NOTICE OF PUBLIC HEARING
Notice is hereby given that the City Council of
Iowa City will hold a public hearing on the 29'h day
of April, 2008, at 7:00 p.m. in Emma J. Harvat
Hall, City Hall, 410 E. Washington Street, Iowa
City, Iowa, or if said meeting is cancelled, at the
next meeting of the City Council thereafter as
posted by the City Clerk; at which hearing the
Council will consider a resolution authorizing the
conveyance of a skywalk easement in favor of
Johnson County, Iowa, to be constructed above
Benton Street between Clinton Street and
Dubuque Street.
Copies of the proposed resolution are on file for
public examination in the office of the City Clerk,
City Hall, 410 E. Washington Street, Iowa City,
Iowa. Persons wishing to make their views known
for Council consideration are encouraged to
appear at the above-mentioned time and place.

Explanation of increases or decreases in revenue estimates, appropriations, or available cash:
Revenues: Amend TIF revenue for City/University-1 district„ hotel/motel increased revenues, rental permits &
inspect, interest income, grant revisions for CIP incl Airport runway grant moved to future year, Interfund loan /
transfer to acquire property for parking facility $3.05 million. Expenditures: Police & fire overtime & forfeiture exp,
snow removal costs, fuel costs, CDBG grant exp, Parking facility land acquisition of $3.05 million, and CIP related
transfers.
There will be no increase in tax levies to be paid in the current fiscal year named above. Any increase in
expenditures set out above will be met from the increased non-property tax revenues and cash balances not
budgeted or considered in this current budget. This will provide for a balanced budget.

PUBLIC NOTICE is hereby given that the Council of the City of Iowa
City, Iowa, will hold a public hearing on the 29th day of April, 2008, at 7:00
o'clock P.M., in the Emma J. Harvat Hall, City Hall, Iowa City, Iowa, at which
meeting the Council proposes to take additional action for the issuance of not to
exceed $6,890,000 General Obligation Bonds for an essential corporate purpose of
said City, in order to provide funds to pay costs of the construction, reconstruction,
and repairing of improvements to public ways and streets; the rehabilitation,
improvement and equipping of existing city parks, including facilities, equipment
and improvements commonly found in city parks and equipping of the fire, police
and public works departments.

Re: Wastewater User Fees -July 1, 2008 Increase
It was recommended during review of the FY2009 budget that wastewater user fees be
increased by five percent (5%) with an effective date of July 1, 2008. This increase is
necessary for operation, maintenance, improvement and expansion of the sanitary sewer
system, and for the City to meet bond financing requirements. The last fee increase took effect
July 1, 2006.
Wastewater user fees are scheduled to provide $1.54 million in capital project financing in
FY2009. This includes the following: 420th Street sanitary sewer main construction ($500,000),
Highlander Lift Station force main replacement ($431,000), annual main replacement
($300,000), utility billing software upgrade ($224,000) and the Rapid Creek Watershed
engineering study ($85,000).
In prior years, sewer revenue bonds were issued to finance improvements and expansion of the
sewer system. Debt issuance allows for project costs to be distributed over an extended period
to all users of the system. Existing bond covenants require that the system's net revenues be at
least 125% of the maximum amount required in any fiscal year for debt service prior to issuance
of any additional sewer-related debt. The July 1, 2008 increase in wastewater user fees will
help accomplish this goal.
