Comment: The Planning & Zoning Commission, at a regular
meeting held April 17, 1980, recommended by a 6-0 vote
approval of the subject amendment. This amendment would
revise provisions for established yard regulations by estab-
lishing the minimum front yard for interior lots as an
average of the setback of principal buildings on the abutting
lots. A copy of the proposed ordinance is attached to the
agenda.

b. Consider a recommendation of the Planning & Zoning Commission
to approve the Preliminary and Final Plat of Newport Park
Subdivision (Oak Meadows). S-8004.
Comment: The Planning & Zoning Commission, at a regular
meeting held April 17, 1980, recommended by a 5-1 vote to
approve the preliminary and final subdivision plat waiving
at this time construction and design of the stormwater
detention basins until the happening of one of the three
following events: a) resubdivision of any lot, b) the
passing of 15 years from the date of final plat approval,
and c) annexation by the City, and subject to the following
deficiencies and discrepancies: 1) the legal papers are
not in order and should be revised; 2) the legal description
on the plat should be corrected; 3) the title of the plat
should be changed as the City has a subdivision named Oakes
Meadow, which is very similar to Oak Meadows; 4) the stormwater
detention easement should be shown on the final plat.
I This recommendation is consistent with the staff's recommenda-
tion presented in a staff report dated April 17, 1980, which
is attached to the Council agenda. Resolution for considera-
tion of the item will be presented at the next meeting
pending correction of the contingencies noted above.

RENEWAL PARCEL NO. 64-1 IN DOWNTOWN IOWA CITY.
Comment: This resolution will designate the preferred developer for redevelopment
of Parcel 64-1 in the Iowa City Urban Renewal Project, Project
No. Iowa R-14. This designation does not constitute formal
acceptance by the City of the developer's offer to purchase.
However, the resolution does authorize the City Manager to carry
out land disposition procedures in accordance with Iowa law and
consistent with the terms set forth in the Iowa City Downtown
Urban Renewal Prospectus.

Item No. 10 - CONSIDER RESOLUTION REGARDING THE ISSUANCE OF NOT TO EXCEED
$5,000,000 IN AGGREGATE PRINCIPAL AMOUNT OF INDUSTRIAL DEVELOPMENT
REVENUE INTERIM BONDS, AND NOT TO EXCEED $5,000,000 IN AGGREGATE
PRINCIPAL AMOUNT OF INDUSTRIAL DEVELOPMENT REVENUE BONDS, OF THE
CITY OF IOWA CITY, IOWA, AND AUTHORIZING EXECUTION OF A MEMORANDUM
OF AGREEMENT.
i Comment: Adoption of this Resolution is advised by the City's bond counsel,
Ahlers, Cooney, Dorweiler, Haynie and Smith. IRS regulations
require that the City take "official action" toward the issuance
of Industrial Revenue Bonds prior to commencement of activities
directly related to accomplishment of the particular project.
This Resolution constitutes such "official action" and provides
the opportunity to use interim financing (up to 3 years) if is
financially advantageous to the project. The maximum amount of
bonds authorized is $5,000,000.

AMOUNT OF $11,000 FOR THE ACQUISITION OF REAL PROPERTY FOR THE
LOWER RALSTON CREEK NEIGHBORHOOD IMPROVEMENT PROJECT (PARCEL NO.
8, OWNED BY JOHN GILLISPIE).
Comment: Real property acquisition regulations of the Department of
Housing and Urban Development require that the local public
agency formally establish just compensation for each parcel to he
acquired before the beginning of negotiations. This resolution
fulfills this requirement. Additional information is included in
the packet.

Item No. 15 - CONSIDER RESOLUTION AUTHORIZING FILING OF AN APPLICATION WITH THE
ENVIRONMENTAL PROTECTION AGENCY FOR PREPARATION OF PLANS AND
SPECIFICATIONS FOR THE NEW WATER POLLUTION CONTROL PLANT AND
145- 7 OUTFALL SEWER.
Comment: Previously, Council approved a resolution authorizing the Mayor
to sign a contract agreement with Veenstra and Kimm for design of
the sewer plant. This resolution authorizes Neal Berlin to apply
for the federal grant which will help pay for the preparation of
those plans and specifications. Public Works recommends adoption
of this resolution.

- CONSIDER AN ORDINANCE AMENDING SECTION 28-3 AND SECTION 28-36 OF
THE CODE OF ORDINANCES OF IOWA CITY, IOWA. (second consideration)
Comment:
The purpose of this ordinance is to amend the Uniform Plumbing
Code by adding requirements for the registration of apprentice
plumbers which will not only indicate who works in the profession,
but will be beneficial in establishing a beginning period for
apprentices who wish to apply for their journeyman's license.
This ordinance also regulates the minimum sized vent pipes and
waste pipes that must be used in the installation of plumbing
fixtures. This ordinance also allows for the use of a loop -type
venting system for island sink and lavatories and in remodeling
work. This loop -type venting system is a system that has been
used in Iowa City for several years, however, has never been in
total compliance with the Plumbing Code. It 1s the recommendation
of the Plumbing Board and the plumbers themselves that this loop
system be utilized in special situations with the approval of the
Plumbing Inspector. These amendments have been reviewed by the
Plumbing Board of Appeals and the Board recommends that the
Council adopt this ordinance. A copy of the proposed ordinance
was to the agenda of April 8, 1980.
