Item No. 4 - PLANNING AND ZONING MATTERS.
Action:

a. Public hearing to consider an amendment to the Comprehensive
Plan, to delete all or part of Foster Road as an arterial
street.
Comment: At its regular meeting of May 1, 1979, Council
received a petition from residents in the Dubuque Road area
regarding the Foster Road extension. The petition was reviewed,
referred to the Planning and Zoning Commission, and then to
staff, for review of the recommendation. A staff report,
CORRIDOR ANALYSIS: FOSTER ROAD AND FIRST AVENUE EXTENDED, a
copy of which the Counc has prev%usTy rec�ved, recommends
that Foster Road be removed from the Comprehensive Plan as an
arterial street. The Planning and Zoning Commission, at its
regular meeting on January 17, 1980, voted 6-1 to recommend to
Council that the Comprehensive Plan continue to show Foster
Road as a secondary arterial street, but that the design
standards be reduced from four to two lanes. This is the
second public hearing held by the City Council on the subject
amendment.

companies and the registered land surveyor being provided, 2)
the legal papers being revised, and 3) the street cross-

with the staff recommendation presented In the staff report
dated March 20, 1980, which is attached to this agenda. A
resolution for consideration of the item will be presented at
the next meeting pending correction of the contingencies noted
above.

Item No. 6 - PUBLIC HEARING ON AN ORDINANCE AMENDING SECTION 28-3 AND SECTION
28-36 OF THE CODE OF ORDINANCES OF IOWA CITY, IOWA.
Comment: The purpose of this ordinance is to amend the Uniform Plumbing Code
by adding requirements for the registration of apprentice plumbers
which will not only indicate who works in the profession, but will
be beneficial in establishing a beginning period for apprentices
who wish to apply for their journeyman'salso license. This ordinance
must begused eIntthe he minstallation ofinimum sized nplumbesand wwaste
pipes that
ordinance also allows for the use of a loIng op -type venting system for
Island sink and lavatories and in remodeling work. This loop -type
venting system is a system that has been used in Iowa City for
several years, however, has never been in total compliance with the
Plumbing Code. It is the recommendation of the Plumbing Board and
the plumbers themselves that this loop system be utilized in
special situations with the approval of the Plumbing Inspector.
These amendments have been reviewed by the Plumbing Board of
Appeals and the Board recommends that the Council adopt this
ordinance. A copy of the proposed ordinance was attached to the
agenda of April 8, 1980.

ASSOCIATES, INC., OF ST. LOUIS, MISSOURI.
Comment: On February 27, 1979, the City entered into a contract for an
energy audit of the Civic Center and preparation of plans and
specifications for repair or remodeling of the heating, ventilating
and air conditioning systems. A dollar amount was listed for the
audit, but no contract amount was put in for the design and construc-
tion phase since the amount of the work was unknown. This agreement
amendment provides for a not -to -exceed of $8,500 for the design and
a not -to -exceed of $3,000 for construction administration and
inspection. Inspection would be periodic as opposed to full-time.
A new salary would apply to the agreement amendment.

30 CONTRACT, AND ESTIMATE FOR THE SCOTT BOULEVARD IMPROVEMENT PROJECT -
PHASE I.
Comment: The Scott Boulevard Paving Improvement Project extends from Hiqhway
6 to Muscatine Avenue, and includes thirty-one (31) foot wide
pavement, an eight (8) foot sidewalk/bikeway on the west side, and
related storm sewer work. Estimated project cost including railroad
crossing and signals is $1,182,000.

Item No. 16 - CONSIDER A RESOLUTION AMENDING THE PERSONNEL CLASSIFICATION PLAN FOR
FY1981 BY REINSTATING A BUILDING INSPECTOR POSITION UNTIL OCTOBER 1,
1980.
Comment: This resolution reinstates the Building Inspector assigned to
sidewalk code enforcement activities so as to provide field enforce-
ment and CDBG contract compliance activities as part of the sidewalk
replacement and curb cutting program activities currently under
contract. Passage of this resolution will allow the inspector
currently employed by the City to remain an employee until close of
work September 30, 1980, at which time the person holding this
Position will be laid off and the position eliminated from the
classification pian.
All salary compensation for the Building Inspector shall come from
monies already budgeted and approved by
