AN ORDINANCE AMENDING CHAPTER 11, ELECTRICITY, OF
THE CODE OF ORDINANCES OF IOWA CITY BY ADDING
DEFINITIONS FOR APPRENTICE ELECTRICIAN AND
ELECTRICAL CONTRACTOR AND BY AMENDING CERTAIN
REQUIREMENTS FOR OBTAINING ELECTRICAL PERMITS AND
LICENSE.
BE IT ENACTED BY THE CITY COUNCIL OF IOWA CITY,
IOWA:
SECTION 1. PURPOSE. The purpose of this ordinance
is
to amend Chapter 11 Electricity of the Code of
Ordinances of Iowa City by adding definitions for
apprentice electrician and electrical contractor
and by amending certain requirements for obtaining
electrical permits and licenses.
SECTION 2. AMENDMENT.
A. Section 11-3 is hereby amended by adding the
following definitions:
Apprentice Electrician: Shall mean any person
employed by an electrical contractor who
receives training or instruction to become an
electrician.
Electrical Contractor: Shall mean any person,
partnership or corporation who performs the
planning, layout, supervision or installation
of electrical work.
B. Section 11-38 is hereby amended to read as
follows:
Section 11-38. Any person desiring to take an
examination for a license required by this
chapter shall make application to the
Electrical Inspector. The application must be
submitted 15 days prior to the test date.
Each application shall be accompanied by a
receipt for the examination fee.
The examination shall be practical and of such
a nature as to uniformly test the capability
of the applicants. It may be written or oral,
or a combination thereof. The applicant shall
demonstrate to the Board his/her qualifica-
tions for the particular license and show
satisfactory knowledge of the methods and
standards of the National Electrical Code, as
adopted by the City.

If an applicant fails to pass an examination,
he/she may apply for re-examination at the end
of six (6) months and upon payment of another
examination fee.
C. Section 11-41 is hereby amended to read as
follows:
No person shall be in the business of
installing, altering, maintaining or
repairing any electrical equipment unless such
person shall have first obtained a master
electrician's license. Master electricians'
licenses granted by the City prior to passage
of this Code shall be issued a new license
without taking the examination herein
provided.
Before a person may be examined for a master
electrician's license, he/she must possess a
valid journeyman's electrician's license for
one year. In the event the journeyman's
license is from a jurisdiction other than Iowa
City, the Board shall receive evidence
sufficient to show that the license was
obtained as a result of successfully passing
an examination equivalent to the Iowa City
examination. In the event that equivalency of
the foreign
examination with thelocal examination icannot
be readily determined, the alternative
evidence of a journeyman electrician's license
plus a certificate showing successful
completion of a federally recognized
apprenticeship program for electrician's will
satisfy the equivalency requirement.
Either a licensed master or journeyman elec-
trician shall be on the job at all times while
electrical work is in progress.
Provisions of this section shall not apply to:
a) The traffic control specialist of the
City of Iowa City, the electrical work of
a public utility company, telephone or
telegraph company, nor the persons
performing electrical work as an integral
part of the plant used by such company in
rendering its duly authorized service to
the public.
b) A regular employee of any railroad who
does electrical work only as part of that
employment.

C) The service or maintenance of warm air
heating equipment provided that such
service or maintenance shall only include
electrical work on electrical equipment
that is part of such warm air heating
equipment. Such work shall include the
connection of warm air, heating equipment
to an existing individual branch circuit.
d) Section 11-52.
Whenever a master electrician's license
is issued, it shall be in the name of the
person who has qualified for it. No
license shell be issued in the name of a
firm or corporation.
In the event all licensed electricians
terminate employment with a firm or
corporation, the firm or corporation
shall not be permitted to do any further
electrical work, except that work under
Previously issued permits may, at the
discretion of the Electrical Inspector,
be completed. A master electrician who
terminates his/her association with a
firm or corporation shall notify the
Electrical Inspector immediately.
D. Section 11-48 is hereby amended to read as
follows:
Section 11-48. Permits are not transferrable:
Electrical work which requires permits must be
done by the master electrician, his/her
partnership or corporation, except as provided
by Section 11-41.
In order to apply for an electrical permit,
the master electrician must have on file with
the Electrical Inspector a certificate of
insurance which indicates that the
electrician, his/her partnership or
corporation carries liability insurance in an
amount approved by the City. The City or
Electrical Board may verify that a master
electrician is employed by a particular
corporation and that the liability insurance
meets the City's requirements.
SECTION 3. REPEALER. All ordinances and parts of
ord nances n con ct with the provision of this
ordinance are hereby repealed.
SECTION 4. SEVERABILITY. If any section,

adjudged to be invalid or unconstitutional, such
ajudication shall not affect the validity of the
Ordinance as a whole or any section, provision or
part thereof not adjudged invalid or
unconstitutional.
SECTION 5. EFFECTIVE DATE, This Ordinance shall

publication as required by law.
