Wednesday, June 4, 2008
• Daily conference calls begin with the Corps, Iowa City, U of I, Coralville and
I DOT.
• Corps indicates that they plan to increase release rate to 12,000 cfs on

• Started to organize sandbagging efforts
• Take delivery of 50,000 sand bags from Corps
• Sandbagging started on Rocky Shore Drive, late pm.
Thursday, June 5, 2008
• Sandbagging begins on Normandy and at Baculis & Thatcher.
• Corps indicates that they plan to increase the release rate to 16,000 cfs on
Saturday with another increase possible on Sunday and Wednesday.
• Iowa City Command Post activated to manage incident using the National
Incident Management System (NIMS) protocol.
• Corps Colonel met with Mayor.
• Established Call Center for residents needing assistance.
• Dubuque Street is closed to traffic from Park Road to Foster Road.
• Johnson County activated their Emergency Operations Center at level 1.
• ICFD and ICPD distributed notices to Taft, Normandy, Baculis, Thatcher and
Showers addition as well as along the east bank down into the county to
Eagle View Lane.

• Revised release plan from the Corps: Saturday they will increase to 15,000 cfs
and Sunday they will increase to 16,000 cfs. Depending on the amount of
rain, it is possible that flow will go over the emergency spillway on Tuesday.
• Local Disaster Declaration signed by the Mayor.
• City held first Press Conference.
Saturday, June 7, 2008
• Parking restrictions lifted in Manville Heights for displaced cars from the
Normandy area.
• Evacuation notice issued to Baculis & Thatcher Manufactured Housing Courts
and the Showers Addition. Distributed by ICPD. Note: This notice was
issued before Iowa City had the legislative authority for mandatory
evacuations. In effect, this was a voluntary evacuation notice.
Powered down Jordan Well #2 at the old plant site, plugged access to aquifer
and maintained telemetry at the Bloomington ground storage reservoir.
Call Center receives 59 calls and expands service to 24/7.

• Corps projects flows of 20,000 cfs by June 11tH, with peak next weekend.
• Closed backflow gates by Rocky Shore / Hwy 6 Intersection and set up
pumps.

• Corps projects peak flow from reservoir of 28,000 cfs on June 17tH
• Closed stormwater backflow gates on Stevens Drive and set up pumps.
• Rocky Shore Drive is closed.
• Water craft ban enacted on the Iowa River.
• Johnson County EOC activation elevated to Level 2.
• Asphalt millings are spread at the intersection of Normandy and Manor to help
maintain traffic if the area floods.
• Red Cross opens shelter at the County Fairgrounds.
• Call Center receives 141 calls.
Tuesday, June 10, 2008
• Flow from reservoir is at 20,000 cfs. Water has started to flow in the
emergency spillway.
• Corps projects peak flow from reservoir of 32,000 cfs on June 16rn
• Park Road Bridge is closed. Holes are drilled in the deck to reduce buoyancy.
• Call Center receives 119 calls.

• Corps projects peak flow from reservoir of 33,000 on June 20tH
• Corps updates (5:30 pm) with possible peak flow from reservoir of 38,000 cfs
on June 18tH
• City Council held special meeting to adopt an ordinance enabling mandatory
evacuations.
• Normandy sandbag levee is projected to overtop tonight based on gauge
readings at Coralville Reservoir. In addition, heavy rains are in western Iowa
and headed to Iowa City. Decision made to implement mandatory evacuation
for Normandy Drive. Implemented shortly after midnight.
• Call Center receives 200 calls.

• Corps reports significant rainfall in the Iowa River basin in the past 12 hours.
They are now projecting a peak flow of 40,000 cfs on June 17tH
• Normandy sandbag levee overtops. The intersection of Normandy and Manor
is flooding and mandatory evacuation of the remainder of Parkview Terrace is
implemented. Pumps pulled from the neighborhood to keep from loosing them
to flood waters.
• River breaches RR track in Coralville; area along Hwy 6 floods. Pumps pulled
from Rocky Shore / Hwy 6 location to keep from loosing them to flood waters.
• Primary focus shifts to preserving water supply and basic wastewater
treatment.
• Iowa City Command Post changed to Unified Command structure. Command
Post staffing hours extended to 24/7.
• City internet service is interrupted due to flooding in Cedar Rapids.
• The Animal Shelter relocates to the Johnson County Fairgrounds.
• All city operations prepare for independent east and west side operations in
the event that all river bridges are closed.
• 24 hour watch put on bridges.
• Loaned 100,000 sandbags to Coralville.
• Call Center receives 250 calls.

• Corps projects peak outflow from reservoir of 44,000 cfs on June 16'" or 17t".
• Sandbag protection of key elements of the North Wastewater Treatment
Facility are completed at 2:00 am.
• Water Division abandons efforts to protect water sources on the peninsula
because of rising flood waters.
• Significant effort underway to preserve 3 wells at the Water Plant site.
• Arts Campus floods.
• Preformed controlled shutdown of the Riverside Drive stormwater lift station to
minimize damage to electrical components from flood waters.
• Hwy 6 from Gilbert Street to Hwy 1 is closed.
• City begins program to bus volunteers from two central locations to
sandbagging locations with a strong focus on protecting critical infrastructure.
• City internet service is restored.
• Corps afternoon conference call estimates a crest of 43,000 cfs on June 17t"

717 with a flow of just over 39,000 cfs. Peak flow in Iowa City was 42,500 cfs.

• Iowa City Command Post hours return to 8:00 am to 5:00 pm.

• Park Road Bridge is cleared of 52 tons of floating debris accumulated along its
upstream side.
• Hwy 6 Bridge reopens to traffic.
• Housing and Inspection Services (HIS) Department conducts an initial visual
inspection of Parkview Terrace area by boat and Idyllwild area by National
Guard high profile vehicle.
• Storm sewer gate valves at Rocky Shore / Hwy 6 are reopened as the river
level drops below the level of the flood waters on the Coralville Strip.
• Iowa City Command Post returns to single Incident Commander structure.
• Call Center receives 207 calls.

Association Meeting at the Iowa City Public Library.

• HIS staff hand delivers "After the Flood" information packets to residents
returning to their homes.
• Refuse Division staff hand delivers information and guides residents to use the
"four pile system" for placing debris at the curb for pickup.
• Hwy 6 west of Rocky Shore Drive reopens.

• Pumps reinstalled at Stevens Driver.

• Water demand exceeds supply for first time during the event. Unable to top
off ground storage reservoirs at night.
• Debris management begins at the Landfill and at the EPA temporary site at
1200 South Riverside Drive.
• Curbside debris removal begins.

• Rocky Shore Drive reopens.
• South Gilbert Street from Hwy 6 to the RR reopens.

Thursday, June 26, 2008
• Significant rains overnight causes localized flooding in areas at which we are
pumping storm water.
• Corps temporally cuts back flow from reservoir by 3000 cfs to offset additional
flooding from locally heavy rains.
• Property owner on Normandy drive takes down part of sandbag levee.
Sandbag levee breaches at this location when the river level rises during the
day. Normandy area begins to flood. Emergency crew dispached from the
Street Division to restore sandbag levee.

Iowa City Flood Control Center
The Iowa City Flood Control Center opened on June 6th with one person in the
call center answering the 887-6202 phone line. A press release was issued to
assist in answering questions from the community about the flood conditions and
assist in the volunteer sandbagging efforts. June 7th, two more people were
added to assist answering phones and the center went 24 hours. Rain
predictions and late night sandbagging efforts as well as pumps on standby
required higher vigilance of safety and security in the Park View Terrace,
Stevens Drive, and S Gilbert area. Calls begin picking up significantly on June
8th and the Call Center begin matching bags, sand, and trucks with volunteers
and residents. The call center maintained 24 activity until June 16th when it went
to 7 am - 9pm operation. On June 17th the Call Center went to 8-5 pm operation
daily until June 27th when weekend operation ceased . The Flood Control
Center phone number is currently being answered from 8-5 Monday thru Friday
in the Public Works, Public Information office.
The United Way opened a community volunteer office on Wednesday June 25tH
to take information from those in need and match with volunteers calling in to
sign up. During United Ways first weekend 98 volunteer contacts were
registered (some were groups of volunteers). There were 66 requests for
assistance and 59 matches made.

M'ke Wr'gnt landscapes, our schedules, our lives-are simply not the same. As we all begin the
recovery and rebuilding process and sift through our losses, it is important for us to
acknowledge those things that the flood could not sweep away-our concern for
one another, our sense of community, and our commitment to come through this
disaster stronger and better prepared to face the next challenge.
In that spirit of acknowledging our strengths and coming together as community, I
am happy to let you know that the Jazz Festival and the Iowa City 4th of July
fireworks will take place as scheduled. The Iowa City-Coralville Jaycees, with the
cooperation of The University of Iowa, have graciously agreed to change the venue
of the fireworks to Hubbard Park so our residents will not lose this event due to the
flood. This will enable people to attend the Jazz Festival and view the fireworks
from the Pentacrest on The University of Iowa campus in downtown Iowa City.

I know that the Freedom Festival, which is so important to Cedar Rapids residents,
had to be cancelled due to the floods. I would like to extend an invitation to you, the
Cedar Rapids City Council, and Cedar Rapids residents to join us in Iowa City this
year for the Jazz Festival and fireworks. I know that it won't be the same as your
own celebration in your own city, but this provides an opportunity for us to come
together as the broader Corridor Community for a holiday from the recovery efforts
to rest and reinvigorate.
Once again, our community is deeply saddened by the losses Cedar Rapids has
suffered. We know that your community is resilient and will move beyond-this.
Please let me know if there's anything that we can do to help Cedar Rapids during
this difficult time. I hope to see you and others from your community in Iowa City on
July 4m

Doug,
I toured flood damage areas today with representatives from FEMA, Small Business Association and Iowa's
Homeland Security.
Their assessment indicates the following:
Residential:
239 Total Residents affected (There might be a few more, we didn't go to Napolean.)
The damage catagories they use are Affected, Minor, Major and Destroyed (least damaged to most damaged)
Affected (example is 2"d level of Idyllwild) 16 each
Minor (very minimal water in structure) 14 each
Major (lots of water in structure) 197 each
Destroyed (Taft Speedway) 12 each
