Until the bus routes changed in May, my kids and their friends took the city bus to get to SEJH and City High every day. 4f 5 In May, the times of this route changed so it now gets kids to corners near their schools at 12 minutes past the hour, when their schools begin at ] 0 minutes past the hour! The change means that kids who want to take the city bus now need to arrive at school an hour early (7:12 for SEJH). I don't know if the City Transit consulted with the school district about how the change of times for our route affected transportation to school. I don't know if the school really wants kids to arrive 1 hour early. Walking takes about 40 minutes, which is a lot for the early morning (1.5 miles) Presently, the kids are biking to school, but that won't work well in the winter. The advantage of taking the bus or biking is that the kids get some exercise walking from the stop to school, and walking home (because the route only goes one way). In the past, when my kids went to junior high, they became public transit users, learning the bus system, independence, and helping in some small way to encourage public transit and helping the environment. It seems that this winter, unless the route times change, my kids & their friends won't be using the bus. They will probably being driven, diminishing public ridership on our system, adding to congestion around the school and increasing their carbon footprint. That's too bad, because it takes kids who were committed to the public transit system and turns them back to driving. I spoke to the transit scheduler about the changes, and she said they were made to increase service to another area of town, but didn't consider how the change would impact kids getting to school. She also said that at this point, nothing could change. In most citys, the transit system is part of how kids get to secondary schools. It seems a good use of public resource to have older kids riding public transit. Please let me know what the city council's perspective is about coordination of city transit lines with the start times of school, and if any better schedule can be adapted. To The honorable Mayor and City council Members. (1) If signs are to be removed from buildings it should be in that zone. Rnc Rns etc. The zoning dept. should not pick and choose by # of units. Houses and apartments are rented to the same group of people. The apartments regardless of size or number of units should follow the same set rules as "rental houses" in any given zone. I should have the same rights to advertise as any competition. (2) My houses are generally rented starting in Dec.l and done by March.l A four month window for signs in the summer will be of no Value. I have worked very hard these past years, being the bad guy, keeping the bars reasonably in line. I can no longer do what needs to be done. The board was designed to make changes; to make Iowa City a better community. I have worked on behalf of excessive drinking for many years. ICAAB has made several key changes over the past five yeazs, but the boazd is useless without a collaborative effort among city officials. The board is utterly powerless due to lack of enforcement. I have given written problems to the police. I have had numerous meetings. I have talked to officers. I have talked to council. I have talked to city attorneys. Most of these things have been done to no avail. My frustration grows as I see irresponsible baz owners getting away with breaking the law. They know there is no enforcement. I am not blaming anyone or making excuses; I'm just stating the problem. It's frustrating because I continue to ask for cooperation and help from city officials but receive none. Maybe it's the lack of organization among the city. Maybe it's the lack of power. Maybe it is lack of orders. Maybe it's the lack of proper city council. Maybe it's a number of things. Yet the fact is nothing can get done without enforcement. It appears to me that the city has ordinances that cannot be enforced. It also appears to me that several bars are being overlooked and under enforced. The same bars are having the same problems and nothing seems to be done about that. A few senseless acts of others create problems for us as a whole and I cannot control those actions. I no longer care to have my name associated with this. My primary concern has always been safety. I have and will continue to make downtown a safer place. I want a safe environment for our students so that they can continue to enjoy all that downtown has to offer. Iowa City is a one-of-a-kind community; a place I am proud to call home. I cannot single handedly make things better. 1 have done my part. I have spent many days and nights trying to make our community a better place. Now, it is not up to me anymore. It is up to our council, law enforcement, and other members of the community to continue this process. I only hope my resignation will not leave a free for alI among certain bars. I can no longer expend the amount of time and energy required to maintain the integrity of the ICAAB, while receiving little, if any, assistance from City Council, City Staff, nor other ICAAB members. Countless time and effort has been wasted by myself, and others attempting to persuade downtown establishments to operate in a responsible and legal manner. However, with no enforcement, nor any clear understanding of current laws and ordinances by City Staff and owners, most of these efforts go by the wayside. The guidelines we set nearly six years ago when the ICAAB was created are followed by most of the establishments. But, the establishments that do not follow the guidelines do so habitually and without consequence to their actions. This is unacceptable to those of us that are trying to operate not only responsibly, but legally as well. ' Council Meeting Presentation ~~9/ Iowa City .~ Complaint On Zone Planning, by Libris Fidelis, Iowa City resident for September 9, 2008 With -last city council meeting's callous approval of the Wal-Mart expansion, it seems pointless to make a request for intelligent planning that does not destroy our community. However, this presentation is about the past and present city zoning and planning system failure, which reflects a total ignorance and disregard by Iowa City that goes -back probably a century, with no single guilty party in this, as our city has not been protecting existing community businesses and the traditional hometown culture in our Iowa City,. and continues to not protect our community. Zoning ordinances and planning have basically originated from the post- World War 1 period of national expansion... There has been no legitimate property zone format for the development of our city that could have resulted in symbiotic social and economic integrations, both to protect and nurture our community culture. Since the post-Korean War era, there has been an invasion of rebellious economic commercial development into single-family residential areas, resulting in a rampant widening of streets into major thoroughfares, and even residential development infiltration into industrial and transportation sectors that brings habitat discord to the businesses. That both destroys the historic esthetic residential values which people treasure in a community environment, and it drives off the traditional small businesses in a hostile take-over of the community. There is no grandfather clause to stopt development from destroying traditional local culture and historic esthetics. In the past fifteen years, I have witnessed about a dozen municipal airports across the western states that were shut down due to the complaints of noise, and of one railroad line which was built in the 1880s that once ran through Encino California. These) were forced out of business because of the loud air horns at railroad crossing and air plane noises became an irritant because of bad zone planning, which allowed residential development encroachment into industrial areas. University of Iowa's and Johnson County's recent cancerous expansion of sterile, inhuman architecture and the now inappropriately placed Uof I recreation center being built in the formerly prime industrial area of the Cedar Rapids and Iowa City Railroad will put two more nails in the coffin of that railroad, to run it out of business. A huge student apartment building that was constructed on the hill overlooking Iowa City's airport causes a problem no different than building an apartment next to the Iowa Interstate Railroad crossing on Clinton Street. All of this poor planning is going to eventually kill those traditional economic entities. Yet Iowa City's City Council continues to make bad judgement, just as it did to kill our community small businesses with Wal-Mart. (over) We cannot exist only with large corporate development of aand transbortation and shopping centers alone.
