of New Pioneer is: "If you don't ask, you don't get." So we can't blame the panhandling corporation for trying to get every penny that they can sucker us into giving them. They have already bought the property; I don't think that would have happened if the buyers were unsure that they could afford to care for it. Another troubling feature of the situation - if the Press Citizen story is accurate - is the strong suspicion one gets that backroom dealing has been going on between the Sheraton buyer negotiators and the City's Economic Development committee. If that is true - and that is part of the reason the Sheraton property has ALREADY been bought, prior to this week's panhandling negotiations meeting, that is shameful. The citizens of Iowa City should not have to foot the bill and suffer the inconvenience that is being contemplated: raising parking fees to fund a TIF and closing the walkway at the hotel are an injury and an insult to everyone and not ways to encourage people to come downtown. According to the P-C: (Iowa City economic development coordinator Wendy Ford) said the hotel's new owners have indicated that without city assistance, the facility will not get the updates it needs and will risk losing the Sheraton flag. The loss of the brand could result in lower occupancy, a decrease in property value and hotel tax collections. She said the city is interested in keeping the hotel alive and going and said the current owners are part of a smaller property group and have more interest in the condition of the property. Nothing could be further from the truth. The owner is listed as RBD Iowa City LLC, which is a subsidiary of RockBridge Capital ( http://www.rockbridgecapital.com ) The property is managed by the Davidson Hotel Company ( http://www.davidsonhotels.com/ ) They've been giving you this sob story that they are at risk of losing the Sheraton name, and can't afford the renovations without public assistance. So why did they buy it, if they can't afford it? Answer: They can easily afford it. This operation is HUGE. Their story changes considerably when bragging to investors about how wildly successful they are. Use of public assistance for this project would be a most egregious abuse of Iowa City taxpayers. If you give them one dime of our money, you may have an uprising on your hands. If I have anything to do with it, that is. They don't need our money to stay afloat. Period. Not one penny. Yet it seems that the City is going to bend over backwards for them. Take the sweet parking deal they want, for example. To offset the loss of revenue from this, the City is considering raising parking fines from $5 to $7, DIRECTLY shifting the cost of this giveaway onto all of us. OUTRAGEOUS! So, they certainly don't need to TIF us to line the pockets of the rich, and we should raise hell if they even consider an enhanced parking privilege, at our expense. After learning all this, I strongly feel their request for removing the easement should be denied as well, as punishment for this scam, rather than punishing all of us, making us walk around the building. Outside money waltzes into town, whispers sweet nothings into the City's ear about how poor they are, and how they can't afford the upkeep on their new investment. They have already proven to me that they are not good corporate citizens. It's time for some serious outrage! This is moving very quickly, they are meeting with the Council Economic Development Committee Tuesday April 22 at 8:00 AM in the Lobby Conference Room at City Hall for preliminary negotiations. Dear Councilors: When the Sheraton Hotel was constructed almost thirty years ago, blocking direct access from the Dubuque Street parking garage, the permanent easement through the lobby of the hotel with automatic doors eased the effects of the street blockage. Direct access for the handicapped and infirm, and for those carrying packages was then and still is important to the downtown business people, shoppers and owners alike. I urge you to support the continuation of this access through the lobby. The current owner bought the hotel with this easement, the continuation should not be a major problem. Thirty years ago the public design review of the proposed hotel suggested that there would be higher operating costs for this scheme, than a scheme that allowed an unimpeded passageway, but the developer rejected these suggestions. The removal of this access would be a factor in our future consideration of our Downtown location. Many of our customers have difficulty getting easy access to our store and another impediment would certainly have a negative effect on our profitability. Thank You John A. I started a graphic design business in 2000 with my 401k from the city. When I needed an extension on my water bill the first year Diana Donohue gave me until 8:00 a.m. the morning following the due date. I am born and raised an Iowa girl who laid it all on the line and got nothing but a slap in the face from a department that spends money like what it distributes. Apparently that's why they had to have my $55 immediately. When we gave more money to Mr. Moen to build competition for the hotel it was probably not the best move. But then Mr. Moen gets what Mr. Moen wants. Please say no to these people or you are telling Mr. Honeck and I that we are saps. Thanks for your time. Dear Mayor Bailey and the Iowa City Council: I wanted to offer you some thoughts on the question the Mayor posed - As many of you know, the new owners of the Sheraton have approached the economic development committee to talk about support for their efforts to revitalize the property. 1 have heard from many of you already and 1 know that many are simply philosophically opposed to city's providing financial support to corporations. 1'd be interested in hearing from you about how we should approach our dropping market share in visitors in downtown Iowa City, which 1 would contend is linked to the poor condition of the hotel. As you may have read in the downtown market study, visitors are significant to the retail businesses in our downtown. 1 see a City interest here in capturing more of the conference and visitor market. 1 know from my work on the Iowa City/Coralville Convention and Visitors Bureau board that we are bringing fewer conferences to downtown Iowa City. 1 am interested in your thoughts about how we should approach this challenge. I have several thoughts. I'll try to divide them into bullet points. 1. A key question is what you mean when you say, "visitors." Are these visitors to downtown, regardless of where they live? Does it include commuters who work at the UI? Is it only folks who stay in a hotel? 2. How has the Marriott in Coralville impacted the convention/hotel business in Iowa City? My impression was that it was supposed to help hotels in Iowa City; it was sold that way. I think the public needs to know if this is the case or not. 3. If the Marriott could somehow impact, through actions or inaction, the conference/hotel industry in Iowa City, then this should be discussed. Here is a great opportunity for leadership as far as intergovernmental communication and cooperation. 4. Does the City have an interest in only downtown conferences and hotels? If not, what incentives will be provided for the Highlander, Country Inn, Alexis Park Inn, and other hotels? 5. It would seem that a good cost/benefit analysis would indicate that it might be cheaper for Iowa City to simply buy the Sheraton, rather than agree to the desires of the hotel's owners. This approach is certainly not new (see the Marriott), and would certainly allow you to achieve your goal of greater City involvement in the hospitality industry. 6. The poor condition of the hotel is troubling. To what extent should the City absorb the regular maintenance costs (painting, carpet, etc.) of any property? If the City does this for the Sheraton, why not do it for the Alexis Park or Highlander? Why not do it for historic buildings downtown? Why not do it for big employers like P&G or ACT? 7. Have local hotel owners been consulted for their thoughts? 8. If this is a problem, it should be brought to the public attention. Before going immediately to TIF, create a committee to examine the problem. Is it a real problem? How does Iowa City do with conventions when compared to cities of similar size? How does it do when compared to other cities in Iowa? Are there things other cities have or do that we should emulate? 9. It would seem that future TIF deals ought not reward a property owner for doing regular maintenance. If the 4/24/2008 The Sheraton, Conventions, TIFs, and the like... Page 2 of 3 property needed fixed up, the owners should have negotiated that into the sale price. 10. One fundamental question is the economic importance of the hospitality industry. From a purely economic development standpoint, is any investment of public money wise? Assuming for a moment that we MUST spend public dollars on economic development, should the investment instead go toward existing industrial businesses, industrial parks, research, education, job training, a business incubator, or something else? If we must subsidize an industry, is hospitality the correct choice of industries? If TIF must be used, should it be used as incentives for basic sector employers like ACT and P&G, or hotels? 11. Would the City do more to improve the convention business by holding the CVB to contractual standards? For example, we get x number of downtown conventions, or we reallocate some of our hotel/motel tax money. Perhaps the CVB needs performance measures that make funding dependent upon Iowa City doing better in the convention business. 12. Would the City do more to improve the number of hotel stays by investing more in the festivals and cultural attractions that draw people in the first place? Would that be money better spent? 13. Has anyone done any research as to why Iowa City does not do better in the convention business? Can we be certain that the condition of the hotel is the primary factor? If it is not the primary factor, what is? What will it cost to address the other factors? 14. How much of the "failure to thrive" of the Sheraton has been a reluctance to do maintenance? 15. How much of the "failure to thrive" of the Sheraton has been poor management? 16. I have spoken at length about TIF. You know that I am a skeptic. The biggest single reason is the "but for" argument. I feel it is incumbent upon any governmental entity using TIF to at least attempt to show that the improvement would not be made BUT FOR the TIF. This is rarely demonstrated; worse, governments rarely even ATTEMPT to demonstrate it. 17. We live in a community full of scientists. Chemists, biologists, physicists, social and political scientists... the scientific method is important to our community. A basic understanding of the scientific method would lead us to question the use of TIFs. We have no quantitative proof that TIFs work. (Most research demonstrates otherwise.) We do not collect data on the effectiveness of TIFs. Most importantly, we have never tested the "but for" theory that drives the use of TIFs. 18. The practice of giving TIFs to anything calling itself economic development is now so common that no one can claim any competitive advantage. There is "little to no evidence of overall public benefit," as economists at Iowa State concluded recently, "or meaningful discussion of the mean costs of the practice." 19. TIFs negatively impact the ability of Johnson County to provide services. In terms of Johnson County, that means less ambulance service, less deputies, less health care for the poor, less services for people with disabilities, less services for seniors, less services for Veterans... Less of everything, except taxes; those have to go upon everyone else. Here is another great opportunity for leadership as far as intergovernmental communication and cooperation. Come to a meeting of the Board of Supervisors and make the case for this TIF. 20. In the case of a hotel, TIFs will directly subsidize low-wage, low-benefit, never-union retail employment. This adds to the public burden (Medicaid, reduced-fee school lunches, subsidized day care, etc.) of mopping up after low-wage employment. (Much of the local social safety net is County funded, incidentally.) 21. The hotel will not be locally owned; the big profits flow out of our county. It is doubtful they will even make deposits in a local bank. 22. There exists a very basic fairness issue. The small businesspeople of our community continue to pay full taxes on their properties. There are no breaks for them. TIFs perpetuate the shift of the tax burden from the wealthy to the rest of us. 23. If you TIF, taxpayers across Iowa will need to backfill the tax money that is not received by the ICCSD. In addition, the ICCSD will only end up getting back 80-85% of the tax money they would otherwise receive. 24. We hear the same justifications with every new TIF application; "Historically, Iowa City has been very responsible with TIFs." That may have been the case -until now. How do you react to someone who says, "Historically, I never drive drunk -until now." Or, "Historically, I have been avirgin -until now." The past is important, but your current decisions matter now, and will matter long into the future. 25. The fact that Iowa City has historically used TIF less than other cities in Johnson County is irrelevant. The 4/24/2008 The Sheraton, Conventions, TIFs, and the like... Page 3 of 3 comparison is akin to saying, "Crime is low in Chicago. Compared to Bagdad." There is a reasonable standard for the use of TIFs, and Johnson County is not the correct place to seek comparisons. I hope you will consider these twenty-five items as you move forward. NPC now does $11 million+ in sales at the VB location, employs about 80 people, and has at least 12,000 customer transactions there EVERY WEEK! I think you have seriously misunderstood the vitality and life that the downtown has. People who visit the University and its events and want to have meals at other than chain restaurants and want to buy gifts that are not from chain stores come to downtown Iowa City. Don't forget the State Historical Society and the ICPL! People come from all over the City and County to the Farmers' Market. Thanks to the defeat of the 21 ordinance, there is still a live music culture downtown. A lot of people live downtown, so that the downtown area is their' neighborhood'. The Sheraton buyers can take care of their purchase themselves without a handout from us. And, as Peter and I were saying yesterday morning: simply being able to cover the debt levy is a very poor yardstick to use when considering the impact of TIFs. Debt levy doesn't include the many County services too many people take for granted and does not include the everyday operating expenses of the school districts. Increases in property taxes and the sales tax are symptomatic in part of the loss of revenue to TIFs. The corporation that bought the Sheraton must have checked out the property's condition and the assessed value before they bought the thing. As far as the City is concerned, it should be considered a "straight-arm transaction" of a willing buyer and a willing seller that the City has absolutely no need to become involved with. - Caroline City Manager Candidates Coming to Town We will be interviewing four candidates on Thursday evening. I live in a condo complex in Coralville and I was quite surprised to learn that there aren't any recycling services (trash bins) provided. I've always been an active citizen in my community (also having served under a city council education committee 2 years ago in Bowie, Maryland). I would like to learn more about why currently there is no recycling system in place. Also, what I can do to encourage recycling in and around my living community? I apologize for the delay in responding; it has been a wonderfully busy Earth Week here at the Iowa City Landfill and Recycling Center! The City of Coralville provides curbside trash and recycling collection for single family households and duplexes. Any multi-family housing with three or more units is considered a commercial property and the individual property owners (your landlord) contracts with a private hauler to provide a trash dumpster. Unfortunately, very few property owners choose to also provide recycling dumpsters for a myriad of reasons, including additional cost and the loss of a parking spot to place the extra dumpster(s). Also, only a handful of local waste haulers actually provide recycling services. You might consider chatting with others in your building to see if anyone else is interested in recycling. If so, let your landlord know about your desire to recycle and ask if he/she will provide bins and/or work with a waste hauling service to add recycling. In the meantime, Coralville and Iowa City both provide recycling drop-off sites for those who do not have curbside recycling available: Coralville's drop-off is located on East 7th Street and is open from 7:00 a.m. to 3:00 p.m. The site accepts paper/newspaper, cardboard, glass, metal and plastic. As homeowners for the past 10 years at the corner of Pine Street and Lower Muscatine Road and as residents of Iowa City for over 30 years, we are writing this letter to all city council members in an effort to encourage you to reconsider and ultimately reconfigure the proposed changes to Lower Muscatine Road. The current proposal suggests widening our current two-way street to a three-lane street, expanding the sidewalks, and burying utility lines in the residential area from Kirkwood Avenue to Sycamore Street. We've spoken to others in our neighborhood who are deeply concerned about the proposed changes and the effect that these changes would have on our neighborhood. Some of our neighbors have lived on Lower Muscatine Road for 40 years or more. Some of us are retired, most of us are in the middle of paying off our mortgages, a few of us have just bought our home in the last couple of years, and many of us have been engaged in major remodeling projects. Our house is not just a house; it's our home. It represents our past, present, and future years shared with friends, family, and our beloved family pets. We have made substantial investments and taken great pride in making improvements in our homes and landscaping. This project threatens to chip away and essentially destroy our sense of place, way of life, privacy, property values, and so much more. When we purchased our house, we were aware that there was more traffic on Lower Muscatine Road than on Pine Street. But, because of the large pine and evergreen trees, we felt we had a sufficient privacy barrier between our house and the street. This proposal would destroy that privacy and our beautiful, large established trees. It also would infringe upon our private property to bury utility lines, thereby reducing our property value. We want to encourage the council to think differently and approach this issue with. a more progressive solution. We cannot afford to have an automatic response to this issue. Widening a residential street and turning it into a major artery is not the answer to Kirkwood Community College's problem or to our neighborhood. We have Highway 6 and First Avenue, which are sufficient major arteries to Kirkwood Community College and Sycamore Mall. If this proposal happens, the City would be, in effect, encouraging more traffic into our neighborhood. We have serious concerns about safety due to increased traffic and traffic speeds along Lower Muscatine Road. There are numerous ways to get to Kirkwood Community College. Kirkwood does not have enough parking spaces to accommodate additional vehicles anyway. Our planet and our city need more green space, not more concrete and ensuing traffic spewing out toxic fumes. Throughout our nation, city councils such as ours have an opportunity and an obligation to make a positive difference to our planet and to the health and welfare of our communities by refusing to expand residential streets to accommodate more traffic. How would each city council member feel and what would you be doing about this proposal if it affected Summit Street, Park Road, Church Street, or 7th Avenue? There is more traffic than there should be in these residential areas, but would you advocate widening these streets, ripping out large established trees, invading personal property to bury utilities? No. Instead, you would try to divert traffic to major arteries, not encourage more traffic through these neighborhoods. And why do we need to bury utility poles that aren't causing any problems? Residential areas on First Avenue and those mentioned above still have utility poles as do other established residential areas in town. There are numerous and better ways to spend taxpayers' dollars in Iowa City. For example, most of our streets are in dire need of repair, not expansion. We ask that you seriously look at the current proposal and ask yourselves if the needs of Kirkwood Community College should outweigh the needs and concerns of our neighborhood and our hard-earned tax dollars. We want to propose a better solution: Consider widening the street next to Kirkwood Community College with a turning lane and a cutout on both sides of the street for the bus stops. This would cost less money, accommodate the traffic turning into Kirkwood, prevent city buses from holding up traffic, and most importantly, would not compromise the integrity of the residents' homes up and down Lower Muscatine Road. Kirkwood Community College and the City of Iowa City can address getting to and from the college in environmentally friendly ways and in ways that don't jeopardize neighborhoods. Johnson as the next city administrator of Iowa City. I graduated from Wartburg College with A.J. eons ago. Although we hung out with different crowds (A.J. was with the business and pre-med group and I was with those bound for seminary), the campus of 1200 students was small enough where I knew him to be extremely hard-working, focused, and of impeccable integrity. I distinctly remember a brief sidewalk conversation where A.J. shared he would become a city administrator. When I asked why anyone would want such a job, he responded: "That's where I can do the greatest good. I have the opportunity to make a positive difference in many people's daily lives." About nine years ago, our family moved to Muscatine. I began working in the public library where I noticed sagging staff morale and a great deal of interpersonal conflict. Soon after I began employment, A.J. brought a counselor in to individually and privately talk with the staff to summarize her findings and help him better understand the situation...then, he hired an excellent professional consultant for all-day off-site training where we created a plan to take ownership and responsibility for our immediate work environment. The same consultant returned several months later to check with us on the implementation of our self-established goals. Shortly after that, the city invested about a quarter of a million dollars in much-needed library building improvements. In my four years on staff, the library work environment improved 100%. I understood for the first time A.J.'s college student passion to become a city administrator. The quality of my own life was improved because of the way A.J. listened and helped to improve the public library work environment. When Cedar Rapids restructured to establish a brand new city administrator position, I held A.J. in such great esteem that I sent an email to him requesting that he consider applying for the job in our family's new community. I selfishly wanted our family to once again benefit from living within his city. I urge you to seriously consider extending an offer to A.J. Johnson as Iowa City's next city administrator. These are small, yet vital things in a leader. When Paul was at the podium, he spoke not only about his experiences. He included comments about his values--seeking diversity of opinion and bring various sectors together. His idea on having the city council pass a resolution on their goals for affordable housing, making clear expectations, was a good one. I liked him, but not sure he is a good fit for Iowa City. In general, I feel he is too similiar to recent past leadership and that is not what we need in order to move our community forward over the next ten years. Regarding Lombardo: Of the three candidates, Michael, in this short, superficial interaction, impressed me the most. The combination of public and private sector experience, his research and measureable outcomes based approach and value of public input and personal community involvement, makes him the strongest candidate of the three. I asked him a question that put some folks off balance and he reacted with grace and did not avoid the subject. This is an important leadership skill to possess-within the organization and for community and media relations. Experience, intellect, and heart--a good fit for your community and our future needs. He comes from a area that appears community led and staff driven. It is my opinion that the vision for Muscatine comes from community leaders and the staff executes on that vision. I would ask him about his abilities to create and direct a vision for Iowa City. Regarding Lombardo: I enjoyed meeting Michael. When I posed a hypothetical issue to him he responded with an approach that demonstrated he would consider many options before ruling out possibilites.
