What is abundantly clear in this matter is that the city did indeed violate Ms. Eaton's civil rights. It is also clear that the rationale employed by certain male city officials, both elected and appointed, for having carried the case as far as they did was in reaction to the mere presence of a woman in a heretofore all-male field, which had the effect of injuring what might best be described as their macho pride. Should the case of Eaton vs. Iowa City et al end up in the courts, the city will surely become the laughing stock of the nation, not to mention its in- curring additional and needless legal expenses; it would also serve to further exemplify the fundamental mealrspiritedness of certain city officials (I won't mention any names!). Thus, it is strongly recommended that you cease and desist; that you pay up; and that you finally put this matter to rest ,now and forever. Nelson I 71T 0 City Council All Members Iowa City Civic Center Iowa City, Iowa Re: Linda Eaton Appeal April 2, 19$0 To the Council: This letter is to express my dissatisfaction with the recent deliberations of the Council to consider an appeal in the above -entitled case. As a taxpapyer and voter in Iowa City I wish to urge you NOT to consider such an appeal. Regardless of your individual feelings about the outcome of the case or personal conflicts with any of the parties involved, I do not feel that such an appeal would be fair to the taxpayers of Iowa City. In a year in which you have raised the bus fare to 350 and have reduced many of the staff positions and many of the budgets of human interest organizations, I find it incredible at best that you would now consider spending city funds for an appeal in this case. From a purely practical standpoint, it is unlikely that an appeal would result in a reversal of the Commission decision. Even a slight reduction in attorney fees (assuming the same was warranted and decided by the Court) would hardly justify the expenditure of still more City funds on a case which has already taken up hours of time and huge expenditures on all sides. It is often easy to lose sight of goat of serving the needs If the public when those needs seem to conflict with each other and with personal feelings. It seems to me however, that at this point in time, the public needs do not justify city expenditure for an appeal. There is no "face" to be gained or lost - there is however a budget to lose. Please vote against appeal. Respectfully submitted, Nancy R. The idea of using unclaimed bicycles for short trips by city employees has been favorably discussed by our staff. A number of our employees have for sometime ridden their bicycles to work during warmer weather. Your support of the Bikeways Plan is appreciated. For fiscal year 1981 (beginning July 1, 1980), funding looks favorable for the Rocky Shore Bikeway and for the City Park Bikeway. The construction of these two segments of the overall plan should add much to the safety and enjoyment of Iowa City bicyclists. The Commission, at the March monthly meeting, discussed and reached consensus that its established goals and objectives could be best accomplished by appointing a new member whose skills supplement and strengthen those of current members. Consequently, the Human Rights Commission recommends that the City Council appoint an applicant who has experience with civil rights laws and procedures; who will provide blue collar representation; who will provide small business representation; and who will enhance a Commission composition reflective of the Iowa City community and the protected categories. As you know, the predominate Commission composition at this time reflects both the Black and White communities, various age groups, and is religiously diversified. Each of the above cited attributes are equally important to the Commis Sion's function. But in addition to selecting a candidate that reflects these attributes, the appointee should be willing to commit sufficient, and often demanding, time to the various Commission projects. We trust our recommendation will be seriously considered by the City Council before the appointment is made. Each Commissioner is vitally concerned about the Iowa City community and its residents' civil rights. In this respect, the Commission depends on your support, through your appointment powers, in meeting this goal.
