Re: Inspection Report for Liquor License dba Colonial Bowling Lanes
On April 16, 1980, the building inspection division made an annual beer
permit renewal inspection of Colonial Bowling Lanes. As a result of this
inspection, the building failed. The inspection was so marked on the
inspection report and a copy of that report was given to the manager, Mr.
Marshall Oxley. The reason for the failure of the inspection was due to a
prohibited painted on the wall sign which was also noted on that report.
On the south elevation of the building there exists a painted on the wall
sign which is in violation of Section 8.10.35.3(f) of the Iowa City Zoning
Code. In view of the above violation the building inspector could not
certify that the building conforms to all laws within the jurisdictional
limits of enforcement of the Department of Housing and Inspection
services. On the application for a liquor -beer license renewal there is
language that the structure being inspected does have to meet all
applicable zoning, building, and mechanical codes of the City of Iowa
City. Consequently the building official has not signed nor approved the
inspection report for a renewal of this liquor -beer license application.
Mr. Oxley has been aware of the sign violation since June 18, 1979 when a
letter of violation was sent to him with orders to correct the condition
within 30 days. It might also be noted that Mr. Oxley received this
letter on June 20, 1979 and upon receipt, phoned and questioned the code.
As a result of the telephone conversation Mr. Woody Kendall, the building
inspector, visited the bowling alley and explained the code.
This memorandum is to merely point out that the building inspector has not
granted approval for the Class C liquor license since the premises do not
conform to code as specified in the permit renewal application.

Re: Poster Road extension
I wish to state my objection to any considerations being made toward
the changing of the present alignment of St. Ann Drive and entry on
to Prairie du Chien Rd. I also object to any proposal and plans
for a beltway system being built between Dodge Street and Dubuque
Street.
In regards to a beltway road, I do not feel there is a need for a
beltway between Dodge and Dubuque Streets when the interstate
system already exists in such close proximity. Of course inter-
states are not planned and built with the consideration of serving
local traffic, however, they do serve that purpose in any city that
they are built through or near. That fact has existed for years,
so I cannot agree with the Planning and Zoning Commission argument
that the interstate should not serve that purpose, it is already
,. occuring. Furthermore, there is no way to build either a 2 land
t or 4 lane beltway road between Dodge and Dubuque Streets without
displacing one or more families from theimen Prairie du Foster Road Chien
f; Road and undoubtedly Dodge and existing portions
and Bjaysville Lane. Some of you on the Council object to committ-
ing any city funds, which don't exist at this time or in the for -
seeable future, to build this road and prefer to allow two present
H land developers, who are already developing this wooded territory
between these three streets, to build the road to the limits of
their abilities, thereby future home -owners will end up paying for
4 it. That might be a legitimate consideration, except that you
are then placing present home -owners in the territory of Dubuque,
Prairie du Chien, and Dodge streets in the position of paying for
this beltway being "hooked" on to these streets. I do not see
that any hone -owner in this territory will be able to accommodate
the assessments, to pay for this, that will be placed against their
' property, either now or in the future. Neither do I see the City
as being able to bear this cost, now or in the future. Because of
the very rough terrain I cannot see that it will not be outrageously
expensive to either bridge the ravines or cut and fill or have a
very roller coaster street, if neither of the other two choices are
not used. I cannot agree with the concept of the beltway being
needed at those prices, now or ever, when an interstate exists for
use.

Secondly, my objection to proposed changes in St, Ann Drive and the
opening of St. Ann - Foster Drive roadway between Dubuque and
Prairie du Chien need to be expressed. As a resident of Prairie
du Chien neighborhood, I join all those people who have signed pet-
itions and written letters registering their objections to the changes
being proposed and planned. I signed one petition but did not know
about others. I have attended all the public meetings of both the
Planning -Zoning Commission and the City Council regarding the issue
of Foster Road. I strongly object to any proposal to change St. Ann
Drive in any way other than it's present alignment. Now that at
least some of you say you will not vote to purchase homes in order
to attach the proposed opening on to Prairie du Chien, that may
alleviate the fears of some people regarding the loss of their home.
However, you have not given me cause to believe that will actually
apply to everyone in the neighborhood. I am lead to this opinion
by the fact that you have already given the "nod" to investigate
the possible purchase of vacant lots, at the cost of supposedly
$15,000 each, which will be used to make a new "hook-up" for
St. Ann - Foster Road on to Prairie du Chien. 'Diose particular
lots set directly across the street from my home and the posterior
of my lot faces the property of the Oaks addition. It appears to me
that there are ulterior designs that will eventually put me in a
position of having to give up my hone because the City wants the
land for a street. No one in this neighborhood wants a beltway and
no one wants a street going through their property. It appears to
me that even though this Council says they won't purchase any house
in order to put a street in, the fact remains that future Councils
may come along and say differently. Therefore, it is my contention
that this Council must decide where the streets are going to be, even
in the future. No one, home -owners or developers, can plan or build
when they don't know where the streets are to be and for what purpose
they are to be used.
Regarding the proposal for St. Ann Drive, I find it difficult to
understand how the City can contemplate spending even $30,000 for
property on which to put a street when the existing street is only
a few feet southerly. If the proposed change is done it will be
causing one home to become an island, surrounded by street in a
triangle fashion. It seems to me that the money would be better
spent to pave the existing St. Ann Drive. In fact, one begins to
suspicion that the interests of the developers and the desire to
force a beltway system are the prime considerations being put before
you.
In summation, I am asking the City Council to consider this very
expensive matter carefully and to vote against any beltway system,
at least between Dodge and Dubuque streets, and to vote against
changing St. Ann Drive from its present position and connection on
to Prairie du Chien Road.

We the Iowa City Branch of the National Association
for the Advancement of Colored People have become
aware of a serious problem affecting Iowa City.
It is our observation that federal contract compliance
is not being adequately practised by the City of
Iowa City in the following areas:
Affirmative Action - there is and has been no specific
Affirmative Action program adopted by this city and
the consequenses of this fact are obvious.
This city which employs hundreds of people not only
has an inadequate number of black employees but has
only one black above the basic level of a clerical
worker - we feel this fact is not only injust but has
racial connotations involved.
Fair Housing - there has been no fair housing plan
implemented in Iowa City.
Revenue Sharing - the distribution of revenue is both
unfair and inadequate.
Minority Contractors - there are no minority contracting
firms employed by the City, even in light of the intense
construction efforts underway around the city.
We are aware that federal guidelines which have been set
are apparently not being followed by this city.
We are also aware that certain governmental agencies
including those listed below have been assured that
federal contract compliance was being performed in
Iowa City - thus making the city eligible for these
federal funds.
Equal Economic Opportunity Commision (EEOC), Office of
Federal Contract Compliance(OFCCP), Housing and Urban
Development (HUD).
We encourage the City to take action to rectify this
situation immediately.

Dear Mr. Morris:
Thank you for your letter of April 29, 1980, to the City Council. I am
certain that, from your perspective, the City could always accomplish
more in these areas and I assure you that the City is vitally concerned
about and involved in these issues.
1. Affirmative Action. Your statement is that "....there is and
has been no spec i— 'fi— c affirmative action program adopted by this city...."
Enclosed is a copy of the City's Equal Opportunity Policy and Affirmative
Action Program which was adopted by the City Council on January 2, 1975.
The review of the operation of the Human Relations Department, which I am
currently conducting, will include both the City's Equal Opportunity
Policy and Affirmative Action Program. Specific recommendations will
relate both to policy/program revision and a mechanism for ensuring effec-
tive implementation.
2. Fair Housing. Your statement is that "....there has been no fair
housing plan implemented in Iowa City." I assume that you are referring
to the subsidized housing program which is periodically reviewed by various
Federal agencies. Attached is the 1979 report of the on-site monitoring
review by the Department of Housing and Urban Development which states that
HUD is "....pleased with the report of the positive effort the Housing
Authority is exhibiting in administering the equal opportunity requirements
of the program...." The last specific inquiry from a Federal agency
concerning this subject recommended that the fair housing marketing plan
be included in the City's affirmative action plan. However, the City is
waiting for a formal report from a more recent on-site review. As discussed
above, the City's affirmative action program currently is being revievu:d.
The question of the fair housing plan has been referred, by this letter, to
the Housing Commission for review, consideration and possible. recommendations.
You may wish to review your concerns with the housing Commission.
3.• Revenue Sharing. In this instance I am unable to respond in a
meaningfuway tl o your comments because of the ambiguous nature of your
statement. If you are referring to the local distribution of revenue
sharing, you are welcome to review the revenue sharing files. If you have
concerns after that review, I will be pleased to discuss them with you.

4. Minority Contractors. Your statement is that "there are no
minority contracting firms employed by the City..." The most extensive
construction project of the City currently funded by Federal money is the
$6.3 million River Corridor Sewer. The City is complying with EPA minority
contractor requirements.
The City staff is aware of other minority contractor requirements and is
taking positive actions to comply. The review of the operations of the
Human Relations Department, which I am currently conducting, is considering
the City's minority contract compliance program. Specific recommendations
will be made in this area.

THE CITY COUNCIL OF IOWA CITY
IS CONSIDERING AN APPOINTMENT
TO THE FOLLOWING COMMITTEE:
COMMITTEE ON COMMUNITY NEEDS
One vacancy - Two-year term
July 1, 1980 - July 1, 1982
It is the duty of members of the Committee on Com-
munity Needs to coordinate communication channels
between groups and citizens of Iowa City and the
City Council and staff and then to responsibly
respond to program proposals as solutions designed
to meet the community's needs.
Iowa City appointed members of boards and commis-
sions must be qualified voters of the City of Iowa
City.
The selection and appointment for this Committee j
will be made at the June 3, 1980, meeting of the
City Council at 7:30 P.M. in the Council Chambers.
The actual term will begin July 1, 1980. This
will give the appointee an opportunity to attend
a meeting of the Committee on Community Needs and i
to become familiar with the duties of the Committee
before assuming full responsibility. Persons
interested in being considered for this position
should contact the City Clerk, Civic Center, 410
East Washington. Application forms are available
from the Clerk's office upon request.
