a. Public hearing to consider the vacation of College Street
between Capitol and Madison Streets.
Comment: The Planning and Zoning Commission, at a regular
meeting held March 20, 1980, recommended by 5-0 vote approval
Of the subject vacation. The recommendation is consistent
with the staff recommendation presented in a staff report
dated March 20, 1980, which was attached to the Council
agenda of March 25, 1980. A representative from the University
will he present at the Council's informal meeting of April
14, 1980, to answer any questions that the Council may have.

b. Consider an ordinance amending Section 8.10.35.2 (Sign
Ordinance) of Appendix A of the Code of Ordinances of Iowa
City, Iowa. (second consideration)
Comment: The Planning and Zoning Comimssion, at a regular
meeting held February 21, 1980, recommended by a 5-0 vote
approval of the subject amendment. This amendment would
permit buildings located on corner lots in all zones to
erect an aded
ditional
agenda of Marcn. A copy Of the hr25�s1980.
The staff requests the Council give the second and third
readings of this ordinance at the April 2 meeting. The
applicant (American Federal Savings and Loan) is eager to
sign their new location at 137 East Washington.

FOR THE SCOTT BOULEVARD IMPROVEMENT PROJECT -
PHASE I.
Comment:
The Scott Boulevard Paving Improvement Project extends from
Highway 6 to Muscatine
Avenue, and includes thirty-one (31) foot
wide pavement, an eight (8) foot sidewalk/bikeway
on the west
side, and related storm sewer work. Estimated project cost
including railroad crossing
and signals is $1,182,000.

Item No. 14 - CONSIDER AN ORDINANCE AMENDING THE SIZE REQUIREMENTS FOR SERVICE
PIPE BY PROVIDING FOR AN EXCEPTION. (first consideration)
Comment: The current ordinance provides that service lines into homes
shall be 1" in size for residential water service. Prior to the
1" requirement, a 3/4" line was required. When replacing 3/4"
lines the City has routinely allowed a 3/4" line to replace a
3/4" line. This was done so that a new tap would not need to be
made to the water line in the street. In most cases the water
main in the street is very old and a new tap close to the old tap
would be detrimental to the pipe strength. This amendment provides
for an exception to the 1 requirement by allowing the use of
3/4" pipe when replacing lines of that size.
This nrdinance has been considered and approved by the Plumbing
Board. Public Works recommends adoption and all three readings
at this meeting to clear the paper work through as quickly as
possible.

CONSIDER AN ORDINANCE AMENDING SECTION 3302(d) OF THE UNIFORM
BUILDING CODE, 1976 EDITION, AS ADOPTED BY CHAPTER 8 OF THE CODE
OF ORDINANCES OF IOWA CITY. (second consideration)
The purpose of this ordinance is to amend the provisions for
distance to exits in open parking garages. The 1979 Uniform
Building Code allows longer exit distances than the 1976 Uniform
Building Code. By adopting this provision of the 1979 Code, the
south stair tower on the Block 64 garage can be eliminated,
thereby reducing the cost of the garage without compromising
safety. Public Works recommends adoption of the amendment. A
copy of the proposed ordinance was attached to the agenda of
March 11, 1980.
