Mayor Balmer proclaimed Wednesday, March 26, 1980, as a Day of

Document. No one appeared. Moved by Neuhauser, seconded by Perret, to
adopt RES. 80-109, Bk. 60, p. 147, AUTHORIZING THE MAYOR TO SIGN AND THE
CITY CLERK TO ATTEST THE FY81 REGIONAL TRANSIT PLANNING AND PROGRAMMING
(RTPP) DOCUMENT. Affirmative roll call vote unanimous, 6/0, Roberts
absent.
Moved by Neuhauser, seconded by Vevera, to appoint Michele Fisher,
201 Woolf Avenue, to the Governor Lucas Square Commission for a three year
term expiring 3/21/85. Motion carried unanimously, 6/0, Roberts absent.
Councilmember Erdahl complimented Public Works Director Plastino on
his recent letter to Merle Neubauer replying to questions raised at a
Council meeting of 3/11/80. Councilmember Neuhauser stated she found the
memo re mandated costs very interesting and requested that copies be sent
to area Legislators and to the Iowa League of Municipalities.- She also
requested further Council discussion re the appeal of the Amerex case.
City Manager Berlin said an executive session was being planned for
Monday. Mayor Balmer requested a discussion with members of the
Riverfront
Berlin said thatsParks and Recreation sand iCommission. the i
Planning andZoningwouldnalso
provide information to the Council for that meeting. Mayor Balmer also
asked Councilmembers to contact Legislators urging the Iowa Senate to pass
House File 2536 re the Housing Code in this Legislative session.
Councilmember Perret reported on the latest session of the Steering
Committee on Planning Reorganization. He also called attention to the,
memo from JCRP re SMSA criteria, and to the next meeting with legislators,
April 5.
City Manager Berlin announced that, as per budget sessions earlier in
the year, an Advisory Committee would be set-up to review the budget
preparation and establishment of salaries. Any suggestions for
individuals to serve on the Committee should be forwarded to him.

148, SETTING PUBLIC HEARING FOR 4/8/80 ON PLANS, SPECIFICATIONS, FORM OF
CONTRACT AND ESTIMATE OF COST FOR THE SCOTT BLVD. PAVING IMPROVEMENT
PROJECT. Affirmative roll call vote unanimous, 6/0, Roberts absent. The
Public hearing will be held at 7:30 P.M. in the Council Chambers.

INFORMAL COUNCIL DISCUSSION: April 7, 1980, 1:30 P.M. in the Conference Room at
the Civic Center. Mayor John Balmer presiding.
COUNCILMEMBERS PRESENT: Balmer, Roberts, Vevera, Neuhauser, Lynch, Perret.

APPLICATIONS TO PLANNING AND ZONING COMMISSION Boothroy present. 235-410
Vacation of College Street Bothroy advised that the vacation of this
portion of College St. to the University is a part of the urban renewal
plan. The Commission recommended vacation, and an easement for existing
utilities is necessary and will be prepared. The Mayor stated that the
hearing would be held, the West Side Study Committee would proceed with
their study. Roberts explained why he would abstain from voting. Councilors
commented on the conveyance to the University, and directed the City Mgr. to
convey their comments to the University representatives.
AGENDA AND COUNCIL BUSINESS 410-700
1. City Clerk Stolfus called attention to addition of a Class B Beer permit
to the Consent Calendar, for Finkbine Golf Course.
2. City Manager Berlin asked that the material regarding the Electrical Code
amendments beideferred from this week's agenda, as there are some conflicts
in the language.
3. Vevera questioned the amount of staff time required to process the defer-
red compensation. Berlin advised that the insurance company would ad-
minister the program, the City would only provide the payroll deduction.
Later Finance Dir. Vitosh answered several questions on the program. The
City has previously deducted the union dues from paychecks.- This deduction
and any for Credit Union are the only additional programs that can be
accommodated.
4. Regarding the proposal for the hotel on Block 64, Berlin stated that Atty.
Downer had withdrawn their request.
5. Mayor Balmer asked that the Safety Committee be made aware of the change
proposed for the crossing guard at the Greenwood rail crossing.
6. Memo from Plastino re sewer for Johnson Co. Home discussed. Berlin
stated that this was just for Council's information. Supervisor Donnelley
has stated that the consensus of the supervisors was to proceed and not
apply for the EPA funding for the Freeway 518/County Home Sewer. The
project will proceed on Council's consensus for a 8" sewer.
7. Balmer reported on the meeting with Legislators, and advised that the
Housing bill has a very good chance of passing in the Senate. Berlin
explained that Kucharzak had worked with Reddinger and Art Small on it.
Balmer stated that he did not favor the constitutional amendment limit-
ing growth, at this time. Neuhauser called attention to its effect on
Iowa City's sewage treatment facility. Balmer will write a letter to
the legislators using this project as an example of the detrimental effects.
APPOINTMENTS
Council agreed to reappoint Dick Blum and Jane Jacobsen to the Planning and 700-750
Zoning Comm. The four reappointed members will stagger resignations when
the work is done on the Zoning Ord. Mori Costantino will be reappointed to
the unexpired term on the Human Rights Cottun. Kathleen Graf will be reappointed
and Mike Koenig and Carol Karstens appointed to the Housing Commission.

is asking for 1/4 staff person to handle details connected with their meetings
and projects. Showalter/Schmeiser memo of April 2, re staffing, noted.

Exploration of joint funding with Coralville and Johnson County was discussed.
Schmeiser noted that the staff time in their department has been completely
allocated, so part-time would have to be allowed to alleviate the workload of
the present staff, and the list from the Commission should be prioritized.
Council agreed to an addition of 1/4 time person, a budget amendment will be
presented later.
CURRENT SEWAGE TREATMENT PLANT -EVENTUAL DISPOSITION 1163-1744
Univ. representatives Bezanson & Mossman; Pol. Control Supt. Boren present.
City Mgr. Berlin asked Bezanson to comment on the interest that the University
has in use of the existing wastewater treatment plant after the City has built
the new plant. Bezanson outlined University plans to add to their water -treatment
plant, and using part or all of the present 13 acres for support facilities (in-
cluding coal storage facilities). Council discussed plans for preservation of
the riverfront. Staff was requested to present alternative uses for the area,
with input from the Riverfront Comm., and present information on issues raised.
The Univ. will present a written request, defining alternatives.also.
Councilman Lynch left the meeting, 3:35 PM.
REVIEW OF BUDGET PROCESS 1744-2553
Vitosh and Jones present. City Mgr. called attention to memo from Councilwoman
Neuhauser and memo from Fin. Dir. Vitosh, 3/28/80 packet. Council discussed the
suggestions for the goal setting process, and staff recommendations for the budget
preparation process, and capital improvements program process. Issues discussed
included a public input questionnaire, collective bargaining, revenue projections,
employee morale, utilization of committee for budget preparation, functioning of
the Comprehensive Plan, after employee input -let them know what happens to this
input, presenting a balanced budget with alternatives, amount of time Council can
spend on budgeting, starting consideration of budget in early fall. The City
Manager will work out a tentative schedule for Council's review.
BLOCK 64 -HOTEL
City Manager Berlin reported that the review of the bids received for the hotel
on Block 64 would follow the same process as before in the urban renewal areas.
The staff task force will report and make a recommendation. Consultant Zuchelli
will be involved in the process. Council might have to have a special meeting
before April 22nd.
