Official Proclamation
ri
City of Iowa City, Iowa
.'
hPrPM the misuse and abuse of alcohol and other drugs has
continued to cause both health and social problems for many citizens of the State of:'--
Iowa; and
hPrPtt the substances--alcohol and other drugs--couse,direct
and indirect problems for all groups of Iowans, but especially for youth, women, the
elderly, and minorities; and ?:
f'.PrPM
it has been shown that involvement in one or more of a t
number of pfiy ical or mental alternatives aan, give a person the same,or,greater
satisfaction than does the use of alcohol or other drugs; and
IPrPtt the ultimate_ responsibility for the reduction of future
alcoholism and °drug'abuse lies with the family, schools, and local communities to help
these groups of:lowans search for these alternatives, develop .their own capabilities to
resist peer pressure, handle difficult decisions, and cope with human problems without
5
y
turning to alcohol or other drugs; and
PrPtt the third week of April, 1980, has been proclaimed by
Robert D. Ray, overnor of Iowa, as Iowa Substance Abuse Prevention Week:
INUMI, I, John R. Balmer ,
.0hereforP
a or of this community, do pro-
by virtue of the power vested in me as0'9',01r980,
claim and pronounce the week of Apr - 9, 9 , as Substance Abuse Prevention
Week and urge all citizens of this community to strive for a better understanding,
greater concern, and renewed efforts to reduce and prevent the causes of alcoholism
deal
and drug abuse and to search individually for more positive ways to feel good and
with problems than by turning to alcoho n Cher drugs.
