Page 2 Item Ho. 3(d) (cont 'd) (2) Consider a motion directing that the Traffic Engineering Department install stop signs at the intersection of Linn Street and College Street so as to create a three-way stop situation. Comment: This motion should be approved so that the three-way stop which Council desires can be installed in an expeditious manner. I e. Setting Public Hearings. a. Consider a motion setting a public hearing on May 6, 1980, on an ordinance amending Chapter 11 of the Code of Ordinances of Iowa City by adding definitions for apprentice electrician and electrical contractor and by amending certain requirements for obtaining electrical permits and license. Comment: The purpose of this ordinance is to clarify licensing procedures for electricians and establishing a minimum time period for which an application for an exam must be submitted. It also allows for the City of Iowa City to perform electrical installations for traffic lighting without the benefit of licensed or registered personnel. This ordinance also clarifies who can obtain and must sign an electrical permit which will greatly reduce the liability if some failure should occur. This ordinance has been reviewed and approved by the Electrical Board of Appeals and a copy of the proposed ordinance is attached to the agenda. j f. Correspondence. (1) Letter from Daniel L. Page. 5 Item No. 9 - CONSIDER RESOLUTION AWARDING CONTRACT AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST CONTRACT FOR THE CONSTRUCTION OF THE WASHINGTON STREET BRIDGE DECK REPLACEMENT TO HANSON CONCRETE x COMPANY OF WASHINGTON, IOWA. Comment: Two bids were received for the Washington Street Bridge Deck Replacement Project. The bids are as follows: Cramer R Associates, Inc. $190,866.30 Hanson Concrete Company 165,994.27 Engineer's Estimate 131 963.00 Engineer's Estimate (less item q4) 127,963.00 Action: Hanson Concrete submitted the low bid which is 26% over the Engineer's Estimate. After contacting other prospective bidders, it was determined that there is plenty of work for small bridge contractors this construction season. One item in the contract, sandblasting and pointing, is not worth the $16,000 hid ($4,000 Engineer's Estimate) and Hanson Concrete has agreed to delete this item from the contract. The Engineering Division, therefore, recommends that Council award the contract with Item q4 (sandblasting and pointing) deleted. Total contract price is then $149,994.27 and 17% over the Engineer's Estimate of $127,963.00. Item No. 10 - CONSIDER RESOLUTION AWARDING FOUR CONTRACTS AND AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST SAID CONTRACTS FOR THE CONSTRUCTION OF THE IOWA CITY SENIOR CITIZEN CENTER. Comment, 11-3 i Action: The following firms have submitted the best bids in each category for the remodeling of the old post office: Rurger Construction Company, Inc, - general; Modern Piping, Inc. - mechanical; White Electric - electric; Hockenherg - kitchen equipment. These bids, including alternates, are less than the estimated cost of remodeling the structure. General Revenue funds will not he necessary to finance the project as sufficient funds from other sources are available. JOHNSON). Comment: This resolution will enable the City to enter into a contract with Mr. Johnson for acquisition of property needed for improvements to Ralston Creek. Action: Item No. 12 - CONSIDER A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AND THE CITY CLERK TO ATTEST AN AGREEMENT WITH THE CITY OF HILLS CONCERNING ( THE ANNEXATION OF RAILROAD RIGHT-OF-WAY. 1] Comment: Attached to this agenda is a proposed agreement with the City of Hills concerning: (a) future annexation, (b) review of subdivisions within Hills extraterritorial jurisdiction, and (c) cooperation in the extension of streets and utilities across the railroad right-of-way. The proposed agreement has been amended in accordance with the suggestions of the City Council. This item was deferred from the meeting of April 1, 1980. A memorandum from the Acting Director of Planning and Program Development is attached to the agenda. Action: Item o. 13 - CONSIDER RESOLUTION SUPPORTING THE FEDERAL REVENUE SHARING, PROGRAM. �t: The League of Iowa Municipalities has asked that each member City pass a similar resolution, distribute a news release explaining the City's support for General Revenue Sharing, and distribute a sample letter to local citizens' organizations encouraging them to send their endorsement of GRS to their congressional represen- tatives. Page 7 Item No. 14 - CONSIDER AN ORDINANCE AMENDING SECTION 28-3 AND SECTION 28-36 OF THE CODE OF ORDINANCES OF IOWA CITY, IOWA. (first reading) Comment: The purpose of this ordinance is to amend the Uniform Plumbing Code by adding requirements for the registration of apprentice plumbers which will not only indicate who works in the profession, but will be beneficial in establishing a beginning period for apprentices who wish to apply for their journeyman's license. This ordinance also regulates the minimum sized vent pipes and waste pipes that must be used in the installation of plumbing fixtures. This ordinance also allows for the use of a loop -type j venting system for island sink and lavatories and in remodeling work. This loop -type venting system is a system that has been used in Iowa City for several years, however, has never been in total compliance with the Plumbing Code. It is the recommendation of the Plumbing Board and the plumbers themselves that this loop system be utilized in special situations with the approval of the Plumbing Inspector. These amendments have been reviewed by the Plumbing Board of Appeals and the Board recommends that the Council adopt this ordinance. A copy of the proposed ordinance was attached to the agenda of April 8, 1980.
