The Safety Committee of the Districtwide Parent Organization
wishes to thank the Iowa City Council for continuing the
adult crossing guard program at its present level for the
remaining 1979-80 school year.
This committee will continue to work on developing the
recommendations to allow the adult guard program to function
within the Iowa City budget. When the formal agreement
between the City of Iowa City and the Iowa City School Board
is finalized, the Safety Committee would need to be informed
of the exact adult guard situation for the FY81.

I have pointed out in the attached letter to ACT what
I believe is a gross violation of the peace of a
residential neighborhood. As I mentioned in this
letter the city will allow signs of a certain size and ti
height only in residential areas. I think it equally
Important that night illumination be kept to a strict
minimum and of a specific type in residential areas.
.This is not a matter to be Ignored. Please protect
as much as possible tleresidential areas you continue
to surround by non-residential building. You have
only to drive out north Dodge street now, as compared
to a year ago, and be confronted first by the new
grocery store Coney Island, then as you continue on
be affronted by the senseless illumination rising
into the sky over groves of trees to your right.
Nature has been despoiled. You can prevent such
acts.

Dear Sir:
I should like to prcbst the grossly over -illuminated approach and grounds
to your new facility. There is no point in illuminating the sky in addition
to the surface. I see all over town much more appropriate lights for lighting
a parking lot - lights which beam down only and not 1000 circumference.
These bright globe lights you have installed are an offence to the vision and
aesthetics of the area. Directional lights on the building or at the base of
the building would be adequate for security. Why does the entire roadway
have to be lit up like a ballground. The City of Iowa City could easily
erect one or two street lights at the two entrances to your place and all
of the other lights to the north of your building could be turned off.
No longer do the residents of this once peaceful area share in the beauty of the
night. This intrusion of tight is a pollutant that destroys that magic which
begins with sunset each day and transfigures the hemisphere as stars gradually
begin to gleam in all directions. These lights trespass on the goodness of the
night and deprive us of the joy of letting night embrace us.
The presence of your building has already reduced the value of my property and
now this nightly display has reduced the value even further. Nadine Larson,myndlir,
has told me of this adverse effect likewise.
Apart from the nonsense of lighting open spaces, the use of this much anergy
at a time when energy is short, is wasteful to the worst degree. There is no
Justification for this extravagance.
I am sending a copy of this letter to the City Council. The council has a strict
regulation regarding size, etc. , of signs in residential areas not only for
beauty by day but also by night. These bright lights of yours are worse than
any illuminated sign and a thousand times worse than signs which remain
invisible at night.

For the life of me I sometimes wonder lust how low a priority the
council can assign residential areas. Time and time again the wishes
of residents of an area have been completely ignored by certain
members of the council. Recently, after Planning and Zoning had
recommended denial of a commercial place in a residential area,
and the plan had been practically dropped, you even solicited HyVee
to build there and rezoned additional space in order for them to
erect in a residential area an atrocity which already'has created
I traffic problems and perhaps will create even more since at one meeting
the presence of that firm there indicated to one member of the council
1 the need for an additional road from Dubuque Street to get people there.
You have rezoned to office park in the comprehensive plan residential
tertitoty without regard to the people who built houses there long ago
in what supposedly would remain residential. Now you want to build a
beltway through a peaceful residential area yet to be developed
even over the objections of the people living there. The people who
live there see no reason for the road; those people who live halfway
between Dubuque Street and Highway 1 and closest to Dubuque Street
would use a small street taking them to Dubuque Street and on down
town or out of town; the other half would likewise do the same on
any Dubuque Street aexit. to another l
that aquicker road to the east that Interstate Interstate 80
wouldn't provide. And certainly there is no wisdom in building a road
to attract traffic from 80 which would better go on 80 to the Highway
1 interchange. 80 is not that far away from the proposed beltway that
it shouldn't be used as a continuation from the west.

Dear Mr. Eble:
At its regular meeting of April 15, 1980, the City Council
received and placed on file your letter concerning the lighting
at American College Testing Program's building. I apologize for
the delay in responding to your letter.
On June 12, 1980, at 1:00 A.M., a member of the City staff inspected
this site to determine whether or not the lighting at ACT is in com-
pliance with Iowa City's ordinance. The candle power was measured
with a light meter borrowed from the University.
The requirements of the City Code state that illumination in the
ORP Zone (Office Research) shall not be in excess of .5 foot candle
when measured along the lot lines. Our staff member walked the entire
perimeter of this facility along the lot line and found no illumination
in excess of .26 foot candles. This facility is in compliance with
the City Code and we can therefore take no action against ACT.

Speaking now of the area South of I-80 between Prairie du Chien and Bristol
Drive extended North to I-80:
If we believe the area cannot be developed using the pattern already
established in the neighborhood or any one of many other alternates;
If we want traffic through the older, established neighborhoods of
either end;
If we want more noise, pollution, danger to the many children in the Oaks
Drive and Bristol Drive area;
If we want increased demand for widening the 18' wide paving between Oaks
Drive and North Dodge;
If we want I-80 traffic destined for the Coralville Dam area by way of
Prairie du Chien to take the proposed route rather than go the much
longer route to Newport and across,.as there is no exchange at I-80 and
Prairie du Chien;
If we want the cost of traffic controls at Dubuque Road, Highway 1, and
Prairie du Chien;
If we want a road South of I-80 instead of North of I-80, where one is
more badly needed, as the nearest crossover is more than five miles
North;
If we want more traffic on already narrow, crowded Prairie du Chien;
If we want cross around and through traffic in a relatively quiet, stable
neighborhood;
If we think I-80, Old Dubuque Road, Prairie du Chien Road, and North Dodge
Street, Bristol Drive, plus two deadend streets and two possible
connections in the Prairie du Chien area, and several shorter streets
cannot handle the traffic in the area, then we are in real trouble;
If we wish to encourage more traffic in the area of many fine homes rather
than on established routes; 1�\
If the City can acquire the necessary parcels of property and remove the
buildings that may be necessary at little or no cost to the City;
If we disregard the planners' latest report:
I'm speaking now of an area South of I-80 between Prairie du Chien and Bristol
Drive extended North:
If we wish to disrupt the neighborhood and its established pattern of
development;

If we don't believe in logical, orderly development in this area;
Then we need Foster Road extended. In that case, let's go first class with
four lanes and not create another Prairie du Chien with many additional
connecting streets.

In accordance with the resolution approving the preliminary and final Large
Scale Non -Residential Development Plan for American College Testing Processing
facility (ACT), a preliminary and final subdivision plat of the area has been
submitted. This plat was required because the parcel acquired by ACT from
Empire Associates constituted a third split of the original tract. Examination
of the preliminary and final plat reveals that they are in substantial
compliance with the subdivision regulations (Chapter 32 of the Code of
Ordinances).
Improvement and dedication of ACT Circle from Highway 1 to and including its
turnaround was contingent on the approval of the LSNRD plan. Because a portion
of ACT Circle is not dedicated street right-of-way but an access easement (i.e.,
the portion between Howard Johnsons and Sinclair), the City cannot accept ACT
Circle, the access to which is over private property. The City Council has
directed the staff to pursue right-of-way acquisition so that ACT Circle can be
dedicated and accepted. For that portion of the street within this subdivision
a future dedication document should be provided in a form much like that
required with county subdivisions.
The subject subdivision shows two lots, one of which has been developed by ACT,
the other to be developed in the future. As an alternative to providing public
improvements at this time, an agreement from the owner of lot 2 should be
submitted stating that upon resubdivision of said lot the necessary public
improvements including stormwater management will be provided.
RECOMMENDATION
Staff recommends that the preliminary and final plat of Empire Addition be
approved subject to the resolution of the concerns noted above and the
deficiencies and discrepancies indicated below.
DEFICIENCIES AND DISCREPANCIES
1. The signatures of the utility companies and the registered land surveyor
should be provided.
2. The legal papers should be revised to incorporate staff concerns mentioned
above.
3. The cross-section should be corrected on the preliminary plat to indicate
31 feet back to back of curb concrete paving.

I have nut been able to reply to your letter of May 28, 1979 due to
my absence from the office.
First of all, you should know that I ant very familiar with all the
studies made relating to the hydraulics and plietmrtticS of pltunbing
systems which were curried on at the Iowa Institute of Hydraulic
Research Under the general guidance of Dean 1.. M. Dawson. 1 was
personally involved in those studies.
There is no so -ca Lled."Dawson Loop Vent" and never was, and it exists
only .in someone's imagination.
IVO made tests uu the "loop vent" as described in the National I'LUnhing
Code and other Codes. It is a vent for a battery of fixtures, such
as installed in a public toilet. It is sometimes called a circuit
vent. It was in use long before we made the studies at the University
of Iowa. Any foul) or circuit vent is always connected into a separate
vent stack going through the roof. Except that if the fixture battery
is located on t.ho top floor or in a single story building, tho loop
vent can connect into the soil stack when no fixtures are connected
to it above. 'fine soil stack passes through the roof, of course.
On the sketch that you sent with your letter, I cannot find an vent.
In order to vent any fixture or group of fixtures, there must be a
vent stack going up through the roof if it is a multi-storymilding.
In a single story building, the vents can connect back into the soil
stack above the highest fixture connection, and the soil stack goes
through the rool'.
Your sketch shows no vent pipe going to the outside. 'There is* no vent.
Please du nut dishonor the mune of Dean Dawson by calling what you
show a "Dawson Loop Vent".

The duties of members of the Resources Conservation
Commission will include serving as an advisory body
to the City Council of Iowa City. They shall re-
search, review, and recommend policies, rules, reg-
ulations, ordinances, and budgets relating to mat-
ters of energy and resource conservation and pro-
vide recommendations and reports to the City Coun-
cil on the activities of the Commission. The Com-
mission shall exercise broad responsibility for
development of resource conservation policies and
shall pay special attention to long-range planning
j and programming. The Commission shall, for the
public welfare, make recommendations on energy
matters. These recommendations may relate to local
governmental and quasi -public agencies, private
residences and investment properties, and office,
commercial and industrial properties.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City. The persons appointed to this Commission
shall be, by training, education, experience, or
demonstrated interest, knowledgeable in matters
pertaining to energy use and conservation.

THE CITY COUNCIL OF IOWA CITY
IS CONSIDERING AN APPOINTMENT
TO THE FOLLOWING BOARD:
BOARD OF APPEALS
One vacancy - Unexpired term
April 15, 1980 - December 31, 1980
It is the duty of members of the Board of Appeals
to hold appeal hearings on matters concerning the
uniform building code. Members must be qualified
by experience and training to pass upon matters
pertaining to building construction.
Iowa City appointed members of boards and commis-
sions must be qualified electors of the City of
Iowa City.
This appointment will be made at the April 15,
1980, meeting of the City Council at 7:30 P.M. in
the Council Chambers. Persons interested in being
considered for this position should contact the
City Clerk, Civic Center, 410 East Washington.

Individuals serving on Boards/Commissions play an important role in advising the Council
matters of interest to our community and its future. Applicants must reside in Iowa City.
The City Council announces advisory board vacancies 60 days prior to the date the
appointment will be made. This 60 -day period provides for a 30 -day advertising period and a 30 -
day training period for new members. The training period allows new members to become familiar
with the responsibilities and duties of the advisory board before becoming a full voting
member.
After a vacancy has been announced and the 30 -day advertising period has expired, the
Council reviews all applications during the informal work session. The appointment is
announced at the next formal Council meeting. Appointees serve as unpaid volunteers.
All applications must be submitted to the City Clerk no later than one week prior to the
announced appointment date.
