Notice was given to the office manager Craig Dahlen around 1:00 PM today that this may happen. There are over 100 families in Hilltop. Prentis is not flooded turning east toward K Mart and the elevation of the Hilltop is higher than the flood plain. I would ask, both as the Editor/Writer of the Evaccuation Plan for Warren County in 1981 titled "Nuclear Attach Contingency Basic Plan" and previous EMS plans in the 2nd District of the U.S. Coast Guard where I was a non-commissioned officer for many years, why would you evaccuate instead of provide the small measure of counseling and logistics to keep 100 family units kept in house? I agree that some Emergency management is probably needed, but it is unlikely that the Hilltop itself will be under water. The maximum level of the water would still be easily passed by any standard Deuce-And-A-Half Army supply truck to deliver water and basic camping supply items. My question is where is the real optimal safety or is it just administrative least path of resistance for an ill planned and inadequate government administration that must try to find a way to pass liability along to someone non-local and down the road somewhere. I am labeled Gay since my divorce in 1987 and my career in Emergency Services naturally had to be terminated by the leaders of America. So all the years and millions of dollars in materials and lives I have saved is amounted to nothing, because Gays are worthless. But my mind knows the issues well and my skill sets are intact even though my security clearance is gone by order of the heterosexual God. I watch what happens carefully and I know enough that you need to either totally trash me in continued cruel disrespect with the typical Iowa answer about mental illness, or else you need to listen and be concerned. I ask you specifically because I would know the issues I am telling yau, do you evaccuate just to get people out of the way because it is inconvenient to you to have them to have to watch out for? Are you proposing this evaccuation because it is really necessary? Are you proposing~ithis evaccuation because you have not an adequate plan in place for the minor amount of supply and counseling that would facilitate the entire neighborhood population better and safer just staying in their homes with minimal inconvience if counseled right and managed with a relatively small amount of equipment and gesource allocations probably setting somewhere not far away but not supervised so well? I accuse no one of error right now. I ask a question. It is clear this is a real issue. Please consider my question. I want to keep the neighborhood safer and these families minimally affected amidst all the rest that is happening in Precinct 14. So I have to ask. It concerns me what is happening. I am the Chair of the Johnson County progressive issues group FAIR! Many of our members are working side by side with residents and visitors from all over the county and country to lend our backs as well as our support to our friends and neighbors. A great deal of credit for the relatively well-coordinated effort is a tribute to the great city workers, the Iowa National Guard, the Red Cross, utility company, and many other groups, as well as the hundreds of volunteers from Iowa City and elsewhere. No doubt credit is due to yourself, the Mayor and City Council, but this amazing city has amazing people who roll up their sleeves and dig in. Sadly, some people and pets in our community have been flooded out, but fortunately many have been taken in by families, friends, and churches, in addition to the shelter at the fairgrounds. I warmly welcome you to Iowa City, as you are probably seeing its people during their finest hour. Woy~ldn't you think it's a better idea for the city to sandbag a long street (like S. Capitol since it's creeping toward tflis street) instead of each individual sandbag their buildings??? All of these afford from each individualy could have been put together to build a long and tall wall of sandbag to help prevent the water from creeping further i to the downtown. Just a thought!!! This would have been much more efficient of sand used and volunteers because some businesses might not have enough manpower to sandbag their buildings. As a resident of this city, I just hope that the city government can ado more to assist its people. Although the sand drivers are doing an excellent jobs of delivering sand to people. I~lease recognize them. We continue to monitor amd evaluate evacuated sites several times each day to determine when the mandatory evacuation notice might b$ lifted. The three key criteria are: Access for fire and police services; potential of levee breach causing serious flooding; and, the absence/presence of public utilities causing safety concerns. Given the nature of the soils (send) and rapid construction of the earthen levee, the water levels will need to subside considerably before it is saf$ for residents to return. Our interest is in making this happen as soon as conditions may warrant - we do not wish'to keep you and your neighbors from your homes any longer than is necessary. At that time, many people believed this was unnecessary, as a flood that bad could never happen again. After a11, don't we have a reservoir and dam to prevent that sort of thing from reoccurring? 6/ 18/2008 Baculis Mobile Home Park /Wake of the !Flood Page 2 of 3 Thanks to that effort and the tireless work of countless volunteers who sandbagged endlessly to save our houses, this is a huge success'~story. In the wake of all the misery that has engulfed our fellow citizens on the Iowa River (Normandy, Coralville, etc.) and elsewhere, this is something that went right. Once the water is off the dike, we need to get the power restored and be able to return to our homes, humble as they may be. I realize w~ live on the flood plain, and that sometimes "trailer parks" are considered less than worthy of full attention. While I could choose to live elsewhere, my dilemma is that I truly love living by the river. There are many reasons, not the least of which is the commitment shown by the Baculis family and all the residents to maintain what I consider to be one of the nicest mobile home parks in the area. Beautiful trees, birds, no dunk anywhere, peaceful and serene. Presently, I am fortunate to be staying in a hotel, but many others are not. For them, I want to implore you to help in whatever way you ¢an. The main thing is to get people back as soon as possible to ease the psychological Strain induced by living away from their homes. I lived out there in the wake of the Hood of 1993. It was much, much worse than it is at this very moment. If there had not been a mandatory evacuation, a I~t of people would have stayed at the park, given their faith in the well-constructed walk around them. I sincerely hope none of you have been adversely affected by the flood waters, and I also hope you will make a prudent decision that will have an enormously positive effect on these people. We all need to work together to demonstrate that Iowa City cares about ALL of its citizens. Thank you for listening. G. The land has been in the Englert -Chopek Family for over 100 years. We are not newcomers and we were not victims in buying land in the flood plain. I have lived with the river all my life and gone through 3 major floods. I know what it is and I have accepted it the glory and the defeat, I know that the river wins no matter what you do. We raised the house after the last flood but that was not enough .The river still got us. I was foolish in not recognizing that I should have moved everything out. Others on the river who had been there as long as I did move. They knew as I should have. The problem is that the water has dissipated in our house. We cannot get in because the others are still full of water. If we had gotten in our loss would be far less significant. In the past we proceeded according our own plan not so this time. We are being held back because the Idlywyld residents are still under water. You learn how to deal with the flood water. You use the water power to float rugs and heavy objects out. You push broom mud along with the descending Ovate. You use the power of the water to clean up its own mess. We cannot do that this time and this is frustrating. That is just part of my story . If anyone is on the city staff from the years when the developement of the Idlywyld property was seeking permission to proceed. they will know how all of us in the Taft, Ridge Road, and the Short- Haywood neighborhoods tried to explain that the land was a very dangerous flood plain,.We hired a lawyer. We offered to buy the land and give it to the city for a park. No,no they accused us of selfish interests. At least three different developers tried to get approval for their development. Finally, one of the plans was accepted and the land was developed as it is today with some additi0ons recently.Most of those developers are long gone and the victims are sitting in 5 foot of water. I am told they have no flood insurabce because it is not a flood plain. I do not know it this is true, if so it is a shame. No one listened to the old and wise residents. A lesson that you should all take to heart. In other words we told you so. Now for the last issue. After the 1993 flood the city granted tax abatement, no utility bills (why add insult to injury),and they provided at the cost to the city or FEMA large dumpsters placed throughout the flooded neighborhoods. The Mennonites came to help and the elderly were taken to safe places. Now is the time to get organized and do the right thing. get us back into our homes to clean up, and provide as much helps as you did the last time. When you offered us your personal cell phone number,' it almost undid us. I want to put a positive spin on this (situation. There will never be another opportunity like this one' to utilize primarily federal funds for a floodplain buyout of resijdents, and at the same time gain prime riverbank land and ~ back entrance to City Park. Iowa City has a lovely city park, witN~ only one drawback. During high-traffic times, the only ways in and out by car are the exits and entrances opposite Rancher Auditorium. City Park needs a back entrance. Page 2 The stretch of riverbank involved is Peninsula area and the Elk's golf coy populated by eagles, sometimes two them fish the river, and it is spectac seem to mind. They watch us, and lovely, opposite the rse. In winter it is heavily ~Ive to a tree. We watch ular. The eagles don't watch them. If you refer to the accompanying sk tch, a permanent solution to flooding could be done by buying out Normandy and Eastmoor, and building aberm/dike,, grass covered and amenable to landscaping, along the course of what are now Eastmoor backyards. That would al ow for the flooding Iowa River to flow over most of that floodplain, minimally constricted, with minimal impact one buildings upstream and ~, downstream. If a dike is built toe close the entire current '= area, other areas like the Mariott C nvention Center woul~~e ,-...~ affected, and there could be downstream effects as well off., Rancher and the University. ~, Time is of the essence here, It takes a long time to complete ate; buyout, and although most residents now would look favorably on such a plan, as their homes are ~ried and re-carpeted, the charm of this neighborhood will rea serf itself. The purpose of my letter is to determine what process I should follow in filing for an Increased Cost of Complianc (ICC) claim. In meeting with FEMA to discuss how to deal with the losses I incurred during the recent flood, I learned of the ICC program. This is described in FEMA's Publication F-300. It indicates that flood insurance policyhol ers (my policy is with Farmer's Insurance), are eligible for up t $30,000 of ICC coverage to assist in bringing their home into compliance with the community's floodplain ordinance. It further states that there are four options to which the ICC money can be applied, one of which is Elevations This would raise the home to, or above, flood elevation adopted. This is the option that I would like to pursue. I expect to file for the building permit to elevate my home within the next 48 to 72 hours. To be eligible, the publications states thel, "...community...determines that your home...is damaged by flood to the point that repairs will cost 50 percent or more of the building's'Ipre-damage market value. This is called substantial damage." It also states that the °determination is made when you apply l~or a building permit to begin repairing your home..." To the best of my knowledge, my property was valued at $175,000 (land $45,000) before the flood. That world make the value of the house $135,000...50% of that value would be $67,500. All drywall, wiring, flooring, cabinetry, wall coverings, drapery, and more were lost in the flood. I am certain that my loses will exceed the 50% benchmark. Should I collect bids from qualified contr ctors and submit them with m a lication for a building permit? Will~the building inspection Y PP department conduct inspections to deterrhine eligibility; or is there some other process I should follow to submit an ICC claim? I would like to offer my own plea that you strongly consider this option. My condo in Idyllwild was the first home I have ev$r owned. I lived there just over two years. Because I use a wheelchair, my one-story unfit was ideal. My condo had 4 feet of water inside throughout during the recent flood. FE~~VIA declared it uninhabitable, and I lost most of my clothes and furnishings. I loved my~ beautiful home, but I am now afraid to live there. I cannot afford the extensive work it Would require to restore it, and there is a very real probability that this kind of flooding could occur again. Absent any efforts to prevent future flooding, the wisest course appears to be a FEMA buyout. The Idyllwild homeowners were unanimows in their approval of pursuing this option. A buyout now would seem cheaper than waiting for the next flood. Given the history of the area that is now emerging future flooding seems more probable than not. My wife and I bought a unit there June 2, 2008. Paying additional sums for rebuilding would be a substantial hardship. For our aged neighbors it could be ruinous. Philip M. Mayor O'Halloran's comment below is a good example of the questions yet to be answered and the level of detail that we are trying to understand. We are working diligently toward a gaining these answers and determining what Iowa City may be able to offer residents through the FEMA Hazardous Mitigation Grant Program (HMGP). Ideally we would already know the level of funding to be made available for Iowa City residents as this will very likely temper our approach. We are in the process of quantifying damages to assist in our advocacy for sufficient funding, but this process will take time and we want to urge homeowners to begin the process of cleanup and not rely solely on the HMGP as a means to an end as we do not fully yet know how the details, timing, and level of funding for the program. It does appear that the mold mitigation may be pointless with so much damage. We were inspected by FEMA I talked w/ Connie Champion yesterday and left a messge for Matt Hayek to urge the City Council to tour the interiors of Idyllwild ASAP. It appears that rebuilding will be financially unsound. I did call and ask the City to schedule an interior building inspection. No interior inspection will be done by the City unless requested by the owners. I also called the County Health Dept.. No air, water or soil testing has been done to determine if Idyllwild is a safe environment now or in the future. As a physician, I am concerned about our health and the health of my loved ones. I know there are mold experts out there and hope the state health board and EPA will shed light on how we should proceed. I will not support aband-aid approach if it means long term affects on my health or those who will, to use sally's words, "forget that a flood occurred." This is not the moral thing to do. 2) I am also concerned about the cost of rebuilding a unit for anyone in our neighborhood: If there are any financial wizards pleas help me with the numbers below: we have estimated the following: Abatement for mold: $20-30,000 Exterior rebuilding costs assessed to each owner: $110,000 (8-10 million has been mentioned) interior (paint in) could be over $60,000 This could conservatively cost $200,000+ to rebuild a typical Idyllwild home at the rate we are going. 28,800 is the max we can get from FEMA to offset this cost. Mortgage + $200,000 rebuilding costs + cost of 2.6% loan + payment for current living arrangements This will cost much more than an actual unit is worth. 7/1/2008 Rebuilding costs and health! t t Page 2 of 5 spending more money on these units in order to prevent us from losing more does not quite make sense to me. ESPECIALLY WHEN THE CITY Is SAYING THAT ONE SOLUTION IS TO RAISE OUR NEIGHBORHOOD 4-5 FEET. 3) Given what Ivan has sent, Idllywild had flooded multiple times in the past: at least 3. I will be asked to spend this aforementioned amount on an area that could flood at anytime and that history suggests WILL FLOOD AGAIN. I am open to suggestions, truly I am. But my financial advisors are telling me I cannot afford this. If the developers are looking to pushing us into bankruptcy or delaying our pursuit of a FEMA buyout, so that they can obtain the land for a decreased price than so be it. I ,lust hope to make through being able to provide for my loved ones. Please be active in contacting our city council, it appears that our board is busy as well, and they both need us to be strong voices helping to guide our own financial futures and those of our neighbors. Mayor Bailey has agreed to tour the devastation Wednesday morning (7uly 2) at 9:30 am and I request that each of you join her, or tour the site subsequently. As has been communicated to you already by Idyllwild members: we do NOT, repeat do NOT, support a rebuilding effort at this time. The majority of residents cannot afford a rebuild, and view the property as unsafe with no guarantee that the chemical and mold hazards would be completely mitigated. Common sentiment is that this area is and will remain unhealthy and unfit for residents. Living in this area, even after initial mitigation will subject our residents to significant potential health risks. FEMA told several residents that in their view, off the record, that the mold would NEVER be fully and safely abated, and the property never made fully safe to live in again. I join other residents of Idyllwild in expressing keen interest in the City Council pursuing a FEMA property acquisition for our development. At worst, it appears that the approval may have been unduly influenced by the project's developers and that site elevations were manipulated to raise them just out of the 100 year flood plain, thereby virtually guaranteeing that neither individual homeowners nor the condo association itself were aware that flood insurance might be advisable. I understand that the FEMA buyout process can be a lengthy one. However, we as homeowners are faced with an immediate decision to invest large sums of money (approaching, and in some cases exceeding, 50~ of our home's pre-flood market value) to clean up and repair our homes now. To many of us, this seems like "throwing good money after bad." I appreciate that this is a complex decision for the City. The recent flood has caused many disasters in our city and throughout our state. Fortunately, the federal government has disaster funds available to assist those hardest hit. The Idyllwild Condominium Complex is an area that is uninhabitable. The residents voted almost unanimously to pursue the Buyout option with the City. Our area was engulfed with water on June 12. We were forced to evacuate by the City as the water entered our homes. Many homes had water throughout for nine or ten days. The result is devastating. After the water receded the sewer, and water and pesticides combined to make our homes toxic. I am sure you have witnessed the sickening smell and the mold that causes your eyes to run and sting, your throat to swell, your nose to run, your head to ache, and many more unhealthy symptoms. Many residents do not believe the city should grant permits to rebuild in this area. It has flooded before and is sure to flood again, and the area is unhealthy and may not be a healthy place to live for years, if ever. (Several residents of Idyllwild reported off-the record conversations with Fema inspectors who stated just that.) After witnessing this flood, it is hard to understand how permits were granted to build in this area, in the first place and it would be unimaginable for the city to grant permits to any developer who wants to build on this flood plane again. For these reasons and many more as stated by my fellow homeowners at Idyllwild (including: l) the community meets [published Fema criteria for buyout ; 2) extensive damage has accrued; 3) there is a risk of future flooding;4) there is a willingness to be bought out; 5) the city would be negotiating with one entity instead of 92; 6) the potential costs to rebuild would exceed 50% of the value;) we request to be included as a Buyout area. Our reasons are: 1-Our community was built in an obvious flood plane noted as "Zone AE" according to a government website. Therefore, there is a significant risk of future flooding. This area is also shown to be within the Special Flood Hazard Area(SFHA) as determined by the current Johnson County Flood Insurance Rate Map (FIRM). 2- The costs to rebuild condo units has been estimated to be 50% to over 100% of the value of a unit, PLUS the cost of mold mitigation - now estimated at over $20,000.00 per unit. 3-Health concerns in the future in a flooded unit. Current mold mitigation treatment does not provide any health guarantees - only a " no mold "clause for two years. We do not wish to live there under such conditions, nor would we want to sell our condo to someone who might suffer health problems due to the mold. We have had the unfortunate prior experience with flooding and the subsequent mold problem with a second home in Florida which was devastated by Hurricane Ivan in 2003. The mold which accompanies major flooding is a VERY difficult, if not impossible, matter to ever get under control in submerged properties. 4- With all in agreement, a buyout of the owners should make the negotiating of the value of our homes somewhat easier. 5- By returning the flood plane to its original state there will be reduced flood risks for other portions of the adjacent community. The State of Iowa has requested and has been approved for Direct Housing Assistance (DHA) from FEMA for interim housing. FEMA can now provide Mobile/Manufactured Homes to individuals or families who qualify for DHA. FEMA is taking the steps necessary to have that assistance available. In areas where there are not enough existing rental units we can request FEMA provide DHA. Where DHA is requested FEMA will: • Begin Pre-placement Interviews with requested, eligible disaster victims to assess how long they will need interim housing assistance and identify their optimal solution. • Catalogue vacant commercial manufactured housing pads and begin negotiations for lease of those pads. • Identify individuals who are eligible for placement of a housing unit on their property. This could include a mobile home park model or other form of alternate housing. FEMA is responsible for the costs associated with DHA and is responsible for determining eligibility for DHA. FEMA has asked the State to provide them with information on where DHA should be provided. Cedar Rapids and Palo have already made a request for DHA to the State and the State has made the request to FEMA. If your communities need this type of housing resource the Mayor should request this assistance directly from this office. In the request, please include the number of residential units damaged in the disaster and an estimate of the number of individuals or families who might request DHA. The reason I ask is that I have a property on Jefferson St. in Iowa City that is in the flood plain, and that I would be interested in finding out if my property might qualify for the `buy-out' as well. It is, I believe, in a 100 year flood plain??? Anyway, it is mandatory that I have, and pay for, flood insurance, but have never had flooding at this location during my ownership dating back to 1991. Additionally, I do feel that the property is over assessed and that the value is considerably less do to that fact that it is located in a flood plain. My neighbor directly to the east has basically (recently) sold his home 3 times, until the buyers were informed of the flood zone. Again, I didn't know if the buy-out would (or should) include all real estate located in the 100 year plain or not. And if not, maybe my property shouldn't be in a flood plain at all considering we have stayed dry through the 100 and 500 year floods we have seen in recent years. I also realize that this process takes, apparently, lots of time before questions are answered and decisions are made. Especially when you factor in local, state, and not to mention federal governments. I do feel terrible for these people. I had two properties damaged by the tornado a couple of years ago. It took me months of dealing with the city and the insurance companies, to the point where I decided to sell my property located in the historic district. Today, I do certainly feel blessed that I am high and dry! Lots of stress involved. I seriously would like to avoid any future probability of flooding, and therefore would appreciate your consideration of including all properties located within the flood zone for any future possibilities of buy- outs. I live at 731 Manor Drive and was told by the bank that I was not required to buy flood insurance as I was in the 500 year flood plain. This obviously is a total misnomer. When I watched the waters rise on Thursday and Friday (6/10 and 6/11) - it became very apparent that my house has an equal chance of flooding as the home near me in the 100 year flood plain. My house sustained similar damage as the homes in the 100 flood plain and the height of the water in my house was the same as the homes in the 100 year flood plain. When I watched the water rise from the storm sewers on my street from the pressure of the river and watched the water creep back from City Park down Manor - I realized this categorization of a 100 vs. a 500 year flood plain in my neighborhood was sorely out of date and did not reflect the true status of this flood plain. The only thing that makes sense with a buy out is to buy the entire neighborhood (Parkview Terrace) and put the natural boundary of the river back to the hill running along the back side of Park Road. Anything less than this would not make sense as it's the entire neighborhood that has a severe risk of similar flooding occurring in the not so distance future due recent development both up and down river, poor flood management practiced by the corps and globing warming. Bob Irwin 731 Manor Drive Iowa City, IA 52246 541-0714 7/3/2008 Post Flood Alternatives for Mosquito Flats (an entirely amateur perspective) Douglas Jones 816 Park Road Former member, Iowa City Riverfront Commission July 3, 2008 The flood of 2008 showed a number of problems in Mosquito Flats: • As developed, this is a single-exit neighborhood. This never should have been allowed, and it was clearly a problem, both in the evacuation of the neighborhood and in the cleanup, when the Normandy -Park Road intersection approached gridlock. • The storm drains serving Mosquito flats are very difficult to sandbag, and once sandbagged, they are very difficult to re-open. • The low spot at the west intersection of Normandy and Manor was a serious bottleneck for emergency vehicle access during the evacuation and during the recovery. Elevating this would improve safety in the neighborhood during high water. • With two serious floods in 15 years, and one failed attempt at building an emergency levee, it is worth investigating the construction of a permanent levee. As we will see, this can be combined with a second exit to the neighborhood and the elevation of Normandy Drive. Solutions to each of these problems should be investigated as part of any plan for the reconstruction of the neighborhood. Should the aggregate cost of the best options exceed the value of the property protected, then a buyout of the entire area is the prudent option. Adding a Second Exit There are at least three options for adding a second exit to the Mosquito Flats neighborhood, as illustrated on the following page. A) Granada Court to Magowan Avenue. Old timers report that the city originally asked for something like this second exit route when Mosquito Flats was originally developed. There is currently a gravel driveway along most of this route, and it has been heavily used during both the 1993 and 2008 floods. Opening this route as a permanent second exit to the neighborhood would pose the fewest civil engineering problems, but it would probably require abuy-out or condemnation of 601 Magowan Avenue to gain access to the Magowan cul de sac. Opening this exit would allow infill development of platted lots that currently have no road access. B) Granada Court to Gould Street. As with alternative A, this follows an existing ravine in order to minimize civil engineering problems. As with alternative A, this would allow infill development of back lots that currently have no street access. Considerable fill would be required at the head of the Gould Street ravine, but a considerable part of this ravine is already a city right-of--way, so less land would need to be acquired. This route would probably require a buy-out or condemnation of 602 Granada. C) Manor Drive to Oakridge. This route would largely pass through the southwest corner of City Park, requiring minimal land acquisition and no removal of existing dwellings. This route could be integrated with additional parking for the baseball fields in City Park. The fill requirements to climb the last 15 feet to Oakridge would be significant, but adding fill along the lower part of this route could make this road into a levee protecting the City Park sewage lift station. Note that the existing emergency levee constructed during the 2008 flood partially follows approximately this alignment. Alternative A would encourage traffic to use this route to access Mosquito Flats, while alternatives B and C, because they do not connect directly to Park Road, would probably attract less traffic. OAKRIpGE 11 i1 ~- - - ,~_ L°_- - GOI}LD Storm Drains The FEMA 100 year flood level is 652 feet at 820 Park Road and 651 at 801 Normandy. As a result, floodwater has entered the neighborhood through the drain between 601 and 609 Normandy. In that vicinity, the street elevation is 648 feet, over 3 feet under the local 100-year flood level. During flood, the water level in this area is controlled, to a significant extent, by the rise in the street at 721 Normandy, where the elevation is above 650 feet. During the flood of 1993, no effort was made to prevent backflow through these drains. In 2008, an ineffective attempt was made to sandbag the various storm drains serving the flats, although the initial efforts at this were done ineffectively, requiring emergency repair shortly before the river overtopped the sandbag levee. The upstream storm drain was then unplugged prematurely, allowing inflow comparable to that during 1993. There are several options for improving storm drainage in the neighborhood. A) Flap valves. The least expensive retrofit to the drainage system would be to add a flap valve at the outlet of each drain. This would prevent floodwater backflow and allow placement of a pump intake hose into the catch basin of the drain to pump the water level down below street level, greatly facilitating access. The problem with valves at the end of storm drains is that they are exposed to the river current and debris. One log floating down the river in the floodwater could dislodge the valve, leaving the neighborhood unprotected. B) Better valves. At higher expense, a vault could be constructed, preferably at the highest point between the river and the street, to house a better backflow prevention valve. This would protect the valve from debris, at the cost of one vault per drain line. ~, .m., ~~aN va~v~ Di imn Options for storm drain backflow prevention. Levee and Floodway Alternatives During the flood of 1993, the natural levee between Normandy Drive and the river would have provided significant protection if it had not been for the backflow through the storm drain between 601 and 609 Normandy. Only a small number of sandbags at a low areas sufficed to hold the level in the flooded streets significantly below river level. In 2008, the lessons of 1993 were taken to heart,. The storm drains were plugged and an organized attempt was made to reinforce the natural levee with sandbags. Unfortunately, the floodwaters overtopped this sandbag levee by well over a foot, filling the intersection of Normandy and Manor with over 5 feet of water at the flood's peak. Floodwaters in this intersection seriously hampered the evacuation of the neighborhood. This suggests that any attempt to improve the natural levee or build a new levee should include elevating Normandy Drive to at least 650 feet through this intersection. Beyond this, the following alternatives emerge: A) Develop a permanent levee along the approximate line of the sandbag levee constructed in 2008, between the houses north and west of Normandy Drive and the river. This is a bad idea for numerous reasons: It minimizes floodway width, particularly between 809 and 829 Normandy, where the opposite riverbank is a rock cliff. Creating such a narrow floodway raises the water level upstream, certainly along Rocky Shore, and possibly as far upstream as the Coralville Strip. Any significant levee along this line would also detract from the value of riverfront homes by blocking river access and blocking the river view. Such a levee would be necessarily narrow and therefore vulnerable, but it would maximize development potential. B) Develop a permanent levee along the crest of the natural levee between Normandy Drive and the river. This would require either demolition or elevation of all houses along the riverbank. Voluntary buyouts would not work well in this context, so eminent domain would almost certainly be involved. This option minimizes the volume of earth that must be moved, but it also leaves a the relatively narrow existing floodway. C) Elevate Normandy Drive itself as the levee. This allows a broad levee, but it would leave a row of homes unprotected. Buyouts would have to be offered to these homes, although some homeowners would undoubtedly opt to elevate or otherwise floodproof their homes and continue to live outside of the levee. To the extent that homeowners opt for a buyout, this would greatly improve river access to those living in the interior of Mosquito Flats; furthermore, the natural levee in areas where homeowners accept a buyout could be mined for the fill required to raise Normandy, thereby widening the floodway. Even if the street were not raised to the level needed to withstand the level of the 2008 flood, the river-side sidewalk could be designed to serve as a foundation for a temporary sandbag levee far better (and lower) than the levee constructed in 2008. Elevating Normandy above the level of the homes immediately inland from the street would create drainage problems. Buyouts of these homes might be needed, and to the extent these homes are rebuilt, they should be elevated. A storm drain parallel to the street would be needed to drain the interior foot of the levee. The continuation of this levee into City Park would significantly improve the River Corridor Trail System. D) Develop an inner line of defense, enlarging the area of the buyout in order to shorten and simplify the levee and further widen the floodway. For example, consider a levee along Eastmoor or Manor. Because of the shape of the neighborhood, these alternatives protect far less land while saving very little in the length of the levee that must be developed. Conclusion My personal recommendation is to consider the following alternatives: • Alternative exit from the neighborhood through City Park up hill to Oakridge Street, plan C. • Backflow prevention on storm drains using vaults set back from the riverbank, plan B. • Elevating Normandy Drive as a levee to defend Mosquito Flats, plan C. The city should, as soon as possible, come up with a cost estimate for this combination and a cost estimate for a buyout of the area of Mosquito Flats in the 500-year floodplain. If the flood protection system costs more than this buyout, the city should immediately proceed with developing a buyout plan for the entire 500-year floodplain (about 128 homes). If the flood protection plan costs less than a buyout of all homes in the 100-year flood plain (about 20 homes), then the city should plan on implementing it and homeowners should plan their reconstruction along these lines. If the flood protection plan is intermediate in cost between a buyout of just the homes in the 100-year flood plain and a buyout of those in the 500-year flood plain, then the decision becomes harder. In any case, I strongly recommend that the city move forward on developing a buyout plan for the houses between Normandy and the river (about 25 homes). These houses cannot be reasonably protected by any neighborhood protection plan that does not unduly restrict the floodway and detract from the value of the houses. Note that the FEMA definiton of the floodway is given in terms of raising the level of the 100 year flood by no more than one foot. Development that raises the 100 year flood by one foot could potentially raise the 500 year flood by considerably more. Additional Suggestions The city and FEMA should reassess the climate data in order to recompute the peak flow rates used to derive the 100-year and 500-year floods. In the 50 years since the Coralville Dam was constructed, we have experienced two such floods. This makes me suspect that FEMA and the Corps of Engineers are not living in the same world. Basements should be prohibited in the 500 year floodplain. Many homes in Mosquito Flats are appropriately built on slabs, but a surprising number of homes have full basements, even one that was constructed after the flood of 1993. Alternatively, basements constructed in the 500 year floodplain should be required to be specially reinforced and floodproofed in order to reduce the risk of foundation collapse. North Dubuque Street and any other impediments to a flow of 12,000 cfs should be elevated. At the current elevation, the northbound lanes of Dubuque Street are only inches above the river level when the dam is releasing 10,000 cfs, while the southbound lanes can handle 12,000 cfs. In this flood, had the corps been able to routinely release 12,000 cfs during the normal spring flood, they would have been able to draw down the reservoir significantly during May, enough to have made a material difference in the peak flows of this flood, preventing many millions of dollars in damage. When the time comes to replace or rebuild Park Road Bridge, increase the flood channel capacity and build a bridge that does not become a dam when the waters rise. Thin-deck design, fewer piers, lower approaches or a longer span would all have been helpful. As things stand, Park Road Bridge began to act as a dam when the flood waters reached the bridge beams, and the result was a sudden jump in the river level upstream, until the river overflowed Park Road west of the bridge. Governor Culver announced today that we will be receiving AmeriCorps Volunteers to help coordinate Volunteer Center activities. They will also serve under the supervision of Patti Fields, director of community impact, who is overseeing all aspects of the Volunteer Center. On Monday, United Way convened a meeting with invited representatives from Emergency Management, Iowa City, Coralville, Johnson County, UI, Chamber of Commerce, Consultation of Religious Communities, FEMA, Red Cross and Habitat for Humanity. The purpose of the meeting was to discuss how to coordinate volunteer response and recovery efforts, and to ensure we keep the lines of communication open regarding the shifting needs and coordination of volunteers to address those needs. We will be meeting weekly on Mondays at 1:00-2:00 p.m. in the United Way Board Room. I would envision at some point this committee and the UWJC Flood Relief Fund Task Force will merge to create along-Term Recovery Committee (or VOAD - VoluntaryOrganizations Active in Disasters).
