RESOLUTION NO. 08-195
RESOLUTION ESTABLISHING THE IOWA CITY SMALL BUSINESS FLOOD
ASSISTANCE PROGRAM

WHEREAS, it is estimated that 100 small businesses in Iowa City have been impacted by the
recent flooding; and
WHEREAS, the City wishes to establish a program to assist these small businesses with the
expense for cleaning up and hiring licensed inspectors.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA, THAT:
The Iowa City Small Business Flood Assistance Program is established, and the terms and
conditions for the program, as set forth in the attached document, are approved.
The City Manager and City Attorney are authorized to implement the Iowa City Small Business
Flood Assistance Program in accordance with the approved terms and conditions.

IOWA CITY SMALL BUSINESS FLOOD ASSISTANCE PROGRAM
(Adopted by Resolution No. 08-195)
The terms of the Iowa City Small Business Flood Assistance Program are as follows:
Amount: The loan cannot exceed $5,000.00.
Interest: 0%.
Security: The loan will not be secured.
Loan Terms: The business must execute a Promissory Note. The note will be
forgiven if: a) it reopens within 6 months of receipt of the loan (if it had
been closed); and b) it remains open for at least 18 months following its
reopening (if it had been closed) or receipt of the loan (if it had never been
closed).
Eligible Businesses: The business must be located in Iowa City and cannot have more
that 25 FTEs.
Eligible Costs: The loan proceeds can be used only for flood related clean up and
inspection expenses that are not reimbursable from either FEMA or
insurance.
Application: The business must complete an application form to be available at
the City Manager's Office and on the City's web site.
Administration: The program will be administered by a committee comprised of
City staff appointed by City Manager, one member of the City
Council Economic Development Committee, and one person
appointed by the Chamber of Commerce.
Funds Available: $75,000.00 of City funds is available. The City is hopeful that the
fund will be augmented by contributions from the Chamber or other
private sources. Funds will be distributed on a first come, first
serve basis.

RESOLUTION NO. 08-196
RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A LEASE FOR
SPACE FOR THE ANIMAL CARE AND ADOPTION CENTER.
WHEREAS, the Iowa City Animal Care and Adoption Center located at 111 Kirkwood Avenue
was damaged during the recent flooding;
WHEREAS, the animals were evacuated to the Johnson County Fairgrounds;
WHEREAS, staff and animals cannot reoccupy 111 Kirkwood Avenue at this time; and
WHEREAS, the City needs to lease space for staff and animals.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF IOWA
CITY, IOWA:
Upon the direction of the City Attorney, the Mayor is authorized to sign and the Clerk to attest a
space lease for staff and animals for the provision of animal care services.
