PROCLAMATION
Whereas, the Americans with Disabilities Act was passed by the
United States Congress on July 26, 1990, to prohibit
discrimination against people with disabilities, and
Whereas, the organization known as Evert Conner Center for
Independent Living wishes to make known to the general
public the importance of this Act, and
Whereas, people with disabilities -mental, physical or emotional -
~ are individuals in and of themselves, and need the respect
and support of others if they are to become independent and
', self-supporting, and
Whereas, the City Council wishes to express support for the efforts
of the members of the Evert Conner Center for Independent
Living.

Now, therefore, I, Regenia D. Bailey, Mayor of the City of Iowa City,
Iowa, do hereby proclaim July 26, 2008 to be
Persons with Disabilities Day
and urge all citizens to become aware of and support the intent of
The Americans with Disabilities Act and the Independent Living
philosophy which dictates that persons with disabilities will take

PROCLAMATION
Whereas, the International Criminal Court is a permanent court to try individuals accused of the
most serious crimes to the international community, currently, genocide, war crimes and crimes
against humanity, and is an independent, treaty based organization; and
Whereas, the International Criminal Court promotes national prosecutions first, and is a court of last
resort, to act only when national judicial systems are either unable or not genuinely willing to act to
investigate and prosecute these crimes; and
Whereas, instances of crimes against humanity and genocide continue to occur, and the
International Criminal Court provides an alternative solution using the rule of law, and cases have
already been referred to the International Criminal Court from places where the most serious of
violations occur, including the Darfur region of Sudan; the Democratic Republic of Congo, Uganda,
and the Central African Republic; and
Whereas, the more nations which are parties to the Criminal Court, the greater its effectiveness will
be, and the date on which the nations of the world agreed to create the International Criminal Court is
a date which deserves commemorations, and celebration as a step forward for accountability pursuant
to the rule of law for those who are accused of these the most serious of crimes against the
international community and against humanity.
NOWT therefore, I, Regenia D. Bailey, Mayor of the City of Iowa City, Iowa, do hereby proclaim
July 17, 2008 to be
International Justice Day
in Iowa City.
