1. CALL TO ORDER

Ricketts called the meeting to order at 5:31. Stan Laverman was recognized as
an alternate for Louise From.
b. Approval of meetino minutes; set date for the next meetino; .
The January 30th, 2008 minutes were moved for approval by Sally Stutsman and
seconded by Connie Champion. The motion passed unanimously. The next
JCCOG Urbanized Area Policy Board meeting date was set for 5:00 PM on May
21 st at Coralville City Hall.
2. PUBLIC DISCUSSION
There was no public discussion.
3. ADMINISTRATION
a. Consider formation of and appointments to the JCCOG/Johnson County
Housino Trust Fund Affordable Housino Subcommittee
Karen Kubby spoke on the behalf of FAIR and as a representative for an informal
housing group within Iowa City. Kubby stated that both groups request a
regional view of addressing affordable housing and specific goals for all
jurisdictions to help implement more affordable housing in the community.
Andy Johnson, Director of the Johnson County Housing Trust fund, offered to
facilitate an initial meeting to help decide what the next logical steps for
affordable housing will be within the county.
Yapp suggested that there be one representative from each JCCOG entity for a
total of 7 members. There was some discussion to the representation, role, and
purpose of the group and whether it be a subcommittee or a taskforce. Each
entity agreed to forward a name to Yapp by April 15th. Laverman moved to form
an affordable housing taskforce; the motion was seconded by Correia. The
motion passed unanimously.
b. Status report on Joint Emeroencv Communications Center subcommittee
Yapp gave an update on the status of the Joint Emergency Communications
Center subcommittee. Yapp noted that design and engineering for the new
building is ongoing and that the building will be located at the Johnson County
Poor Farm site.
c. Items from the Executive Director
Yapp stated JCCOG staff has been working on planning the 2008 Midwest
Transportation Planning Conference scheduled for June 4-6, 2008. Yapp also
noted the department is currently scheduling interviews for the available
Transportation Planning Engineer position. Yapp stated that the draft
Transportation Improvement Program will be on the May agenda.
4. TRANSPORTATION PLANNING
a. Consider approval of the FY09 JCCOG Federal Transit Administration
Prooram of Proiects
Neumann discussed the FY09 JCCOG Federal Transit Administration Program
of Projects. Laverman moved to approve the FY09 JCCOG Federal Transit
Administration Program of Projects; the motion was seconded by Wright. The
motion passed unanimously.
b. Consider approval of amendments to the FY09 JCCOG Transit Capital
Equipment Replacement Plan
Neumann outlined the Transit Capital Equipment Replacement plan. Herwig
moved to approve the amendments to the FY09 JCCOG Transit Capital
Equipment Replacement Plan; the motion was seconded by Stutsman. The
motion passed unanimously.
c. Consider approval of the FY09 JCCOG Passenoer Transportation
Development Plan
Neumann outlined the Passenger Transportation Development Plan and how it is
used. Stutsman questioned the proposed project in the PTDP to extend SEATS
service to manufactured housing parks and whether this resulted in a financial
obligation. Yapp clarified that the PTDP is a planning document and does not
require an entity to pursue any specific projects, but that if a transit agency were
to pursue a project or new route it must be part of the PTDP. Herwig moved to
approve the FY09 JCCOG Transportation Planning Work Program; the motion
was seconded by Wright. The motion passed unanimously.
d. Consider formation of and appointment to the JCCOG Expansion of Public
Transit Exploratory subcommittee
Yapp explained the role of the Expansion of Public Transit Exploratory
subcommittee stating that the subcommittee should look into the expansion of
possible transit routes into North Liberty and Johnson County and determine the
cost of such scenarios. Sullivan suggested that ECICOG participate in
discussions. Ricketts stated he would like the committee to be comprised of
Board members and utilize ECICOG when necessary. It was decided that 1
representative will represent each JCCOG member community for a total of
seven voting members in the subcommittee. Each group agreed to forward the
name of their representative to Yapp by April 15. Weihe moved to create a
JCCOG Expansion of Public Transit Exploratory subcommittee; the motion was
seconded by Wright. The motion passed unanimously.
e. Consider approval of the FY09 JCCOG Transportation Plannino Work
Prooram
Yapp outlined the purpose of the Transportation Planning Work Program for
FY09 and noted that the list of projects was included in the meeting packet.
Yapp asked if the Board had any additional items to be added to the FY09
Transportation Planning Work Program. There were none. Yapp explained that
the Board would need to vote to send the preliminary list of projects to the Iowa
DOT for approval and that the final FY09 Transportation Planning Work Program
would appear on the May agenda for Board approval. Sullivan moved to send
the preliminary FY09 Transportation Planning Work Program to the Iowa DOT for
review; Weihe seconded the motion. The motion passed unanimously.

f. Update on the Transportation Investment Moves the Economv in the 21st
Century proposal
Ralston gave an update on the Transportation Investment Moves the Economy in
the 21 st CenturyJTime-21) fund. Ralston indicated that while the fund has been
created, funds had yet to be appropriated for use. Ralston stated that the
purpose of the fund would be to repair Iowa's failing road network and raise
approximately $2 million a year for this purpose. Ralston stated he would keep
the Board apprised as more information surfaced.
g. Update on Passenoer Rail plannino
Yapp gave an update on the passenger rail planning. Yapp indicated that there
is a lot of local and State interest in future passenger rail development.
Yapp stated that the City of Coralville has requested federal funding to help with
the start-up costs to invest in the local Crandic track. Yapp stated that more train
excursions will likely be held this summer to help raise interest in passenger rail.
Wright left at 6:24.
h. Update on recent activities
Yapp stated that JCCOG staff is working on a North Dubuque Road I North
Liberty Road traffic study. Staff has been collecting data and input will be
solicited from the Citizens for Sensible Development, local governments, and
affected residents this spring.

Re: Agenda Item 3(a): Update on the formation of the JCCOG Affordable Housing Taskforce
A letter describing the process for the JCCOG Affordable Housing Taskforce from Andy
Johnson, Executive Director of the Housing Trust Fund of Johnson County, is attached. Andy
Johnson has graciously hired a facilitator, Jeff Schott, from the University of Iowa Institute of
Public Affairs, to help with the process. We are working toward a late summer group meeting,
after a series of individual meetings.

Affordable Housing Task Force
Thank you for agreeing to be part of the Affordable Housing Task Force. The
goal of the task force will be to consider the recommendations contained in the
Affordable Housing Market Study which was completed in January.
I am pleased to report that Jeff Schott, Program Director of the University's
Institute of Public Affairs has agreed to facilitate this process. It is my
understanding that Jeff has helped several of our local governments with
strategic planning so he may be well known to many of you. Financial support
from the Iowa City Housing Authority has made it possible for us to engage the
Institute. It is also clear that the Institute is donating some significant time to
help us complete this process. Both of these sources of support are
appreciated!
Jeff and I have agreed that it would be helpful to get some information from
each entity about what they are thinking about the study and what they would
like to see come out of this process before holding a meeting of the whole
group.
Therefore, he and I would like to sit down with each of you and any key staff
and other elected officials that you would like to have present. In that
meeting, we would:
· Ask your reaction to the study as a whole.
· Get your sense of the interest level in your community for undertaking
some of the recommendations of the study.
· Briefly walk through the specific recommendations and get a sense of
the where you see the most opportunity for action.

Identify the other stakeholders you would like to see involved in the process.
I would anticipate this appointment would take approximately an hour. Jeff and I are available
May 27, 28, 29, 30 and June 2, 4,5 and 6. I would appreciate it if you would contact me at
andy@htfic.org or 358-0212 and give me several dates and times that would work for you. Our
hope is to schedule several meetings a day and get the process done in 2 or 3 of the dates listed.
We will come to you for the appointments.
Once we have completed these appointments, we will seek input from the other stakeholders that
have been identified by you. Jeff will then plan the process and we will schedule a meeting of
the group. We anticipate that this meeting will be held in late August or early September.
Whether or not there is a need for any future meetings will be determined by the group at that
time.
This may be a more extended time line than was first anticipated. However, I appreciate Jeffs
willingness to take the time to get as much input as possible in advance of a larger meeting so
that that time can be used as fruitfully as possible.
Please let me know when it would be convenient for Jeff and I to meet with you. Prior to that
meeting, it would be helpful if you were familiar with at least the executive summary of the
housing study. The complete study can be found at

The informal housing group, or the "Kubby/Siders Group" as I've heard us described, is putting

Re: Agenda Item 3(b): Status report on the Joint Emergency Communication Center
Subcommittee
Following is a status report on the activities of the JCCOG Joint Emergency Communication
Center Subcommittee. Contact Jeff Davidson at 356-5232 or jeff-davidson@iowa-city.org with
any questions.
· The Joint Emergency Communication Center building is being designed, and LEED
(Leadership and Environmental Engineering and Design) certification is being pursued.
· A request for proposals for the radio system is being prepared. The radio system
includes both the on-site systems and the radio tower network. It is likely the radio
system will be ready to go out for bid this fall.
· Proposals from Johnson County and Iowa City for support services are being prepared.
· The job description for the Executive Director is being finalized, and advertising for the
position should begin within the next month.

I. JCCOG Brownfields Assessment Grant Application
You will recall JCCOG had applied for a Brownfields Assessment grant from the Environmental
Protection Agency (EPA) for areas along the Iowa River in south Iowa City, as well as other
areas where federal funds have been approved by the JCCOG Board for transportation
projects. We were not awarded any funding this time around. Staff will be participating in a grant
application 'debriefing' with EPA staff to learn how we can strengthen our application for next
year.
II. June 10 Iowa DOT Transportation Planning Commission Meeting
The Iowa DOT Transportation Commission will be holding a meeting at the Marriott in Coralville
on June 10. Transportation Commission meetings are a great way to highlight area projects and
to introduce yourselves and new projects under development to the Commission. We will let
your staffs know the anticipated schedule as more information is available.
III. New JCCOG Traffic Engineering Planner
We have hired Darian Nagle-Gamm for the JCCOG Traffic Engineering Planner position. Darian
has a B.A. in Geography from the University of Iowa and will have earned an M.S. in Urban and
Regional Planning with a concentration in Transportation Planning by the time we have our
Board meeting. Please join me in welcoming Darian to the JCCOG team.
IV. Midwest Transportation Planning Conference
We are glad to report we have over 125 people registered for the 2008 Midwest Transportation
Planning Conference, to be held in Iowa City June 4-6. Topics will include transportation
legislation, transportation safety, passenger rail, and other topics. Let us know if you have any
questions at our May 21 meeting.

Improvement Program
The annual JCCOG Transportation Improvement Program (TIP) is our local programming document for
federal and state surface transportation projects. Project pages and project status summaries from the
draft FY09-12 JCCOG TIP are attached. Please take a moment to review your projects, and let me know
if anything is inaccurate. You will notice some projects anticipated to be let in FY08 are listed in FY09 in
the draft TIP. The software we use to develop the TIP does this automatically; they will be dropped from
the FY09 list if they are let in FY08.
In January 2008, new Surface Transportation Program (STP) and Transportation Enhancement (TE)
projects were awarded funds, including the following:
. Iowa City Lower Muscatine Road reconstruction from Sycamore St. to First Ave. Estimated
project cost: $3,575,000; STP funds: $1,300,000 [Total STP funds for this project: $1,720,000]
. Tiffin Ireland Ave extension to Highway 6. Estimated project cost: $2,200,00; STP funds:
$370,200 [Total STP funds for this project: $430,000]
. University Heights Melrose wide sidewalk, east city limits to Finkbine Golf Course. Estimated
project cost: $496,000; STP funds: $396,800
· Coralville First Ave. wide sidewalk, Country Club Drive to Oakdale Blvd. Estimated project cost
$420,000; TE funds: $101,870
. Tiffin East Tiffin Trail, Jasper Avenue to 1-380. Estimated project cost: $411,716; TE funds:
$89,000
Beginning this year, the Iowa and Federal DOTs request that the TIP contain a list of "regionally
significant" projects that have not received federal funds, but may in the future. The intent of having these
types of projects in the TIP is to allow for some environmental review of projects during the design phase,
in anticipation of the project receiving federal funds in the future.
On May 13, the TTAC recommended approval of the FY09-12 TIP. To date, we have received no public
comments on the FY09-12 TIP. Please consider approval of the FY09-12 JCCOG Transportation
Improvement Program.

The Iowa City Urbanized Area Metropolitan Planning Organization
Transportation planning in the Iowa City Urbanized Area is conducted by the Transportation
Planning Division of the Johnson County Council of Governments. On January 12, 1982 the
governor of Iowa designated JCCOG as the Metropolitan Planning Organization for the Iowa
City Urbanized Area. The JCCOG Urbanized Area Policy Board is organized to conform with
the federal requirements for an MPO. Seven governmental entities have voting representation
on the JCCOG Urbanized Area Policy Board. The Iowa Department of Transportation and the
Iowa City Community School District are represented by non-voting members. The following
JCCOG member agencies have voting representatives on the Urbanized Area Policy Board.

The number of voting representatives is roughly proportional to population size, but does not
allow anyone member agency to control a majority of the board.
The JCCOG Transportation Planning Division consists of a part-time manager who oversees
three full-time transportation planners and one traffic engineering planner. Augmenting the staff
are 2 to 4 planning interns. Additional staff is shared with the City of Iowa City in the areas of
secretarial, document services, accounting, and graphic production.
In addition to the Urbanized Area Policy Board and the Transportation Planning Division staff,
JCCOG has also established the Transportation Technical Advisory Committee. This
committee is comprised of area transportation professionals and representatives of state and
federal departments of transportation. The Transportation Technical Advisory Committee
functions to aid the Transportation Planning Division in addressing transportation issues, and
makes recommendations to the Urbanized Area Policy Board. A JCCOG Regional Trails and
Bicycling Committee has also been established to assist with discussion of pedestrian- and
bicycle-related issues, and provide recommendations on pedestrian and bicycling issues to the
Urbanized Area Policy Board.
Long-Range Planning Area
The following map shows the JCCOG long-range transportation planning boundary. This
boundary was amended by the JCCOG Urbanized Area Policy Board in FY07. This area
includes the census-designated Iowa City Urbanized Area of Coralville, Iowa City, and
University Heights; as well as the adopted long-range growth areas for each city. The JCCOG
long-range planning area also includes the corporate limits and long-range growth areas of the

City of North Liberty and the City of Tiffin. North Liberty and Tiffin were added to the long-range
transportation planning area by vote of the JCCOG Urbanized Area Policy Board.
Transportation planning for the non-urbanized portion of Johnson County is conducted by the
East Central Iowa Council of Governments (ECICOG), which is part of the state's network of
multi-county regional planning agencies. The transportation planning process is coordinated
between JCCOG and ECICOG to ensure consistency between the urban and rural
transportation network. Three members of the JCCOG Urbanized Area Policy Board are also
members of the ECICOG Policy Board, as well as one Johnson County citizen representative
who is appointed by JCCOG.

Development of FY2009 JCCOG Transportation Planning Work
Program
The JCCOG Transportation Planning Work Program is developed each year in a coordinated
effort involving the JCCOG Regional Trails and Bicycling Committee, the JCCOG
Transportation Technical Advisory Committee, and the JCCOG Urbanized Area Policy Board. A
draft work program is assembled by JCCOG staff which includes special requested projects;
ongoing and routinely occurring projects; projects required by the Federal Highway
Administration, the Federal Transit Administration, and the Iowa Department of Transportation;
and carry-over projects from the preceding fiscal year.
A process is conducted in January and February of each year whereby all members of the
JCCOG Transportation Technical Advisory Committee (including a representative from the
Regional Trails and Bicycling Committee) are asked for project ideas for the following year's
transportation planning work program. For FY09 here are 28 specifically requested projects,
representing a broad cross section from all modes of transportation. Projects have been
requested representing pedestrian and bicycle transportation, motor vehicle transportation,
public transit, transportation for persons with disabilities, and rail transportation. Several projects
are requested involving transportation and land use planning. There are several specific arterial
street corridor and intersection projects.
There is also a public participation element of the preparation of the annual JCCOG
Transportation Planning Work Program. It has been the policy of JCCOG to have transportation
planning projects requested by the "public" to be sponsored by one of the entities that belong to
JCCOG. For example, in FY09 JCCOG is being requested to assist Iowa City with the update of
a Bicycle Friendly Communities application; this request grew out of input to the Iowa City City
Council from some bicycle advocate group representatives. The project to develop a regional
bicycling plan also grew out of this discussion.
The projects requested by the JCCOG Transportation Technical Advisory Committee and
specific work program items requested by Iowa DOT were forwarded to the JCCOG public
participation organizations as part of the work program development and notification process.
Notice of the development of the JCCOG work program was posted on the JCCOG website as
well. The final list of projects for the work program are added to the draft, and presented in
preliminary form to the JCCOG Urbanized Area Policy Board. Following approval, the draft work
program is then forwarded to the Federal Highway Administration, the Federal Transit
Administration, and the Iowa Department of Transportation for review. Following the receipt of
review comments, the final JCCOG Transportation Planning Work Program is prepared. This
document is then submitted for final approval by the JCCOG Urbanized Area Policy Board.

RESOLUTION NO. 2008-
RESOLUTION ADOPTING THE FY2009 JCCOG TRANSPORTATION
PLANNING WORK PROGRAM, AND AUTHORIZING THE JCCOG
CHAIRPERSON TO SIGN CONTRACTS FOR FTA 5303 AND FHWA PL FUNDS
WHEREAS, governmental bodies in the Iowa City Urbanized Area have established the Johnson
County Council of Governments; and
WHEREAS, the Governor of the State of Iowa has designated the Johnson County Council of
Governments as the Metropolitan Planning Organization for the Iowa City Urbanized Area; and
WHEREAS, the Johnson County Council of Governments Transportation Planning Division has
developed a Transportation Planning Work Program for FY2009 in conjunction with the 3-C
transportation planning process; and
WHEREAS, the Federal Highway Administration and the Federal Transit Administration make
grant funds available for the purposes of carrying out the 3-C transportation planning process, and
have reviewed and approved the draft work program.
NOW, THEREFORE, BE IT RESOLVED BY THE URBANIZED AREA POLICY BOARD OF THE
JOHNSON COUNTY COUNCIL OF GOVERNMENTS:
1. To adopt the FY2009 JCCOG Transportation Planning Work Program.
2. To authorize the Executive Director to file all necessary work program documents required
by U.S. DOT and Iowa DOT.
3. To authorize the JCCOG Chairperson to sign any additional work program documents and
grant agreements for FHWA PL and FTA Section 5303 funds.

FY2009 Transportation Planning Work Program
Administration
Task Objective: Administration of the JCCOG Transportation Planning Division, including required
transportation planning and programming documents, contracts, grant applications, agendas and
information packets. The Administration work element will also be responsible for work items not
traditionally associated with transportation planning; for example, in FY09 JCCOG will be assisting
with discussions related to metropolitan affordable housing policy. Staff coordination, hiring and
training is also conducted under Administration.
Project Description (general work items):
1. Develop and administer elements of the annual Transportation Planning Work Program
(TPWP)
2. Administer adopted Public Participation Plan (PPP), and update as necessary
3. Develop annual Transportation Improvement Program (TIP), and amend as necessary
4. Update Long Range Multi-modal Transportation Plan as necessary, last adopted in 2007
5. Develop and update annual Passenger Transportation Development Plan (PTDP)
6. Assist with triennial reviews as required
7. Assist with updates of Federal Transit Administration documents
8. Contract renewals, including paratransit contracts with municipalities and contracts between
municipalities.
9. Preparation of materials for policy board and technical committee meetings
10. Coordination with the East Central Iowa Council of Governments, Iowa DOT, and U.S. DOT
11. Administration of SAFETEA-LU grant programs and regulations
12. Assist local transit agencies with setting Disadvantaged Business Enterprise (DBE) goals,
and the reporting on goal attainment.
13. Administer regional Surface Transportation Program and Transportation Enhancement Funds.
14. Use the eight SAFETEA-LU planning factors to guide the development of plans and projects

Comprehensive Planning
Task Objective: Integrate transportation planning and land use planning for JCCOG member
agencies. The goal of this task is to incorporate land use planning, best practices of site design,
environmental sustainability, and economic development with transportation planning. JCCOG staff
will typically work as part of a team with municipal staff on Comprehensive Planning-related projects.

1. Assist with arterial street planning issues as required
2. Assist with review of development projects
3. Assist with analyses related to economic development activities
4. Travel demand modeling activities
5. Assistance with comprehensive planning as requested by JCCOG member agencies

2. Quarterly and year-end transit statistical summaries
3. Transit on-time performance studies as requested
4. Short-range trail, bicycle and pedestrian planning activities
5. Assist with development of Surface Transportation Program & Transportation Enhancement projects

7. Assist with evaluation of impact fees
8. Conduct Federal Environmental Justice evaluations as needed
9. Activities related to the Americans with Disabilities Act, including complementary paratransit
plan monitoring and curb ramp improvement planning

11. Participate in regional conference for planning for human services transportation coordination
12. As part of Human Services coordination planning, develop a competitive selection process for
projects that will meet the objectives of the PTDP

Long-Range Planning
Task Objective: Conduct planning activities for JCCOG member agencies focusing on the 10-25
year planning horizon. While there is often some overlap between short-range planning and long-
range planning, projects in long-range planning are oriented toward recommendations and changes
recommended in the beyond-1 O-year time frame.
Project Description (general work items):
1. Update urbanized area long-range transit planning documents as required
2. Assist with urbanized area trail planning as required, including Johnson County trails in
adjacent area

information they provide, but also for the support traffic engineering brings to the other tasks within
the overall work program.

Statement Regarding Direct and Indirect Cost Allocations
The Johnson County Council of Governments does not intend to charge any indirect costs
associated with the transportation planning program to federal grants. Only direct personnel
expenses will be charged to the federal grants. By use of the system of accounts employed by the
City of Iowa City, these expenses can be directly attributed to the appropriate funding source.

At the request of the Federal Transit Administration (FTA), JCCOG is being asked to provide the
FT A with an authorizing resolution that clarifies JCCOG's standing as the Governor's
Designated Recipient for FT A's 5307 operating funds on behalf of Coralville Transit, Iowa City
Transit, and Cambus. This resolution will not change the process for apportioning funds for the
three transit entities, it simply clarifies for FT A who the designated recipient is for the urbanized
area. An opinion of counsel will also be provided to FTA with this resolution. The opinion
clarifies JCCOG's legal standing as an organization and that JCCOG has no intention of
drawing the funds for the three transit agencies. JCCOG is only the pass-through agency for
5307 operating funds.
Coralville Transit, Iowa City Transit, and Cambus have their own authorizing resolutions that
outline JCCOG's role in the development of the 5307 operating grants. These authorizing
resolutions will not change.

RESOLUTION AUTHORIZING AND DIRECTING THE FILING OF AN APPLICA-
TION ON BEHALF OF JCCOG WITH THE DEPARTMENT OF
TRANSPORTATION, UNITED STATES OF AMERICA, FOR A GRANT UNDER
SECTION 5307 OF CHAPTER 49, US CODE OF FEDERAL REGULATIONS,
FOR TRANSIT OPERATING ASSISTANCE FUNDING, AND DESIGNATING THE
CHAIR OF THE JCCOG URBANIZED AREA POLICY BOARD AS THE JCCOG
OFFICIAL AUTHORIZED TO EXECUTE AND PROCESS SAID APPLICATION.
WHEREAS, JCCOG is a Designated Recipient of Iowa Department of Transportation funding for
planning and support of the public transit system in this urbanized area; and
WHEREAS, JCCOG will not apply directly for 49 U.S.C. Section 5307 funds, but will act as a
pass-through entity for support of the recipients, the City of Iowa City, the City of Coralville, and
the University of Iowa, d/b/a/ Cambus, pursuant to separate supplemental agreements with each
recipient; and
WHEREAS, the Secretary of Transportation is authorized to make grants for mass transportation
projects; and
WHEREAS, the recipients will supply the local share of projects costs; and
NOW, THEREFORE, BE IT RESOLVED BY THE URBANIZED AREA POLICY BOARD OF THE
JOHNSON COUNTY COUNCIL OF GOVERNMENTS, AS FOLLOWS:
1. That the Chair of the JCCOG Urbanized Area Policy Board, or his/her designee, is
authorized to execute and file an application on behalf of JCCOG with the U.S.
Department of Transportation for public transportation projects generally and for funding
under 49 U.S.C. Section 5307, in particular, and to enter into supplement agreements with
each of the recipients: the City of Iowa City, the City of Coralville, and the University of
Iowa, d/b/a/ Cambus.
2. That the Chair of the JCCOG Urbanized Area Policy Board, his/her designee, or the
Transportation Planner or Assistant Transportation Planner for the Johnson County
Council of Governments' Transportation Planning Division is authorized to furnish such
additional information as the U.S. Department of Transportation may require in connection
with the application.
3. That the grant agreement, upon FTA approval, may be executed electronically by JCCOG

This communication will serve as the requisite opinion of counsel to be filed with the Federal Transit
Administration, United States Department of Transportation, in connection with the application of
JCCOG for Federal transportation assistance authorized by 49 U.S.C. chapter 53; title 23 United States
Code; and other Federal statutes authorizing activities administered by the Federal Transit
Administration.
Johnson County Council Of Governments (JCCOG), is the Designated Recipient for this urbanized
area, as defined by 49 U.S.C. ~ 5307(a)(2) and as designated by the State of Iowa in its letter of May
11,2007, and has the authority to apply for and receive Urbanized Area Formula Program assistance.
JCCOG is a public entity under state law and engages in planning for public transit activities in its
urbanized area. In the case of certain transit programs, including 49 U.S.C. Section 5307 (the Urban
Formula Program) JCCOG acts as a pass-through entity. Funds granted by the Iowa Department of
Transportation come to JCCOG as the Designated Recipient, and through the use of supplemental
agreement, these funds are dispersed directly to the City of Iowa City, the City of Coralville, and the
University of Iowa, d/b/a/ Cambus for transit activities. Citations to statutes and ordinances establishing
the legal authority of JCCOG to carry out transportation projects for which Federal assistance is sought
is set forth below:
1. JCCOG is a separate, legal, public entity, organized under Articles of Agreement, possessing its
own governing board and budget, authorized by Iowa Code Chapter 28E.15 and 325A to
provide planning assistance for transit services, and authorized in Resolution number 2008-04,
adopted May 21, 2008, to act as a pass-through entity for grant funding to other transit
recipients through supplemental agreements with those recipients.
2. The recipients, the City of Iowa City, the City of Coralville, and the University of Iowa, d/b/a!
Cambus, will provide funds for the local share of any project, as indicated in each respective
body's adopted resolutions.
3. I have reviewed the pertinent Federal, state, and local laws, and I have concluded that there is
no legal impediment to JCCOG filing an application for the project for which JCCOG seeks
assistance. Furthermore, as a result of my examination, I find that there is no pending or
threatened litigation or other action which might in any way adversely affect the proposed
project or the capability of JCCOG to carry out the project.

We are coordinating an initial meeting of this taskforce in mid to late June. At the initial meeting,
JCCOG staff will give an overview of how transit systems are funded, including capital and
operations costs, and the various federal, state, and local funding and revenue sources
necessary to support those costs. We feel it is important that the members of the taskforce have
a good understanding of how transit systems are funded, and what that funding is based on
before beginning to discuss scenarios for expansion of fixed-route transit into areas not
currently being served.
We would also like to have further discussion of what "end product" is desired from this
taskforce. The JCCOG Urbanized Area Policy Board agreed to form this taskforce following the
submittal of a petition from representatives of North Liberty for increased transit service, and
from the League of Women Voters for increased transit service into other areas of Johnson
County. It has been staff's understanding that the taskforce will consider various options for
expansion of fixed-route transit into areas not being served, after considering costs and
opportunities. Ultimately, the taskforce would produce a statement/recommendation for the
JCCOG Board to consider.
Let me know at our May 21 meeting if you have any questions or input into the JCCOG Public
Transit Expansion Exploratory Taskforce.

Re: Agenda Item 4(e)(i): Update on Potential Eastern Iowa Amtrak Service
On April 18 a study conducted by Amtrak on behalf of the Iowa Department of Transportation
regarding the feasibility of passenger rail service from the Quad Cities to Iowa City was officially
released at a news conference. A map of the preferred route is attached for the entire route; the
preferred route between the Quad Cities and Iowa City is on the Iowa Interstate Railroad line.
Annual ridership on the full route is estimated to be around 187,000 passengers, based on two
round trips per day, and if improvements are made allowing speeds of 79 miles per hour. It is
being proposed that the states of Iowa and Illinois would share both the capital costs and the
operating costs. The attached pages provide details on the anticipated ridership, capital and
operations costs from the Amtrak study.
Next Steps
For passenger rail service to be extended from Chicago to Iowa City, there are several
necessary steps that have been identified:
· Capital funding (likely to be state and/or federal funds) must be secured and a source for
operating funding (likely to be state funds) must be identified
· Discussions and negotiations must take place between Iowa, Illinois and the railroads
regarding use of track, funding issues, etc.
· Rolling stock must be procured
· Station and associated station infrastructure must be developed, which will be a local
responsibility
· Finally, infrastructure improvements must be completed and additional personnel must
be recruited and trained
Iowa DOT staff will be coordinating discussions regarding these next steps, and affected local
governments will be invited to participate. There needs to be clear public support for Amtrak
service for these steps to be accomplished.
We will keep you apprised as we learn more. I will be attending a meeting on May 14 with Iowa
DOT and other area staff to discuss the next steps. Let me know at our May 21 meeting if you
have any questions.

Advisory Committee
The Iowa Department of Transportation is creating a Passenger Rail Advisory Committee that
will serve as a discussion and advisory forum for passenger rail service in Iowa including long-
distance, intercity, and commuter service. The committee will consist of 15-20 individuals
including representatives of each Metropolitan Planning Organization, railroads, Amtrak, the
existing Amtrak route in southern Iowa, the Midwest Rail Commission, the Iowa Association of
Railroad Passengers, and Iowa DOT staff. The attached page outlines the primary roles
foreseen for this advisory committee as well as committee expectations. The first meeting has
been scheduled for June 19 in Ames. We anticipate three to four meetings being held by the
end of the year and approximately two meetings per year thereafter.
The JCCOG Urbanized Area Policy Board is being asked to appoint a representative to the
Iowa DOT Passenger Rail Advisory Committee. Iowa City Mayor Regenia Bailey has expressed
an interest in being appointed to this committee.

Roles of the Advisory Committee
· Provide balanced and diverse representation to the Iowa Department of
Transportation (Iowa DOT) of the issues and concerns of passenger rail services
around the state.
· Assist the Iowa DOT in addressing a wide array of passenger rail service issues
important to Iowans.
. Serve as a discussion and advisory forum to:
o Provide an arena for statewide considerations. Conduct advisory
committee working sessions to move Iowa forward in expanding
passenger rail services.
o Help with information sharing, outreach, and education regarding
passenger rail services.
o Provide input to Iowa DOT's Rail Plan. Review materials and provide
suggested changes for consideration.
o Provide input in the development of a Passenger Rail Program in Iowa.
Provide advice and ideas on potential resources, as well as the intricacies
of alternative program options. Propose and comment on possible program
policies and strategies that would be beneficial in fostering and promoting
passenger rail services in Iowa.
o Provide advice and input into the prioritization process for various
passenger rail efforts.
o Enhance communications with advocacy groups at the local, state,
regional, and national levels.
o Commit to participate in approximately two meetings annually.
Additional meetings are anticipated during the first six to twelve months
as the initial Passenger Rail Program is developed.
· Help decide what specific topics/issues they would like the committee to address
over the next several meetings.
· Prioritize topics/issues and tentatively schedule them for in-depth discussion at
future committee meetings.
· Review and familiarize themselves with meeting information and material in
advance of each meeting, leading to more productive and interactive meetings.

We have been keeping you apprised of the status of the Iowa DOT Road Use Tax Fund (RUTF)
report which was released in 2006 to the Iowa General Assembly. The RUTF report specifically
addressed the need to increase funds available to repair Iowa's road system, and
recommended the creation of the Transportation Investment Moves the Economy in the 21 st
Century (TIME-21) Fund. At the March 21, 2007 meeting, the Urbanized Area Policy Board
Chairperson signed letters to be sent to area legislators endorsing the TIME-21 proposal and
encouraging their support for the initiative.
The TIME-21 Fund Act was passed by legislation (House File 932) and signed by the Governor
in 2007. On April 22, 2008, Governor Culver signed Senate File 2420 which will secure new
revenue for appropriation to the TIME-21 Fund. Key provisions of the bill to take effect the
second half of FY09 include:
. Extends constitutional protection to more funds supporting Iowa's roadways by repealing
the motor vehicle use tax of the purchase price of a vehicle and replacing it with a fee for
new registration of the same rate
. Allocates revenues to the TIME-21 Fund through the increase in fees collected from
trailer registration, certificates of title, and revenues collected from annual vehicle
registration fees in excess of $392 million
. Elongates the schedule applicable to reducing registration fees for cars and multi-
purpose vehicles and increases the minimum vehicle registration
. Increases pickup truck registration fees, establishes a "business-trade" truck vehicle
classification and increases the minimum registration fee for 3-ton pickups
. Increases registration fees for 'other' trucks registered based on combined gross weight
. Increases registration fees for special trucks for farm use
. Increases motor vehicle title fees, trailer registration fees, and motorcycle education fees

Re: Agenda Item 5(a): Highlights from the Human Services Division
Following is a summary of recent activities:
1. Completed a bi-annual survey with the individuals that are served at the Free Lunch
Program. The results are shared with the staff director and their Board of Directors. The
Free Lunch Program serves over 34,000 noon-time meals per year. Let me know if you
would like a copy of the survey results.
2. Researching panhandling issues for the City of Iowa City including how it is handled in other
communities, city ordinances, what are service providers offering, and options for donating
to services instead of panhandlers.
3. Continuing to administer the Iowa City bus strip ticket program and distribution of monthly
bus passes (both Iowa City and Coralville) for Department of Human Services, STAR, and
Goodwill clients. Also serve as the Review Person for people who have been denied for
SEATS and have filed an appeal.
4. Working with a committee, we are updating the eighth edition of the Tell Me Where to Turn
brochure which lists services and resources for people with mental illness. This brochure is
offered at no cost, so we are in the process of raising funds ($2,414.00) to print 4,000 copies
to be distributed over the next two years.
5. Reviewed FY 09 funding applications for Empowerment (serves children from birth to 5
years). The purpose of creating the community empowerment initiative is to empower
individuals and their communities to achieve desired results for improving the quality of life
for children 0 - 5 and their families. The t:,ree primary components are early education,
health, and parent education/family support.
6. I have attended or participated in the regular scheduled meetings or activities for the Human
Services Division. Several special events in the last two months included Crisis Center
Volunteer Appreciation Dinner and Pancake Breakfast, Goodwill annual meeting, Red Cross
presentation, Free Lunch's 25th anniversary celebration, MYEP open house and
Presentation on Suicide by Carla Fine. In April, for recognition of Crime Victims' Rights
Week, we organized a panel discussion on sexual assault. Panel members included
representation from RVAP, Johnson County Attorney's office, Sexual Assault Response
Team, City of Iowa City Task Force on Violence Against Women, and a survivor's story.
