Jim Weaver appeared commending the proclamations read tonight, however, his major concern is with the Police Department and how they have handled his issues. A public hearing was held on an ordinance conditionally rezoning of approximately 0.62 acres of land from Community Commercial (CC-2) Zone to Riverfront Crossings — West Riverfront (RFC-WR) zone for property located at 513 S. Riverside Drive (REZ17- 00005). The Mayor requested Council Members disclose any ex parte communications and none were reported. Moved by Mims, seconded by Dickens to continue public hearing to August 1. Moved by Mims, seconded by Dickens, to defer to August 1 ordinance conditionally rezoning of approximately 0.62 acres of land from Community Commercial (CC-2) Zone to Riverfront Crossings — West Riverfront (RFC-WR) zone for property located at 513 S. Moved by Mims, seconded by Botchway, to adopt Res. 17-238, approving plans, specifications, form of agreement, and estimate of cost for the construction of the Riverfront Crossings Park, Phase 2 Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. A public hearing was held on a resolution approving plans, specifications, form of agreement, and estimate of cost for the construction of the Robert A. Lee Recreation Center Remodeling 2017 Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Parks and Recreation Director Seydell-Johnson presented a power point. Complete Description July 18, 2017 Page 4 Moved by Thomas, seconded by Mims, to adopt Res. 17-239, approving plans, specifications, form of agreement, and estimate of cost for the construction of the Robert A. Lee Recreation Center Remodeling 2017 Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Moved by Mims, seconded by Botchway, that the rule requiring ordinances to be considered and voted on for final passage at two Council meetings prior to the meeting at which it is to be finally passed be suspended, the second consideration and vote be waived, and that Ord. 17-4715, Amending Title 16, Public Works, Chapter 3, City Utilities, Article H, Solid Waste, To Prohibit Landfilling of Corrugated Cardboard, be voted on for final passage at this time. Moved by Mims, seconded by Dickens, that the ordinance be finally adopted at this time. Moved by Botchway, seconded by Dickens, that the ordinance amending Title 16, "Public Works", Chapter 3, "City Utilities", Article C, "Potable Water Use and Service", Section 10, "Private Wells Restricted" to allow private wells to be installed by governmental entities within city limits if determined by the City to be in the public interest and to clarify that geothermal wells are not private water wells for purposes of this section of the City Code, be given first vote. City Manager Fruin provided an update. Moved by Botchway, seconded by Taylor, that the ordinance amending Title 9, Entitled "Motor Vehicles and Traffic," Chapter 3, Entitled "Rules of the Road," Section 6, Entitled "Speed Restrictions," Subsection B, Entitled "Exceptions" to establish a maximum allowable speed of 35 mph on American Legion Road between the intersection of Scott Boulevard and Taft Avenue and amending Subsection C, Entitled "School Speed Zones" to establish a 20 mph school speed zone for Hoover Elementary School, be given first vote. Mayor Throgmorton reiterated his concerns regarding safety. City Manager Fruin referenced his memo to the Iowa City School District Superintendent Murley, (which will be included in the next Council Information Packet), addressing issues. An informational video on City cable channel focusing on safe routes to schools with specific attention to American Legion Road and the new Hoover Elementary School was recommended. Moved by Thomas, seconded by Botchway, to adopt Res. 17-240, authorizing the City Manager to sign an agreement with Iowa City Downtown District for temporary placement of art work in Black Hawk Mini Park. Betsy Potter, Downtown District, presented a power point. Hannah Givler, artist and teacher at University of Iowa, appeared regarding Prairie Box art piece and presented power point. Individual Council Members expressed their views. Moved by Mims, seconded by Botchway, to adopt Res. 17-241, allocating human services aid to agencies funding for FY18. Development Services Coordinator Hightshoe appeared with an update of review process. The Mayor noted that no applications were received for the following vacancies and all will be readvertised: Airport Zoning Brd. of Adjustment for an unexpired term, upon appointment - December 31, 2018 (Formerly advertised); Airport Zoning Brd. of Adjustment , for an unexpired term, upon appointment - December 21, 2020; Airport Zoning Commission for an unexpired term, upon appointment — December 21, 2021; Historic Preservation Commission for a Jefferson St. representative to fill a three-year term, March 29, 2016 — July 1, 2019 (New District formed); Telecommunications Commission for two vacancies to fill three year terms, July 1, 2017 — July 1, 2020. Scott Blvd., to the Housing and Community Development Commission for an unexpired term, upon appointment — July 1, 2018. Moved by Mims, seconded by Botchway, to reappoint Council Member Dickens to the Seats Paratransit Advisory Committee and Council Member Taylor as alternate to 12/31 /17. Moved by Botchway, seconded by Dickens to accept correspondence from Nikolaos Maggos (Item 13e). Mayor Pro tem Botchway noted the ADA Celebration (proclamation read earlier) in the Ped Mall on July 22, 10 a.m. to Noon. Encouraged everyone to attend SoulFest on the Ped Mall August 4th and 5th, including fashion show on Friday night. Council Member Dickens encouraged all to attend the remaining Friday Night Concert series on the Ped Mall; met with Fred Hubbel (who is now running for Governor) at Merge and stated that he was encouraged with the program, the City, and ICAD; and, wished the Regina softball team good luck (including his two granddaughters on the team) in their semi-finals coming up. Council Member Cole expressed his thanks to everyone that helped organize the community bar-b-que at Wetherby Park with special thanks to James Adrian, Jimmy Jacks for donating the pork, Royceann Porter and Shanti Sellz; and, noted his vacation in Portland, Oregon and their effective use of skinny streets and one -ways integrated into their downtown. Council Member Thomas reported on his positive experience listening to the Iowa City Community Band at North Market Square on July 9th and hopes it will become an annual tradition. Mayor Throgmorton reported that he was encouraged by a meeting he and city manager had with leaders from the Congolese community on how to connect with city government; thanked city staff for his tour of the south water treatment plant; mentioned the Economic Development Committee meeting on Friday morning July 20th, encouraged citizens to attend or watch on the local Cable channel; noted that he was in Lisbon Portugal last week participating in a conference of the Association of European School of Planning (at his own expense). Individual Council Members expressed their views. ACTION: No action at this time. CLARIFICATION OF AGENDA ITEMS • (Item 3d(20) The Crossings, resolution approving final plat of the Crossings, Phase One and Phase Two)... Mayor Throgmorton noted this will be pulled from the consent calendar. • (Item 3f(10) Burlington Clinton Street Intersection Improvements Project)... Mayor Throgmorton stated there were no bids received and the project will likely be deferred until next spring. Fruin stated the project will be bid in fall/winter. Mayor Throgmorton is hoping the new program will be publicized so the City can publicize using that information, same for the Climate Action Grant program. 3. Council Member Thomas reminded everyone of the summer mixer with the Johnson County Affordable Housing Coalition and Party in the Park at North Market Square and encouraged them to attend. Council Member Mims reported on her attendance at the Crisis Center's Hunger Banquet and the Martini Shake -Off for Have Life fundraisers. Mims also announced she would be attending the 50/50 by 2020 function encouraging women to get involved in politics and mentioned that tickets for the Farm to Table Dinner are on sale. Council Member Dickens stated he would be attending the ribbon cutting for Natural Grocers in place of the Mayor. Dickens stated Alexander Lumber's showroom was having a get together at their new facility and the playground is officially open at Miller Frauenholtz Park. Council Member Cole spoke about the community bar-b-que being put on by the Black Voices Project at Wetherby Park. He also mentioned his visit to the old capitol in Springfield, Illinois and how the old capitol in Iowa City is modeled after the one in Springfield. He also encouraged citizens to explore all the parks in Iowa City. Council Member Taylor thanked everyone who took the time to stop and talk with her and Member Cole at the Council Listening Post held at Kiwanis Park. Taylor also reminded everyone that the book mobile would be at all the Party in the Parks and that the first ever Block Party was June 24th. Mayor Throgmorton reported on speaking engagements at Merge's grand opening, the IC Compassion's Refugee Summit, and participation in the Pride Parade. The Mayor also stated he and the City Manager were meeting with members of the Metro Coalition in Des Moines and that he was looking forward to Juneteenth at Mercer Park on June 24th and mentioned the first National League of Cities City Summit will take place in North Carolina this November which he will be attending. Throgmorton stated he reached out to Governor Reynold's scheduler to try and set up a meeting to discuss topics of mutual interest.
