Comment: The Planning and Zoning Commission, at a regular meeting held February 21, 1980, recamnerded by a 5-0 vote approval of the subject plan. The Bikeways Plan sets goals, objectives, and policies for bikeways in Iowa City and makes recommendations not only for routes, but also for maintenance, education, funding, parking facilities, and long-range planning. Consider a resolution to approve an amendment to the preliminary and final Large Scale Residential Development plan of Pentacrest Garden Apartments. 5-7749. Comment: Rhe Planning and Zoning Commdssion, at a regular meeting held February 21, 1980, recommended by a 5-0 vote to amend the preliminary and large Scale Residential Development plan of Pentacrest Garden Apartments to allow access from the south parking lot to Court Street directly opposite Capitol Street. Because the amendment was done at the request of the Planning and Zoning Commission, the Calmission rec nvends all fees be waived. Action: ,.. y o t- Vd e w ! al". /fl 40 C. Consider a resolution authorizing the Mayor to sign and the City Clerk to attest an agreement with the City of Hills concerning the annexation of railroad right-of-wey. Comment: Attached to this agenda is a proposed agreement with the City of Hills concerning: (a) future annexation, (b) review of subdivisions within Hills extraterritorial jurisdiction, and (c) cooperation in the extension of streets and utilities across the railroad right-of�,ay. Rhe agreement has been reviewed by the City Attorney for the City of Hills and by Iowa City's legal staff and found to be acceptable. Action: ei., d. Consider an ordinance amending Section 8.10.35.2 (Sign Ordinance) of Appendix A of the Code of ordinaAs of lava City, Iowa. (first consideration) Comment- Rhe Planning and Zoning Commission, at a regular meeting held February 21, 1980, recanaended by a 5-0 vote approval of the subject amendment. Ibis amendment %.ould permit buildings located on comer lots in all zones to erect an additional facia sign. A copy of the proposed ordinance was furnished with the agenda of March 25, 1980. Rhe staff requests the Council give all three readings of this ordinance at the April 1 meeting. The applicant (American Federal Savings and Loan) is eager to sign their new location at 137 East Washington. Consider recommendation of the Senior Center Commiasion that the Senior Center goals and objectives (copy furnished in the information packet) be accepted in final form with the fol- lowing changes: 1. PRINCIPAL PURPOSE: The change to read, PRINCIPAL PURPOSE: to support the effort to maintain or improve a personally acceptable quality of life for Johnson County senior citizens. 2. Purpose A, goal 1 d be changed to read, "to develop and maintain an agoing record-keeping system, and make construction recommendations relating to current and future problems to better meet senior citizen needs and interests, to identify needed services the camunity does not provide." Comment: Wmeber Brothers from Mechanicsville, Iowa, was the lav bidder and was awarded the project. Ibis resolution is necessary for this assessment project. Public Works recommends adoption of this resolution. Comment: This was the lowest of three bids and under the engineer's estimate. A bid tabulation is attached. Public Works recommends adoption of this resolution. , Item No. 12 - CONSIDER AN ORDINANCE AMENDING SECTION 3302(d) OF THE UNIFORM BUILDING CODE, 1976 EDITION, AS ADOPTED BY CEiAPTFR 8 OF THF. CODE OF ORDrtw;CFS OF IOWA QTY. (first consideration) Comment: The purpose of this ordinance is to amend the provisions for distance to exits in open parking garages. The 1979 Uniform Building Code allows longer exit distances than the 1976 Uniform Building Code. By adopting this provision of the 1979.Code, the south stair tower on the Block 64 garage can be eliminated, thereby reducing the cost of the garage without compromising safety.
