Applicants must reside in Iowa City. The City Council announces advisory board vacancies 60 days prior to the date the appointment will be made. This 60 -day period provides for a 30 -day advertising period and a 30 - day training period for new members. The training period allows new members to become familiar with the responsibilities and duties of the advisory board before becoming a full voting member. After a vacancy has been announced and the 30 -day advertising period has expired, the Council reviews all applications during the informal work session. The appointment is announced at the next formal Council meeting. Appointees serve as unpaid volunteers. All applications must be submitted to the City Clerk no later than one week prior to the announced appointment date. R A F ANALYSIS The vacation of College Street between Capitol and Madison is part of an overall street closure pattern established in the Urban Renewal plan. Resultant impacts relating to the street closure pattern in the Central Business District have been carefully analyzed since the inception of the urban renewal project in the early 1960's. This vacation is supported by previous decisions of the City Council, previous public and private investment, and a balancing of the needs of pedestrians, autos and transit. The University is interested in the closure of this street as it now owns all of the property adjacent to the subject right-of-way, The University has purchased urban renewal property under a form of contract and deed which incorporates the i urban renewal plan showing this street as closed. Plans have been drawn by the University to develop the subject right-of-way as a pedestrian link tying the i University Library area directly to Old Capital Center. Since this portion of College Street is part of the Original Town plat and J established as an easement for right -or -way purposes, the ownership of which is i with the State of Iowa, the right -of way necessarily reverts to the State of Iowa upon vacation of the easement. Existing within the .College Street right-of-way are various utilities (e.g., water, sewer,'gas, etc.) over which an utility easement should be acquired from the State of Iowa. This utility easement would provide for the maintenance of existing utilities and installation of new utilities. The vacation of the right-of-way easement should be subject to obtaining from the State of Iowa a 80 foot wide utility easement. RECOMMENDATION The staff recommends that the City vacate College Street between Capitol and Madison.Streets subject to acquiring from the State of Iowa an 80 foot utility easement over the aforementioned right-of-way.
